1. Policy statement
Lancashire Care NHS Foundation Trust recognises and values the contribution that service users, carers and members of the Foundation Trust, make to the effective monitoring, evaluation and improvement of our services. Therefore this policy sets out the process all staff must follow for expenses and payments for service users, carers and members of the Foundation Trust. 2. Supporting Information
Paying Service Users, Carers and members of the Foundation Trust for their expertise and time when contributing to meetings, committees, training or other involvement organised by the Trust is right and proper, and will help remove one of the barriers to involvement. This policy should be viewed alongside the Trust’s Participation Strategy, currently in development.
For the purpose of this policy service user means any person who receives a service from any of the networks either currently or within the last two years. After this two years period an individual can remain involved as a public Foundation Trust member provided there is active involvement in the relevant area of work. A carer is defined as any person who provides care for a person experiencing mental health, substance misuse, CAMHS or early intervention problems either currently or within the last two months, carers can be involved up to the 2 year period, however there may be pieces of work that require carers with more up to date experience of the actual service. After this two years period a person can remain involved as a public Foundation Trust member provided there is active involvement in the relevant area of work. A member of the Foundation Trust is defined as any person living or working in the area covered by the membership of Lancashire Care NHS Foundation Trust who supports the work of the Trust in providing services. 3. Key Principles
The following key principles underpin this payments policy for Service Users, Carers and members of the Foundation Trust:
• Service Users, Carers and members of the Foundation Trust should be properly compensated for contributing to the activities of the Trust
• The process of claiming payments for activity and expenses should be as straightforward as possible, while following procedures that allow the Trust to properly account for payments made
• The Trust will monitor its performance in making timely payments to Service Users, Carers and members of the Foundation Trust
• Service Users, Carers and members of the Foundation Trust will be supported in making a contribution to our activities by the provision of (for example) training, role descriptions, clear terms of reference and other practical support wherever possible
• The Trust will be explicit about the areas of activity for which payment and expenses are made

• The Trust will provide support to Service Users, Carers and members of the Foundation Trust who require help in submitting claims for payment and expenses
• The Trust will notify Service Users, Carers and members of the Foundation Trust of the need to take advice in relation to how a payment or expense claim might impact on their liability for tax or for social security benefits, and will signpost relevant advice agencies
• Payment to any individual Service User, Carer and member of the public is not intended to compromise in any way their independence
• Some involvement opportunities will require CRB checks to be carried out on Service Users, Carers and members of the Foundation Trust. This procedure is set out in Appendix A
4. Duties
4.1 Chief Executive To have overall accountability for adherence to the procedure. 4.2 Deputy Chief Executive/Director of Operations To provide assurance to the Trust Board of compliance with this procedure. 4.3 Associate Director of Communications and Corporate Affairs The Associate Director of Communications and Corporate Affairs is responsible for ensuring that the Trust has a robust and efficient system in place for payments and expenses. 4.4 Service User and Carer Involvement Officer/ Governor and Membership
Engagement Officer To maintain and database of all service users, carers and members who wish to be involved. To ensure those individuals receive appropriate and timely information about the involvement opportunity. To ensure payments and expenses are made in line with this policy. 4.5 Network Directors Network Directors are responsible for ensure all managers and service user, carer involvement and experience staff adhere to this policy. 4.6 Managers and Network service user and carer involvement and experience staff To ensure that this policy is followed when involving service users, carers and members.
5. Activity Covered by this Policy
The Trust will offer travel expenses for events, training and meetings that are open to service users and carers.
The Trust will not pay travel expenses for those activities which are wholly open to the public, except where specific invitations have been issued to individuals to contribute to the event. Service Users, Carers and members of the Foundation Trust wishing to become involved must complete the form in Appendix B.

Expenses and payment for activity will be offered by the Trust where an individual Service User, Carer or member of the public has been specifically invited to participate in the following areas:
• Trust Meetings • Working Groups • Recruitment Panels • Staff Training & Development Sessions • Public Relations and Promotional Activities • Service Evaluations
The manager responsible for co-ordinating the individual activity is required to seek authorisation for Service User and Carer involvement where payment is to be made, using the form in Appendix C. This should be returned to the Trust’s Service User and Carer Involvement Officer. Payments cannot be made from the central service user and carer budget without this initial authorisation.
Managers are required to make explicit in any invitations they extend to Service Users, Carers and members of the Foundation Trust whether the activity is one for which expenses, expenses and payments or no payments at all are to be made.
The Trust’s Service User and Carer Involvement Officer/ Governor and Membership Engagement Officer will maintain a database of authorised activity. Service Users, Carers and members of the Foundation Trust wishing to claim payments for activity are required to register with the Trust, using the form in appendix D, which must be submitted to the Service User and Carer Involvement Officer. 6. Payment for Activity
Subject to overall budget constraints, the Trust will make payments over and above travel expenses and support costs for participation in the areas listed as follows:
• Any activity lasting less than 2 hours - £10 • Any activity lasting for half a day - £15 (e.g. 2 - 4 hours) • Any activity lasting for most or all of a day - £30
(e.g. 4 hours plus) • Where activity is for a duration of less than a full hour or hours, payment will be
made in increments to the next nearest half hour period. • We will pay up to a maximum of £200 per month to individuals
A Service User, Carer or member of the public may choose to:
• not make a claim for payment • make a claim for full or part payment • have payments made in the form of a donation to a mental health, learning
disabilities or drug and alcohol organisation (of the individual’s choice) in Lancashire
The Trust will from time to time ask individual Service Users and Carers if they would be willing to undertake specific work or projects. The Trust recognises that these pieces of work

are over and above the activity payments and will evaluate the work required against commercial rates or through the NHS Agenda for Change system. All such requests must be discussed and agreed first by the Associate Director of Communications and Corporate Affairs. All forms should be signed by the Service User, Carer or member of the public, and authorised by the Local Authorised Signatory at the meeting or activity. They should then be returned to the Trust’s Service User and Carer Involvement Officer. The Trust will aim to make payment by the Bank Automated Clearing System (BACS), or by cheque within 30 days of receipt of any form by the Service User and Carer Involvement Officer. Compliance with this timetable will be monitored by the Trust using its existing procedures. 7. Payment of Travel Expenses
The Trust expects service users, carers and members of the Foundation Trust to support it in its commitment to reducing its carbon footprint by car sharing where appropriate, making appropriate use of public transport etc. The Trust will make payments to reimburse the reasonable travel and subsistence costs incurred by Service Users, Carers and members of the Foundation Trust for participation in the areas as follows:
• Public transport (actual cost of travel, supported by ticket or receipt) • Private car (at 40p per mile) • Taxi fares (by prior agreement with the Service User and Carer Involvement
Officer, and supported by a receipt) • Parking costs (actual cost, supported by ticket or receipt) • Subsistence (meals that have to be paid for while on business, or bought due to
having to be in a certain place at a certain time), to a maximum of Trust limits The Trust recognises that there may be exceptions to this and these should be discussed and agreed with the Service User and Carer Involvement Officer. Claims will only be accepted for use of private car:
• for one payment per car • for the most direct route available • if the vehicle is covered by full third party insurance, including cover against
o risk or injury to, or death of, passengers, and damage to property, and that o the policy is maintained at the date of the claim o if the vehicle is maintained at all times in a roadworthy condition by terms
of the insurance policy covering the vehicle The Trust may request verification of any of the above at any time, for example by asking for a copy of an MOT certificate or valid certificate of insurance.

8. Payment of Support Costs
With the prior agreement of the Trust’s Service User and Carer Involvement Officer, the Trust will make payments to reimburse the reasonable additional support costs incurred by Service Users, Carers and members of the Foundation Trust for participation as follows:
• Childcare costs and respite - up to 4 hours £25 and 4 – 24 hours £50 • For other support costs as below, fees will be agreed on an individual basis:
• Conference fees • Participation in training • Overnight accommodation for conferences or training sessions • Costs to enable participation (including a facilitator, an advocate, an • interpreter, a translator etc)
Payment of Support Costs will be made direct by cheque to Carers, Conference organisers, facilitators or other enablers, on presentation of an invoice and receipt.
9. Effect of Policy on State Benefits and Tax Liability
Service Users, Carers and members of the Foundation Trust who receive payments or expenses under this Policy may find that their state benefits are affected. Each individual Service User, Carer and member of the public has a responsibility to inform the Benefits Agency of any changes in their financial circumstances. Payments may be subject to tax and national insurance, and it is the responsibility of the Service User, Carer and member of the public to ensure they comply with any legal requirements.
Service Users, Carers and members of the Foundation Trust are strongly advised to seek specialist information and advice before becoming involved in the activities of Lancashire Care NHS Foundation Trust or making any claims for payments or expenses. Information will be made available to Service Users, Carers and members of the Foundation Trust before they make a claim, including details of advice agencies where independent advice is available.
Lancashire Care NHS Foundation Trust is required to give accurate details of any payments made to an individual if asked to do so by the Benefits Agency or Inland Revenue.
10. Support and Advice
Lancashire Care NHS Foundation Trust will provide support to Service Users, Carers and members of the Foundation Trust so that they can be properly involved in the activities of the Trust. This includes help in kind such as stationery or materials that will assist Service Users, Carers and members of the Foundation Trust in being involved in Trust activities. Trust staff will assist Service Users, Carers and members of the Foundation Trust who need help in completing the forms to claim payments.
This support includes access to appropriate training, copies of the terms of reference of any group in which Service User, Carer and Public involvement is required and a ‘role description’ which clarifies and affirms the role of Service Users, Carers and members of the Foundation Trust.

Service Users, Carers and members of the Foundation Trust may obtain advice and information about further support from the Trust’s Service User and Carer Involvement Officer. Further advice or assistance on the implementation or interpretation of this policy is available from the Trust’s Service User and Carer Involvement Officer. 11. Equality and Diversity
The policy has been assessed against the Equality Impact Assessment Form from the Trust’s Equality Impact Assessment Guidance and as far as we are aware, there is no impact on any Equality Target Group. 12. Monitoring and review
The policy will be monitored by the Associate Director of Communications and Corporate Affairs.

Appendix A – CRB check procedure 1. Introduction The Trust has a requirement to ensure all appropriate employment checks are undertaken for all staff (temporary and permanent). As service users, carers and members of the Foundation Trust may be involved in direct patient related activities, the Trust will carry out CRB checks on those individuals before involvement can take place. The need for a CRB check will be provided when the involvement opportunity is advertised.

3. What to do when concerns are raised: If concerns are expressed as a result of an unsatisfactory involvement check(s), the information will be considered by the clinical lead where the involvement is due to take place and a representative from risk management. Two character references will be requested for the service user or carer. If necessary a panel will meet to assess the information received identifying the reasons for concern as a result of an unsatisfactory involvement check and listen to the service user, carer or advocate as to the history/reasons why these issues/ concerns came about. The panel will then decide if involvement can take place.

Standards of Business Conduct
Trust staff must follow NHS standards of business conduct. Service users and carers who get involved in the Trust must keep to the same standards, which are identified within Trust policies, procedures and guidelines. Failure to do so may lead to the ending of their involvement in the Trust’s business and the registration on the Trust’s membership database.
