Articulation for Dummies
• To allow learners and students to move within
and between the different NQF sub-
frameworks
• GFETQA, QCTO and HEQSF
• Internationalisation and articulation
(Unisa/UMUC)
The Unisa articulation journey
• 2004 Unisa became a comprehensive
University
• Technikon TSA and Unisa merges and
incorporates VUDEC
• How do Technikon students articulate into
university programmes?
Regulatory framework
• Higher Education Act, 1997
• SAQA Act, 1995 (repealed)
• Further Education and Training Colleges Act,
2006
• NQF Act, 2008
• HEQF/HEQSF, 2007
• Statutory Minimum Admission Requirements
(NSC/NCV)
Articulation between different frameworks
• Umalusi and HEQSF
– NSC and NCV
– Statutory Admission requirements implemented
• QCTO and HEQSF
– ?
Different possibilities
• Higher Certificates
• Advanced Certificates
• National Diplomas
• Advanced Diplomas

Agreements with TVET Colleges
• Unisa concluded a number of agreements with
TVET Colleges to allow the colleges to offer
specific Unisa qualifications
• In terms of FETC Act
• Mainly Higher Certificates
• On completion of HC student is admitted into
a Diploma or Degree
Challenges
• Poor understanding of the regulatory
framework (at institutional and regulatory
level?)
• Insufficient regulatory framework
• Eg, Matriculation Board requiring matriculation
exemption for HC students when admitted into
Bachelor’s Degree
• Articulation between QTCO and HEQSF not
clear
Case study
• A student completes a 240 credit Diploma in
Legal Practice (level 6) at a TVET College. On
completion the student applies for admission
to the Bachelor of Laws Degree.
• Do you admit the student or not?
• Is it legal?
• Does the student require matriculation
exemption?
College experiences
• College of Cape Town
• Gert Sibanda TVET College
• Port Elizabeth TVET College
