About the College
Established in 1988, Haldia Government College has steadily emerged as the hub of quality higher
education in the industrial port-city of Haldia and its adjoining areas. It is a government college under
the aegis of the Department of Higher Education, Government of West Bengal. Accredited with a ‘B’
grade in the first cycle in 2007 by the National Assessment and Accreditation Council (NAAC) of
UGC the college has all along been dedicated to excellence. The process of second cycle accreditation
of the college by the NAAC has been in process.
With 13 undergraduate and 2 postgraduate programmes, the college offers degrees in humanities,
social sciences and sciences and is affiliated to Vidyasagar University of Medinipur. A separate
vocational course on Tourism and Travel Management (TTM) is also run by this institution.
As one of the most esteemed institutions in the region, Haldia Government College strives to provide
the best education to its around 2200 students. As a fully government owned institution this
educational temple has been accommodating the meritorious and needy students coming from middle
class and poor families and working as a catalyst for socio-economic upliftment of this region by
providing quality education and bringing self confidence in young minds. Economically weak
students are provided financial assistance. The college is proud to have two functional units of
National Service Scheme (NSS) that earnestly involve the students in community work and
encourage them to accept social responsibility actively. The college also boasts of a fully functional
Senior Division National Cadet Corps (NCC) unit of the Army wing that is dedicated to grooming
the young students into disciplined and patriotic citizens. For almost three decades the college has
produced an impressive line-up of alumni who make their presence felt today in a wide variety of
vocations including academics and research.
The institution does its best to engage the students in extracurricular and cultural activities as well in
order to turn them into more responsible citizens with the zeal for making meaningful contributions to
human society at large.

Post-Graduate M.Sc. Courses (Regular): The college offers regular Post Graduate courses in Chemistry and Geography.
Vocational Course: There is a self-financed three year vocational course in Tourism and Travel Management under the affiliation of Vidyasagar University.
Courses under Distance Education: The college offers Post Graduate courses in Bengali, Chemistry and Geography under Directorate of
Distance Education, Vidyasagar University.The college has a study centre of Netaji Subhas Open
University (NSOU) which offers courses in different levels (under graduate and post graduate) of
science, arts and management.

ELIGIBILITY
Honours degree course: Qualifying Higher Secondary or equivalent examination 2017 with minimum 45% marks in aggregate
(to be calculated by adding the marks obtained in best five subjects excluding Environmental Studies) or 50% marks in subject or related subject.
General degree course: Pass marks in at least five subjects in Higher Secondary or equivalent examination.
Candidates who have passed the qualifying examination in 2015 and 2016 may also apply.
Other Important Information:
i. Any candidate seeking admission to a course in laboratory based subjects must have obtained pass
marks in those subjects/relevant subjects at the Higher Secondary level.
ii. In addition to the above any candidate seeking admission to Honours course in Physics, Chemistry,
Mathematics, Statistics must have passed in Mathematics in Higher Secondary or equivalent
examination.
iii. Any candidate seeking admission to Honours courses in Anthropology, Economics, Education,
Sociology or Statistics and not having these subjects at H.S. or equivalent level, must have any one of the following relevant subjects in Higher Secondary or equivalent course:

iv. Candidates who have passed the qualifying examination in 2015 and 2016 may also apply.
v. Candidates who have passed +2 level examinations from West Bengal Council of Vocational Education and

Travel Management.
vi. The candidates who will opt for Physical Education as a general subject will have to pass a qualifying
examination.

Admission Rules Admission procedure for undergraduate courses starts generally in the month of June, i.e.,
after the declaration of the result of higher Secondary Examination by the WBCHSE. The
college strictly follows the online mode of receiving application for admission to different
courses. For submission of application the interested students are to log on the admission
web portal of the college i.e., http:\\ug.hgcadmission.org, read the notice and
instructions and then proceed for submission of the application.
Admission procedure for postgraduate courses starts generally in the month of June, i.e.,
after the declaration of the result of Part-III Examination by Vidyasagar University. The
college strictly follows the online mode of receiving application for admission to different
courses. For submission of application the interested students are to log on the admission
web portal of the college i.e., http:\\pg.hgcadmission.org, read the notice and
instructions and then proceed for submission of the application.
1. Admission is granted only to the deserving candidates strictly on the basis of merit.
SC/ST/PWD quota will be as per govt. rules.
2. All admissions are provisional until confirmed by the University. Admission of any
candidate in contravention of the University regulations and restrictions, or in
contravention of any rules framed by the college authorities even though detected
afterwards, shall be cancelled without reference and no claim will be entertained to that
regard.
Admission Procedure A. Merit Points Calculation for Undergraduate Courses
1) Admission will be done on merit basis and merit point for admission in Honours courses is
to be calculated by adding 10% of total marks obtained in the best five subjects excluding
Environmental Studies at Higher Secondary/equivalent examination and the marks obtained
in the subject or related subject in which the admission in Honours course is sought. 2) The merit points for admission to General courses are to be calculated by adding the marks
obtained in best five subjects excluding Environmental Studies of H.S. /equivalent examination.
3) Candidates who desire to take admission in Tourism and Travel Management (TTM) self financed course are advised to visit the page on self financed courses on the college web site for fee structure and other details
B. Merit Points Calculation for Post graduate Courses
Selection will be made strictly on the basis of merit.
As per order of Government of West Bengal, 60% of total seats in each subject will be
reserved for the students of V.U. and rest 40% will be available for open competition.
Marks obtained in the honours will be the sole criteria for the 60% seats.
Admission test will be conducted for the 40% seats.
Payment of Fees
Admission Fees are to be paid in off-line payment mode through challan in the college office only on
notified days. If there is a period of four months of non-payment of tuition fees, a student’s name will be
struck off the attendance register and for re-admission the candidate will have to consult the college office
for further details. Before the Students’ Union Election a student willing to take part in it has to clear all
the tuition fee dues up to the declared date of election.

Facilities Library:
Central library: The central library has very rich collection of text books, reference books and
journals and numbering about 50,000 in all. The bonafied students of the college are entitled to
borrow books from the library after adhering strictly to existing rules. Two books are issued to each
student at a time in lieu of their library card. They can also access INFLIBNET (online library
service provided) after registering their name for the same.
Seminar library: Honours departments have their own departmental seminar libraries and its
facilities are open to the Honours students only.
Computer Laboratory: The College has well setup computer facility with broadband internet
connection. Students can avail the facility at a specified time with a written permission from their respective
Heads of the Department which in turn is to be endorsed by the Principal.
Internet WI-FI: The college campus is equipped with free Wi-Fi facility.
Canteen: The canteen provides healthy and nutritious food to students and staff of this college at a cheap
rate.
Accommodation: The College has two separate students hostel for Boys’ and Girls’. Both Hostels can
accommodate 100 students. The Boys’ Hostel is named as Satish Chandra Samanta’s Boys’ Hostel and
Girls’ Hostel is named Sahid Matangini Girls’ Hostel.
Institutional scholarships: Students of the College enjoy several types of incentives and scholarships
from both government and non-government sources. Following are the details of such scholarships:
Tuition fee-waiver scheme: Tuition fee-waiver scheme or free studentship is the primary form of
scholarship provided at the institutional level. The Departmental teachers interact closely with their
students and recommend their names for free studentship, based on their merit and financial
conditions. In turn, the College authorities forward those proposals which are approved by
Government and/or Non Government organizations.
Poor Fund: The institution provides aid to the students from the Students Aid Fund, which is
popularly known as the Poor-Fund, for various purposes such as examination fees, educational tour
expenses, concession of hostel fees, etc. The Principal of the College also uses his discretionary
power to waive the admission fees of needy students.

Kanyashree Prakalpa (K1 & K2): The students enjoy financial assistance from different sources of
the State Government and the Central Government so that the female students can pursue their higher
studies smoothly.
Merit-cum-means Scholarship: Students also receive financial assistance from various State
Governmental agencies under merit-cum-means scholarship.
Minority Scholarship: West Bengal Minority Development Finance Corporation (WBMDFC)
provides scholarships to students from the Minority community. Many students of this College are
benefited through this scholarship.
Career Counselling and Placement Cell: Career Counseling Cell of the College undertakes
counseling services to enable the students imbibe soft skills. The College has a structured mechanism for
career guidance and placement assistance for its students. The Placement Cell of the College organizes
industry interactions involving various reputed agencies whereby the students can identify the knowledge
gap and the means to bridge the same.
Psychological Counselling Cell: A Student Counseling Cell is in place to address psychological and
other problems of the students. Expert counselors offer their services.
Internal Complaint Cell: The College has an Internal Complaints Committee (ICC), formed as per the
Vishakha guidelines. Complaint boxes have been placed in multiple strategic locations of the College.
Remedial & Tutorial Classes: Remedial classes and tutorials are organized by the all the academic
departments to interact and guide the students outside regular classes.
Grievance Redressal Cell: This cell is aimed at providing the students of Haldia Govt. College with a
platform for redressal of their grievances.
Gender Sensitization Cell against Sexual Harrassment: GSCASH maintains a proactive
environment for gender sensitization among all the stakeholders.
Equal Opportunity Cell: The Cell emphasizes on creating a condition of equal access in the midst of
diversity. As a measure of promoting inclusion and diversity at the institutional level a number of affirmative
action programmes are undertaken by this College.
Women’s Cell: The Women’s Cell organizes different programmes to celebrate Women’s day every
year.
ACTIVITIES
National Social Service (NSS): Our Institution encourages the students to organize and take part in
various Outreach programmes. Students are encouraged to communicate with the local community people to
understand their problems and camps are organized by the NSS team to serve the society.
National Cadet Corps (NCC): Our Institution encourages the students to join NCC which conduct
different activities like Independence Day celebration, Republic Day celebration etc.
Seminars: Various departments of the college organize state level, national level seminars at regular
intervals. Student seminars are also held on a regular basis in respective departments.
Sports: There are two playgrounds within the college campus one with volleyball and badminton court.
The College has a Multi-gymnasium in the Department of Physical Education. Sufficient infrastructure is
available for the course and for individual practice of any student before/during/after the college hours.
Resident students and teachers also use the available facilities. The Annual sports of the College are
colourful event which includes many indoor and outdoor events such as Cricket, Volleyball, Badminton,
Table Tennis, Chess and Carom. Few students have also excelled at the State meets and University meets.
Cultural Competition: The students’ union organizes the cultural competition annually which includes
various events such as quiz, extempore, singing, dancing and drawing etc.
College Fest: The Annual College Fest is a colourful event which is organized by the students’ union.
Wall Magazine: Many departments of the college publish Wall Magazines annually at different points of
time throughout the year.
Anti-Ragging Policy
Anti Ragging Cell: There is an Anti-Ragging Committee in the College, comprising of senior teachers.
“UGC Regulations on Curbing the Menace of Ragging in Higher Educational Institutions, 2009” is
prominently displayed in the College website. Students are also made aware of the National Anti-Ragging
Help Line (UGC Crisis Hotline) having the 24x7 Toll Free Number 1800-180- 5522 and the email
[email protected]. The information packs from the anti-ragging portals are displayed in the College
website in both English and the vernacular. 1. Our institution recognizes ragging as one of the raging social menace, jeopardizing the future of our
young generation.
2. Our institution has zero tolerance for harassment or ragging of the students in any form.
3. It is mandatory for all the students to give declaration at the time of admission that he/she will neither
tolerate nor participate in any kind of ragging activities.
4. Students are required to submit anti-ragging undertaking in the Anti-ragging website of UGC.

6. According to the direction of the Supreme Court if any instance of ragging is brought to the notice of

friendly, welcoming and non-aggressive.

College Office: The College Office remains open on all days except Sundays and Holidays between 10.30
A.M. and 4.45P.M. The Office is equipped with all information on fee receipts, University matters, Student’s
matters, hostel accommodation and other academic and administrative supports. There are separate counter
for cash, students’ matters and enquires. All correspondences may make with the Office which is very
helpful and cooperative. Any grievance may be dropped or lodged at the specific box at the Office.
Rules and Regulations
1. Students admitted to this college are to abide by the rules and regulations of the college, the
University and the orders of the Principal/ Government.
2. The students are advised to keep themselves aware of the Institute rules. They are also advised to go
through detailed Hostel rules and Prevention of Ragging rules given separately. Ignorance of rules
shall not be an excuse for violation.
3. College working hours are 10.30 A.M. to 4.45 P.M. with a tiffin break between 1.30 P.M. to 1.45
P.M.
4. As per Vidyasagar University regulations, 75% attendance is compulsory. Otherwise, students cannot
appear for the University Examinations.
5. Absence from class must be justified with the concerned Department. If a student is absent from
class/classes without notices and/or absent without proper reasons for more than 5 days his/her name
may be struck of college roll.
6. Absence for more than three days for reasons of health requires a medical certificate. Producing a
medical certificate however does not entitle a student to get attendance.
7. Participation in co-curricular or extra-curricular activities inside or outside the campus is not counted
as absence from class. Attendance will be counted only when a copy of the participation certificate or
a note from the concerned teacher is produced before the Head of the Department.
8. The students are required to display the college Identity Card on all college working days. Failure to
display the college identity card will be treated as misconduct and such students will be barred from
entering the campus and class room.
9. The college takes note of serious misbehaviour, insubordination, habitual tardiness, irregular work
habits or obscenity which are punishable by fine, suspension or dismissal.
10. The College is declared an alcohol-smoke-drug-free area. Any student found smoking or under the
influence of intoxication of alcohol/drugs in the Institute or in the Hostel is liable to strict disciplinary
action which may be up to expulsion from the Institute.
11. The students are warned about the need for being very careful and to follow all the safety regulations
while conducting practical in the laboratories and the management is not responsible for any physical
damage or mishap that might occur out of students’ negligence.
12. Internal assessment is part of the evaluation. Two internal examinations are conducted for B.A. /
B.Sc. (Hons.) students and one internal examination is conducted for B.A. / B.Sc. (General) students.
Absence in such tests, even with medical certificate, cannot entitle a student for a re-test.
13. Students’ vehicles may be parked and locked in the allotted place only. However, the College is not
responsible for their safety.
14. The management is not responsible for the safety of valuables of students.
15. Change of permanent address must be notified to the College office.
16. Students who do not live with their parents or in the College Hostel are required to inform the
Principal about the details of their place of residence.
17. It is compulsory for the students to attend functions /activities organized by the institute on various
occasions like Independence Day, Republic Day, and Annual Day, etc. whether the function falls on
a working day or on holidays. Absence from such functions without valid reasons will invite
disciplinary action.
18. The students will compensate damage to institute/ hostel property/furniture caused by neglect or
wilful damage. Defacing the walls or institute property will be viewed seriously.
19. Students must make all possible efforts to conserve electricity and water. They must switch off lights
& fans when they leave the class room/ hostel room, lab etc.
20. Students must help keep the institute neat and clean and preserve and maintain the gardens.
21. Students are advised to see regularly the notices displayed on the Institute/Departmental notice
boards. The notice displayed on these notice boards shall be deemed to have been served on the
students.
22. Students are to submit applications to the Principal for any requirements such as issuance of any
certificate, any claim for Railway Concession, Character Certificate, Identity Card, etc. at least 7 days
in advance to the students’ section of the college office.
23. The College Authority holds the rights to issue transfer certificate/ rusticate guilty student if it
considers that such action is necessary in the interest of the college without assigning any reason and
as recommended by the disciplinary committee or by the discretion of the Principal alone.
24. Students must keep the college premises clean and maintain the sanctity of the college. The corridors
and staircases and the college premises are not meant for loitering and lounging.
