The Executive Board will review all application essays, and from them anonymously decide which students are awarded these positions. For you to be considered for a Member‐at‐Large position you must do ALL of the following…
Agree to attend all meetings of the Student Council General Assembly, held once a month during a class period in which Mr. Miller does not teach. You will be solely responsible for notifying your teachers and making up all work. Upon your fourth absence (for any reason) from meetings of the General Assembly, you will automatically be removed from Student Council. You will also be STRONGLY encouraged to attend the B.L.T. Saturday Leadership Training Conference in late February or early March.
Agree to serve on one Student Council Committee. Upon your fourth absence (for any reason) from meetings of this Committee, you will automatically be removed from Student Council. You may check below to indicate your preferences, but the Student Council President will make the final assignment of which committee you serve on.

HOW PREFERENTIAL BALLOTING WORKS: Instead of simply voting for one candidate, students rank order the three candidates on the ballots provided – beginning with 1 (for their first choice) and ending with 3. To provide an example, these are ballots from a homeroom of 16 students, in which there are 4 candidates: Since there are 16 students, a majority of 9 votes is needed to win in the First or Second count. The results of the First Count, taken by simply counting all the “1” ranks are:
Nancy 6, Joey 5, Michael 3, Henry 2 Since no candidate yet has 9 votes, Henry is eliminated and the ballots that named her as the first preference (these are shaded) are now used for the Second Count, which gives these votes to the candidate ranked second on each of these ballots. The updated results are:
Nancy 6 + 1 = 7, Joey 5 + 0 = 5, Michael 3 + 1 = 4 Since no candidate yet has 9 votes, Michael is eliminated and the ballots that belonged to him (these are bold) are now used for the Third Count, which gives these votes to the candidate named second on each of these ballots. On those ballots that named Henry or Michael (who have been eliminated) as their second preference, we look to the third preference. After the Third Count, the candidate with the most votes is declared the winner. Therefore, the final results are:

most first preferences is declared the winner. While a plurality of students named Nancy first (most popular?), more of the students in this homeroom ranked Joey ahead of Nancy overall to do a better job as homeroom representative, and this fact came out in the preferential balloting procedure.

BROOKLAWNSTUDENTCOUNCILCANDIDATETRAININGCOURSE2016–INFORMATION
Any seventh grade student that intends to run for the office of Student Council President or Vice President MUST successfully complete the Candidate Training Course:
Article IV Section 2a of the Student Council Constitution requires anyone registering to become a
candidate for Student Council office to have “maintained an overall combined average of C+ or better in English, Math, Reading/Writing, Science, and Social Studies”. If you are not academically eligible to register to become a candidate, you are NOT allowed to take this course! Your academic record will be verified in Guidance, confirming the grades you enter on the next page.
Article IV Section 2b of the Student Council Constitution prohibits anyone who has been assigned office detention or suspension from school on more than six occasions (total of both) in the current school year from registering to become a candidate for Student Council Executive Office. If this prohibits you from registering to become a candidate, you are NOT allowed to take this course! Mr. Cleary will verify your disciplinary record, and will also report the number of times you have been assigned office detention or suspension from school on the second page of this application.
The Candidate Leadership Training Course will meet from 3:00‐5:00 in Room B‐16 on the following dates: Thursday February 25, Friday March 4, Thursday March 10 and Thursday March 17. Attendance at the B.L.T. Saturday Leadership Training Conference on Saturday February 27 is also required. On Thursday March 10, you will also work the 7th/8th grade Spring Fling Dance from 6:15‐9:30 p.m. Attendance is CRUCIAL and therefore you are expected to attend ALL course sessions, failure to could result in becoming unable to successfully complete the course (see below).
In order to successfully complete this course and become eligible to run for Student Council President or Vice President, you must attain AT LEAST 80 POINTS according to the Course Scoring Rubric below. All assignments are expected to be handed in on time – there is a 5 point penalty for failure to do so. If at any time it becomes mathematically impossible for you to reach the necessary 80 points, you will be immediately dropped from the course.

BrooklawnStudentCouncilGeneralAssembly–MemberIncentiveProgram 2016‐2017 Members of the General Assembly will receive Incentive Points for their participation in Student Council meetings and designated activities. The intent is to reward those members who are actively involved in aspects of our Student Council program that the Executive Board considers to be important to its’ overall success.
The incentive is that a minimum of 60 points will be required for the privilege of attending the NJASC Spring Awards meeting at Six Flags Great Adventure in June. Incentive Points could also be used by the Advisor and President to identify members that could be invited to help the Executive Board in certain activities.
GENERAL ASSEMBLY: Attendance at General Assembly Meetings 40 points – 5 for each absence*
*Article III Section 9 of the Student Council Constitution requires that 4 absences from meetings of the General Assembly will automatically remove any member from the Student Council. Absences from General Assembly Meetings may be excused by the Advisor or President – but only if you are absent from school OR if you are in school but have given PRIOR notice.
Point credit for attendance will only be given if complete meeting notes are handed in at the end of each meeting, and these notes pass Executive Board review. Notes will be returned within two days for homeroom reports.
COMMITTEES: Active Membership in a Committee 20 points – 5 for each absence* Active Membership in Second Committee 20 points – 5 for each absence Active Membership in additional Committees 1 point each All elected representatives will have until October 10 to join one or two committees and receive 20 Incentive Points for each. Members‐at‐large will be ASSIGNED to a committee and immediately receive the 20 Incentive Points following appointment. They may decide to join a second committee within ten calendar days of their appointment, in which case they will receive another 20 Incentive Points.
New members elected after the cutoff date above will have ten calendar days to join one or two committees and receive 20 Incentive Points for each. Displaced representatives who become members‐at‐large under Article III Section 2 of the Student Council Constitution will maintain their Incentive Points, but will only receive the 20 additional points for a new committee assignment if they were not previously a member of any other committee.
The President and Advisor each have the right to limit or close registration for any committee to keep its’ size manageable or encourage members to join other committees in need.
*Article III Section 9 of the Student Council Constitution requires that 4 absences from their assigned committee will remove any member‐at‐large from the Student Council. Committee Chairpersons are responsible for notifying those at risk of removal. LEADERSHIP ACTIVITIES: Participation in B.I.G. Night 5 points Participation in B.L.T. Saturday 15 points The Leadership Chairperson will be responsible for updating and maintaining accurate records for each member of the General Assembly. These records will be provided with the attendance records at each meeting of the General Assembly for review by its members.
BrooklawnStudentCouncilCommittees–StructureandResponsibilities2016‐2017
DECORATING – primary responsibilities will include the following:
To create decorations and other materials as deemed necessary to implement themes for dances and Pep Rallies, while maintaining these materials in an organized manner for their reuse at future events.
To coordinate decorating activities for dances and other special events, and to assist the Advisor and President in running these events.
To work with the Publicity Committee in design and maintenance of the Student Council Bulletin Boards.
GRADUATION – primary responsibilities will include the following:
To provide student input for and promote participation in end‐of‐year activities including the Moving Up Ceremony, Dorney Park and Medieval Times Trips, Fun Day and Class Wall.
To promote participation in Spirit Days, and to propose and decide on Spirit Day ideas for each monthly calendar at least one week before the end of the prior month. The Advisor may veto Spirit Day ideas, on behalf of the school administration.
To maintain and keep current a library of all Spirit Days, containing a clear definition of what constitutes participation in them.
PUBLICITY – primary responsibilities will include the following:
To work with the Decorating Committee to maintain the Student Council Bulletin Board and School Marquee Board on a bi‐weekly basis, publicizing and promoting Student Council events.
To regularly monitor and update the “Brooklawn S.A. Everywhere” flyer locations throughout the school, replacing downed flyers as needed.
To work with other committees and school organizations to help publicize their programs and events.
LIAISON – primary responsibilities will include the following:
To attend monthly PTSA meetings and report on the activities of the Student Council; to report back to the General Assembly on the activities of the PTSA that directly involve students or otherwise relate to the Student Council or Student Activities program; to voice student concerns if deemed necessary by the General Assembly, Executive Board, or Advisor.
To serve as the lead student representative on the Principal’s Roundtable, which will meet monthly to discuss and cooperatively resolve concerns raised by the student body and/or school administration.
The chairperson will serve as Corresponding Secretary of the Student Council, reporting to the General Assembly on all incoming correspondence, and writing all outgoing correspondence unless the President or Advisor directs another Executive Member to do so.
LEADERSHIP – primary responsibilities will include the following:
To assist the President and Vice President in supervision of Committees (other than Leadership) and periodic evaluation of Committee Books.
To provide support for all activities associated with B.L.T. Saturday. This committee will review, propose, and evaluate ideas for session topics and content, evaluate the program and make recommendations for the following year.
The chair will take an active role with the Advisor and Senior Officers in running the Candidate Training Course in March, and in January of odd years (such as 2015) will serve as campaign manager for our NJASC State Office candidate.
COMMUNITY SERVICE – primary responsibilities will include the following:
To coordinate all efforts in support of the NJASC State Charity, and to educate the student body about its’ programs and good works.
To implement and coordinate Community Service projects, and seek feedback from the student body on a regular basis to identify possible needs or ideas for School Service.
