Convergence of NBA with MGNREGS in Andhra Pradesh
• The GOI has given instructions for convergence of flagship Programmes MNREGS and NBA vide Gazette Notification dated 30-09-2011.
• The Ministry of Rural Development, GOI has issued Guidelines for extending MNREGS to provide sanitation facilities to all the habitations vide letters dated 10-05-2012 and 07-06-2012 based on the Gazette Notification.
• Objectives of convergence: – Primary objective is to create employment .
– To create durable assets in the rural areas through sanitation works.
– Improve the quality of life of the rural people and thereby strengthen the base of rural livelihood.
– Accelerate sanitation coverage in rural areas by providing privacy and dignity to women.
• The GOAP issued G.O. Ms. No. 250, dated 27-08-2012 for convergence of NBA with MNREGS pertains only to IHHLs based on the guidelines issued by the GOI.
• Selection procedure of beneficiaries of IHHLs
The Gram Panchayat will identify the eligible beneficiaries by organizing a Gram Sabha and forward the valid applications to the MPDO.
– Eligibility:
• BPL families, APL families restricted to SC/ST, PH, Women Headed Households , Small & marginal Farmers, Landless farmers with homestead, IAY beneficiaries and State housing Schemes.
• Sanction procedure of IHHLs The District Collector will give the administrative sanction for the eligible
IHHLs . The estimate generation and technical sanction will be given at mandal level.
• Execution and payment procedure of IHHLs
Construction of IHHL will be done with the help of the technical assistant and mate. Based on the muster roles and measurement book record, a fund transfer order will be generated at Mandal Computer Center (MCC) . NBA share and MGNREGS share will be released to the Beneficiary Account through e-FMS.
Software Development for e-FMS (Electronic Fund Management Systems)
• The Rural Development department has entrusted software development of e-FMS to TCS (Tata Consultancy Services)
• Funding Pattern incorporated in the software: Total EGS share = Rs. 5400/- Unskilled person days 20 days x 149/- = Rs. 2980/- Provision for Mate incentive = Rs. 25/- Provision for FA incentive = Rs. 25/- Provision towards material cost = Rs. 2300/- Painting of Name Board = Rs. 35/-
Cost towards photos copies = Rs. 35/- Material cost under NBA share = Rs. 4600/- Beneficiary share = Rs. 900/-

• Date of issue of GO. 250 : 27.08.2012 • Physical progress: Estimates generated : 21,49,677 No. of works completed : 2,69,620 No. of works in progress : 3,31,202 Note: Estimates are generated as per the applications received from the eligible
house holds. Where as the execution of works are taken up in a phased manner. Hence that there is a variation between estimates generated and works in
progress. Over a period of time, the gap will be reduced.
