AANNIIMMAALL SSCCIIEENNCCEE CCOOMMMMIITTTTEEEE
The purpose of the Animal Science Committee is to actively pursue opportunities to provide
sound educational activities in which MACAA members may advance their knowledge,
understanding and expertise in the areas of livestock and dairy production and marketing.
Numerous Animal Science and Forage opportunities were made available to aid in the
developmental training of MACAA members over the past year. Some of these educational
programs included the 2011 MACAA Professional Improvement Conference, Magnolia Beef &
Poultry Expo, Spring and Fall Artificial Insemination Schools, Agribition Sale, BCIA Bull Sale,
MAFES Production Sale, Mississippi Cattlemen‘s Association Convention and Trade Show,
Mississippi State Fair, Dixie National Livestock and Horse Shows, Sunbelt Ag Expo, Grazing
School, Forage and Pasture Short Course, Research Station Field Days, Animal/Dairy Science
Program Updates, County and Area Producer Meetings, Annual Dairy Field Day,
Mississippi/Louisiana Dairy Management Conference, Board Sales, including the Homeplace
Producers Sale and Cattlemen’s Exchange Producer Sale and other In-Service Training
opportunities for Extension personnel to aid them in dealing with issues encountered by their
livestock and dairy producers.

County Agricultural Agents this year. However, MACAA members are reminded that the Policy
Committee is comprised of all former Presidents of our Association who maintain active
membership. This committee serves at the pleasure of the President and Board of Directors to
provide input and guidance to ensure appropriate, efficient, and effective operation of our
Organization.
Additionally, the Policy Committee encourages all MACAA members to review the Constitution
and Bylaws of our Association periodically to stay abreast of how our organization functions.

The professional Excellence Committee highly encourages all MACAA members to submit a

Professional training within the Mississippi Association of County Agricultural Agents
(MACAA) in 2011 was offered at the 6th Annual Professional Improvement Conference (PIC)
held at the Lee County Agri-Center in Verona, MS. This conference offered topics of interest to
new and older agents. The committee worked closely with President Bill Burdine and chairs of
several of our sister committees to identify needs and develop trainings to meet the educational
needs. Plans are to continue our Professional Improvement Conference and for it to be conducted
in the District from which the MACAA President hails each year.

The Mississippi Association of County Agricultural Agents was eligible for two Distinguished
Service Awards (DSA) and one Achievement Award (AA) based on our 2010 membership under
NACAA guidelines. DSA’s are based on 2% of the state association’s membership and can be
awarded to any member with at least 10 years membership in MACAA. DSA winners are
selected by their peers and must be approved by the MSU-ES Director. The winners are held in
high esteem by their fellow members for their service in planning and delivering quality
educational programs.
Achievement Awards are based on 1% of state membership and winners are selected by their
peers for outstanding early career programming. AA winners must be current MACAA members
with less 10 years of MSU-ES employment. NACAA policy requires all DSA and AA winners
to attend the NACAA AM-PIC in the year of their approval to be showcased before the national
audience during formal ceremonies of the prestigious awards.
The following DSA and AA winners were selected in August 2010 and recognized at the
NACAA Annual Meeting in Overland Park, Kansas in July 2011.

DSA and AA awards are presented by districts on a rotating schedule. The rotation schedule was
re-designed in 2011 due to membership decline. The new rotation prevents membership decline
or increases from disrupting the rotation. For example, if we get two AA’s, the top two districts
select awardees and then they rotate to the bottom of the rotation.

Notes from Chris Bruynis, National Scholarship Committee Chair: The NACAA scholarship
application is now an on-line process. This year 15 applications were submitted. The committee
reviewed applications against stated criteria, judged for completeness and quality. The
committee awarded $24,850 in scholarships to NACAA members. Scholarships awarded were: Individual Applications – 4

Scholarship committee continued to work on the accuracy of members’ donation records. At the
2011 Annual Conference in Kansas, voting delegates passed these changes in scholarship policy:
a. Scholarships awarded only to active members of NACAA meeting eligibility guidelines.
b. Member vestment will be $40 to qualify for up to $1,000 scholarship and a vestment of
$100 (an additional $60 contribution to the scholarship fund) to qualify for additional
scholarship awards from $1,001 to $2,000 (no more than $1,000 in any one year will be
awarded).
c. Effective dates for this change will be the 2013 scholarship requests.
d. Grandfathering will not be considered. All scholarships exceeding $1,000 will require
members to have a vestment of $100 or more by the conclusion of the NACAA AM/PIC in
2012. At the 2011 NACAA AM/PIC, the scholarship auction generated $8,148 and the Special Ticket
Drawing netted $3,050 for a total income of $11,198. This income was deposited into the
NACAA Scholarship Foundation account to support scholarships. 2012 NACAA Scholarship Committee chairs are:

Actions of the Investment Committee:
On October 19, 2010 the Association had a $10,000 bond from the Federal Farm Credit Bank
called. This bond paid 5.625% when called and was called on October 19. On October 20, 2010 I
requested that our advisory find another secure bond. On the same date the association purchased
another Federal Farm Credit bond which carries a 5.250% yield to maturity and is due on May
22, 2023. We used the called Federal Farm Credit bond plus the increase to purchase an $11,000
bond. The association has had these types of bonds before and none of them have gone to
maturity. They are usually called within one or two years of the purchase date.
January 5, 2011 the association sold 3.439 shares of Columbia Acorn at $29.369003 to cover
brokerage fees for the association. ($101.00) January 10, 2011 the association sold 5.546 shares of American Funds at 18.031013 to cover
brokerage fees for the association. ($100.00) January 14, 2011 was requested by the association’s Executive Secretary to forward $5,000.00
of the associations funds to him to cover association expenses. This was accomplished on
January 18th
. April 5, 2011 the association sold 6.821 shares of American Funds Investment at a price of
$29.321214 to cover the quarterly brokerage fees for this account. July 26, 2011 the association sold 6.873 shares of American Funds Investment at a price of
$29.099374 to cover the quarterly brokerage fees for this account. The association also sold
10.599 shares of American Funds Balanced at a price of $18.869705 to cover brokerage fees for
this account. The association also sold 6.238 shares of American Funds Growth Fund at a price
of $32.061558 to cover brokerage fees for this account. At the August Board Meeting the President and the Executive Secretary requested that I transfer
$7,000 out of the Investment account to the association’s bank account to cover expenses for the
Annual Meeting in November.
Report: During the reporting time frame we have not had many transactions due to the highs and lows of
the market. We have tried to keep our accounts has liquid as possible. Much of the gains have
come from our mutual funds accounts and the cash account we hold with MorganKeegan.
As of the close of business on September 7, 2011 the Investment account had a total of
$215,590.10 in the two accounts. In the reporting time frame we have had a realized gain of
$9,163.00 and also have $8,141 in cash (note: the cash accounts are interest bearing accounts of
2%). We continue to hold a 60% secured investment to a 40% safe investment.
Over the past several weeks the market has fluctuated with triple digit drops. At one point in
June the association’s account was up over $226,000.00 but with the drops in the market we have
fallen back. But the Investment Account is in excellent shape compared to other individual’s

accounts. With the help of our advisory and the Board we have maintained a steady growth in
our investment and we will continue to keep a close eye on the accounts to make sure the
association and the account is protected and the account continues to grow.

Charles was born May 10, 1937 to Rudell and Corrinne Shannon in Grenada, MS. Both preceded him
in death. Charles leaves 54 years of precious memories to his loving wife Joyce, whom he married July 18,
1957. In addition to his wife, Joyce, he leaves his son James William “Jamie”, his wife Alice and
their three sons Jay “James Davis”, Logan William, and Benjiman Charles Shannon of Greenville,
MS, his daughter Charlsia Lyn Fortner and her husband James P. and their twins, Charles Arthur and
Audrey Corrine of Arlington, VA, one brother-in-law Elvis Lynn Logan and his wife Sue of
Southaven, MS, Four cousins Mary Ann Hoop of Grenada, MS; Doris Jean Knight of Batesville, MS;
Joann Pierce of Horn Lake, MS; and Charlotte Pierce of TN. Also preceding him in death is a special
aunt and uncle, Miss Addie Spurgeon and her brother Roy Spurgeon of Grenada. Dr. Shannon attended Big Creek High School in Big Creek, MS and graduated in 1954. After High
School he received his B.S. in dairy manufacturing from Mississippi State University and received
the 1958 Sears 4-H Club Scholarship. He received his Master’s Degree from Mississippi State in
Food Science, Minor Extension Education in 1971. He earned his Ph. D. from Mississippi State in
Food science, Minor Extension Education in 1974. Dr. Shannon in his career served with the
Mississippi Cooperative Extension Service, Mississippi State, and Assistant County Agent with
responsibilities for 4-H Club youth work. He also was promoted to Associate County Agent with 4-H
Club youth work responsibilities and both youth and adult dairy promotional work. During his career
he was awarded with the following honors and activities: Farm Bureau, Mississippi Association of
County Agricultural Agents, National Association of County Agricultural Agents, Gamma Sigma
Delta – National Honor Society of Agriculture, Secretary of Mississippi Chapter of Gamma Sigma
Delta, Phi Tau Sigma – Honorary Society for Food Science, President of Mississippi Chapter of Phi
Tau Sigma, Southern Regional Counselor of Phi Tau Sigma, Epsilon Sigma Phi – National Honorary
Extension Fraternity, American Dairy Science Association, Institute of Food Technologists, Regional
Communicator for Institute of Food Technologists – 1976 until his death, Charter member of
Magnolia Section of Institute of Food Technologists, First Secretary/Treasurer of Magnolia Section
of Institute of Food Technologist, President of Magnolia Section of Institute of Food Technologists,
Executive Committee of Magnolia Section of Institute of Food Technologists for six years,
Mississippi Sweet Potato Council, and Board of directors of Mississippi Sweet Potato Council. At the time of Dr. Shannon’s retirement in 1990 he was serving as professor, acting Department
Head, and Researcher, MS Agriculture and Forestry Experiment Station and Leader of Mississippi
Co-operative Extension Service; all within the Food Science and Technology Department at
Mississippi State University.

Services for Tommy B. Taylor of Carrollton were at 2 p.m. Thursday, January 6, 2011 at North
Greenwood Baptist Church.
Mr. Taylor, 77, passed away Monday, Jan. 3, 2011, at University Medical Center in Jackson.
Mr. Taylor was born in Sunflower on Dec. 7, 1933 to John William and Mary Park Taylor. He was a
member of Malmaison Baptist Church, where he served as a deacon and a Discipleship Training
teacher. He also served as a deacon at First Baptist Church in Belzoni. He was a board member of
Mississippi Delta Community College Foundation and the Alumni Board. He was a member of
Carroll County Farm Bureau and the Carroll County Development Association. He was a retired
county agent, having worked with the Mississippi State Cooperative Extension Service for 32 years.
He was one of the founders of the catfish industry in Mississippi and was referred to as the “Catfish
Doctor.” He spoke across the United States promoting the catfish industry and was a founder of the
World Catfish Festival in Humphreys County.
He is survived by his wife, Irene Elizabeth “Betty” Taylor of Carrollton; two sons, John Carl Taylor
of Greenwood and his wife, Joanne, and Thomas Glenn Taylor of Greenwood and his wife,
VernaKay; a foster daughter, Sue Moler Hawkins of Pearl, and her husband, Ben; a brother, Billy G.
Taylor of Greenwood, and his wife, Mona Ree; seven grandchildren, Norwood Taylor and Ryan
Taylor, both of Jackson, Mary Clare Taylor Jenkins and Landon Taylor, both of Greenwood, Justin
Taylor of Oxford, and Miranda Hawkins and Madison Hawkins, both of Pearl; a great-grandson,
Carson Taylor Jenkins; and numerous nieces and nephews. He was preceded in death by his brother,
John Park Taylor.
Visitation was at Wilson & Knight Funeral Home and at North Greenwood Baptist Church.
Pallbearers were Norwood Taylor, Ryan Taylor, Justin Taylor, Landon Taylor, Eddie Harris, Bobby
Fulcher, Charlie Estess and Bay Gammons. Honorary pallbearers were former deacons who served
with him and former Extension colleagues.
Burial was at Malmaison Baptist Church Cemetery in Carroll County.

Dr. Duane Tucker passed away on Monday, April 11, 2011 at his residence in Starkville. He had a
lifelong career with the Mississippi Extension Service beginning in 1960 as assistant county agent in
Holmes County, and was promoted to associate county agent in 1964. In 1967, he received his
Master’s degree in Agricultural and Extension Education from Mississippi State University. His
exemplary work led to his appointment as Mississippi State Extension Livestock Specialist in 1968.
In 1973, he received his Doctorate in Agricultural and Extension Education.
He developed the 13-state Regional Horse Show, the Sale of Champions, and served on the 4-H
Horse Committee of the Southern Regional Extension Animal Science group. He was listed in
Who’s Who in the South and Southwest, received the Block and Bridle Club’s ‘Contribution to
Youth’ award, the Mississippi County Agent’s Association’ ‘Search for Excellence’ award and the
Epsilon Sigma Phi ‘Outstanding Extension Worker’ award.
In 1982, he was promoted to Associate Director for the Mississippi Extension Service, giving
leadership to statewide agricultural programs as well as serving as the legislative liaison for
Extension.
Prior to his retirement as Associate Director in 1990, he had applied for a grant from the Kellogg
Foundation to conduct a rural leadership program for the State. Under his direction, the program,
known as PRO-MISS (Promoting Rural Opportunity in Mississippi), became the gold standard for
leadership programs. The 15-month intensive course graduated 165 leaders who continue to excel in
their communities, state and nation. After the grant expired, former MSU President Donald Zacharias
established the PRO-Miss Institute of Leadership, funded by MSU.
One of his proudest accomplishments is his loving family. He leaves his devoted wife of 56 years,
Elizabeth (Betty) Brown Tucker; sons, Duane H. Tucker, Jr. (Shane) and wife Marsha, their sons
Ansel and Olin from Davis, CA; Neely and wife Carol, daughter Chipo and twins Drew and Paige,
from Washington, DC.
After a private family graveside service in Oddfellows cemetery, a Celebration of Life service was
held at Calvary Baptist Church in Starkville on Friday, April 15 at 11 a.m. A reception followed in
the church fellowship hall for visitation with the family.

Billy Sam Walton, 80, of Gore Springs died Tuesday, April 5, 2011, at St. Dominic-Jackson Memorial Hospital in Jackson. He was born Nov. 20, 1930, in Calhoun County to Samuel Davis and
Thelma Louise Cooper Walton.
Mr. Walton was a U. S. Air Force veteran having served in the Korean War. He was a graduate of
Mississippi State University and worked as a County Extension Agent in Tallahatchie County for 35
years. Mr. Walton was a member of Gore Springs Baptist Church.
Visitation was on Friday, April 8, at 11 a.m. at Garner-Harper Funeral Home with funeral services
following at 1 p.m. at Garner-Harper Funeral Home Chapel with the Rev. Truman Scarborough and
Rev. Bernette Fielder officiating. Interment was in Gore Springs Cemetery.
Mr. Walton is survived by his wife, Catherine Clanton Walton of Gore Springs; two daughters, Cathy
Hudgins and husband, Doug of Jackson and Suzanne Hardy of Gore Springs; son, Dr. Billy Walton
and wife, Robin of Tupelo; eight grandchildren, Matthew Walton, Jane Walton, Lauren Oaks, Travis
Hudgins, Evie Hudgins, Hunter Bailey, Hallie Bailey, and Brandy Hardy; two great grandchildren,
Maddox Smith and Hays Hardy; and two sisters, Mildred Cooper of Calhoun City and Betty Hardin

Hunter Henry Alumni Center, MSU - In Conjunction with Annual Conference
November 4, 2010
The Board of the MACAA met in the Hunter Henry Alumni Center. The meeting was called to
order at 6:35 a.m. by MACAA President Bill Burdine after everyone was seated with breakfast.
Invocation was led by Al Myles. Ruby Rankin called the roll with the following Board members
present: Bill Burdine, Michael Newman, Jimbo Burkhalter, Glen Hughes, Reid Nevins, Patrick
Poindexter, Wayne Porter, Eddie Smith, Andy Braswell, Lester Stephens, Tracy Robertson,
David Carter, Ty Jones, Darrin Dodds, and Ruby Rankin. Stanley Wise and Sammy Blossom
were also in attendance.
Al Myles gave the membership update, whereas as of November 4 there were 3 new members,
73 total paid members, 77 members are needed for 2 DSA awards. One hundred and one
members are needed to get back to where the association was prior to the June 30, 2010
retirements. Discussion regarding the submission of membership dues and deadlines was held.
DSA/AA deadlines were discussed. All deadlines can be found in the County Agent magazine.
Bill Burdine will update officers and chairman listings on the National site.
Old Business:
Website Fees: Discussion regarding website fees was held. Stanley Wise informed the Board
that he owns the MACAA URL. Discussion on MACAA owning its own website was held, it
was suggested that a “Technology Committee” be allowed to work on website issues. Al Myles
stated that the MACAA booklet is on the X drive in a folder.
NACAA AM-PIC, Joint-Host Venture with LA in 2016: Discussion on the possibility and
feasibility of joining Louisiana was held. After discussing possible roles that MS would play in
the joint venture David Carter agreed to be the initial contact for the MACAA possibly co-
chairing a LA/MS national meeting. David will meet with Louisiana officials to learn more
about the role MACAA will play if a partnership is formed.
New Business:
Professional Improvement Trainings by Sr. Directors: Patrick Poindexter gave an update on the
District PIC that was held in Alcorn County for the Northeast District, this is a possibility for
other districts as well.
Review & Organize All Past Motions: Bill asked for someone to volunteer to go through
MACAA minutes from 2000 forward and search for motions and organize those motions. Jimbo
volunteered to go through the minutes.
Review Reimbursement Criteria for NACAA/AMPIC: After much discussion regarding
reimbursement criteria. The following motion was made: “If a member is to receive assistance
to attend a National meeting the attendee must stay 1 night, and participate in a minimum of ½

day training. If exceptions are to be made a written explanation must be submitted in advance to
the State President for review by the Board.” Motion was made by David Carter and seconded
by Al Myles. Motion carried.
JCEP meeting will be held in San Antonio, TX, Bill Burdine and Michael Newman are
scheduled to attend.
PILD will be held in Arlington, VA; Donna Beliech is scheduled to attend.
OTHER BUSINESS:
Discussion was held regarding paying membership dues from outside sources such as
departments, counties, etc.
Life membership was discussed.
Al Myles reported he paid $419.37 to J.C. Penney for jackets for retiring/retired members and
asked for reimbursement. Jimbo made the motion that Al be reimbursed. Andy Braswell
seconded. Motion carried.
Jimbo reported that Tommy Gregory donated $60.00 to MACAA.

The Board of MACAA met via Interactive Video Conferencing. The meeting was called to
order at 10:05 a.m. by President Bill Burdine. Roll call was made by Secretary Ruby Rankin.
The following members were present: Bill Burdine, Donna Beliech, Jimbo Burkhalter, Andy
Braswell, David Carter, Elmo Collum, Glen Hughes, Ty Jones, Lelia Kelly, Al Myles, Michael
Newman, Patrick Poindexter, Ruby Rankin, Tracy Robertson, Wayne Porter, Eddie Smith, and
Lester Stephens.
Burdine asked for the reading of the last minutes. Andy Braswell made a motion that the
minutes be approved as presented and to dispense with the reading thereof. Jimbo Burkhalter
seconded the motion. Motion carried.
The following business was discussed:
Membership Update: Al Myles reported 91 paid members, 8 new members and 3
complimentary members. Complimentary members are: Dr. Bohach, Dr. Keenum and Randy
Knight. Burdine stated that current membership makes that association eligible for 2 DSA
recipients and 1 AA as well as 3 voting delegates.
Financial Update: Elmo Collum reported that as of January 1, 2010 there was a balance of
$210,620. As of January 2011 there was a balance of $224,223.25. We also had a $5,000
transaction. MACAA has a Freddie Mac account with $18,000 dollars in it but no money is
being made off the account. The account has been constant since being opened. Donna asked if
there would be a penalty to dissolve the Account. Elmo stated that he would investigate further
before making a recommendation and will inform the board via e-mail.
The following Old Business was discussed:
Website Update: Donna Beliech stated that she e-mailed John Giesemann for him to let her
know if anything changed. The name that received the most votes for the website name was
“MS- County Agent. Donna had not received any other correspondence. The minutes of the
November meeting have been placed on the site. Other discussion on domain name was held.
Website discussion will be moved to the next meeting where perhaps John will have an update.
DSA/AA Rotation Schedule: Burdine indicated the 2011 DSA will come from NE and Campus
groups, AA will come from Campus group. Discussion was held on DSA/AA rotation schedule
since our membership has declined and we are no longer guaranteed 2 DSA and 2 AA winners.
For DSA you must have at least 75 members for 2 nominees and for AA you must have at least
100 members for 2 nominees.
Burdine proposed a new rotation schedule and stated that once a district has won DSA/AA they
would move to the back of the line. His proposed rotation schedule is:
DSA: SE, SW, NW, NE, Campus (SE was 1 year behind the other districts for past 10 years)

AA: NE, NW, SW, SE, Campus
Ruby Rankin made a motion to accept the rotational schedule, Donna Beliech seconded the
motion. Motion was approved by acclamation.
Wayne Porter asked if DSA/AA nominees would be required to submit a 1 page award
justification to be submitted for judging by the nominee’s peers in their district. Other discussion
was held. Sr. Directors will be sent a list of who is eligible for DSA/AA based on the years of
membership in the Association.
When the Sr. Director receives notification of who is eligible the Sr. Director will notify eligible
members and request a short paragraph be submitted. Membership will then have an option of
reading or learning more about eligible members. More discussion was held on the length of the
submission. Motion was made that “the new responsibility of Sr. Director be to notify eligible
applicants of the requirement”. The motion was made by Jimbo and seconded by David Carter
to submit a no-more than 1 page justification to be further considered for the award. Sr. Director
will also inform eligible candidates that attendance at the National meeting is required thereby,
forfeiting the award if unable to attend. Motion passed. Bill Burdine will work with the Sr.
Directors on outlining a few questions.
Co-hosting NACAA AM-PIC with LA in 2016
David Carter stated that he had corresponded with Louisiana and not much had changed other
than a 50/50 split is proposed. Bill Burdine met with LA Association President and suggested
that the idea be put on the back burner until Louisiana makes more plans. Elmo indicated that
Vicksburg is not an option due to hotel space.
JCEP Report: Bill Burdine and Michael Newman attended JCEP in San Antonio. Michael
reminded the group about the National meeting in Mobile in a few years. Bill mentioned
openings on the National Board for vice chair positions.
New Business
Handling of External Funds Policy-- Discussed the new policy and submitting Elmo and Al’s
name along with the President for filling out the necessary paperwork for handling funds. Elmo
stated he does not need or want to be able to sign checks on behalf of MACAA.
MACAA Membership Needs & Options
1st year dues paid by MACAA- As long as a person has never been a member of MACAA.
Michael Newman made a motion that MACAA pay first year membership dues for any agent
that has never been a member. Tracy Robertson seconded the motion. Motion passed.
Discussed continuing the Early Bird drawings for membership dues. Elmo stated that there is a
way to get members counted even after the firm deadline has passed and that is “to have it
presented for a vote during the Spring Board meeting of the National Board.”
Professional Improvement: Discussed funds and giving incentives to Sr. Directors to help
conduct some type of AM/PIC on District levels. David Carter made a motion to set aside
$200.00 per District for trainings approved by the President. Amanda Walker seconded the
motion. Motion passed.

Update on 2011 MACAA-PIC—Northeast District wants basic to advanced trainings offered.
Reid Nevins is the PIC Chair and it will be held at NMREC in Verona.
PILD – Arlington, VA—the following leaders were scheduled to participate in PILD: Alma
Harris (ESP), Judith Breland (FCS), Beth Randall (4-H), and Donna Beliech (MACAA)
Glen Hughes suggested that Dr. Gary Jackson be met with by the leadership so that the “message
can be coordinated.”
Issues to discuss with Drs. Bohach, Jackson and Street: Burdine asked the Board for input
into his upcoming visit with MSU-ES Administration.
Lester mentioned that the only discussion identified was the “cluster issue”. Bill stated that
“membership should be expected and not optional”. Elmo suggested that R&E Center Heads be
members as well. What’s the worst case scenario if Federal Funds for Research are cut? How
will Extension be affected?
It was suggested that Dr. Gary Jackson be added as a complimentary member.

Lee County Agri-Center - In conjunction with PIC meeting, Verona, MS
The meeting was called to order at 5:32 p.m. by Bill Burdine, president. Board members present
included: Bill Burdine, Glen Hughes, Ruby Rankin, Eddie Smith, Jimbo Burkhalter, Ty Jones,
Lelia Kelly and Wayne Porter. Elmo Collum and Bill Maily were also present.
It was motioned that last minutes not be read since everyone had already received the minutes.
Bill Burdine stated that approximately $1200 dollars total were spent for the PIC conference with
approximately $300 being on snacks and $650-700 on other meals. Some meal expenses will be
paid by Andy Londo through some grant funds. Bill stated that he would send an evaluation out
later.
Business Discussion Included: Michael Newman was President-Elect but cannot serve after
being named to an administrative position. He has submitted a resignation letter. Donna Beliech
is 1st Vice President and must assume most duties of the President-Elect position. Burdine stated
that Campus group shall elect a 2nd
Vice-President and Northeast District will elect the secretary.
Discussed how and who would keep the books, file forms and necessary documents and send out
dues invoices. Had a discussion on the possibility of finding someone to fill the treasurer/
financial officer position currently held by Al Myles due to additional work responsibilities not
leaving enough time for Al to conduct MACAA business.
Elmo stated the Board needs to consider people for the next Southern Region vice director from
Mississippi. We choose in 2014. This person must commit to 4 years of service. The first two
years are mostly paperwork and in house. The next two years as director the person would travel
to other states. Need 4-5 names for consideration.
Elmo suggested that the Board consider collecting dues twice per year. Whereas members could
pay partial dues each time or have the option of paying full dues earlier in the year. Dues could
be collected in July or August and placed in an interest bearing account until fall dues are paid.
Burdine discussed low member attendance at our national meeting.
No official decisions could be made because there was not a quorum. It was suggested that a
Board meeting be called for a later date. Meeting adjourned at 6:00 p.m.

Elmo gave a financial update. Elmo stated that investments are down by about $6500 dollars.
The financial advisor is saying “follow the course”. Morgan Keegan is a part of Regions Bank
and the lawsuit against M.K. was in the mortgage area not investments. As of 8/29/2011 there
were no problems with MACAA account.
Old Business
Organization of past motions: Jimbo is reading through that information and hopes to have a
report ready by Annual conference.
State PIC Review: Bill gave a synopsis of the State PIC conference. Donna asked if an
evaluation of the State PIC had been sent out, Bill stated that no evaluation had been sent out as
of the meeting date but that he would prepare and send out a short evaluation of the conference.
Donna reported that the website domain has not been worked on.
District Training Activities: David Carter gave an update of what he had coordinated in the
Southwest District.
Lelia Kelly accepted the $200 dollar incentive and is planning a 1 day Agri-tourism tour on
October 4 in the NE District. Participants will meet at the R&E Center and travel to Houston to
visit a farm with a petting zoo, visit Stanley Wise’s farm and visit a Pontotoc operation that hosts
a “guided hunt” enterprise.
Wayne Porter announced the Southeast District will hold“Precision Equipment” training at the
Beaumont Station on Oct. 18.
Elmo encouraged organizers to make sure that everyone understands that District training
activities are sponsored in part by MACAA and cannot be limited to one district but those in the
district in which the trainings are held will have first choice if space is limited.

New Business
503 Tax Exempt by Al Myles—Ken Hood will serve as the external auditor. Al Myles will have
the audit conducted and get the necessary paperwork in to maintain the 503 status.
Al reported that a check had been received from the MS Rural Health Coalition and wondered
where the donation came from and who the intended recipient was. Bill suggested that Al check
with Michael Newman about the donation before proceeding to deposit.
Dues Invoices: Bill requested that invoices be sent out ASAP. Al stated that he and the Ag.
Econ secretary’s list would be reconciled to make sure what went in to NACAA matches current
membership and invoices should be received by members shortly after Labor Day.
Financial Manager/Treasurer: MACAA is considering calling the position a “financial
manager”. Bill talked to Ed Williams (retiree) as recommended and Ed declined the offer to
serve as MACAA Financial Manager.
Bill stated that MACAA needs someone to take on the task of financial manager for several
years. Donna asked if Al could forward the membership list to the board. Elmo recommended
John Giesseman for financial manager, Al Myles recommended Steve Murray (retiree). Bill will
talk to John G. (active member). If John G. declines, then Steve Murray will be contacted.
Elmo stated that perhaps a job description should be included in the bylaws so that a person
would know what he/she would be taking on. Elmo asked Patrick Poindexter if he would
consider serving as financial officer, Patrick stated that he would give it some thought.
Bill read the resignation letter of Michael Newman. In accordance with the bylaws, an
administrator cannot serve as MACAA officer or board member. Discussion was held regarding
who or what group should be in line for the 2nd
vice president and secretary position.
The outgoing President’s district elects the incoming secretary. Whoever is elected as secretary
will be president in 5 years.
Jimbo motioned that the 2nd
vice president position come from the State Group and incoming
Secretary represent the Northeast district. Donna Beliech seconded the motion. Motion passed.
Discussed the Southern Region vice Director Position that will be open in 2014. Elmo gave a
synopsis of what the vice-director responsibilities include. This is a 4 year commitment. The
person needs to attend National meetings and be “groomed” for the position.

Bylaws and Constitution: After reviewing the Bylaws, Burdine stated that some changes need
to be made. To make changes, proposed changes must be submitted to the Board at least 30 days
prior to Annual meeting. The last bylaws that Bill could locate were dated 1980. Elmo stated
that from 1994-2011, there have not been any changes made. Elmo suggested that the Board
download the bylaws, make suggested changes and forward to Bill. Bill will compile proposed
changes and send back to the board. Elmo suggested that it be included in the bylaws that the
bylaws be reviewed annually.
Discussed responsibilities for incoming officers, Burdine asked committee chairs to send reports
to him and Donna as soon as possible. Donna suggested that MACAA purchase a tape recorder
to be used by the secretary for recording minutes.
Elmo asked if Al needed money for awards, etc. Bill and Al will work together on coming up
with a tentative budget for awards. Elmo requested that a motion be made to withdraw $7,000
dollars from the Morgan Keegan cash account and sent to Al for the checking account. A motion
to transfer the money was made by Jimbo and seconded by Lelia. Motion passed.

2011 JCEP/PILD CONFERENCE
April 3-6, 2011 – Alexandria, Virginia
The Joint Council of Extension Professionals (JCEP) conducted its annual Public Issues and
Leadership Development (PILD) Conference in Alexandria, Virginia, from April 3-6, 2011.
This report summarizes topics covered and my comments. MSU-ES personnel attending were:
Donna Beliech (MACAA); Beth Randall (MAE4HA); Alma Harris (Epsilon Sigma Phi); and Dr.
Judith Breland (MEAFCS).
The conference consisted of general and breakout group presentations on Monday and Tuesday.
Wednesday was spent making Capitol Hill Congressional visits. There were a total of 274
participants: 60 volunteers, 45 Extension Service Directors and 230 professional agents. Our
group visited each of the Mississippi Senators and Representatives offices. We spent 15 to 20
minutes at each office, detailing successful programs and some justifications for continued
funding of Extension.
General Session presentations included:
1. National Institute of Food and Agriculture (NIFA) Extension Outlook by Ralph Otto, NIFA
Deputy Director.
2. The Relevance of Cooperative Extension in 2011 & Beyond by Douglas Lantagne, University
of Vermont.
3. Impact Counts: Telling the Cooperative Extension Story to Stakeholders by Marshall
Stewart, N. Carolina State University.
4. Connecting Counts: NIFA National Program Leaders Public Issues Roundtable Discussion
5. Branding Counts: Ensuring Cooperative Extension is No Longer the ‘Best Kept Secret’ by
Andy Ferrin, 4-H National Council and Elizabeth North, Cynosura Communications.
6. Making Your Hill Visit Count by Beverly Durgan from the University of Minnesota, Hunt
Shipman and Jim Richards of Cornerstone Government Affairs.
I also attended the following breakout sessions:
1. Sustaining Rural Communities by Jodi Burns & Gail Gette of N. Dakota State University.
2. A Case Study in E-Commerce Education: The National E-Commerce Initiative by Shannon
Lane –Turner, Mississippi State University.
3. Aligning Counties and Cooperative Extension (ACCE) by Trudy Rice from Kansas State
University, D. Calvin from Pennsylvania State University, Jeff Christie from the Georgia
Extension and Gwen Wolford from Ohio State Extension.

MACAA DISCUSSION WITH DR. GARY JACKSON AND DR. JOE STREET
Dr. Gary Jackson and Dr. Joe Street graciously met with MACAA President, Bill Burdine, on
March 8, 2011 to discuss issues related to MACAA and to MSU-ES activities. Our meeting
lasted 1.5 hours as we talked about how our two organizations can work together to make each
stronger and more effective.
Below is a synopsis of our discussion.
1. MACAA Professional Improvement Conference (PIC) He asked several questions about our PIC. What in-service topics are provided; time of year
held, location, presenters, etc? Upon hearing what we offer, he was very supportive of our
Improvement Conference. Administration will continue to support the PIC through our travel
accounts as in the past. They wish to encourage non-members, especially County Directors
and 4-H Agents to attend since we have so many interim positions covered by personnel not
trained in agriculture. This could help our membership roll when others see the benefits we
offer.
2. Administrative Encouragement/Support for MSU-ES Employees to be Members.
Dr. Jackson was pleased at learning some of the activities MACAA performs. Our PIC helps
develop his employees into more knowledgeable professionals thus helping MSU-ES. He
fully supports membership into MACAA. He stated a new policy proposal may allow
Administration to pay membership dues to one association/year for all MSU-ES employees.
Faculty-level positions have this benefit and hopefully soon, agents will as well.
3. MACAA Activities Used in Evaluations and Promotions.
I do not feel our evaluation and promotion applications receive ample credit for MACAA
service and activities. MACAA helps develop our professional and leadership abilities so we
may perform at a higher level. Administration agreed with this thought but indicated that
changing the process would be a difficult process and would rest with higher authorities since
it must meet a University standard.
4. Co-Hosting the 2016 NACAA AM-PIC.
Louisiana has asked us to Co-host in 2016 but their leadership has not provided many details.
As President, I am concerned about enough members working events, financial obligations,
etc. Dr. Jackson supports our efforts but MSU-ES does not have sufficient funding to cover
travel requirements. If we decide to Co-host, he will allow us to work the meeting on MSU
time but expenses must be covered by MACAA or personal funds.
5. Agents Need to Solicit Grants to Support Salaries and Operating Costs.
Administration supports agents to seek grants but realize county and area-based agents have
few opportunities to win significant grants. Agents will not be required to support themselves
with grant dollars.

6. Cluster System.
This was/is a worst-case scenario depending upon budget cuts. It appears the new budget
will not improve but they don’t feel it will be cut to the point of moving to the Cluster
System in the near future.
7. Handling of External Funds.
MACAA, Cattlemen’s, Forestry and similar associations are external organizations. The
policy change allows us to handle our funds without using retired members as signatories.
The MACAA Board decided that Elmo Collum (Investments Manager), Al Myles
(Treasurer) and I (President) should be authorized to handle funds. We are currently
preparing the paperwork to cover MSU requirements.
Administration said each District Office has a “Grant in Need” account that individual agents
can use to store grants under $10,000. No administrative fee is charged but funds are
restricted on what can be purchased. No meals allowed. Department Heads can also help us
set up a Development Foundation Account so we can purchase meals (ex: company sponsors
the meal at a county meeting). Note that a 5% administrative fee is charged by the
Development Foundation. You can get more details by speaking with your Department Head.
8. Mentor Program.
Dr. Street says the Mentor Program is active however few new agents have been hired so few
experienced agents are being asked to serve as mentors.
9. Agent-in-Training Program.
Dr. Street likes the program but stated it was cut due to budget restraints. If funding
opportunities arise in the future, he would like to see the program return. This program is
very helpful to new agents since MSU-ES covers a diverse range of topics and activities that
it can be overwhelming to grasp our operating and support systems.
Dr. Jackson and Dr. Street were both extremely receptive and forthright during our conversation.
I stressed that MACAA and Administration can work together to make each a stronger entity. I
also mentioned that MACAA would like a seat-at-the-table when it comes to making big
decisions that impact our agricultural agents. Dr. Jackson stated he would like to set up quarterly
or trimester meetings with the President and President-elect from MACAA, 4-H and FCS
Associations. I think this is a great opportunity for all groups and should be carried forward. If
you get the chance, thank our Administration for their support and for the collaborative efforts
that are beginning to take shape.

2011 MACAA PRESIDENT’S REPORT

Where has the time gone? My term as MACAA President has flown by so quickly and there is
so much more I hoped to accomplish before I passed the gavel. While there are things left
undone, I am proud of what our Association has done in the last 12 months.
Below is a summary of our achievements:
Began compiling all motions into a searchable format.
Began offering $200/year for Sr. Directors to provide district training opportunities. Three
Sr. Directors (D. Carter, L. Kelly and W. Porter) took advantage in 2011.
Began complimentary 1st year membership to attract new members.
Began requiring members receiving assistance to attend AM-PIC to stay one night and attend
at minimum ½ day of training.
Simplified the DSA and AA rotation system.
Began requesting members eligible for DSA or AA to submit a one-page summary of
achievements to assist in the voting process. DSA is the highest honor NACAA bestows on
its members and voting should be taken seriously.

Donna Beliech attended PILD in Arlington, VA.
Declined to Co-Host NACAA AM-PIC with Louisiana due to lack of planning by the
Louisiana association.

I visited with Dr. Gary Jackson and Dr. Joe Street to discuss issues pertinent to our members.
Summary of that discussion is filed in another report.
As my term ends, I thank all of you for the honor and privilege of serving as your MACAA
President. It has been my honor to be President of a statewide association and it has been my

privilege to get to know many of you better and to serve you to the best of my abilities. I can
only hope I provided quality leadership over this past year. For any mistakes or poor judgment I
have shown, I ask for your forgiveness. I felt strongly about several issues that affected our
association and I pushed just as strongly to rectify those issues. If I stepped on any toes during
the process, I hope you will let it pass as professional differences. I was trying to do what was
entrusted to me as your President; to lead our association forward.
I firmly believe MACAA is what you make it to be. If you want to pay dues just to list a
membership on your resume, that’s all it will be for you. But, if you wish to be active, to submit
materials for awards, to work on committees, to truly build your resume, to network with
agriculture servants such as yourself from across the U.S., to leave something better than you
found it, the opportunities abound. During the last 5 years of serving MACAA, I now call our
National Officers, Board members and colleagues from almost every state my personal friends.
MACAA has given me great opportunities in both my professional and personal life. I highly
recommend each of you to strive to do more with the opportunities available.
Again, I want to express my sincere thank you to all that have offered me assistance, support and
encouraging words. In closing, agriculture is no longer regarded in the high stature as it once
was but I leave you with this thought:
A nation is only as strong as its ability to feed and clothe its military.
