everything you need to know about the sale and use of vignettes in Slovenia. If you think that a part

2. The most important facts
• Before selling the vignette, the user must be asked which toll-rate category the vignette is
purchased for. It is the buyer's responsibility to check which toll-rate category he/she is buying
the vignette for. If the buyer is not certain about this, you can help with the list of measured
vehicles published on www.dars.si (see page 21).
• All recreational vehicles (RV), regardless of their height and whose maximum permissible
weight does not exceed 3,500kg, are classified into the toll-rate category of 2A. RVs with a
maximum permissible weight of over 3,500kg need to have a valid DarsGo unit (detailed
information can be found at www.darsgo.si).
• Apart from the mandatory items found on a receipt, as established by law, the receipt given to
the customer must contain the serial number of the sold vignette.
• The user should keep the invoice and coupon for the purchased vignette until the latter
expires.
• The toll shall be considered paid only if it a valid vignette is affixed.
• If anyone tries to remove the already affixed vignette, the vignette shall be voided - one of the
following safety signs shall appear “NEVELJAVNO” (“INVALID”), number “20” or code “2B”!
• If the wrong vignette is applied to the windshield, the user should not try to remove it, but
should immediately contact DarsGo Service Ljubljana (see page 21).
• Replacing the vignette at the sales point after it has been applied is not possible.
• Under no circumstance is the vignette transferable between vehicles.
• “Single track vehicle” is a vehicle with up to 50 cm wide ground track.

3. Roads requiring the use of vignettes In the Republic of Slovenia, a toll is charged for the use of motorways and expressways. All one-track
motor vehicles (motorcycles) and two-track motor vehicles, with or without a trailer, with a
maximum permissible weight not exceeding 3,500 kg, are required to pay the toll by purchasing a
vignette.
Roads on which the use of vignettes is mandatory:
Motorways Expressways
The Karavanke tunnel The Karavanke interstate road tunnel linking the Slovenian motorway A2 and the Austrian A11
motorway is not included in the vignette tolling system. Therefore, it is not the Slovenian vignette
but the toll for the use of the Karavanke road tunnel, which applies for the use of the Karavanke
tunnel. The paid toll for the use of the Karavanke road tunnel only covers the first motorway junction
on both sides of the border (the Hrušica junction in Slovenia; the Rosenbach junction in Austria). In
order to continue the journey along the motorway beyond the Hrušica junction into the heart of
Slovenia, the user must have a vignette placed on the vehicle. For information on the toll for the use

4. Marking vignette sales points All vignette sales points in Slovenia and abroad have to be marked with a seller certificate and a
vignette price list on the door or other clearly visible place. The seller certificate used to mark official
sales points will be sent to you by mail in November 2019.

5. Types of vignettes and vignette prices In order to use the toll road with a motor vehicle with a maximum authorised mass not exceeding
3,500 kg, it is mandatory to purchase and affix a valid vignette on the vehicle before entering the toll
road. If a motor vehicle tows a trailer vehicle, only the maximum authorised mass of the (towing)
vehicle is relevant for the classification into the tollrate categories listed below.
Toll-rate categories Motor vehicles that are required to pay tolls by purchasing a vignette are divided into three toll
classes:
TOLL-RATE CATEGORY 1:
One-track motor vehicles and motorcycles, with or without a trailer.
TOLL-RATE CATEGORY 2A:
Camping vehicles (regardless of height) and two-track motor vehicles, where the height of the
vehicle above the front axle does not exceed 1.30 m and the maximum permissible weight does not
exceed 3,500 kg, with or without a trailer.
Camping vehicles are defined as only those vehicles that are marked as such in the vehicle
registration certificate or in the vehicle approval/compliance document, as well as all other vehicles
with permanently fixed equipment necessary for living in the vehicle. However, a vehicle that is only
furnished with removable equipment, such as mattresses, cookers, camping equipment, etc., is not
understood to be a camping vehicle.
In addition to the usual passenger vehicles (saloon cars, caravans, convertibles, etc.), toll class 2A also
includes all SUVs, terrain vehicles and pickups.

TOLL-RATE CATEGORY 2B:
Two-track motor vehicles with the height of the vehicle above the front axle measuring 1.30 m or
more and a maximum permissible weight not exceeding 3,500 kg, with or without a trailer.
Toll class 2B includes light goods vehicles and combined / dual use passenger and/or goods vehicles,
their maximum permissible weight limited to and including 3,500 kg and the vehicle’s height above
the front axle measuring 1.30 m or more. This category does not include camping vehicles, saloon
cars, terrain vehicles or pickups.
List of measured vehicles
The list of measured vehicles contains those vehicle brands and models where a standard inspection
or simple measurement (for example, when it comes to standard lorry models) does not reveal that
the vehicles in question significantly exceed the 1.30 m height above the front axle. It thus contains
vehicle brands and models for those “borderline” vehicles that have a height above the front axle in
the region of the 1.30 m border value. They were consequently measured using a certified measuring
machine. The list serves as a general guideline for vignette sellers and buyers who, in the case of
doubt about a “borderline” vehicle’s toll class category, can recheck whether the vehicle in question
is placed in toll class 2B on this list.
The height of a vehicle
above the front axle is the distance between the ground surface
and the highest point of the vehicle in a
plane that is perpendicular to the ground
and passes through the front axle.

Before purchasing a vignette, the customer should verify which
toll-rate category his/her vehicle belongs to.

Vignette price list
Vignette prices differ according to the toll-rate category and the period of validity. Sellers must place
the price lists provided by DARS d.d. in a clearly visible place.

Vignette validity
All 2020 vignettes are being sold from 1 December 2019 up to and including 30 November 2020.
A weekly vignette is valid for 7 consecutive calendar days, i.e. the perforated day, which is selected
by the buyer upon purchase, and the following six days.
A monthly vignette is valid for one month – from the moment of purchase to the end of the day in
the following month that has the same number as the day of purchase, or to the end of the last day
in the following month, if the latter does not have a day with the same number.
A half-year vignette is valid for six months from the day of purchase.
A yearly vignette for the current year is valid from 1 December of the previous year to 31 January of
next year (14 months).
Vignette prices are determined and published by the Government of the
Republic of Slovenia and are binding. It is forbidden to apply any kind of
commercial discount for the purchase of a vignette.

6. How to use a vignette
Yearly vignette The validity of a yearly vignette is indicated by the last two numbers of the year located in the top
left corner of the vignette as well as with the vignette's colour, which is different for each year. A
yearly vignette is placed in an appropriate spot on the vehicle.
Unlike the yearly vignette, sellers must validate or “punch” a half-year, monthly and weekly vignette
at the moment of sale to determine its period of validity.
Punching requires great care because of the small size of the fields. We advise sellers to be careful
about the date field when punching a vignette.
Yearly vignettes do not get punched.

Properly punched half-year, monthly and weekly vignettes:
Half-year vignette The first day of validity is punched. Half-year vignettes cannot be bought in advance!
e.g. day and month
The vignette is valid for six months, i.e. from the day it was punched to the end of the last day of the
six-month period. In the above example, it means that the vignette is valid up to and including 17
February 2021. Half-year vignettes are available for single-track vehicles only.

A half-year 2020 vignette purchased in December 2019 needs to have the
date of purchase and the XII/19 fields punched. In the example below, the
vignette is valid up to and including 17 June 2020.

Monthly vignette The first day of validity is punched. Monthly vignettes can not be bought in advance!
e.g. day and month
A monthly vignette is valid from the day of purchase to the end of the day in the following month
that has the same number as the day of purchase, or to the end of the last day in the following
month if the latter does not have a day with the same number. In the above example, it means that
the vignette is valid up to and including 17 September 2020. Monthly vignettes are available for
double-track vehicles only.

A monthly 2020 vignette purchased in December 2019 needs to have the
date of purchase and the XII/19 fields punched. In the example below, the
vignette is valid up to and including 17 January 2020.

Weekly vignette
The first day of validity is punched. Weekly vignettes can be bought in advance!
e.g. day and month
The weekly vignette is valid for 7 consecutive calendar days, i.e. the perforated day, which is selected
by the buyer upon purchase, and the following six days. In the example provided below, the vignette
is thus valid up to and including 23 August 2020. The last day on which a weekly vignette may be
perforated is 30 November 2020!

A weekly 2020 vignette chosen by the user to be punched in December
2019 needs to have the date chosen by the user and the XII/19 field
punched. In the example below, the vignette is valid up to and including
23 December 2019.

If you make a mistake while perforating the vignette, you are asked not to hand it over to the
buyer; rather, you should keep it, remove it from sale, enter its serial number into the appendix of
the form used for calculating sales and then return it to us in accordance with the vignette
commissions sales contract. Vignettes that have already been placed on a vehicle and later returned
because they were incorrectly punched cannot be claimed at DARS. The seller of the vignette must
bear such costs.
Vendors at the point of sale may not take back vignettes, on which any of the following signs are
displayed:
• “NEVELJAVNO” (“INVALID”) or only part of the inscription,
• Entire or part of the number “20”,
• Entire or part of the code “2B”.
Inscriptions partially or fully emerge only when the vignette is already affixed to the windscreen or
any other basis; however, they never appear when the vignette is removed from the protection foil.
DARS shall not acknowledge complaints in the case of return of such vignettes.
Never hand a customer an unpunched half-year, monthly and
weekly vignette!
The vignette punch pliers need to be used with gentle force
for the validation of an individual vignette (1 piece). Punching multiple
vignettes at the same time is not permitted due to the risk of damaging the
vignettes (incorrect punching) and the tools.

7. Applying the vignette Before entering the toll station, the driver must properly place a valid vignette on the windscreen for
the toll-rate category his/her vehicle belongs to.
When is a vignette properly applied?
Double-track vehicle
After removing the protective foil, the undamaged vignette should be affixed, with the original
adhesive, on the inner edge of the windscreen, so that it is clearly visible from the outside (vignette
should not be, for example, affixed on the area where the windscreen is tinted). When applying the
vignette, follow the instructions on the reverse of the vignette. In favour of road safety, and in order
to ensure efficient and customer-friendly toll payment control, all previously applied or invalid
vignettes must be removed from the windscreen before applying the new valid vignette. The
vignette should not be placed on vehicle’s side windows.
Single-track vehicle
Vignettes on motorcycles must be placed on a level and clearly visible surface that cannot be
removed from the motorcycle unless with the use of a considerable amount of force (e.g. the fuel
tank, etc.). The vignette has to be undamaged and applied with the original glue. When applying the
vignette, follow the instructions on the back of the vignette. Take care to always apply the vignette
on a clean, smooth and dry surface (before applying the vignette, remove the remains of dust, oil and
wax).
The vignette must be affixed to the vehicle before entering the toll road.
Please make customers aware of this when selling them a vignette.

When applying the vignette, it is not allowed to use special foils, suction pads, adhesive tapes and
similar products. If such products are used, a vignette does not serve as proof for paying the toll,
which means that it is invalid.
We recommend that the vignette is applied at temperatures exceeding 5°C. If temperatures are
lower, we recommend turning on the heating and directing it towards the windscreen prior to
applying the vignette.
Please inform customers not to apply the coupon found on the underside of the vignette. The
customer must store it, as it acts as proof of paying the toll in case of a shattered windscreen and can
help the customer with exercising his/her right to a replacement vignette or the reimbursement of
costs for the purchase of a replacement vignette.
If the vignette is not affixed to the windscreen in accordance with the
instructions, it becomes invalid and the road user is understood not to
have paid the required toll.
Do not apply the coupon found on the underside of the vignette. Store it
for the entire period of the vignette's validity.

8. Special provisions Prohibition against removing and reapplying the vignette
After a vignette is appropriately affixed to the vehicle, it must not be removed with the aim of re-use
on another vehicle, as it shall be self-destructed, with one of the following inscriptions:
“NEVELJAVNO” (“INVALID”), number “20”, code “2B”. The use of chemical agents on a vignette or
any other interference with the vignette or its original glue with the aim to prevent its self-
destruction upon removal is also prohibited. In all of the above cases, the vignette ceases to act as
proof of toll payment or it means that the user has not paid the toll for the use of the toll road.
Single track or double track vehicle?
The type of vignette, which the user of toll roads should use in the case of a three-wheel vehicle,
depends on the distance of tracks between the wheels on the same axle. If the track is wider than 50
cm, a double track vignette (2A) is required. If such vehicle does not have a windscreen, on which the
vignette of this type should be properly affixed, the user must require from DARS “the proof of
payment of the vignette” after the purchase and before the use of the toll road.
Exceptions regarding the application of the vignette to a vehicle
Toll road users owning vehicles without windscreens can use vignettes without applying them to
such vehicles. The same applies for vehicles with a technical certificate issued by its manufacturer
stating that a vignette must not be applied to the windscreen.
In both cases from the previous paragraph, toll road users must keep an original certificate of
purchase of a vignette in their vehicle issued by the overseer. The certificate must include the
registration number of the vehicle the vignette was purchased for.

9. Toll exemptions The Road Tolling Act stipulates that the toll is not required for:
• Transport by vehicles with priority and escort vehicles, including escorted vehicles.
• Transport with Slovenian Armed Forces military vehicles.
• Transport with foreign military vehicles to perform duties of national defence, international
peacekeeping missions and other defence and security missions, if so stipulated by
international treaties.
• Transport with vehicles used for performing the tasks of humanitarian assistance to those
affected in peace or war, due to natural and other disasters or armed conflicts.
• Transport using the toll road operator’s vehicles for the implementation of maintenance
activities of toll roads and toll activities.
Transport with vehicles conducted in order to provide humanitarian aid to those affected in peace or
war, due to natural and other disasters or armed conflicts include those transports that are carried
out on the basis of a correctly filled-in travel order determined by the toll roads operator. The
documents must be original and must contain information on the number plates of the vehicle for
which the exemption of the toll fee and charge for external costs is being claimed. The toll roads
operator should be informed about the foreign vehicles’ arrival at least 24 hours before their arrival.

10. Offences and fines regarding the vignette The user of the tolled road is penalised:
• with a fine of EUR 300 if the user uses the tolled road without a valid vignette or with a
vignette that is not valid for the specific toll class, which has been applied as prescribed, and
• with a fine of EUR 500 if the user fails to apply the vignette to their vehicle with the original
glue, tampers with it or even reduces its effectiveness.
If the perpetrator of an offence from this Article cannot be determined, the owner or holder of the
right to use the vehicle will be fined, unless he/she can prove that he/she has not committed the
offence.
Supervision over the correct usage of vignettes is performed by the Motorway Company in the
Republic of Slovenia (DARS), the Financial Administration of the Republic of Slovenia and the police.

All information on the procedures for the acquisition of a replacement
vignette or the reimbursement of the purchase value of the replacement
vignette is available on our website at www.dars.si.
The procedures for the issue of a replacement vignette and the
reimbursement of the purchase value of the replacement vignette can be
initiated by the user in person or via post at one of the 'DarsGo servis'
customer centres in Ljubljana, Lopata, Maribor, Obrežje or Fernetiči.
11. Issuing a replacement vignette
A toll road user can demand from the overseer of roads (DARS d.d.) to issue him/her a replacement
vignette for the same period or to reimburse him/her for the costs of the purchase of a vignette if he/she
himself/herself purchased the replacement yearly or half-year vignette only in the following cases:
• If he/she had to replace a shattered windscreen or part of a motorcycle to which the
vignette was applied;
• If he/she replaced the vehicle, windscreen or part of a motorcycle within the warranty
period;
• If he/she had the car dismantled.
Replacement vignette
In order to be issued a replacement vignette due to the replacement of the windscreen, motorcycle or
vehicle part to which the vignette was applied, a form has to be filled in and the following items enclosed:
• The removed vignette (if the complete serial number is not visible, the accompanying coupon has
to be enclosed). A period of validity must be visible on the removed half-year, monthly or weekly
vignette, otherwise a receipt for the purchase of the vignette has to be enclosed;
• A copy of the receipt for the replacement windscreen/motorcycle part, issued by the body shop
that performed the repair (it must be evident from the enclosed receipt who the person subject
to toll payment is and which vehicle was subject to repair), or a copy of the document proving
that the vehicle or part of the vehicle was replaced within the warranty period.
For issuing a substitute vignette, refunding the value of a substitute vignette or refunding a
proportionate part of the value of an annual/half-year vignette if the vehicle is sent to be dismantled,
only the removed vignette should be submitted (see the provision above). If the vehicle was sent to
be dismantled abroad, it is necessary to enclose copies of the documents about the deregistration
and delivery of the vehicle and translations of the documents by a certified translator.

Reimbursement of costs for the purchase of a replacement vignette The reimbursement of costs for the purchase of a replacement vignette can be claimed if the user
had to buy the vignette himself/herself due to the above reasons. Reimbursement can be claimed
only for the yearly and half-year vignette. In this case, the user must buy the same kind of vignette as
the one being replaced (yearly vignette if it replaces a yearly vignette and a half-year vignette if it
replaces a half-year vignette). For a yearly vignette, the entire value is reimbursed but only for the
replacement vignette purchased before the start of validity of the yearly vignette for the following
calendar year. For a half-year vignette, if the user determined a new period of validity for the
replacement vignette, a proportional part of the entire value of this vignette is reimbursed for the
period until the expiry of the period of validity of the replaced or destroyed vignette.
For the reimbursement of costs for the purchase of a replacement vignette, the user must fill in a
form and enclose the attachments necessary for the acquisition of a replacement vignette, together
with a coupon and the receipt for the purchase of a new (replacement) vignette.
The application for the issue of a substitute vignette, the refund of the value of a substitute
annual/half-year vignette or the refund (of a proportionate part) of the value of an annual/half-year
vignette if the vehicle is sent to be dismantled (can be found at www.dars.si) should be submitted
within 30 days of the establishment of this right.
Everything that is necessary for the acquisition of a replacement vignette or the
reimbursement of the purchase value of the replacement vignette can be done by
buyers in person or by post to the address:

The application can be submitted at any time during the business hours of each
respective 'DarsGo servis' customer centre.

12. Packaging
Vignettes are packaged in package units of:
• 100 units for single-track vehicles (10 times 10 vignettes), in packages of 4,500 units,
• 500 units for double-track vehicles (5 times 100 units), in packages of 15,000 units.

Each package unit is equipped with a sticker displaying:
• A package unit's GTIN number,
• Serial numbers of vignettes in an individual package unit from – to and a bar code of the
serial numbers of the first and last vignette in the package unit – ITF symbol (interleaved 2 of
5 with check digit). In case one or more sequence numbers in a package are missing, the
number of missing vignettes with sequence serial numbers is added at the end. All missing
serial numbers are recorded on the so-called vignette black list.
• Package weight in the form of a bar code - ITF symbol (interleaved 2 of 5).
In principle, there should be no mistakes in packaging, however if one of the vignettes is missing or is
in surplus, fill in the claim form and forward it to us at the end of the accounting period together with
the statement of the vignette sales.
Serial numbers
A serial number on a vignette consists of one letter, one free space and seven numbers. Serial
numbers follow each other in an ascending order and are marked on a vignette:
• Serial numbers for weekly vignettes for toll-rate category 1 start with the letter J, followed by a space and a seven-digit number (from J 0000001 onwards).
• Serial numbers for half-year vignettes for toll-rate category 1 start with the letter K, followed by a space and a seven-digit number (from K 0000001 onwards).
• Serial numbers for yearly vignettes for toll-rate category 1 start with the letter L, followed by a space and a seven-digit number (from L 0000001 onwards).

Quality control If among the vignettes given to you for sale you discover vignettes that are in any way damaged or
poorly printed, do not sell them to customers – instead take them out of sale and return them to us
according to the Commission sales contract. The serial numbers of these vignettes have to be
reported when compiling the statement of vignette sales.
If you notice packaging defects, do not open the package and send it back to us.

13. A list of important warnings
What has to be taken into account when selling vignettes?
• Before selling a vignette, check with the customer which double-track vehicle it is needed for.
A customer wanting to purchase a vignette for a double-track vehicle needs to be asked if the
vehicle he/she is purchasing the vignette for belongs to toll-rate category 2A or 2B. The 2A toll-
rate category includes camping vehicles and double-track vehicles with a height above the front
axle not exceeding 1.30 m. The 2B toll-rate category includes double-track vehicles with the
height above the front axle being 1.30 m or higher.
• Measuring the height of a double-track vehicle above the front axle
Vehicle height above the front axle is the distance between the surface and the vehicle's highest
point in a line that is perpendicular to the surface and runs through the front wheels' axle. When
measuring the height of the vehicle, it is important that the vehicle is not laden with cargo and
has appropriate tyre pressure.
• A half-year, weekly and monthly vignette must be punched by the seller.
• Presale of weekly vignettes
Only weekly vignettes can be purchased in presale. The starting day of the journey is relevant for
punching. Ask the customer about the expected date of the start of the journey on Slovenia's toll
roads, as this date is relevant for punching a weekly vignette.
Warn the customer that it is not possible to return a weekly vignette if the date of the journey
changes. A weekly vignette can be punched on 30 November 2020 at the latest.
• Incorrectly punched vignettes
Incorrectly punched vignettes that were not issued to the customer are returned and levied to
DARS d.d. at the end of the year together with the unsold vignettes. The serial numbers of these
vignettes have to be reported when compiling the statement of vignette sales.

• A vignette is damaged before its application
If the vignette gets damaged (torn) before it is placed on the vehicle, the user must stick the
vignette back on to the protective foil and not to the windscreen. Such a vignette has to be
replaced at the sales point where the vignette was purchased.
• Sold vignettes cannot be returned!
Sales points are not allowed to accept already sold vignettes, except when a sold vignette is
replaced on the grounds of a claim at the sales point on the account of the seller:
• If the seller incorrectly punched the vignette that the user has not yet used,
• If there is evidence of a lack of vignette quality (e.g. if a vignette is torn, before it is
affixed on the vehicle) and none of the following inscriptions appears “NEVELJAVNO”
(“INVALID”), number “20” or code “2B”.
• If the seller issued an incorrect type of vignette that the user has not yet placed on
the vehicle.
Incorrectly punched vignettes that have not yet been applied to the windscreen or vignettes of
poor quality that have not yet been applied to the windscreen can be returned to DARS by the
seller in accordance with the General terms and conditions of vignette commission sale.
• Vignettes that have already been applied and are returned by customers because they were
incorrectly punched cannot be claimed at DARS by the seller. The seller must bear the costs of
such a vignette.
• Issuing replacement vignettes at sales points is not possible.
Everything necessary for replacement vignettes can be initiated by the user in person or via post
at one of the 'DarsGo servis' customer centres in Ljubljana, Lopata, Maribor, Obrežje or Fernetiči
(see page 21).
