It has been a busy — and productive — fall at Mississippi State

University, and I invite you to read through this issue of Maroon Research

to discover what we’ve been up to the past few months.

I’m very proud of the success our student, faculty, and staff researchers

have achieved recently — as well as our successful economic development

initiatives — but we’re already looking forward to spring and a terrific

event we’ll be hosting.

Registration is now open for the first-ever on-campus 2017 SEC

Academic Conference that will take place March 27-28 at The Mill at

MSU, and I encourage you to participate.

There isn’t a natural resource more relevant to economic development,

quality of life, and life itself than water, but far too often, we take having

an abundant supply of water for granted, and so this conference will

address that issue and many other questions.

The conference is designed to stimulate communication and

collaboration toward sustainable and resilient water resource management

in the Southeast, with overarching themes to include shared inland waters

and aquifers, coastlines, climate and regional policy.

Ten Mississippi State faculty members are new selections for the competitive 2016-17 Benjamin F. Hilbun Faculty Leadership Program.

Sponsored by the university’s offices of Research and Economic Development and of the Provost and Executive Vice President, the program works to develop the next generation of campus academic leaders, among other goals. It honors the memory of the land-grant institution’s 11th president (1953-60).

“Mississippi State has a long tradition of outstanding leaders on our campus, and we believe that this program not only contributes to that legacy, but also will enhance the work we will undertake in the years to come,” said David Shaw, the university’s vice president for research and economic development.

“We are committed to helping faculty further develop the skills needed to

drive the state of Mississippi’s leading university forward in our three-part mission of teaching, research and service,” he said.

During the nine-month program, participants will be part of various presentations and roundtable discussions with top administrators. Session topics include leadership styles, organizational change, diversity, building winning research teams, and organizational evaluation and assessment.

This year’s participants are:

STATE OF MISSISSIPPI ADDED AS FULL MEMBER OF PAN-PACIFIC UAS TEST RANGE COMPLEX

The State of Mississippi has joined Alaska, Oregon, and Hawaii as a full member in the University of Alaska Fairbanks (UAF) led Pan-Pacific UAS Test Range Complex (PPUTRC), one of the Federal Aviation Administration’s (FAA) seven Unmanned Aircraft System (UAS) Test Sites.

The Mississippi program will be led by Mississippi State University, and will include several UAS test and evaluation sites in the state. MSU is also the lead for the FAA’s UAS Center of Excellence — the Alliance for System Safety of UAS through Research Excellence, or ASSURE.

The announcement was made in early November during the opening of the Alaska UAS Interest Group annual meeting in Anchorage.

“This is a significant and strategically important alliance for the unmanned aircraft system sector in Mississippi. It gives academia and industry greater options for developing, testing and evaluating these aircraft. I commend Mississippi State University for its leadership in this growing aviation sector,” said U.S. Senator Thad Cochran, R-Miss.

The PPUTRC is the largest and most diverse of the seven test site programs offering a

range of geographic and climactic test conditions, including arctic, tropical, high-desert, mountainous, maritime, controlled urban, and many others.

“The addition of Mississippi to the PPUTRC adds increased capabilities to the Test Site including diverse subject matter experts, additional test and evaluation infrastructure, and more opportunities to support maritime operations, which are important to all PPUTRC members,” said Cathy Cahill, chief executive officer of the PPUTRC and director of UAF’s Alaska Center for Unmanned Aircraft Systems Integration.

The addition of Mississippi to the program provides local test site capabilities to support UAS stakeholders in the Southeastern United States.

“We have several ideal locations in Mississippi for UAS testing and evaluation, and an all year flight environment. MSU will be working with UAS manufacturers, users, and potential users in the Southeast U.S. to support their test and evaluation, science and research, and pre-commercial needs,” said Robert Moorhead, MSU’s UAS lead on the project.

Since its inception in 1948, the Raspet

Flight Research Laboratory has served as a unique Mississippi State University-based laboratory engaged in aeronautics R&D. Raspet has a global reputation for composites research, and it has served as a start-up facility for various aerospace companies in the Gulf South’s growing Aerospace Corridor providing workspace, technical training, and assistance with product development and research.

Today, Raspet is home to cutting-edge UAS research and development in partnership with Mississippi State’s Geosystems Research Institute and Bagley College of Engineering’s Department of Aerospace Engineering, as well as the MSU-led Alliance for System Safety of UAS through Research Excellence.

“Our partnership with UAF in both the ASSURE program and now the PPUTRC aligns two very strong manned and unmanned aviation programs and will benefit both Mississippi and Alaska. We are looking forward to working with our new partners in Oregon and Hawaii as we build the strongest UAS alliance in the United States,” MSU Vice President for Research and Economic Development David Shaw said.

MISSISSIPPI STATE WINS GRANT TO HELP SPUR JOB GROWTH AND ECONOMIC DEVELOPMENTMississippi State’s Center for Advanced Vehicular Systems Extension will lead a team of seven centers and agencies in an effort to spur job growth and economic development in south Mississippi thanks to a $490,000 grant from the U.S. Department of Commerce’s Economic Development Authority.

Clay Walden, director of CAVS Extension, will lead a team that includes researchers and faculty from Mississippi State University organizations such as the Center for Entrepreneurship and Outreach, the National Strategic Planning and Analysis Center, the Franklin Furniture Institute and the Department of Agricultural Economics.

“We are very excited to be working with these partners from around the university and the state,” Walden said. “We are looking forward to working with manufacturers, entrepreneurs and others in south Mississippi to help support economic development and job growth in the area.”

The Mississippi Development Authority and Innovate Mississippi will also be involved in the project.

The two-year Southeast Mississippi Jobs Accelerator project will focus on 18 counties in central and south Mississippi and seek to help new and existing businesses expand. The project will feature activities such as certification workshops, community development meetings, mentoring programs and professional development classes.

Mississippi State University recently hosted state legislators serving on agricultural committees to provide a glimpse into the institution’s efforts to support veterinary medicine, forestry and agriculture.

Bill Herndon, associate vice president for the MSU Division of Agriculture, Forestry and Veterinary Medicine, helped plan the mid-October tours. About 25 members of the Mississippi House and Senate agricultural committees visited the university’s north farm, dairy processing plant, Wood Magic Science Fair and College of Veterinary Medicine.

“We wanted them to hear from faculty and staff in as many areas as possible, so when they were not touring facilities, they were listening to extension, research and teaching personnel explain some of their current projects,” Herndon said. “We want them to understand that MSU is working hard to support the state’s $8 billion agricultural industry.”

Dr. Ron McLaughlin, associate dean in the MSU College of Veterinary Medicine, said the tours offered an opportunity to showcase the division’s work in teaching, service and research.

“We wanted to provide an opportunity for them to see firsthand the many great learning opportunities students have and the wide variety of research that is going on to help the people of Mississippi,” he said.

McLaughlin explained that significant amounts of the research at the veterinary college has an impact on human health.

“Our researchers are studying issues such as diabetes, influenza and pesticides in the environment,” he said.

Ken Morgan of Morgantown represents Lamar and Marion counties in the Mississippi House of Representatives. As chairman of the forestry committee, he was very interested in the lumber processing discussion.

“The researchers explained the importance of strength in the value of timber,” Morgan said. “It is good to see that the money we are putting into the program is producing information we can use in our management and marketing decisions. I’m glad the students are getting useful information that will help them support the industry when they graduate. They are tomorrow’s leaders.”

MSU agricultural specialists spoke to the legislators on a variety of topics, including row-crop research, unmanned aircraft systems, the Zika virus, honeybees, fire ants, wild hogs and deer.

Lee Weiskopf, MSU director of governmental support, commended the legislators for their service to the state and to agriculture. He said he hoped the visit to campus would help them see the success and growth of their investment in agricultural programs at the university.

“We wanted to make sure they understood how diverse agriculture is, as well as the many and diverse roles MSU and the division play in the industry,” Weiskopf said. ”The research we do provides better quality products and knowledge to people in those fields, and we back it up through our Extension program.”

Weiskopf said MSU is recognized not only on a state and national level, but also internationally.

“They were particularly interested in some of the newer projects, such as unmanned aerial systems, and saw how those technologies can be used in a variety of ways,” he said. “Several gained a greater understanding of the College of Veterinary Medicine as not only a training facility for future veterinarians, but also a research hub and renowned hospital for all types of animals.”

LEGISLATORS GAIN INSIGHTS INTO AG RESEARCH PROGRAMS

EIGHT AWARDED SEC VISITING FACULTY TRAVEL GRANTSThe Southeastern Conference’s prowess on the football field is well known, but many fans may not know that the SEC’s 14 member institutions pack an equally potent academic punch off the field.Thanks to an innovative grant program funded by the conference, eight Mississippi State University faculty members now are better equipped to collaborate with SEC colleagues from across the region.Heather Alexander, Lei Chen, Jean-Magloire Feugang, Rinat Gabitov, David Hoffman, Leslie Hossfeld, Rosangela Sebba and Te-Ming Paul Tseng are recipients of 2016-17 SEC Visiting Faculty Travel Grants, according to a senior administrator at the land-grant institution.“These grants will allow our faculty to travel to another SEC campus to exchange ideas, develop grant proposals, conduct research, meet with peers and students, and give lectures or other presentations,” said Assistant Vice President for Research Teresa Gammill.She coordinated the application and review process in conjunction with the offices of the Executive Vice President and Provost, and the Vice President for Agriculture, Forestry and Veterinary Medicine at MSU.Each grant is for $1,250, Gammill said.“This year’s crop of proposals was very good, and we appreciate the effort of all who applied,” added David Shaw, the university’s vice president for research and economic development.Alexander is an assistant professor of forestry; Chen, assistant professor of mechanical engineering; Feugang, assistant research professor of animal and dairy science; Gabitov, assistant professor of geosciences; Hoffman, associate professor of anthropology and Middle Eastern cultures; Hossfeld, professor of sociology and department head; Sebba, professor of music; and Tseng, assistant professor of plant and soil sciences.For more information about the program, contact Gammill at [email protected] or 662-325-3570.

Leaders in state government, education and economic development showcased the importance of reliable data during the inaugural ‘Mississippi – A Data Driven State’ summit, held in late September at Mississippi State University.

“It is imperative that we continue to get the best data possible” Mississippi Lt. Gov. Tate Reeves said during the summit’s keynote address at The Mill at MSU. “We can only make the best decisions possible to make Mississippi a better place if we are getting the best information.”

The summit, hosted by Mississippi State’s National Strategic Planning and Analysis Research Center (NSPARC) and the Mississippi Department of Employment Security, featured sessions on the value of data in education, workforce training, economic development and legislative policy decisions. The summit’s goal is educating stakeholders and decision makers about different data sources available in the state.

Many summit speakers highlighted the ways Mississippi is ahead of the curve in data analytics. In particular, multiple elected officials touted the way the State Longitudinal Data System, a comprehensive statewide data system operated by NSPARC, has assisted with industry recruitment and informing policy decisions.

Mississippi Commissioner of Higher Education Glenn Boyce said the state’s data initiatives, coupled with advances in technology, have allowed data to become more actionable and show a more complete picture.

“We’ve been using (data) forever, but now we’re bringing it into focus,” Boyce said.

In his introduction of Reeves, MSU President Mark E. Keenum highlighted ways data produced by NSPARC can enhance workforce development. He also noted that Mississippi’s supercomputing power and data processing ability puts the state at an advantage when it comes to solving some of the world’s biggest problems, such as figuring out how to feed a growing global population.

“Feeding 3 billion new people at our global dinner table over a span of just over three decades may be one of our most daunting challenges,” Keenum said. “How we’re able to do that going forward will be a function of the information and knowledge that we can harness and bring together through technology, data and things we are doing right here at Mississippi State University. Mississippi will be part of helping to address critical challenges for the future.”

Other summit speakers included Mississippi Speaker of the House Philip Gunn and four other state legislators that hold leadership positions on key House and Senate committees, as well as state leaders from all levels of education and industry. Mark Henry, executive director of the Mississippi Department of Employment Security, served as summit host.

“MSU and Mississippi should be proud, because we have the best data in the country right here,” Gunn said.

NSPARC Executive Director Domenico “Mimmo” Parisi said he was proud of the role NSPARC has played in making state government more efficient and providing information to a wide variety of stakeholders.

“We convert (data) into actionable intelligence and it can be a service, it can be a new technology, it can be anything to help state government operate in a more efficient way,” Parisi said. “In the last 15 years, we’ve been able to do something no other state has been able to do. We have reduced the cost of government by making data part of the business operation. NSPARC brings that kind of capability and research that can change the way we do business as a state.”

NSPARC is an interdisciplinary research center at MSU that uses smart data, analytical techniques and high technology to create innovative solutions based on academic research from many fields. For more, see nsparc.msstate.edu.

SUMMIT SHOWCASES MISSISSIPPI AS LEADER IN PUTTING DATA TO USE

Mississippi State University President Mark E. Keenum highlighted the important role universities and open data play in addressing world hunger during a speech at the U.N. in New York in mid-September.

Keenum spoke in two separate sessions during the Global Open Data for Agriculture and Nutrition (GODAN) 2016 Summit. The two-day summit brought together public, private and non-profit leaders to discuss the importance of shared scientific data and expertise in providing global food security.

“University research, outreach and teaching have helped feed the world’s growing population throughout the past century,” Keenum said. “We have vital expertise to contribute to every aspect of the challenge and every step of the food chain – from the laboratory, to the farm, to the market and to the table.”

Other speakers during Keenum’s morning and afternoon sessions included high-ranking officials from the United Nations, academia, industry, international governments and the U.S. government. During his speeches, Keenum touted the collaboration between nearly 90 universities to create the Presidents United to Solve Hunger (PUSH) consortium, a collection of university leaders dedicated to making food and nutrition security a priority.

The Presidents’ Commitment to Food and Nutrition Security has been signed by university presidents and chancellors from around the world, providing a framework for collaboration on a global scale. Keenum serves as chair of the PUSH steering committee.

“Our universities have only scratched the surface of what research, extension education, and teaching can contribute to the improved health, safety and security of millions of people, and open data – open information – is going to play an increasingly important role as we move forward,” Keenum said.

In addition to updating global leaders about collective university action to address world food security, Keenum also highlighted the role MSU plays in disseminating relevant agricultural research at the state, national and global levels.

For nearly 50 years, the university’s Mississippi Agricultural and Forestry Experiment Station Seed Technology Laboratory researchers traveled throughout the nation and world to share their discoveries. MSU launched an online archive of approximately five decades of the university’s seed technology research this summer.

Keenum acknowledged that there are obstacles to overcome before open data becomes universal, but said he was encouraged by the dialog and feedback he received during the GODAN summit.

“My hope – and that of my fellow presidents and chancellors in PUSH – is that this gathering of researchers and leaders from virtually every sector can launch a new way of thinking about data,” Keenum said. “And that our universities will be role models in the way that we access – and especially in the way that we share – data.”

As a former undersecretary of the U.S. Department of Agriculture and in his current role as MSU president, Keenum has dedicated a significant

portion of his professional career to global food security issues. At the USDA, Keenum was responsible for aid programs administered by the USDA Foreign Agricultural Service and worked closely with the U.S. Agency for International Development (USAID), and the United Nation’s Food and Agriculture Organization, and the World Food Programme. Since coming to MSU in 2009, Keenum has worked to establish the university’s International Institute and established partnerships with the U.N.’s Food and Agriculture Organization and the World Food Programme. Keenum currently serves as vice chairman of the board of the Foundation for Food and Agricultural Research and as a member of the Feed the Future Evaluation Oversight Committee, both of which examine what it will take to continue to feed a growing global population. At the closing plenary of the GODAN summit, Keenum was joined by U.S. Secretary of Agriculture Tom Vilsack, among other high-level officials.

PRESIDENT KEENUM AT UN: RESEARCH UNIVERSITIES HAVE ‘VITAL EXPERTISE’ TO ADDRESS WORLD HUNGER

The National Oceanic and Atmospheric Administration in mid-July announced it has selected Mississippi State University to host NOAA’s cooperative institute for the Gulf of Mexico region: the Northern Gulf Institute.

The Northern Gulf Institute, which has been a NOAA cooperative institute for the last decade, will lead a consortium that includes the University of Southern Mississippi, Florida State University, Louisiana State University, Dauphin Island Sea Lab and the University of Alabama in Huntsville.

The NOAA award comes with a commitment of $7 million for the first year of a five-year award that can be renewed for another five years based on successful performance. NOAA made its selection after an open competition prompted by the expiration of NGI’s current award this September. In its successful proposal, NGI has committed to expand its research to encompass the entire Gulf of Mexico region.

NOAA’s Cooperative Institute (CI) Program is a unique and powerful tool designed to address emerging research and development needs of NOAA’s mission.

“Our cooperative institutes provide real partnership, expertise and flexibility, which is very

important in achieving NOAA’s mission,” said Craig McLean, NOAA’s assistant administrator for NOAA Research. “They provide a talented body of scientists, diverse thinking, and nimble responsiveness to our needs while helping to train the next generation of researchers.”

NGI will focus on research in four thematic areas to help create more resilient ecosystems, communities and economies for the region:

• Climate change and climate variability effects on regional ecosystems

• Coastal hazards

• Ecosystem management

• Effective and efficient data management systems to support a data-driven economy

NGI will address research gaps such as improving technologies to sample fish stocks in challenging environments, developing methods to improve large-scale data integration and dissemination, improving habitat restoration and coastal resiliency by determining the impacts of climate change on coastal areas, and studying how algal blooms affect ecosystem health.

As an example of NGI’s work, NGI Director Robert Moorhead and a team of researchers have been launching unmanned aircraft from a small

boat, so they can map marshes without dragging heavy equipment over the fragile landscapes.

The aerial images the team collected in 2015 helped determine what the conditions were like immediately following a large marsh fire along the Mississippi coast after a lightning strike.

“In less than one day, and during just two flights, we were able to map the entire 1,700 acre burn site at a 2-inch resolution “ Moorhead said.

Other data gathered by unmanned systems might potentially be used to improve flood forecasts and enhance the emergency response to chemical spills in remote areas.

“A small shed of tools and a small team of people can accomplish a lot of environmental science in a much shorter period of time using these unmanned technologies,” Moorhead said.

NOAA supports 16 cooperative institutes consisting of 42 universities and research institutions across 23 states and the District of Columbia. These research institutions provide strong educational programs that promote student and postdoctoral scientist involvement in NOAA-funded research. NOAA REAFFIRMS NGI AS REGIONAL COOPERATIVE INSTITUTE

Researchers in Mississippi State University’s Center for Advanced Vehicular Systems will continue to work on designs for an all-electric Navy ship after recently receiving a five-year, approximately $2.5 million grant.

The grant money is part of a $35 million grant awarded to Florida State University by the Office of Naval Research. Florida State will oversee and coordinate research efforts of the Electric Ship Research and Development Consortium, of which MSU is a founding member. The University of South Carolina, Massachusetts Institute of Technology, Purdue University, Virginia Tech and the University of Texas make up the consortium along with MSU and FSU. Members of the consortium have spent 13 years on electric ship research, with the new $35 million grant continuing that work for another five years.

“The consortium is a collection of universities interested in helping the Navy fit the most advanced electric power system on the smallest surface ship that they can,” CAVS Associate Director Mike Mazzola said. “At the end of the day, that’s really the technical challenge we face – power density.”

The Navy built an all-electric Zumwalt class destroyer, but it is significantly bigger than the vessel it was meant to replace, which Mazzola said shows the need for more research in order to implement futuristic power and control systems while maintaining Navy speed and defense standards. MSU researchers have made substantial contributions to the consortium research in the areas of electric cabling and controls.

Sherif Abdelwahed, an associate professor of electrical and computer engineering in MSU’s Bagley College of Engineering, is working to design an intelligent control system that can move megawatts of energy to needed ship systems and also quickly adapt to different operating conditions and scenarios.

“The ship can go from cruising to battle mode and then back to cruising quickly. Each of these has its own requirements,” Abdelwahed said. “The load can change dramatically because of the different modes of operation, especially the battlefield mode. Intelligent control architecture

will be able to predict and react to these changes and make the system work as efficiently as possible and meet the requirements of reliability and effectiveness by using the resources that are critical to the ship.”

The control systems are designed to be semiautonomous and automatically adapt to changing situations. The controls research will bring Star Trek’s Captain Kirk’s famous line, “All power to the shield,” closer to reality, Mazzola said. Instead of going to a shield, the power can be shifted to advanced weapons such as the Navy’s electromagnetic rail gun, which requires substantial amounts of energy to enable rapid fire capabilities.

“A rail gun uses pure electricity to accelerate a projectile to velocities that no gunpowder can do,” Mazzola said. “All of that is predicated on the assumption there will be 80, 90, 100 megawatts of electricity on board that ship, and right now there’s only four or five megawatts.”

Because there is still a large gap between needed and available electrical power, the research consortium worked to create ship design software that is focused on the ship’s power systems and can test different concept studies. MSU’s primary contribution is software models that compute cable plans in larger integrated power systems. CAVS Research Engineer Greg Henley builds code that incorporates Abdelwahed’s system re-configurations and physical cable re-configurations designed by CAVS Research Associate Angela Card. Last January, Card was a key participant in a training session on the

ship design software at the Philadelphia Naval Surface Warfare Center.

MSU researchers are working to ensure the physical wires and cables are resilient and adaptable when under attack and using the university’s cybersecurity expertise to ensure no systems on the ship are vulnerable to hacking or manipulation.

“We are looking to develop an intelligent system that can continuously monitor communication traffic and network activities on the ship and detect any signs of intrusions or hacking and react to it,” Abdelwahed said. “The amount of information that can be collected in this situation is unbelievably huge.”

Mazzola said the Navy is looking to have an advanced electric ship ready to handle next-generation radar, rail guns and lasers that are targeted for completion by 2030. With Pascagoula home to Ingalls Shipbuilding, a leading builder of Naval ships, Mazzola said it is likely Mississippians will be the ones to build an all-electric destroyer when the time comes.

“Mississippi is one of the nation’s top shipbuilding destinations, and it’s one reason why Mississippi State University is interested in being part of the Electric Ship Research and Development Consortium,” Mazzola said. “We know that our state will be building electric ships in the future. We’ve already been building and overhauling ships with substantial improvements to their electrical systems, including electrical propulsion.”
