STATE TIMES NEWSUDHAMPUR: Privateschools are rendering yeo-man's services in the educa-tion sector but certain agen-cies having vested interestsare indulging in creating mis-conception, ill will and hatredtowards these schools in thesociety.

This was stated by the rep-resentatives of private schoolsof Udhampur District in apress conference held here onSunday.

General Secretary of theCentral Body of J&K PrivateSchools Association AjayGupta, who was special invi-tee on the occasion whiledefending low budget schools,said that wrongs committedby the people having vestedinterests have compelled us toapproach the 4th pillar ofdemocracy to get justice andto clear the cloud of propa-ganda.

He said that till date gov-ernment has never botheredto streamline the educationsystem and every governmentauthority has always come upwith hypothetical, unrealisticand unreasonable suggestionsand adhoc approaches. "The

constitution of Fee FixationCommittee without any Actand SRO for the PrivateEducational Institutions waschallenged in the High Courtof J&K due to its anti privateschool policies and laws. Nowafter a threadbare discussionwith the parent bodies andschool associations, govern-ment has come out with neworder vide No. 01 FFC of2019 dated January 28,2019, after the supersessionof all previous orders hasfound acceptance, thoughpartially", he said.

Gupta said that aforesaidorder has guidelines categori-cally for the students and par-ents/guardians regarding thecollection of fee viz private

schools are authorised tocharge tuition fee, annual fee,transport fee, voluntary spe-cial fee etc. as in sub section i,ii, iii, iv, v of section 4. "Noneof the school can charge anyother fee including admissionfee or any amount by whatev-er name called than the feeprescribed in Section 8", heinformed adding that privateschools are categorised by theFFC into two categories. Infirst category, Fee FixationCommittee does not restrictedthe schools charging fee lessthan Rs. 1000 per month andRs. 6000 per annum fromenhancing the same upto Rs.1000 per month and Rs. 6000per annum with the conditionthat enhancement should be

gradual and reasonable. "Insecond category, the schoolscharging more than Rs. 1000per month and Rs. 6000 perannum can increase up to 6per cent on the fee which theschool was already chargingon the first day of August2018.

Also, for the first time Stategovernment has safeguardedthe interests of parents andstudents with a provision ofreturning all types of feetaken by the school on pro-rata within 60 days if the stu-dent leaves the school undercompelling circumstancesbeyond the control of par-ents", he said.

Members were critical ofopening of sale counters ofstationery, uniforms, books,water bottles, etc. in theschool premises. Theydemanded immediate with-drawal of such practice fromsuch indulgent schools as ithas already brought badname to the noble professionof education.

Members of associationappealed to the parents thatin case of any grievance, theparents should first approachthe concerned school authori-

ty and in case the grievance isnot mitigated they shouldappeal to the J&K PSAauthorities on cell phone num-bers 9419158492,9419162205, 9086332899and 9419160247.

The PSA also appealed theparents to collect receipt whiledepositing any amount to theschool authorities. They againappealed to the civil societyfor the disclosure of thenames of all such schoolswhich are not adhering to theorder issued by the FFC andare charging exorbitantamount without the approvalof FFC as mentioned inSection 5 of order 01 of FFC.

STATE TIMES NEWSJAMMU: J&K Forum forPeace & Reconciliation(JKFPR) discussed variousissues pertaining to the State.

At the outset, the members ofthe Forum paid rich tributes toJatinder Bakshi, FoundingPresident and also resolved tocarry forward his vision for thepeace and reconciliation in theState among various communi-ties especially betweenKashmiri Muslims andKashmiri Pandits.

Earlier, Dr Vinay Thusooread out the agenda of themeeting and emphasised on theneed for holding deliberationswith the cross section of thesociety which resonates withthe idea of dialogue and recon-

ciliation that too in a situationwhen reality has become thecausality in conflict.

Prof Ashok Aima, theFounder Member of the Forumsaid that there is a profoundneed to take large mandate ofthe civil society so that theatmosphere of reconciliation iscreated and incremental stepsare to be taken to revive andmake the forum vibrant so thatconversion across the spectrumis bridged for larger interest ofthe State.

Prof B.L Kaul, Treasurerand Secretary General of theForum recalled his associationwith Jatinder Bakshi who wasa missionary in a true senseand also resonates with the ideathat peace and reconciliation is

only possible with the concur-rence of the majority communi-ty. J.S Chauhan, the FounderMember of the Forum said thatthe forum should also aim toinvolve the people who sufferand who were made to sufferand further said that delegationof the forum should visit themigrant camps in Jammu andalso visit Kashmir to bridge themistrust between the communi-ties. Prof Monika Sethi appreci-ated the efforts of Dr VinayThusoo, Senior Vice-Presidentof the Forum to revive theforum after untimely demise ofJatinder Bakshi.

Ramesh Hangloo outlined theneed for reconciliation andassured his help to promote thework of the forum.

Advocate Ahtsham Bhatexpressed hope that this forumin days to come will becomevibrant and highlight a narra-tive acceptable to everyone inthe State.

Irfan Goni also spoke on theoccasion and highlighted recentincidents where people cameforward to help each other irre-spective of their religion, casteand colour.

STATE TIMES NEWSKARGIL: Four-day healthcheck-up camp for policeofficials organised byDistrict Police Kargil atDPL Kargil concluded suc-cessfully. The camp wasattended by 363 police offi-cials from District Kargil.

The medical camp startedon March 14 was inaugurat-ed by Dr. Vinod Kumar, SPKargil.

The medical team whichwas lead by Dr Nida Fatimaand Dr Sheikh Muntazirincluded paramedical stafffrom District HospitalKargil and Grasul ClinicalLaboratory.

The entire medical teamalong with staff of DPLKargil worked tirelessly forthree days to make it a suc-cess. The aim of the campwas to create medical profileof all police officials, earlydetection of any disease andprompt treatment of thesame.

During the camp the certi-fied medical team conductedvarious tests for hyperten-sion, blood sugar, lipid pro-file test, kidney functiontest, Hepatitis B andComplete Blood Count of allthe officials who attendedthe camp. All the personsavailed these tests free of

cost.The valedictory ceremony

was held at Conference HallDPL.

Dr Vinod Kumar said as asocially cognizant organisa-tion District Police Kargilundertook this initiative inorder to raise awarenessabout health and the impor-tance of regular healthcheck-ups among its officialswho perform their duties indifficult circumstances. STATE TIMES NEWSJAMMU: To commemorateNational Voluntary BloodDonation Day, a voluntaryblood donation camp wasorganized by social organiza-tions for ThallasaemiaChildren in the Blood Bank ofSMGS Hospital Jammu.

The blood donation campwas held under the patronageof HoD Blood TransfusionDepartment, Dr MeenaSidhu.

The camp is organized everyyear with the sincere efforts ofDr Falak Gupta working asMedical Officer in PaediatricsDepartment under NHM.The camp was overwhelming-ly supported by entireHospital AdministrationAuthorities including someeminent personalities ofJammu.

About 75 pints of blood werecollected during the event andcertificates with Mementoeswere also distributed amongthe donors.

STATE TIMES NEWSJAMMU: Core committee member of Anna Hazare Anti-corrup-tion Movement (AHAM), Tarun Uppal urged upon the people ofJammu to boycott the upcoming the Lok Sabha elections in theState. In the meeting held here on Sunday, Uppal said that theparticipation of political parties in the Lok Sabha elections arepurely to set their personal motives as they have no concern aboutthe sufferings of the common masses. He reiterated that the polit-ical parties are befooling the people of the State in the name ofdevelopment.

"If the political parties are serious about the sufferings of thepeople, they should not be in favour of holding elections in theState. Not a single political party took an initiate to strengthen thedemocracy in the State," he said, adding that the present situationis not conducive for holding elections in the State.

Uppal said that the people of Jammu region are demandingdelimitation before holding elections in the State. He asserted thatKashmir region has got about 12,000 square kilometers of area,46 Assembly seats and three Lok Sabha Constituencies. On theother hand, Jammu region/province has got 28,000 square kilo-meters of area and population as assessed after last census wasmore than in Kashmir region, he said.

Uppal termed it as a great discrimination that Jammu regionhas got two Lok Sabha seats and Kashmir province four whileKashmir region has 46 Assembly Constituencies whereas Jammuregion has only 37 Assembly seats.

"This is great discrimination with the Jammu province and thatis why it is essential to hold Delimitation before holding Assemblyelections," he said.

He asserted that the President's rule should be continued in theState and army should be given free hand till Central Governmentfinds a permanent solution for the Valley's problem.

11 lives inRamban accident

STATE TIMES NEWSJAMMU: Governor SatyaPal Malik on Sundayexpressed grief over the lossof eleven lives in a road acci-dent in Ramban district.

Eleven people, includingfour women and five chil-dren, were killed and fourothers injured when an SUVskidded off a road and fellinto a deep gorge in the dis-trict on Saturday.

The Governor has conveyedhis sympathies to thebereaved families and prayedfor peace to the departedsouls, a Raj Bhavanspokesman said. Malikwished speedy recovery to theinjured and directed theadministration to providebest medical treatment tothem, the spokesperson said.

Superintendent ofPolice, Dr Vinod Kumar,District Social WelfareOfficer Aga Syed Jamal,Accounts Officer to DCAjaz Ahmed and otherconcerned officers accom-panied the DC during thetour.

During his visit, DCinteracted with theinmates of the BalAshram and took stock ofthe facilities being provid-ed to them.

He also inquired aboutthe needs and require-ments of the studentswhich included face-liftingof the Bal Ashram build-ing, electricity repair andfittings, augmentation ofwater facilities, minorrepairs and other require-ments.
