RTA should develop service standards as recommended by theCOA Study and FTA Ridership Improvement Report:

1. I-15 & I-215 Transit Routes: These high performing rapid bus lines would offer cost-effective local-plus-express service along the I-15 and I-215 freeway corridors to productively link high density activity centers, rail transit, and transfer hubs. 2. Service frequencies & Span: Based on the type of routes there should be standard service frequency for the routes and connecting local lines. As much as possible, routes should be designed to operate on standard intervals For example, if Route 64 operates on a 40 minute headway and the bus arrives at a given stop at :03 past the hour, then the next bus would arrive at :43 past the hour. This pattern would repeat itself through the span of service.

Span of service would also be improved on each route with the last bus of the day departing no earlier than 9:00 p.m. Monday-Saturday and no earlier than 7:00 p.m. on Sundays on all routes connecting to the I-15 & I-215 Rapid Bus routes.

3. Direct routing: Base routes and the I-15 & I-215 Transit lines should be designed so that they operate as directly as possible, minimizing travel time, distance, and circuitous routing. By providing as direct a routing as possible, travel times would be shortened for the rider, the route would be more understandable to users, and it may be possible to cover more operational area with the same bus. Community shuttles such as Routes 24 and COA Recommended Route 101 would also provide the most direct routing as possible while maintaining connections to residential communities, activity centers and transit hubs.

Many of the current routes in this region are difficult to understand since they have many loops and extensions. This should be addressed as part of the COA implementation and I-15/I-215 Bus Transit Study. By way of example, RTA’s existing routes 23 and 24A are very circuitous and should be considered for streamlining.
