Monday March 18, 2019 7 STATE TIMES NEWS UDHAMPUR: Private schools are rendering yeo- man's services in the educa- tion sector but certain agen- cies having vested interests are indulging in creating mis- conception, ill will and hatred towards these schools in the society. This was stated by the rep- resentatives of private schools of Udhampur District in a press conference held here on Sunday. General Secretary of the Central Body of J&K Private Schools Association Ajay Gupta, who was special invi- tee on the occasion while defending low budget schools, said that wrongs committed by the people having vested interests have compelled us to approach the 4th pillar of democracy to get justice and to clear the cloud of propa- ganda. He said that till date gov- ernment has never bothered to streamline the education system and every government authority has always come up with hypothetical, unrealistic and unreasonable suggestions and adhoc approaches. "The constitution of Fee Fixation Committee without any Act and SRO for the Private Educational Institutions was challenged in the High Court of J&K due to its anti private school policies and laws. Now after a threadbare discussion with the parent bodies and school associations, govern- ment has come out with new order vide No. 01 FFC of 2019 dated January 28, 2019, after the supersession of all previous orders has found acceptance, though partially", he said. Gupta said that aforesaid order has guidelines categori- cally for the students and par- ents/guardians regarding the collection of fee viz private schools are authorised to charge tuition fee, annual fee, transport fee, voluntary spe- cial fee etc. as in sub section i, ii, iii, iv, v of section 4. "None of the school can charge any other fee including admission fee or any amount by whatev- er name called than the fee prescribed in Section 8", he informed adding that private schools are categorised by the FFC into two categories. In first category, Fee Fixation Committee does not restricted the schools charging fee less than Rs. 1000 per month and Rs. 6000 per annum from enhancing the same upto Rs. 1000 per month and Rs. 6000 per annum with the condition that enhancement should be gradual and reasonable. "In second category, the schools charging more than Rs. 1000 per month and Rs. 6000 per annum can increase up to 6 per cent on the fee which the school was already charging on the first day of August 2018. Also, for the first time State government has safeguarded the interests of parents and students with a provision of returning all types of fee taken by the school on pro- rata within 60 days if the stu- dent leaves the school under compelling circumstances beyond the control of par- ents", he said. Members were critical of opening of sale counters of stationery, uniforms, books, water bottles, etc. in the school premises. They demanded immediate with- drawal of such practice from such indulgent schools as it has already brought bad name to the noble profession of education. Members of association appealed to the parents that in case of any grievance, the parents should first approach the concerned school authori- ty and in case the grievance is not mitigated they should appeal to the J&K PSA authorities on cell phone num- bers 9419158492, 9419162205, 9086332899 and 9419160247. The PSA also appealed the parents to collect receipt while depositing any amount to the school authorities. They again appealed to the civil society for the disclosure of the names of all such schools which are not adhering to the order issued by the FFC and are charging exorbitant amount without the approval of FFC as mentioned in Section 5 of order 01 of FFC. Private schools rendering yeoman's services: PSA STATE TIMES NEWS JAMMU: J&K Forum for Peace & Reconciliation (JKFPR) discussed various issues pertaining to the State. At the outset, the members of the Forum paid rich tributes to Jatinder Bakshi, Founding President and also resolved to carry forward his vision for the peace and reconciliation in the State among various communi- ties especially between Kashmiri Muslims and Kashmiri Pandits. Earlier, Dr Vinay Thusoo read out the agenda of the meeting and emphasised on the need for holding deliberations with the cross section of the society which resonates with the idea of dialogue and recon- ciliation that too in a situation when reality has become the causality in conflict. Prof Ashok Aima, the Founder Member of the Forum said that there is a profound need to take large mandate of the civil society so that the atmosphere of reconciliation is created and incremental steps are to be taken to revive and make the forum vibrant so that conversion across the spectrum is bridged for larger interest of the State. Prof B.L Kaul, Treasurer and Secretary General of the Forum recalled his association with Jatinder Bakshi who was a missionary in a true sense and also resonates with the idea that peace and reconciliation is only possible with the concur- rence of the majority communi- ty. J.S Chauhan, the Founder Member of the Forum said that the forum should also aim to involve the people who suffer and who were made to suffer and further said that delegation of the forum should visit the migrant camps in Jammu and also visit Kashmir to bridge the mistrust between the communi- ties. Prof Monika Sethi appreci- ated the efforts of Dr Vinay Thusoo, Senior Vice-President of the Forum to revive the forum after untimely demise of Jatinder Bakshi. Ramesh Hangloo outlined the need for reconciliation and assured his help to promote the work of the forum. Advocate Ahtsham Bhat expressed hope that this forum in days to come will become vibrant and highlight a narra- tive acceptable to everyone in the State. Irfan Goni also spoke on the occasion and highlighted recent incidents where people came forward to help each other irre- spective of their religion, caste and colour. STATE TIMES NEWS KARGIL: Four-day health check-up camp for police officials organised by District Police Kargil at DPL Kargil concluded suc- cessfully. The camp was attended by 363 police offi- cials from District Kargil. The medical camp started on March 14 was inaugurat- ed by Dr. Vinod Kumar, SP Kargil. The medical team which was lead by Dr Nida Fatima and Dr Sheikh Muntazir included paramedical staff from District Hospital Kargil and Grasul Clinical Laboratory. The entire medical team along with staff of DPL Kargil worked tirelessly for three days to make it a suc- cess. The aim of the camp was to create medical profile of all police officials, early detection of any disease and prompt treatment of the same. During the camp the certi- fied medical team conducted various tests for hyperten- sion, blood sugar, lipid pro- file test, kidney function test, Hepatitis B and Complete Blood Count of all the officials who attended the camp. All the persons availed these tests free of cost. The valedictory ceremony was held at Conference Hall DPL. Dr Vinod Kumar said as a socially cognizant organisa- tion District Police Kargil undertook this initiative in order to raise awareness about health and the impor- tance of regular health check-ups among its officials who perform their duties in difficult circumstances. He added that the remarks regarding the general body health of all the officials along with medical advice were recorded in their profile and necessary follow up shall be taken wherever necessary. Kumar thanked Baseer-ul- Haq, District Commissioner, Kargil, Dr Ibrahim, CMO Kargil for providing effi- cient medical team for con- ducting this camp. STATE TIMES NEWS JAMMU: To commemorate National Voluntary Blood Donation Day, a voluntary blood donation camp was organized by social organiza- tions for Thallasaemia Children in the Blood Bank of SMGS Hospital Jammu. The blood donation camp was held under the patronage of HoD Blood Transfusion Department, Dr Meena Sidhu. The camp is organized every year with the sincere efforts of Dr Falak Gupta working as Medical Officer in Paediatrics Department under NHM. The camp was overwhelming- ly supported by entire Hospital Administration Authorities including some eminent personalities of Jammu. About 75 pints of blood were collected during the event and certificates with Mementoes were also distributed among the donors. On the occasion Principal & Dean GMC&AH, Dr Sunanda Raina was the Chief Guest. It is pertinent to men- tion here that a full-fledged Thallasaemia Ward with well- trained Staff is designated in Paediatrics Department of SMGS Hospital Jammu, where children enrolled under Thallasaemia Society of Jammu are getting free-treat- ment including drugs and medicines and about 20-25 pints of blood are Transfused on daily basis to these Thallasaemic Children. STATE TIMES NEWS JAMMU: Core committee member of Anna Hazare Anti-corrup- tion Movement (AHAM), Tarun Uppal urged upon the people of Jammu to boycott the upcoming the Lok Sabha elections in the State. In the meeting held here on Sunday, Uppal said that the participation of political parties in the Lok Sabha elections are purely to set their personal motives as they have no concern about the sufferings of the common masses. He reiterated that the polit- ical parties are befooling the people of the State in the name of development. "If the political parties are serious about the sufferings of the people, they should not be in favour of holding elections in the State. Not a single political party took an initiate to strengthen the democracy in the State," he said, adding that the present situation is not conducive for holding elections in the State. Uppal said that the people of Jammu region are demanding delimitation before holding elections in the State. He asserted that Kashmir region has got about 12,000 square kilometers of area, 46 Assembly seats and three Lok Sabha Constituencies. On the other hand, Jammu region/province has got 28,000 square kilo- meters of area and population as assessed after last census was more than in Kashmir region, he said. Uppal termed it as a great discrimination that Jammu region has got two Lok Sabha seats and Kashmir province four while Kashmir region has 46 Assembly Constituencies whereas Jammu region has only 37 Assembly seats. "This is great discrimination with the Jammu province and that is why it is essential to hold Delimitation before holding Assembly elections," he said. He asserted that the President's rule should be continued in the State and army should be given free hand till Central Government finds a permanent solution for the Valley's problem. Guv expresses grief over loss of 11 lives in Ramban accident STATE TIMES NEWS JAMMU: Governor Satya Pal Malik on Sunday expressed grief over the loss of eleven lives in a road acci- dent in Ramban district. Eleven people, including four women and five chil- dren, were killed and four others injured when an SUV skidded off a road and fell into a deep gorge in the dis- trict on Saturday. The Governor has conveyed his sympathies to the bereaved families and prayed for peace to the departed souls, a Raj Bhavan spokesman said. Malik wished speedy recovery to the injured and directed the administration to provide best medical treatment to them, the spokesperson said. STATE TIMES NEWSJAMMU: Core committee member of Anna Hazare Anti-corrup-tion Movement (AHAM), Tarun Uppal urged upon the people ofJammu to boycott the upcoming the Lok Sabha elections in theState. In the meeting held here on Sunday, Uppal said that theparticipation of political parties in the Lok Sabha elections arepurely to set their personal motives as they have no concern aboutthe sufferings of the common masses. He reiterated that the polit-ical parties are befooling the people of the State in the name ofdevelopment.

"If the political parties are serious about the sufferings of thepeople, they should not be in favour of holding elections in theState. Not a single political party took an initiate to strengthen thedemocracy in the State," he said, adding that the present situationis not conducive for holding elections in the State.

Uppal said that the people of Jammu region are demandingdelimitation before holding elections in the State. He asserted thatKashmir region has got about 12,000 square kilometers of area,46 Assembly seats and three Lok Sabha Constituencies. On theother hand, Jammu region/province has got 28,000 square kilo-meters of area and population as assessed after last census wasmore than in Kashmir region, he said.

Uppal termed it as a great discrimination that Jammu regionhas got two Lok Sabha seats and Kashmir province four whileKashmir region has 46 Assembly Constituencies whereas Jammuregion has only 37 Assembly seats.

"This is great discrimination with the Jammu province and thatis why it is essential to hold Delimitation before holding Assemblyelections," he said.

He asserted that the President's rule should be continued in theState and army should be given free hand till Central Governmentfinds a permanent solution for the Valley's problem.

Eleven people, includingfour women and five chil-dren, were killed and fourothers injured when an SUVskidded off a road and fellinto a deep gorge in the dis-trict on Saturday.
