TERMSOFREFERENCE
ObjectiveoftheEIAstudy:
The construction area of Proposed expansion of Residential & CommercialProject is3,14,435.33m2. As per the EIA Notification 14th Sept 2006 and itssubsequent amendments, the construction projects whose built up area isexceeding the 1,50,000 m2 requires Environmental Impact Assessment Study,hencethisToRbeingproposedtocarryouttodelineatetheimpactofproposeddevelopmentinthesurroundingareas.ThestudyareabeingconsideredfortheEIAstudy is10km fromtheprojectsiteas thisanurbanarea.Themapof thestudyareaisattachedasAnnexureI.
The projectwill be constructed on the land comprising about 92,600m2 area.The total built up area (FSI Proposed) of the Project is 3,87,899 m2. Totalconstructionareaisaround8,80,393m2
The Terms of reference for conducting EIA study for the proposed project isdescribedinthefollowingsections.
1. INTRODUCTION
I. PREAMBLE
BellissimoCrownBuildMarkPvt.Ltd. (FormerlyknownasLodhaCrownBuildMark Pvt. Ltd.) is proposing Amendment/Expansion of Residential cumCommercial Project at Block C, Wadala Truck Terminus, Mumbai, State‐Maharashtra.TheprojectislocatedinMCGM
ThepurposeofthisEnvironmentalImpactAssessment(EIA)studyistoprovideinformationonthenatureandextentofenvironmentalimpactsarisingfromtheconstructionanduseofproposedbuildingsandrelatedactivitieswithaviewtodefine an Environmental Management Plan (EMP) to minimize adverseenvironmentalimpacts.
II. PROJECTLOCATION
The project located on 19002’15.97” N Latitude and 72052’44.00”E Longitude.The proposed project is located at about 0.38 km away from Wadala MetroMonorail Station. The location map indicating proposed complex and itssurroundingsaredepictedinFigure1.

III. OBJECTIVESOFTHESTUDY
TheobjectivesoftheEIAstudyare:
Todescribethescopeoftheproposedprojectandassociatedworks;
Toestablishthebaselineenvironmentalstatusoftheprojectsite;
Toidentifyandquantifypollutionsourcesanddeterminethesignificanceofimpactsonsensitivereceptors;
To identify, predict and evaluate environmental and social impactsexpectedduringtheconstructionandfunctionalphasesinrelationtotheexistingcivicinfrastructureandsensitivereceptorspresentifany;
To develop mitigation measures so as to minimize pollution,environmental disturbance and nuisance during construction andfunctionalphases;and
To design and specify themonitoring schedule necessary to ensure theimplementationandtheaffectivityofthemitigationmeasuresadopted
IV. METHODOLOGYOFTHESTUDY
Reconnaissancesurveywillbecarriedouttounderstandnatureoftheproposeddevelopment, conduct visual site inspection,decide the sampling locations andprogramme. Sampling locations will be identified on the basis of followingcriteria:
Predominantwinddirectioninthestudyarea;
Existingtopography;
Locationofexistingactivities;
Locationofsensitiveareas;
Accessibility,availabilityofpowerandsecurityofmonitoringinstruments;and
Areathatrepresentsbaselineconditions.
Sampleswillbecollectedforaperiodofthreemonths
2. PROJECTDESCRIPTION
Theproposedprojectwillprovidethespaceforwarehouseandindustrialshedswithrelevantamenitiesandservices.Themainpurposeandbenefitoftheprojectare:
To provide space for warehouse and industrial sheds with relevant
amenitiesandservices

To create an environment that could support the good standard ofindustrialenvironment;

Toimplementthepolicyofwaterconservationandrainwaterharvesting.
Theproposedconstructionwillinvolvesiteformationworksandconstructionofwarehouse/industrial area, access roads, drains and sewer connections. 3. ENVIRONMENTALBASELINESTATUSThedataforEIAstudywillbecollectthroughfieldstudies,literaturereview,andinteractionwithconcerneddepartments.ThestudyareafortheEIAstudyistheareawithin the10kmradiusof theperipheryof theproject.Mapof thestudyareaclearlydelineatingthelocationofvariousmonitoringstations(air/water/soil andnoise) superimposedwith locationof habitatswill be shown. Primarydatawillbecollectedforoneseason.MonitoringwillbecarriedoutasperCPCBguidelines.Thedata/information onEnvironmentalBaseline Statuswas collect as per thefollowingparagraphs.Meteorology:As a part of the EIA study, amicro‐meteorological data will becollected from nearest IMD station. The parameters includewind speed,winddirection,temperature,andrelativehumidity.Thecollecteddatawillbeusedforpreparationofwindrosediagramsandairqualitymodelling.AmbientAirQuality:Anambientairqualitymonitoringnetworkwasdesignforassessment of the baseline status of ambient air quality. Theparametersweremonitoredaregivenasbelow:
PM10 PM2.5 SulphurDioxide(SO2) NitrogenOxide(NOx) CarbonMonoxide
The frequency of sampling will be twice a week for 13 consecutive weeks.Ambient air quality monitoring will be conduct for one season. The samplingstationswill be selectedbasedon thepredominantwinddirectionof the area.Thestationswillbelocatedatupwind,downwindandcrosswinddirections.Noise:Equivalent continuous noise level (Leq) in and around theproject areawill be monitored. Construction equipment and road traffic are the majorsources of noise. Baseline data of noise at the project area and theneighbourhood habitat areaswill be ascertained. Daytime and night time datawillbecollected. Land use: The information on Landuse pattern will be collected from theavailable data. The plot is reserved for residential/commercial development asperDPofMMRDA.Thedetails regard to Soil typeandCharacteristics, Physicalandchemicalcharacteristicofsoilwillbeanalysedtoascertaincontaminationifany.WaterQuality:Baselinewater quality from all sources such as groundwater,MCGM water, and surface water will be analysed and compare to the water qualitynormsprescribedfordrinkingwater.

BiologicalEnvironment:Asapartofthestudytheinformationonthefollowingwill be collected through Gazetteer of district, forest department and revenueoffices:Preparationofaninventoryofmajorspeciesoftrees,herbs,shrubsandtimbertreesinthearea; Listofeconomicallyimportantplants,ifany; Presenceofrareandendangeredspecies,ifany;

4. IMPACTASSESSMENTWith the knowledge of the baseline conditions, Project characteristics, theintensity of construction activities, detailed projections shall be made of theinfluence of planned project on all the areas of social, physical and biologicalenvironment in the area. Based on the predictions, the critically affectedenvironmentalparameterswillbeidentifiedfortheproposedproject.The impacts to be considered during project construction phase are listed asbelow:
