    Introduction to Cultural Landscapes

    There exist a great variety of Landscapes that are representative of the different regions of the world. Combined works of nature and humankind, they express a long and intimate relationship between peoples and their natural environment. Certain sites reflect specific techniques of land use that guarantee and sustain biological diversity. Others, associated in the minds of the communities with powerful beliefs and artistic and traditional customs, embody an exceptional spiritual relationship of people with nature. To reveal and sustain the great diversity of the interactions between humans and their environment, to protect living traditional cultures and preserve the traces of those which have disappeared, these sites, called cultural landscapes, have been inscribed on the World Heritage List. Cultural landscapes -- cultivated terraces on lofty mountains, gardens, sacred places ... -- testify to the creative genius, social development and the imaginative and spiritual vitality of humanity. They are part of our collective identity.

    Definition According to the Operational Guidelines for the Implementation of the World Heritage Convention, cultural landscapes are cultural properties that represent the "combined works of nature and man" designated in Article I of the Convention. They are illustrative of the evolution of human society and settlement over time, under the influence of the physical constraints and/or opportunities presented by their natural environment and of successive social, economic, and cultural forces, both external and internal.

    History and Terminology In 1992 the World Heritage Convention became the first international legal instrument to recognise and protect cultural landscapes. The Committee at its 16th session adopted guidelines concerning their inclusion in the World Heritage List. The term "cultural landscape" embraces a diversity of manifestations of the interaction between humankind and its natural environment. Cultural landscapes often reflect specific techniques of sustainable land-use, considering the characteristics and limits of the natural environment they are established in, and a specific spiritual relation to nature. Protection of cultural landscapes can contribute to modern techniques of sustainable land-use and can maintain or enhance natural values in the landscape. The continued existence of traditional forms of land-use supports biological diversity in many regions of the world. The protection of traditional cultural landscapes is therefore helpful in maintaining biological diversity.

    Categories The most easily identifiable is the clearly defined landscape designed and created intentionally by man. This embraces garden and parkland landscapes constructed for aesthetic reasons which are often (but not always) associated with religious or other monumental buildings and ensembles. The second category is the organically evolved landscape. This results from an initial social, economic, administrative, and/or religious imperative and has developed its present form by association with and in response to its natural environment. Such landscapes reflect that process of evolution in their form and component features. They fall into two sub-categories: a relict (or fossil) landscape is one in which an evolutionary process came to an end at some time in the past, either abruptly or over a period. Its significant distinguishing features are, however, still visible in material form. continuing landscape is one which retains an active social role in contemporary society closely associated with the traditional way of life, and in which the evolutionary process is still in progress. At the same time it exhibits significant material evidence of its evolution over time.

    The final category is the associative cultural landscape. The inclusion of such landscapes on the World Heritage List is justifiable by virtue of the powerful religious, artistic or cultural associations of the natural element rather than material cultural evidence, which may be insignificant or even absent.

    Inscription of Cultural Landscapes on the World Heritage List The extent of a cultural landscape for inscription on the World Heritage List is relative to its functionality and intelligibility. In any case, the sample selected must be substantial enough to adequately respresent the totality of the cultural landscape that it illustrates. The possibility of designating long linear areas that represent culturally significant transport and communication networks should not be excluded. General criteria for protection and management are equally applicable to cultural landscapes. It is important that due attention be paid to the full range of values represented in the landscape, both cultural and natural. The nominations should be prepared in collaboration with and the full approval of local communities. The existence of a category of "cultural landscape," included on the World Heritage List on the basis of the criteria set out in Paragraph 77 of the Operational Guidelines, does not exclude the possibility of properties of exceptional importance in relation to both cultural and natural criteria continuing to be inscribed.     Introduction Aux Paysages Culturels

    Il existe une grande varit de paysages reprsentatifs des diffrentes rgions du monde. Oeuvres conjugues de l'tre humain et de la nature, ils expriment une longue et intime relation des peuples avec leur environnement. Certains sites renvoient des techniques spcifiques d'utilisation des terres qui assurent et maintiennent la diversit biologique. D'autres, associs dans l'esprit des populations des croyances, des pratiques artistiques et coutumires trs fortes, tmoignent d'une exceptionnelle relation spirituelle entre l'homme et la nature. Pour faire connatre et maintenir la grande diversit des interactions entre les humains et leur environnement, pour protger les cultures traditionnelles toujours vivantes, ou conserver les traces de celles qui ont disparu, ces sites ont t inclus dans la liste du patrimoine mondial en tant que paysages culturels. Les paysages culturels - cultures en terrasses, jardins ou lieux sacrs, etc. - tmoignent du gnie crateur de l'tre humain, de l'volution sociale, du dynamisme spirituel et imaginaire de l'humanit. Ils font partie de notre identit collective.

    Dfinition Selon l' Orientation devant guider la mise en uvre de la Convention du patrimoine mondial, les paysages culturels sont des biens culturels et reprsentent les "uvres conjuges de l'homme et de la nature" mentionnes l'article 1 de la Convention. Ils illustrent l'volution de la socit humaine et son tablissement au cours du temps, sous l'influence des contraintes physiques et/ou des possibilits prsentes par leur environnement naturel et des forces sociales, conomiques et culturelles successive, externes aussi bien qu'internes.

    Histoire et Terminologie En 1992, la Convention du patrimoine mondial est devenue le premier instrument juridique international reconnatre et protger les paysages culturels. Lors de sa 16me session, le Comit a adopt des orientations devant conduire leur inscription sur la Liste du patrimoine mondial. Le terme "paysage culturel" recouvre une grande varit de manifestations interactives entre l'homme et son environnement naturel. Les paysages culturels refltent souvent des techniques spcifiques d'utilisation viable des terres, prenant en considration les caractristiques et les limites de l'environnement naturel dans lequel ils sont tablis ainsi qu'une relation spirituelle spcifique avec la nature. La protection des paysages culturels peut contribuer aux techniques modernes d'utilisation viable et de dveloppement des terres tout en conservant ou en amliorant les valeurs naturelles du paysage. L'existence permanente de formes traditionnelles d'utilisation des terres soutient la diversit biologique dans de nombreuses rgions du monde. La protection des paysages culturels traditionnels est par consquent utile pour le maintien d'une diversit biologique.

    Catgories Les paysages culturels se divisent en trois catgories majeures : Le plus facilement identifiable est le paysage clairement dfini, conu et cr intentionnellement par l'homme, ce qui comprend les paysages de jardins et de parcs crs pour des raisons esthtiques qui sont souvent (mais pas toujours) associs des constructions ou des ensembles religieux. La deuxime catgorie est le paysage essentiellement volutif. Il rsulte d'une exigence l'origine sociale, conomique, administrative et/ou religieuse et atteint sa forme actuelle par association et en rponse son environnement naturel. Ces paysages refltent ce processus evolutif dans leur forme et leur composition. Ils se subdivisent en deux catgories: un paysage relique (ou fossile) est un paysage qui a connu un processus volutif qui s'est arrt, soit brutalement soit sur une priode un certain moment dans le pass. Ses caractristiques essentielles restent cependant matriellement visibles;

    un paysage vivant est un paysage qui conserve un rle social actif dans la socit contemporaine troitement associ au mode de vie traditionnel et dans lequel le processus volutif continue. En mme temps, il montre des preuves manifestes des son volution au cours des temps. La dernire catgorie comprend le paysage culturel associatif. L'inclusion de ce type de paysage sur la Liste du patrimoine mondial se justifie par la force d'association des phnomnes religieux, artistiques ou culturels de l'lment naturel plutt que par des traces culturelles tangibles qui peuvent tre insignifiantes ou mme inexistantes.

    Inscription de paysages culturels sur la liste du patrimoine mondial Le champ pour l'inscription du paysage culturel sur la Liste du patrimoine mondial est dlimit par ses aspects fonctionnel et intelligible. En tout cas, l'exemple choisi doit tre assez substantiel pour reprsenter la totalit du paysage culturel qu'il illustre. La possibilit de dsigner de longues aires linaires reprsentent des rseaux significatifs de transport et de communication ne doit pas tre carte. Les critres gnraux pour la protection et la gestion sont galement applicables aux paysages culturels. Il est galement important de porter une attention particulire aux valeurs culturelles et naturelles des paysages concerns et de prparer les propositions d'inscription en collaboration et en complet accord avec les communauts locales. L'existence d'une catgorie de "paysage culturel," incluse dans la Liste du patrimoine mondial sur la base du critre dfini au paragraphe 77 des Orientations, n'exclut pas la possibilit de continuer inscrire des biens d'importance exceptionelle selon des critres naturels aussi bien que culturels (voir la dfinition des biens mixtes dcrite au paragraphe 46).     2003 - Cultural Landscape and Archaeological Remains of the Bamiyan Valley / Paysage culturel et vestiges archologiques de la valle de Bamiyan (Criteria i - ii - iii - iv)

    Brief description The cultural landscape and archaeological remains of the Bamiyan Valley represent the artistic and religious developments which from the 1st to the 13th centuries characterized ancient Bakhtria, integrating various cultural influences into the Gandhara school of Buddhist art. The area contains numerous Buddhist monastic ensembles and sanctuaries, as well as fortified edifices from the Islamic period. The site is also testimony to the tragic destruction by the Taliban of the two standing Buddha statues, which shook the world in March 2001. Brive description Le paysage culturel et les vestiges archologiques de la valle de Bamiyan illustrent les dveloppements artistiques et religieux qui, du Ier au XIIIe sicle, ont caractris lancienne Bactriane, intgrant diverses influences culturelles pour former lcole dart bouddhique du Gandhara. Le site contient plusieurs ensembles monastiques et sanctuaires bouddhistes, ainsi que des difices fortifis de la priode islamique. Il tmoigne galement de la tragique destruction des deux bouddhas debout par les taliban, qui branla le monde en mars 2001. Justification for Inscription Criterion (i): The Buddha statues and the cave art in Bamiyan Valley are an outstanding representation of the Gandharan school in Buddhist art in the Central Asian region. Criterion (ii): The artistic and architectural remains of Bamiyan Valley, and an important Buddhist centre on the Silk Road, are an exceptional testimony to the interchange of Indian, Hellenistic, Roman, Sasanian influences as the basis for the development of a particular artistic expression in the Gandharan school. To this can be added the Islamic influence in a later period. Criterion (iii): The Bamiyan Valley bears an exceptional testimony to a cultural tradition in the Central Asian region, which has disappeared. Criterion (iv): The Bamiyan Valley is an outstanding example of a cultural landscape which illustrates a significant period in Buddhism. Criterion (vi): The Bamiyan Valley is the most monumental expression of the western Buddhism. It was an important centre of pilgrimage over many centuries. Due to their symbolic values, the monuments have suffered at different times of their existence, including the deliberate destruction in 2001, which shook the whole world.

    Brief description The Madriu-Perafita-Claror Valley offers a microcosmic perspective of the way people have harvested the resources of the high Pyrenees over millennia. Its dramatic glacial landscapes of craggy cliffs and glaciers, with high open pastures and steep wooded valleys covers an area of 4,247-ha., 9% of the total area of Andorra. It reflects past changes in climate, economic fortune and social systems, as well as the persistence of pastoralism and a strong mountain culture. The site features houses, notably summer settlements, terraced fields, stone tracks, and evidence of iron smelting. Brive description Le paysage culturel de la Valle du Madriu-Claror-Perafita est un microcosme qui tmoigne du gnie dploy par les populations des Pyrnes au cours du millnaire pour exploiter les ressources locales. Ses paysages spectaculaires de montagnes dchiquetes et de glaciers, avec ses alpages et ses profondes valles boises, couvrent une zone de 4 247 ha, soit 9% de la superficie totale de lAndorre.     Justification for Inscription Criterion (v): The Madriu-Perafita-Claror Valley is a microcosm of the way its inhabitants have harvested the scarce resources of the high Pyrenees over the past millennia to create a sustainable living environment in harmony with the mountain landscape. The Valley is a reflection of an ancient communal system of land management that has survived for over 700 years.

    Brief description Quebrada de Humahuaca follows the line of a major cultural route, the Camino Inca, along the spectacular valley of the Rio Grande, from its source in the cold high desert plateau of the High Andean lands to its confluence with the Rio Leone some 150 km to the south. The valley shows substantial evidence of its use as a major trade routeover the past 10,000 years. It features visible traces of

    prehistoric hunter-gatherer communities, of the Inca Empire (15th to 16th centuries) and of the fight for independence in the 19th and 20th centuries. Justification for Inscription Criterion (ii): The Quebrada de Humahuaca valley has been used over the past 10,000 years as a crucial passage for the transport of people and ideas from the high Andean lands to the plains. Criteria (iv) and (v): The Quebrada de Humahuaca valley reflects the way its strategic position has engendered settlement, agriculture and trade. Its distinctive pre-Hispanic and pre-Incan settlements, as a group with their associated field systems, form a dramatic addition to the landscape and one that can certainly be called outstanding.     Brief description This park, formerly called Uluru (Ayers Rock Mount Olga) National Park, features spectacular geological formations that dominate the vast red sandy plain of central Australia. Uluru, an immense monolith, and Kata Tjuta, the rock domes located west of Uluru, form part of the traditional belief system of one of the oldest human societies in the world. The traditional owners of Uluru-Kata Tjuta are the Anangu Aboriginal people.

    Brief description Human activity in the magnificent natural landscape of the Salzkammergut began in prehistoric times, with the salt deposits being exploited as early as the 2nd millennium B.C. This resource formed the basis of the area's prosperity up to the middle of the 20th century, a prosperity that is reflected in the fine architecture of the town of Hallstatt.

    The Committee decided to inscribe this site on the basis of criteria (iii) and (iv), considering that the

    great beauty and scientific interest which also contains evidence of a fundamental human economic

    activity, the whole integrated in a harmonious and mutually beneficial manner.
