Deputy Director of the Animal Husbandry Department, Dr Ranbir Singh Malik, said two cows and seven bulls died today while four bovines died yes- terday. The official said the tem- porary shelter was open to the elements and overcrowd- ed. The bovines' contracted stomach infection due to consumption of polythene which reduced their appetite, he said. Malik added that the weaker animals were not able to eat as the sturdier ones would consume the fod- der. 'Ironical that rally has to be taken out to protect rivers' Coimbatore: Union Minister Harsh Vardhan today said it was "ironical" that a rally has be taken out to create awareness about protecting rivers and expressed confidence that this effort would gather fur- ther momentum in the com- ing days with more people joining it. Flagging off the 'Rally of Rivers' from here, he also conveyed Prime Minister Narendra Modi's best wishes to the organisers for the suc- cess of the rally. The 'Rally for Rivers' is the Isha Foundation's nation- wide campaign covering 7,000 km traversing 16 states to save rivers in the country. It will culminate in Delhi on October 2. "It is our duty towards the society to pass on to the next generation many good things we have inherited from our ancestors...like components of a great and pious environment," Harsh Vardhan, who holds the additional charge of the Environment Ministry, said at the event. He said the 'Rally for Rivers' model has to be repli- cated across the country and added that it was "ironical that a rally has to be taken out to create awareness for protecting rivers and also to keep the environment clean". Harsh Vardhan said that he wanted to be a part of this event so much that he rushed here from Delhi directly after the swearing in ceremony of new minis- ters. Former India cricketer Virender Sehwag was also present at the event. Indian women's cricket team captain, Mithali Raj and Narain Karthikeyan, the first Formula One driver from India, wished success for rally, while State Municipal Administration Minister S P Velumani assured all possible help from the Tamil Nadu gov- ernment. AGENCY HYDERABAD: Human Rights has to be universal in its concept and in its percep- tion, Andhra Pradesh and Telangana Governor E S L Narasimhan said today. Addressing the 78th session of Institut de Droit International (IDI), Institute of International Law, at the NALSAR University of Law here this evening, the Governor said human rights is not something which can be defined by a nation, by a peo- ple or by a society. "What today is called for is real definition of human rights. I think human rights has to be universal in its con- cept and in its perception. "It is not that when a same action is committed in some country it becomes a violation of human rights and the same thing is practiced in some other country it is not violation of human rights," he said. "This discrimination in the concept or perception of human rights or its being dic- tated by A country or B coun- try can no longer be accepted," Narasimhan said. He said human rights has to be universal and it has to be defined on what is violation of human rights. "And particular- ly, in times when the scourge of migration going on in several parts of the world due to dis- turbances I think we need to protect human rights of indi- viduals in a very big way." He further said India has always been in the forefront in demonstrating its commit- ment towards international obligations. India has con- tributed and participated in formulating numerous inter- national conventions including the Universal Declaration of Human Rights for protection of human rights of everyone in the world, he said. On terrorism, the Governor said "what constitutes terror- ism also needs an internation- al definition. In some places terrorism is looked up as a civil strife and sometimes it is looked up something as a national cause and it has vari- ous definitions. When the LTTE fought their battle it was defined as a fight for their own identity." "Terrorism which I think is the scourge of the whole world today requires a re-definition and you legal luminaries I think you need to redefine ter- rorism. We need to take a holistic and international understanding on what consti- tutes terrorism," the Governor said. Narasimhan said apart from human rights and terror- ism there are several other issues in which he felt there are differences of perceptions. The Governor further said justice is perceived, or as shown depicted as holding scales with a blindfolded per- son adding "I think it is time that this blindfold has to be removed...I think now justice will have to be dispensed with open eyes and no longer in a blindfolded fashion while the scales may be the same." "Justice means holding scales together but I think the blindfold will have to be removed I think we need to keep our eyes open. Now that it has become global village and we have the same prob- lems today it might happen in India, tomorrow it might hap- pen in the West and might also in the East," he said. "It is not that anybody is insulated from these scourges of violation of human rights or terrorism. I think it is time that we sit together and for- mulate common perceptions and a common understanding and see how we can get justice for all," Narasimhan added. Nearly 60 leading interna- tional law scholars and practi- tioners of international law from across the world are attending the event. AGENCY RAMGARH: India is not facing any scarcity of coal and the output of Coal India Ltd (CIL) is more than the country's power demand, the mining behemoth's interim Chairman and Managing Director Gopal Singh said today. Singh said the miner regis- tered a high growth rate of 28 per cent output in FY17 over the last fiscal, while the average rise in power demand in the country was at 10.3 per cent. Coal India is fully capable to fulfil the coal demand in India, he said, adding the company has plans to open new mines in the future. Singh, who is the head of Central Coalfields Ltd, was given the additional charge of CMD of Coal India on September 1, following the retirement of Sutirtha Bhattacharya. He also made it clear that there would be no privatisa- tion of the state-owned min- ing major. Talking about the Magadh coal mine in Jharkhand, which is the biggest open caste mine in Asia, Singh said that coal output in the mine has been reduced due to dispatch-related prob- lems. The output is likely to increase after completion of the miner's Tori-Shivpur rail project, he said. Singh greeted Coal Minister Piyush Goyal, who was today elevated to the Cabinet rank and also given charge of the Railway Ministry. AGENCY CHANDIGARH: Haryana Chief Minister Manohar Lal Khattar, who has been fac- ing heat over his manage- ment of the Dera issue, today said the violence by the sect's supporters could have turned much worse had the government not been alert. Khattar told reporters that the state government had taken steps after due consideration in compliance with the directions of the Punjab and Haryana High Court. "Had the government had not been alert, the situation could have been much worse," he said in Karnal. The Haryana government had come under attack for allowing a huge build up of Dera Sacha Sauda followers in Panchkula. Violence broke out there after Dera chief Gurmeet Ram Rahim Singh's convic- tion in rape cases, leaving 35 people dead. Six others died in incidents of violence in Sirsa. Ram Rahim was later sen- tenced to 20 years in prison. On August 30, Khattar, had ruled out his resignation after meeting BJP chief Amit Shah in Delhi, saying his government had acted with "restraint" in handling the situation. Khattar also told reporters today that he would contest the next election from Karnal as the people of the constituency have accorded him a lot of respect. At the same time, he added he would accept whatever the party decides in this regard. Khattar (63) is a first-time legislator from Karnal. He became the chief minister when BJP came to power for the first time on its own in Haryana in October 2014. He said the Haryana gov- ernment would also organise a programme on the comple- tion of three years of its tenure. "The programme would be organised on a grand scale between October 26 and November 1. The venue would be decided later by the committee concerned," he said. AGENCY NEW DELHI: People in and around Delhi may soon know more about the air they breathe in, as the national capital region (NCR) - - counted as among the world's most polluted -- will shortly have a common air quality index (AQI) based on data from around 50 mon- itoring stations in the north. Currently the Central Pollution Control Board (CPCB) and the Ministry of Earth Sciences (MoES) put out separate AQI lists for the cities of the region while the Delhi Pollution Control Committee (DPCC) shares real-time data. By next month, data from the monitoring stations -- in Delhi, Haryana, Uttar Pradesh and Rajasthan -- coming under these agen- cies will be integrated and a common AQI, which is essentially an advisory for common people, will be put out as a bulletin. "This will help cut through the confusion and an accurate picture of the air quality status will emerge. Currently, there are days when the AQI of CPCB does not match with that of the SAFAR (System of Air Quality and Weather Forecasting and Research), which comes under the MoES," a member of the Supreme Court-appointed Environment Pollution (Prevention and Control) Authority (EPCA) said. The air quality index or AQI is basically a figure and a series of colour codings shared by agencies on the level of pollution. For exam- ple, the one CPCB shares ranges between 0 and 500. An AQI between 0-50 is considered 'Good', 51-100 'Satisfactory', 101-200 'Moderate', 201-300 'Poor', 301-400 'Very Poor', and 401- 500 'Severe'. Each category comes with its own advisory. In case of 'Moderate', it warns of breathing discomfort to people with lungs, asthma and heart diseases while 'Severe' means the air quality is so bad that it may affect even healthy people and seriously impact those with existing diseases. In a recent meeting, the EPCA directed the CPCB to expedite the data integration process. Currently, the DPCC operates six stations, SAFAR has 10 and the CPCB runs another 10 in these states. By the end of October, the DPCC network will expand with the launch of another 20 stations. The CPCB will have 13 new stations in Haryana, 10 in UP and two in Rajasthan. EPCA member Sunita Narain, who is also the chief of the Centre for Science and Environment (CSE), said with an expanded pollu- tion monitoring network, authorities will be able to assess air quality at the local level, whereas currently one gets only a macro level pic- ture. The CPCB has also formed around 40 teams for round-the- clock inspections at the ground level to check violations such as burn- ing of waste in the open, dust from construction projects and visibly polluting vehicles on roads through the winter months when pollution levels in Delhi spike. The assembly elec- tions are due later this year. The chief minister told reporters in Sujanpurtira, around 25 km from Hamirpur, that the Congress will return to power as his gov- ernment had ensured balanced and uniform development in the entire the state. "The BJP has the habit of demanding my res- ignation, but I will not oblige them. In case, the assembly elections are held under my leadership, the Congress will form government again," Singh said. On distribution of tickets, he said it would be decided by the party high-command. Singh said as tickets are allotted till the last date of filing nominations, he would "open his cards at the appropriate time". The Himachal Congress strongman said he had a long meeting with the party chief, Sonia Gandhi, recently and she listened to his sugges- tions. On the Kotkai rape and murder case, Singh said he had nothing to do with those involved in the heinous crime and the CBI was doing its job and the law would take its own course. Moreover, the state government had taken time- ly steps for arresting the alleged culprits, he claimed, adding that the way, BJP leaders and other activists had acted was "shocking" and "against the democratic norms". Replying to questions on the arrest of senior police officers in the case by the CBI, Singh said everything would come out shortly and the guilty would be punished. He held out a stern warning to those trying to malign him by dragging his name the rape and murder case, saying he would file a defamation case. Singh claimed that he never interfered into the police's functioning and in this case, too, it was he who had asked the Prime Minister, Narendra Modi, for a CBI probe. The Nadaun incident in Hamirpur district in which a SHO was pushed twice by the local BJP MLA was "shocking". The officer acted as per law and action would be taken against those who tried to prevent him from doing his duties, he said. AGENCY NEW DELHI: Two persons were killed after being struck by lightning in Tamil Nadu today even as the flood situation in Uttar Pradesh and Bihar showed signs of improvement while Assam saw more areas inun- dated. The two deaths by lightning occured at Puliyangudi in Ramanathapuram district, police said. Tirunavukarasu (26) and Dhanaksekharan (33) were standing under a tree when lightning struck them. Both died on the spot. One other person who was also tak- ing shelter under the tree due to heavy rains suffered serious injuries. It was a sunny day in the national capital with the minimum tempera- ture recorded at 25.2 degrees Celsius, a notch below the season's average. The Indian Meteorological Department (IMD) said the maxi- mum for the day was recorded at 34.7 degrees Celsius, normal for this time of the year. The city did not receive any rainfall today. The humidity level oscillated between 92 and 58 per cent. Meanwhile, the flood in Assam spread to newer areas in Dhemaji district today with over 41,000 peo- ple affected in six districts in the state. According to a report by Assam State Disaster Management Authority (ASDMA), more than 41,000 people are affected at present in six districts - Dhemaji, Chirang, Morigaon, Nagaon, Golaghat and Cachar districts. Till yesterday, over 41,500 people were affected by the latest wave of flood across five districts - Chirang, Morigaon, Nagaon, Golaghat and Cachar. The third wave of devastating floods has so far claimed the lives of 74 people across the state. With these, the total number of people losing their lives in this year's flood related incidents in Assam went up to 158, including eight in Guwahati. As per the report issued today, Nagaon is the worst affected with 23,500 people, followed by Morigaon with over 12,500 people affected in the deluge. Currently, 149 villages are under water and over 5,500 hectares of crop areas are inundated, ASDMA said. Authorities are running 25 relief camps and distribution centres in five districts, where 6,630 people are taking shelter at present. Currently, Dhansiri river at Numaligarh in Golaghat, Jia Bharali at NT Road Crossing in Sonitpur and Kushiyara at Karimganj town are flowing above the danger marks. The flood situation in Bihar contin- ued to show signs of improvement with no fresh reports of any casualty from flooded areas of the state. Water is receding in several places and people are returning to their homes. Around 11,633 people are staying in 35 relief camps, a Disaster Management department release said. The death toll in this year's flood in Bihar stands at 514, it said. The situation in flood-ravaged dis- tricts of eastern Uttar Pradesh is also slowly crawling back to normal- cy, officials said. The number of flood-related fatali- ties in the state has plateaued at 108. No deluge-related death was reported over the last two days, the flood control room at the office of relief commissioner said. The flooding in 24 districts of east- ern UP affected 27.92 lakh people this year. A number of deluge-affected people continue to put up in relief camps. The state government is running 279 flood outposts and 72 centres for distribution of relief material, the officials said. Addressing the 78th sessionof Institut de DroitInternational (IDI), Instituteof International Law, at theNALSAR University of Lawhere this evening, theGovernor said human rights isnot something which can bedefined by a nation, by a peo-ple or by a society.

"What today is called for isreal definition of humanrights. I think human rightshas to be universal in its con-cept and in its perception.

"It is not that when a sameaction is committed in somecountry it becomes a violationof human rights and the same

thing is practiced in someother country it is not violationof human rights," he said.

"This discrimination in theconcept or perception ofhuman rights or its being dic-tated by A country or B coun-try can no longer be accepted,"Narasimhan said.

He said human rights has tobe universal and it has to bedefined on what is violation ofhuman rights. "And particular-ly, in times when the scourge ofmigration going on in severalparts of the world due to dis-turbances I think we need toprotect human rights of indi-viduals in a very big way."

He further said India hasalways been in the forefront indemonstrating its commit-ment towards internationalobligations. India has con-tributed and participated informulating numerous inter-

national conventions includingthe Universal Declaration ofHuman Rights for protectionof human rights of everyone inthe world, he said.

On terrorism, the Governorsaid "what constitutes terror-ism also needs an internation-al definition. In some placesterrorism is looked up as a civilstrife and sometimes it islooked up something as anational cause and it has vari-ous definitions. When theLTTE fought their battle itwas defined as a fight for theirown identity."

"Terrorism which I think isthe scourge of the whole worldtoday requires a re-definitionand you legal luminaries Ithink you need to redefine ter-rorism. We need to take aholistic and internationalunderstanding on what consti-tutes terrorism," the Governor

AGENCYNEW DELHI: People in and around Delhi may soon know moreabout the air they breathe in, as the national capital region (NCR) -- counted as among the world's most polluted -- will shortly have acommon air quality index (AQI) based on data from around 50 mon-itoring stations in the north. Currently the Central Pollution ControlBoard (CPCB) and the Ministry of Earth Sciences (MoES) put outseparate AQI lists for the cities of the region while the Delhi PollutionControl Committee (DPCC) shares real-time data.

By next month, data from the monitoring stations -- in Delhi,Haryana, Uttar Pradesh and Rajasthan -- coming under these agen-cies will be integrated and a common AQI, which is essentially anadvisory for common people, will be put out as a bulletin.

"This will help cut through the confusion and an accurate pictureof the air quality status will emerge. Currently, there are days whenthe AQI of CPCB does not match with that of the SAFAR (Systemof Air Quality and Weather Forecasting and Research), which comesunder the MoES," a member of the Supreme Court-appointedEnvironment Pollution (Prevention and Control) Authority (EPCA)said. The air quality index or AQI is basically a figure and a series ofcolour codings shared by agencies on the level of pollution. For exam-ple, the one CPCB shares ranges between 0 and 500.

An AQI between 0-50 is considered 'Good', 51-100 'Satisfactory',101-200 'Moderate', 201-300 'Poor', 301-400 'Very Poor', and 401-500 'Severe'. Each category comes with its own advisory. In case of'Moderate', it warns of breathing discomfort to people with lungs,asthma and heart diseases while 'Severe' means the air quality is sobad that it may affect even healthy people and seriously impact thosewith existing diseases. In a recent meeting, the EPCA directed theCPCB to expedite the data integration process.

Currently, the DPCC operates six stations, SAFAR has 10 and theCPCB runs another 10 in these states.

By the end of October, the DPCC network will expand with thelaunch of another 20 stations. The CPCB will have 13 new stationsin Haryana, 10 in UP and two in Rajasthan.

EPCA member Sunita Narain, who is also the chief of the Centrefor Science and Environment (CSE), said with an expanded pollu-tion monitoring network, authorities will be able to assess air qualityat the local level, whereas currently one gets only a macro level pic-ture. The CPCB has also formed around 40 teams for round-the-clock inspections at the ground level to check violations such as burn-ing of waste in the open, dust from construction projects and visiblypolluting vehicles on roads through the winter months when pollutionlevels in Delhi spike.

AGENCYNEW DELHI: Two persons werekilled after being struck by lightningin Tamil Nadu today even as theflood situation in Uttar Pradesh andBihar showed signs of improvementwhile Assam saw more areas inun-dated.

The two deaths by lightningoccured at Puliyangudi inRamanathapuram district, policesaid.

Tirunavukarasu (26) andDhanaksekharan (33) were standingunder a tree when lightning struckthem. Both died on the spot.

One other person who was also tak-ing shelter under the tree due toheavy rains suffered serious injuries.

It was a sunny day in the nationalcapital with the minimum tempera-ture recorded at 25.2 degreesCelsius, a notch below the season'saverage.

Meanwhile, the flood in Assamspread to newer areas in Dhemajidistrict today with over 41,000 peo-ple affected in six districts in thestate. According to a report byAssam State Disaster ManagementAuthority (ASDMA), more than41,000 people are affected at presentin six districts - Dhemaji, Chirang,Morigaon, Nagaon, Golaghat andCachar districts.

Till yesterday, over 41,500 peoplewere affected by the latest wave offlood across five districts - Chirang,Morigaon, Nagaon, Golaghat andCachar.

The third wave of devastatingfloods has so far claimed the lives of74 people across the state.

With these, the total number of

people losing their lives in this year'sflood related incidents in Assamwent up to 158, including eight inGuwahati.

As per the report issued today,Nagaon is the worst affected with23,500 people, followed by Morigaonwith over 12,500 people affected inthe deluge.

Currently, 149 villages are underwater and over 5,500 hectares ofcrop areas are inundated, ASDMAsaid. Authorities are running 25relief camps and distribution centresin five districts, where 6,630 peopleare taking shelter at present.

The number of flood-related fatali-ties in the state has plateaued at108. No deluge-related death wasreported over the last two days, theflood control room at the office ofrelief commissioner said.

The flooding in 24 districts of east-ern UP affected 27.92 lakh peoplethis year.

A number of deluge-affected peoplecontinue to put up in relief camps.

The state government is running279 flood outposts and 72 centres fordistribution of relief material, theofficials said.
