AGENCYJIND: Around 50 bovineshave allegedly died at a tem-porary shelter here over thelast few weeks due to con-sumption of polythene andshortage of fodder, an offi-cial said today.

Deputy Director of theAnimal HusbandryDepartment, Dr RanbirSingh Malik, said two cowsand seven bulls died todaywhile four bovines died yes-terday.

The official said the tem-porary shelter was open tothe elements and overcrowd-ed. The bovines' contractedstomach infection due toconsumption of polythenewhich reduced theirappetite, he said.

Coimbatore: UnionMinister Harsh Vardhantoday said it was "ironical"that a rally has be taken outto create awareness aboutprotecting rivers andexpressed confidence thatthis effort would gather fur-ther momentum in the com-ing days with more peoplejoining it.

Flagging off the 'Rally ofRivers' from here, he alsoconveyed Prime MinisterNarendra Modi's best wishesto the organisers for the suc-cess of the rally.

The 'Rally for Rivers' is theIsha Foundation's nation-wide campaign covering7,000 km traversing 16

states to save rivers in thecountry. It will culminate inDelhi on October 2.

AGENCYHYDERABAD: HumanRights has to be universal inits concept and in its percep-tion, Andhra Pradesh andTelangana Governor E S LNarasimhan said today.

Addressing the 78th sessionof Institut de DroitInternational (IDI), Instituteof International Law, at theNALSAR University of Lawhere this evening, theGovernor said human rights isnot something which can bedefined by a nation, by a peo-ple or by a society.

"What today is called for isreal definition of humanrights. I think human rightshas to be universal in its con-cept and in its perception.

"It is not that when a sameaction is committed in somecountry it becomes a violationof human rights and the same

thing is practiced in someother country it is not violationof human rights," he said.

"This discrimination in theconcept or perception ofhuman rights or its being dic-tated by A country or B coun-try can no longer be accepted,"Narasimhan said.

He said human rights has tobe universal and it has to bedefined on what is violation ofhuman rights. "And particular-ly, in times when the scourge ofmigration going on in severalparts of the world due to dis-turbances I think we need toprotect human rights of indi-viduals in a very big way."

He further said India hasalways been in the forefront indemonstrating its commit-ment towards internationalobligations. India has con-tributed and participated informulating numerous inter-

national conventions includingthe Universal Declaration ofHuman Rights for protectionof human rights of everyone inthe world, he said.

On terrorism, the Governorsaid "what constitutes terror-ism also needs an internation-al definition. In some placesterrorism is looked up as a civilstrife and sometimes it islooked up something as anational cause and it has vari-ous definitions. When theLTTE fought their battle itwas defined as a fight for theirown identity."

"Terrorism which I think isthe scourge of the whole worldtoday requires a re-definitionand you legal luminaries Ithink you need to redefine ter-rorism. We need to take aholistic and internationalunderstanding on what consti-tutes terrorism," the Governor

said. Narasimhan said apartfrom human rights and terror-ism there are several otherissues in which he felt there aredifferences of perceptions.

The Governor further saidjustice is perceived, or asshown depicted as holdingscales with a blindfolded per-son adding "I think it is timethat this blindfold has to beremoved...I think now justicewill have to be dispensed withopen eyes and no longer in ablindfolded fashion while thescales may be the same."

"Justice means holdingscales together but I think theblindfold will have to beremoved I think we need tokeep our eyes open. Now thatit has become global villageand we have the same prob-lems today it might happen inIndia, tomorrow it might hap-pen in the West and might also

in the East," he said."It is not that anybody is

insulated from these scourgesof violation of human rights orterrorism. I think it is timethat we sit together and for-mulate common perceptionsand a common understandingand see how we can get justicefor all," Narasimhan added.

AGENCYRAMGARH: India is notfacing any scarcity of coaland the output of Coal IndiaLtd (CIL) is more than thecountry's power demand, themining behemoth's interimChairman and ManagingDirector Gopal Singh saidtoday.

Singh said the miner regis-tered a high growth rate of28 per cent output in FY17over the last fiscal, while theaverage rise in powerdemand in the country wasat 10.3 per cent.

Coal India is fully capableto fulfil the coal demand inIndia, he said, adding thecompany has plans to opennew mines in the future.

Singh, who is the head ofCentral Coalfields Ltd, wasgiven the additional chargeof CMD of Coal India on

September 1, following theretirement of SutirthaBhattacharya.

He also made it clear thatthere would be no privatisa-tion of the state-owned min-ing major.

Talking about the Magadhcoal mine in Jharkhand,which is the biggest opencaste mine in Asia, Singhsaid that coal output in themine has been reduced dueto dispatch-related prob-lems.

The output is likely toincrease after completion ofthe miner's Tori-Shivpur railproject, he said.

Singh greeted CoalMinister Piyush Goyal, whowas today elevated to theCabinet rank and also givencharge of the RailwayMinistry.

AGENCYCHANDIGARH: HaryanaChief Minister Manohar LalKhattar, who has been fac-ing heat over his manage-ment of the Dera issue,today said the violence bythe sect's supporters couldhave turned much worse hadthe government not beenalert.

Khattar told reportersthat the state governmenthad taken steps after dueconsideration in compliancewith the directions of thePunjab and Haryana HighCourt.

"The programme would beorganised on a grand scalebetween October 26 andNovember 1. The venuewould be decided later bythe committee concerned,"he said.

AGENCYNEW DELHI: People in and around Delhi may soon know moreabout the air they breathe in, as the national capital region (NCR) -- counted as among the world's most polluted -- will shortly have acommon air quality index (AQI) based on data from around 50 mon-itoring stations in the north. Currently the Central Pollution ControlBoard (CPCB) and the Ministry of Earth Sciences (MoES) put outseparate AQI lists for the cities of the region while the Delhi PollutionControl Committee (DPCC) shares real-time data.

By next month, data from the monitoring stations -- in Delhi,Haryana, Uttar Pradesh and Rajasthan -- coming under these agen-cies will be integrated and a common AQI, which is essentially anadvisory for common people, will be put out as a bulletin.

"This will help cut through the confusion and an accurate pictureof the air quality status will emerge. Currently, there are days whenthe AQI of CPCB does not match with that of the SAFAR (Systemof Air Quality and Weather Forecasting and Research), which comesunder the MoES," a member of the Supreme Court-appointedEnvironment Pollution (Prevention and Control) Authority (EPCA)said. The air quality index or AQI is basically a figure and a series ofcolour codings shared by agencies on the level of pollution. For exam-ple, the one CPCB shares ranges between 0 and 500.

An AQI between 0-50 is considered 'Good', 51-100 'Satisfactory',101-200 'Moderate', 201-300 'Poor', 301-400 'Very Poor', and 401-500 'Severe'. Each category comes with its own advisory. In case of'Moderate', it warns of breathing discomfort to people with lungs,asthma and heart diseases while 'Severe' means the air quality is sobad that it may affect even healthy people and seriously impact thosewith existing diseases. In a recent meeting, the EPCA directed theCPCB to expedite the data integration process.

Currently, the DPCC operates six stations, SAFAR has 10 and theCPCB runs another 10 in these states.

By the end of October, the DPCC network will expand with thelaunch of another 20 stations. The CPCB will have 13 new stationsin Haryana, 10 in UP and two in Rajasthan.

EPCA member Sunita Narain, who is also the chief of the Centrefor Science and Environment (CSE), said with an expanded pollu-tion monitoring network, authorities will be able to assess air qualityat the local level, whereas currently one gets only a macro level pic-ture. The CPCB has also formed around 40 teams for round-the-clock inspections at the ground level to check violations such as burn-ing of waste in the open, dust from construction projects and visiblypolluting vehicles on roads through the winter months when pollutionlevels in Delhi spike.

AGENCYSHIMLA/ HAMIRPUR: Himachal PradeshChief Minister Virbhadra Singh today rejectedthe BJP's demand of having President's ruleimposed in the state, saying his governmentwould complete its full term and assembly elec-tions would be held on time. The assembly elec-tions are due later this year.

The chief minister told reporters inSujanpurtira, around 25 km from Hamirpur,that the Congress will return to power as his gov-ernment had ensured balanced and uniformdevelopment in the entire the state.

"The BJP has the habit of demanding my res-ignation, but I will not oblige them. In case, theassembly elections are held under my leadership,the Congress will form government again," Singhsaid. On distribution of tickets, he said it would bedecided by the party high-command.

Singh said as tickets are allotted till the lastdate of filing nominations, he would "open hiscards at the appropriate time".

The Himachal Congress strongman said he hada long meeting with the party chief, SoniaGandhi, recently and she listened to his sugges-tions.

On the Kotkai rape and murder case, Singhsaid he had nothing to do with those involved inthe heinous crime and the CBI was doing its joband the law would take its own course.

AGENCYNEW DELHI: Two persons werekilled after being struck by lightningin Tamil Nadu today even as theflood situation in Uttar Pradesh andBihar showed signs of improvementwhile Assam saw more areas inun-dated.

The two deaths by lightningoccured at Puliyangudi inRamanathapuram district, policesaid.

Tirunavukarasu (26) andDhanaksekharan (33) were standingunder a tree when lightning struckthem. Both died on the spot.

One other person who was also tak-ing shelter under the tree due toheavy rains suffered serious injuries.

It was a sunny day in the nationalcapital with the minimum tempera-ture recorded at 25.2 degreesCelsius, a notch below the season'saverage.

The Indian MeteorologicalDepartment (IMD) said the maxi-

mum for the day was recorded at34.7 degrees Celsius, normal for thistime of the year.

The city did not receive any rainfalltoday. The humidity level oscillatedbetween 92 and 58 per cent.

Meanwhile, the flood in Assamspread to newer areas in Dhemajidistrict today with over 41,000 peo-ple affected in six districts in thestate. According to a report byAssam State Disaster ManagementAuthority (ASDMA), more than41,000 people are affected at presentin six districts - Dhemaji, Chirang,Morigaon, Nagaon, Golaghat andCachar districts.

Till yesterday, over 41,500 peoplewere affected by the latest wave offlood across five districts - Chirang,Morigaon, Nagaon, Golaghat andCachar.

The third wave of devastatingfloods has so far claimed the lives of74 people across the state.

With these, the total number of

people losing their lives in this year'sflood related incidents in Assamwent up to 158, including eight inGuwahati.

As per the report issued today,Nagaon is the worst affected with23,500 people, followed by Morigaonwith over 12,500 people affected inthe deluge.

Currently, 149 villages are underwater and over 5,500 hectares ofcrop areas are inundated, ASDMAsaid. Authorities are running 25relief camps and distribution centresin five districts, where 6,630 peopleare taking shelter at present.

The number of flood-related fatali-ties in the state has plateaued at108. No deluge-related death wasreported over the last two days, theflood control room at the office ofrelief commissioner said.

The flooding in 24 districts of east-ern UP affected 27.92 lakh peoplethis year.

A number of deluge-affected peoplecontinue to put up in relief camps.

The state government is running279 flood outposts and 72 centres fordistribution of relief material, theofficials said.
