Warm-up and start times may be adjusted based on entries and will be finalized by Friday, March 15, 2019.
Facility: The Stanley Wallace Pool is an 8-lane, 25-yard pool with non-turbulent lane lines. The timing
system includes a fully-automatic Colorado Time Systems electronic timing system with Aqua Grip touchpads
at the finish end of the pool with an eight-line electronic display. There are no touchpads at the turn end of the
pool. There are two additional 20 yard lanes that are available for warm-up and cool-down. The start end of the
pool is 13 feet deep; the turn end of the pool is at least 4.5 feet deep. Spectator seating is for 405 spectators. The
pool is located inside the Memorial Gym at the University of Maine in Orono. Directions may be found later in
this document. The competition course has not been certified in accordance with 104.2.2C(4). Due to limited
seating all spectators are reminded that backpacks, coolers and other bulky items must be placed on the floor in
front of them and not on seats or benches.
Meet Format: This meet will be swum as trials/finals for 13-14 and 15 & Over events in all events except the
1000 and 1650 freestyles and timed finals for 10 & under (10&U) and 11-12 events. In prelims. 13-14 and 15 &

Over events will be swum combined ages, but will be separated for finals. There will be 2 heats in finals per
gender and age group: a consolation heat and a final heat, swum in that order except the 500 free and 400 IM
which will have only a championship heat returning at finals. For 13-14 events, A & B final heats will be
competed if there are at least 9 entrants in prelims. For 15 & Over events, the B final will only be competed if
there are a minimum of 16 entrants in prelims.
*15-16, 17-18 have separate qualifying times but will compete as 15 & Over.*
The 1000 and 1650 freestyles will be timed final events with all heats of the 1000 swum during prelims. The
1000 and 1650 will be swum fastest to slowest, alternating girls’ and boys’ heats. The first heat of the 1000 &
1650 will be the fastest girl 15 & Over heat followed by the fastest boy 15 & Over heat. The next heats will be the
fastest girl 13-14 heat followed by the fastest boy 13-14 heat. The following heats will be swum combined ages
alternating girls then boys.
The 10 & under relays and the 11-12 relays, and the 10 & under and 11-12 500 freestyle, will be swum fastest
heats first. 10 & U girls (1), 10 & under boys (1), 11-12 girls (1), 11-12 boys (1) then the remaining heats swim
mixed age alternating girls then boys.
The 11-12 400 IM, and the 11-12 200 backstroke, breaststroke and butterfly, will swim as mixed events. The
mixed gender slower heats swim first. The second to last heat will be the top girls’ heat followed by the top boys’
heat.
Positive check-in with the Admin Referee is required for the 13 & Over 1000 and 1650 freestyle and the 11-12
400 IM. Swimmers must positive check in for the 1650 freestyle and the 11-12 400 IM by 4:15PM Thursday and
for the 1000 freestyle by 6:00PM on Saturday night.
Relays must positive check-in-by 4:15PM on Thursday. All other relays must be scratched by the 6PM scratch
deadlines. Any relays that are not scratched will be charged $100 for missing a relay with the exception of a
medical excuse or declared false start.
Course: Short course yards (25 yards)
Meet Jury: The Meet Jury will be made up of one official, one coach, and one athlete to be selected by the
Meet Referee who will present issues and moderate the jury but not vote. The three members shall be from
separate teams. Only the designated team representative or appointed designee so noted to the Meet Director may
speak for a team concerning all meet matters. The Meet Jury will decide all issues of eligibility and anything not
addressed in the Meet Announcement. The Meet Referee shall have authority as described in the current USA
Swimming Rulebook.
Weather protocol: If weather or facility conditions make it impossible to follow the original timeline of
events, the Meet Director and Meet Referee have a right to make changes to the meet sessions. The Meet Director
will notify the teams of the changes with as much notice as possible. Cancellation of the meet, or a session, is the
decision of the Meet Director, Meet Referee and the Meet Jury.
Disability swimmers: Swimmers with a disability are welcome to enter this meet if they meet the qualifying
times set forth by USA Swimming on the event page. The coach or team entry contact person should contact the
Meet Director regarding entry qualification and must alert the Meet Director and Meet Referee as to the need for
any special accommodations or seeding arrangements at the time the entry is submitted.
Eligibility: This meet is open to any swimmer who is properly registered with Maine Swimming, Inc. for
2019 in accordance with the MESI Policy & Procedures and has met the entry time criteria or qualified by placing
1st or 2nd at Winter Champ Trials in all events except the:
10 & U: 500 free
11-12: 200 back, 200 breast, 200 fly, 400 IM, 500 free

Please note, that all swimmers (including relay-only swimmers) must be registered by 5PM on Monday,
March 11, 2019 to be eligible to swim in the Winter Championships. Swimmers transferring into MESI from
another LSC or transferring to another MESI Club must have their transfer requests processed by the Maine
Swimming Office prior to the entry deadline in order to be eligible to compete in Winter Championships.
Swimwear: Swimmers 10 years old and younger are not permitted to wear “Tech” suits at this meet.
USA Registration: Club athletes may obtain USA-S Registration from their Club Registrar. Unattached
athletes may obtain forms and instructions from the Maine Swimming Web Site; www.maineswimming.org.
Deck Registrations will not be allowed. It’s each team’s responsibility to make sure the entry and registration
information for each of their swimmers is accurate. Registration reconciliation and time reconciliation will be
done for this meet.
Entry Deadline: Entries are due no later than 5PM EST on Tuesday, March 12, 2019. Any swimmer who
is entered into the meet and was not registered by 5PM on March 11, 2019 will be scratched from the meet. NO
EXCEPTIONS!. Coaches should check their club portal so they know who is currently registered. If you need

Entries: Electronic entries (such as from Hy-Tek Team Manager or other team management software) that
are in CL2 or SD3/SDIF format should be emailed as an attachment to the entry chairperson at
[email protected] and to the office at [email protected]. A hard copy back-up is required to be sent by
mail or as a PDF by email. The MESI Office will send complete team rosters to the Meet Entry person no later
than 11PM EST on Monday March 11th. If a swimmer is not listed on the roster, they may not swim on a relay.
Non-electronic entries may be submitted by email for an additional $1.00 per event.
Entries for timed final events will be converted to short course yards after entry. Entries for prelim events will be
seeded in the following order short course yards (SCY), long course meters (LCM), short course meters (SCM).
LCM and SCM times must not be converted to SCY prior to being submitted. Deck entries will not be accepted.
Entry times must be achieved between March 15, 2018 and March 10, 2019. Swimmers who achieved a
qualifying time at the 2019 Winter Champ Trials meet may add bonus events as applicable. Swimmers who
finished top two at Winter Champ Trials in the designated events, but do not achieve a qualifying time, may not
add any respective bonus events.
Late Entries: No entries will be accepted after the March 12th deadline.
Entry Limits: Swimmers may enter as many events in which they have qualified, but may only compete in a
maximum of three (3) individual events per day (including time trials). 12 & Under swimmers are limited to a
total of (9) individual events and (3) relay events and 13&O swimmers are limited to a total of (6) individual
events and (4) relay events for the meet.
Bonus Events - must be a B time standard or above and CANNOT be the following
events:
10 & Under: 500 free,
11-12: 200 back, 200 breast, 200 fly, 400 IM, 500 free,
13 & Over: 1000 free, 1650 free
One Qualifying Time = 2 Bonus Events
Two Qualifying Times = 1 Bonus Event

Checks must be received prior to the start of the meet unless other arrangements are made. Swimmers
WILL NOT be allowed to compete until team payment is complete. Please mail in plenty of time to be
received by Tuesday, March 19, 2019. If this cannot be arranged, please contact Mary Ellen Tynan to
arrange payment at the meet.
A team information form is attached. This must be filled out and returned with your e-mailed entries. Please note
that your entries will not be considered complete until this form is returned.
The Entry Chair will send a Hy-tek team entry list to each team so they can verify their entries. Please review and
respond within 12 hours even if there are no corrections.
Teams that have not submitted their entries by the entry deadline will be contacted by 12 PM on Wednesday,
March 13th by the Entry Chairperson and will have until 12PM on Thursday March 14th to submit their entries.
These late entries will be subject to a fine of $250 per team plus $10 per individual swimmer. Any entries
submitted thereafter will be entered only at the discretion of the Meet Committee.
Proof of Time: Proof of time shall be submitted with each team’s e-mail entries. Proof of time must be a copy of
the Meet Entry Report from Team Manager or Team Unify sorted by name; under other options for the report
include proof of time. The hard copy must be in a PDF format, a Microsoft Word format or a HTML Format.
Eligible times may come from the USA-S National Times Database, Pine Tree Cluster YMCA Database, NCAA
National Times Database, USMS National Times Database, and MPA High School Database.
Relays: Each team may enter a maximum of two relays (A & B only) in an age group based on the number of
swimmers having individual event qualifying times within that age group (10 & U, 11-12, 13-14, and 15 & O) as
follows: 0-4 qualifiers allows 1 relay entry, 5-8 qualifiers allows 2 relay entries.
Coaches may declare their relays in their entry file. Any changes to those relays must be resubmitted to the
Admin Referee on Relay Cards.
Relay cards will be due on Thursday at 6:00 pm for that evening’s events.
Relay card for 12&U events will be due on Friday by the finish of the 100 back.
Relay cards for Friday Finals will be due by the finish of the 200 free.
Relay cards for Saturday 12&U will be due by the finish of the 100 IM.
Relay cards for Saturday Finals will be due by the finish of the 50 free.
Relay cards for Sunday Prelims will be due by the finish of the 200 back.
Relay cards for Sunday 12&U will be due by the finish of the 50 breast.
Psych Sheet: The psych sheet will be available no later than Friday, March 15, 2019 on the MESI Website (5
PM EST). Absolutely no corrections are permitted after the psych sheet has posted.

Time Trials: Time trials will be held at the discretion of the Meet Director and the Meet Referee. Coaches
requesting a time trial should make that request to the Admin Referee up until the established time each session.
The entry fee for a time trial is $15.00 ($30.00 per relay.) A time trial counts toward the maximum allowed three
(3) individual events per day, but does not count toward the maximum limit on the number of swims in the meet.
A relay time trial does not count towards the swimmers limit for the day of the swim.
Scratch procedure: All declarations to scratch a 13 & O prelim event need to be submitted by 6:00pm on the
night prior to those events at the Admin Table. If a swimmer in a prelims session does not scratch and they have
more than 3 events that day, they will be scratched from their last events of that day. Scratch cards will be
available from the Admin Referee. Scratches for Thursday’s events may be emailed to the Admin Referee by
4:15 PM on Thursday. Scratches for Friday may be emailed to the Admin Referee by 6 PM Thursday night. Put
SCRATCH-TEAM NAME in the subject line.
Scratches will be taken on individual scratch slips, signed by an Admin Referee and placed in the Scratch Box. A
copy of the scratch slip will be given to the athlete/coach.
This event will follow the National Scratch Rules as defined in Section 207.11.6 of the USA Swimming Rule
Book and the MESI Policies and Procedures Article 19.6.
Any swimmer who fails to compete in an individual Preliminary event in which she/he is entered or a 13-14 or 15
&Over Timed Final event for which he/she is positively checked-in will be barred from further competition for
that day including relays and time trials. In addition the athlete must declare their intent to compete on subsequent
days with the Admin Referee by the scratch deadline.
Any swimmer who qualifies for Finals and fails to notify the Admin Referee of his/her intention to withdraw
(scratch) from Finals within 30 minutes of announcing/posting of the results, and does not compete, nor is
excused by the Meet Referee, will be barred from all further competition in the meet, including relays and time
trials.
Coaches are expected to understand the scratch procedures before the meet begins.
A Declared False Start (DFS) may be submitted any time prior to a swimmer’s heat which will relieve the athlete
of the penalties during Prelims and for Timed Final events including relays. A DFS will not be accepted for Finals
of a prelim/final event. The above penalties do not apply to the age group session of the meet.
Officials: This meet has been designated as an Officials Qualifying Meet to all officials who wish to and are
eligible to be evaluated for advancement or recertification. Request for evaluation should be made by filling out
the official’s application for this meet. You must work at least four (4) sessions in the meet to be eligible for an
evaluation. For any questions about the N2/N3 certification process or the meet itself, please contact the Meet

APPLICATION TO OFFICIATE
If you would like to work this meet but are not requesting evaluation we would still appreciate it if you would fill
out the form for our planning purposes. As always walk-ons are most welcome. All officials should be present for
the stroke briefing one hour prior to any session they will be officiating. Uniform is white collared shirt, navy blue
shorts, pants or skirt and white shoes.
Admission: $2.00/session except Thursday night which is free admission. Spectators will receive a different
color bracelet for each session.
Programs: Programs with the full psych sheet will be available for purchase for $15. With the purchase of
this program, all of the heat sheets will be included. Just show your program to the admissions desk to receive

your heat sheet. Single session heat sheets will be available for sale for $3 per session for Friday, Saturday, and
Sunday sessions. Heat Sheets for Thursday (distance) will be complimentary.
Meet Policies: Only 2019 USA Swimming registered athletes, coaches, officials, and official meet staff are
permitted on the pool deck. All non-athletes on the pool deck must display their current USA Swimming
registration card or display their current Deck Pass when requested. Individuals unable to provide proof of
current registration will be removed from the pool deck.
Any swimmer entered in the meet unaccompanied by a USA Swimming member coach, must be certified by a
USA Swimming member coach as being proficient in performing a racing start or must start each race from
within the water. It is the responsibility of the swimmer or the swimmer’s legal guardian to ensure compliance
with this requirement.
Current USA Swimming rules will govern all competition. Decisions by the Meet Referee will be final unless a
written protest is lodged within 30 minutes of the heat swum and a check for $100 payable to MESI is presented
with the protest. All swimmers, coaches and officials will follow the USA Swimming code of conduct under
article 304 of the USA Swimming rules and regulations. Any violation of such policy will be reported to the Meet
Referee and the New England Swimming office for further review and/or action.
1. No shaving is permitted at the competition site.
2. No glass containers are permitted within the facility.
3. No food is allowed on the pool deck.
4. Swimmers must be under the supervision of a coach. If a swimmer arrives at the meet without a
coach, the swimmer should notify the referee before he/she warms up. The Referee will assign
the swimmer to a registered coach for warm-ups.
5. Use of audio or visual recording devices, including a cell phone, is not permitted in changing
areas, rest rooms, locker rooms, behind the blocks, or in any marked NO CAMERA ZONE.
6. Deck changes are prohibited.
7. Operation of a drone, or any other flying apparatus, is prohibited over the venue (pools,
athlete/coach areas, Spectator areas and open ceiling locker rooms) any time athletes, coaches,
officials and/or spectators are present.
8. Kinesio Tape or any other body tape is prohibited.
Warm-ups: USA Swimming and Maine Swimming safety procedures will be enforced throughout the
meet. Warm-ups are subject to the following procedures:
All swimmers shall enter feet first using the sit and slide method at the starting end of the pool. The warm-up
sessions will be divided into periods of equal length depending on the number of swimmers entered in each
session.
Warm-up schedules will be posted on the MESI web site by Friday, March 15, 2019 and will be made available
to coaches at the meet. No diving or backstroke starts are permitted except in sprint lanes or when designated by
the team(s) in their lanes, except under a coach’s supervision in a team assigned lanes.
Safe Sport: The conduct of all participants and spectators at a meet is governed by USA Swimming Rules
304/305. Any and all infractions must be reported to an official, the Referee or the Meet Director to be resolved.

Photography: As per Maine Swimming policy, with the exception of photographers hired by MESI, only
coaches may video or take photographs from the pool deck. Use of audio or visual recording devices, including a
cell phone, is not permitted behind the starting blocks, including in any spectator area behind the starting blocks,
nor in any other marked NO CAMERA ZONE, including on deck. All NO CAMERA ZONES will be clearly
designated. Email the Meet Director with questions and requests.

Liability: United States Swimming, Inc. (USA-S), Maine Swimming, Inc. and the University of Maine
shall be free from any liability or claims for damages by reason or injury
Misconduct: Any issues of conduct which occur within the meet venue are defined as, but not limited to;
violation of safety guidelines, disrespect for meet management personnel, officials, coaches or fellow athletes,
theft, vandalizing, or possession of alcohol, tobacco or illegal drugs are subject to removal from the facility and
are subject to a MESI Board of Directors hearing. Any illegal activities or violence will be reported to local
authorities.
Work Assignments: Each entered MESI team will be responsible for coordinating and providing timers,
marshals, clean-up workers and other duties for assigned sessions as assigned by the Meet Director. Work
assignments will be e-mailed and posted on the MESI Website by Friday, March 15, 2019. Timers, marshals and
other meet staff who are not USA-S registered must sign a USA-S waiver form. Marshals will be placed at spots
assigned by Meet Director. A coach who is coaching swimmers during a session may NOT act as a marshal
while ensuring the safety of all the participants as a marshal. Marshals must attend a brief meeting 10 minutes
prior to warm-up for their appointed session. Warmup for each session will not begin until all the assigned
marshals are present.
Please note that the MESI Policy and Procedures requires each team with a minimum of 5 swimmers entered in a
session to have at least one non-athlete available for jobs as assigned. If a worker fails to show up for a job in
timely fashion the team will be subject to a fine of $25.00 per job assignment. If your team is assigned to be a
timer, you are responsible to ensure it’s covered until the end of the session even if your team has no swimmers
entered in those events. 1650 & 1000 free swimmers must provide their own timers and counters.

Athlete Rep Elections: Athlete Rep elections will be held Saturday at the All-Star Table in the gym. All 2019
registered athletes ages 13 & Over are eligible to vote.
Coach Elections: Ballots will be available for Coach of the Year, Asst Coach of the Year throughout the
meet at the All-Star Table in the gym. Elections will end at noon on Sunday. Winners will be announced at the
MESI banquet on April 27, 2019.
Volunteer of the Year Nominations: Nominations for Volunteer of the Year will be taken throughout the
meet at the All-Star Table in the gym. Those nominations will be considered by the Board and the winner will be
announced at the banquet.
2019 MESI All-Star Events: The 2019 MESI All-Star Events are still being finalized. Instead of attending
meets, the All-Star swimmers will participate in training events. Qualification criteria is being determined.

Senior Recognition: The Senior Recognition Ceremony will take place Sunday evening after warm-ups. If you
wish to be recognized, please email [email protected] with your name and college you plan to attend.
If you have not decided on a college yet or you have other plans, please email with that information.
Food Concessions: A concession stand will be open for the duration of the meet
Vendors: Beach Party Swimwear will be selling suits, goggles and other items. Northwest Designs will be
selling meet t-shirts.
