1. PROJECT DESCRIPTION
1.1. INTRODUCTION
As early as 2009, Hongya County started implementing “water diversion” with
World Bank financing. The project passed World Bank’s appraisal in August 2010.
The county government undertakes the “water diversion” (diversion canal) project.
The total length is 9200m and the estimated investment is RMB 104,816,600. The
development unit is the planning and construction bureau of Hongya County. The
construction organizations are Zhejiang Provincial No. 1 Water Conservancy &
Electric Power Construction Group Holdings Co., Ltd and Hunan Lyulin Municipal
Landscape Engineering Co., Ltd. The project is implemented smoothly. The
preliminary work including land requisition, demolition and displacement and
resettlement was completed. Currently, construction 9km diversion canal has been
completed. Integrating with regulation of the south and the north moats, this project
can promote reconstruction of old areas of Hongya. Landscape along the canal can
be improved. Land-use pattern of the country can be optimized, and the environment
quality can be improved.
In 2013, Hongya County (Hongchuan Town) Environmental Improvement
Subproject of Sichuan Small Towns Development Project by World Bank Loans was
commenced, with the construction items including drainage works, river channel
improvement works, and water diversion works. Currently, the Subproject has been
basically completed, and the water quality and environmental benefits have been
effectively improved. Hongchuan Town Subproject, located downstream from the
Project, is the improvement and extension of Phase I Project.
World Bank was granted to Hongya County Component of Sichuan Small
Towns Development Project just based on the above background condition. The
purpose is to improve and extend “water diversion” project of Hongya County. In
addition, it aims at enhancing life quality of both Hongya residents and tourism
population by improving municipal infrastructure of Liujiang Town. In June 2014,
Hongya County Housing and Urban-Rural Construction Bureau filled out the

screening schedule for Hongya County Component of Sichuan Small Towns
Development Project By World Bank Loans. In August, Hongya County Housing
and Urban-Rural Construction Bureau compiled Project Proposal for Hongya County
Component of Sichuan Small Towns Development Project By World Bank Loans.
Besides improvement and extension water conversion project of Hongya County,
municipal infrastructure improvement project of Liujiang County, another key
tourist county was included in the proposal.

According to Feasibility Study Report of Hongya County Component of
Sichuan Small Towns Development Project by World Bank Loans, the project
financed by World Bank is divided into two subprojects. Hongchuan Town
Subproject, including 1) river channel project: dredge waterway 2.2km and desilt
106,800m3; improve riverine wetland 6.37801ha (about 95.62mu); newly construct
river embankment 2.2km, and improve and repair embankment 1.8km. 2) Sewage
pipe: lay and embed sewage pipe 2.35km. Liujiang Town Subproject, including 1)
road engineering: build 2.36km new road. According to the planned level, width of
the road is 8-12m. Construct auxiliary underground pipe network, lighting and signs
and marks; 2) bridge engineering: build 3 new bridges including one foot bridge and
two vehicular bridges; 3) urban rainwater garden engineering: build 67312.17m2
public lawn, about 100mu. Adopt green infrastructure concept. Integrate with road
rainwater regeneration system. Form an integrated urban rain-flood management
system and public green space resources for recreation of residents and touris ts; 4)
Water treatment plant and supporting pipe network engineering: build one water
treatment plant taking an area of 7.5mu. The current (by 2020) scale is 2500m3/d. In
the long term (by 2030), the scale is expected to reach 4500m3/d. build 12km new
waterlines; 5) digital city engineering: establish geo-spatial data framework, element
mesh data, management component data, geocoding data and other data resource
platforms. Form an integrated, closed, interconnecting and interworking digital
urban municipal supervision and management system; 6) Eco parking lot
engineering. Build eco parking lot (one storey) with a total area of 7954m2, 228 car
parking spaces and 9 bus parking spaces, in total 237 motor vehicle parking
spaces;60 public rental bicycle parking spaces.

3. Water supply engineering: build one water treatment plant taking an
area of 7.5mu. The current (by 2020) scale is 2500m3/d. In the long term
(by 2030), the scale is expected to reach 4500m3/d. build 12km new
waterlines;
4. Urban rainwater garden engineering: build 67312.17m2 public lawn,
about 100mu.
5. Eco parking lot engineering. Build eco parking lot (one storey) with a

1.2. THE TARGET OF ENVIRONMENT MANAGEMENT
PLAN
The Environmental Management Plan will adopt mitigation measures according to
the identified environmental impacts, and supervise the effectiveness of the measures
during the lifespan of the Project. The Environmental Management Plan based on the
Environmental Impact Assessment, is compiled according to the Chinese environmental
laws and guidelines, safeguard policies of World Bank, and optimal practices of similar
projects. The purpose of Environmental Management Plan is to ensure the consistency
between Environmental Impact Assessment and Environmental Management Plan, so as
to satisfy the relevant standards of environmental protection. The Environmental
Management Plan can effectively satisfy the supervisory requirements, instructing the
Project owner on management of contractors and subcontractors.
The Environmental Management Plan for Hongya County Subproject has been
effectively implemented in the Phase I project, and the environmental mitigation

measures in the project construction process have all been put into practice. The
implementation of the Environmental Management Plan has effectively eliminated or
mitigated the adverse environmental impacts that might arise during the project
construction and generally achieved the expected goals of the project.

2.4 Safeguard policy of the World Bank
2.4.1 Ten safeguard policies of the World Bank and the compliance analysis
The World Bank has established ten safeguard business policies in social and
environmental aspects. The screening is conducted to determine whether the project is
involved with the ten policies as per the construction property, project layout and
assessment scope determined by the environmental assessment and site investigation. The
results are shown in Table 2-1 below:

2.4.2 Analysis on the compliance of the project with the provisions in the EHS
Guidelines of the World Bank and relevant policies
The sewage treatment in the EHS Guidelines (general guidelines) and the Guidelines
for Water, Hygienic Environment, Health and Safety, and the collection and
transportation of the wastes in the Guidelines for Environment, Health and Safety of Toll
Road and the Guidelines for Environment, Health and Safety of Management Facility for
Wastes of the World Bank Group are also applicable to the project. The relieve measures
included in the Environmental Management Plan of the project completely comply with
the requirements of the above guidelines (especially the contents related to the
construction management). It should be noted that the contents mentioned in the
Guidelines basically comply with the Chinese laws, regulations, guide rules and
construction management rules.

If the facilities or the project is near the
identified ecological sensitive region (such as
national park), then the increasing of the
pollution level shall be declined as far as
possible under the feasible premise. In
addition, appropriate relieve measures also
include application of the clean fuel or
techniques or application of the
comprehensive pollution control measures.
There is no ecological sensitive region near the project
area.
Dust or particulate matter (PM) is the most
common contaminants among the unorganized
emissions. Some operation (such as
transportation and open-air storage of the solid
materials) and the bare soil surface (including
the unpaved road) will release the particulate
matter.
The dust control method is adopted during the
construction period, e.g. covering or spraying water for
dust suppression or improving the water content of the
open-air material stacks, and adopting the spraying
water for suppression method to control the material
transportation on the paved or unpaved road surface.

domestic waste water is treated with the existing

Part of the production waste water of the water
purification plant during the project operational

discharged and the supernatant liquid shall be
discharged after concentration treatment, and the
domestic wastewater shall be transported to the
sewage plant for treatment with sewage vehicles.
Rainwater shall be separated from the industrial
wastewater and the domestic wastewater to
reduce the waste water quantity that can be
discharged only after being treated;
Rainwater and sewage shall be divided at the project
area.
The noise prevention and control measures shall
be adopted, if at the most sensitive acceptance
point, the noise caused by project facility or
operation activity is estimated to be exceed
relevant noise index.
Select the equipment with low sound power level;
install the vibration isolating device for the
mechanical device;
Limit the performance time of specific equipment or
operation, especially the mobile noise source moving
within the community;

Under appropriate conditions, the important
land and hydrophytic habitat (such as mature
old-growth forest, wet land and fish spawning
habitat) through selecting appropriate location
of the road and the supporting facility and
taking advantage of the existing traffic corridor;

Cleaning of the local plant species shall be
reduced as far as possible during the
construction, and the local plant species shall be

The water and soil conservation scheme is specially

Conduct the paving for the road in dry weather
to prevent the pitch or cement material from

During the construction period, the paving
construction is prohibited in strong wind weather,
and the construction site shall be determined
reasonably;
The oil water separator shall be used in the
treatment work no matter whether it will
generate a lot of grease;
The construction machine oily water collector shall
be equipped for the construction site to collect the
generated oily water. The collected oily water shall
be sent to the unit which has the processing capacity
for treatment, and direct discharging is prohibited.
The following measures shall be adopted to
avoid the pollution generated from cleaning the
pitch equipment, namely, using the vegetable oil
instead of diesel oil as the releasing agent and
the cleaning agent; prevent the cleaning product
and the polluted pitch residual from leakage;
conduct the scraping prior to cleaning; and
conduct the cleaning activity far away from the
surface water or the water discharge facility.
The requirements are specially put forward in the
specifications of the Contractor for the “storage of
the fuel, oil and dangerous toxic substance”, all fuels
at eh construction site shall be stored within the rails;
the storage area shall be 110% of the fuel storage
container. The fuel storage area shall not be close to
any water source (namely: within 100m from the
water source);
Adopt the acoustic measure for the surrounding
architectural structure (normally is replacing the
windows);
Use the road surface with low road surface/tyre
friction noise, such as stone matrix asphalt
mixture.
During the road operational period, the function of
the region along the main trunk road, the roadside
structure shall be reasonably planned layout and the
acoustic design shall be optimized, and the speed
limiting management shall be strengthened.

Optimize the garbage collection line to reduce
the transportation distance and reduce the total
fuel consumption and discharge;
Set the transfer station for the small size garbage
collection vehicle to collect all collected
garbage on the large size vehicle to transport the
garbage to the waste treatment plant;
2.5 Environmental Quality Standard
2.5.1 Ambient air quality
Class 2 in Ambient Air Quality Standard (GB3095-2012) is executed in the project
areas.

3.0 ENVIRONMENTAL IMPACTS AND MITIGATION
MEASURES
3.1 Major Environmental Impacts
The project belongs to low pollution type municipal project and has obvious
environmental benefit and social benefit, but it will also generate some local
environmental problems inevitably during the construction and operation periods.
I. Main impact analysis during construction period
1. Ecological environmental impact analysis
(1) Impacts on plants during construction period
① Impacts on vegetation deterioration and land productivity
The permanent land occupation for project construction will tie up and destroy the
vegetation in the project area, and the construction activities will make the vegetation
habitat destroyed and make the biological individual lose growing environment; the
degree of impact is irreversible. It can be seen from the results of vegetation distribution
status investigation, the vegetation affected by the project directly mainly includes shrub
and grass.
During the project construction process, the temporary construction sites mainly
include construction workshop and temporary .silt stock yard. The type of temporary
construction sites is dry land, and the temporary land use will have a short-term direct
impact on the land and aboveground vegetation. The type of vegetation greatly affected is
mainly vegetation. However, the temporary construction sites of the project will set up
within the permanent land range, and the temporary occupation of Hongchuan subproject
will be used as the green area of river landscape, thus the temporary constriction works of
this project will not cause any impacts on the plants.
Above all, the destruction on plants during project construction is mainly the
permanent land occupation, and it is for a long term and unrecoverable.
② Impacts on ecological structure
Human activities during construction period, such as paving of subgrade, excavation
of commercial street pile foundation, rolling compaction of construction machineries,

trampling of constructors and so on, will have direct destructive effect on shrub and grass
vegetation around the construction operation area, so as to make the biological diversity
of the community reduced.
The construction area has the relatively stable agricultural ecological system and
shrub-grass ecological system formed in many years. According to the field investigation,
within the project impact range, the plants affected by the project are the general and
common species, with wide growth range and strong adaptability. The loss of
aboveground vegetation will have a certain impact on the existing ecological system, but
since the lost area is relatively small to the project area, the project will adopt the
approach of vegetation greening and temporary construction land vegetation recovery to
make up part of biomass loss. Therefore, the construction activities will not impact the
stability and integrity of ecological system within the project area.
(2) Impacts on landscape during construction period
The impacts of project land occupation on landscape mainly show up as the impacts
of project on regional vegetation and geomorphologic landscape.
(1) Impacts of permanent project land occupation on landscape
The destruction of permanent project land occupation (mainly refers to land
occupation of road and water supply projects) on original aboveground vegetation is
unrecoverable, so the construction has a significant impact on the vegetation landscape
within the project area, which mainly shows up as surface excavation, vegetation
destruction, terrain fragmentation of construction operation area, and will product an
extreme vision contrast.
(2) Impacts of temporary project land occupation on landscape
The temporary project land occupation mainly refers to the land occupation of
temporary soil heap yard and construction workshop. Because most of the temporary
projects are project implementation services, which request for good terrain and traffic
conditions, as well as good land and vegetation conditions; but the construction has a
large disturbance on the aboveground vegetation and terrain within the operation area,
mainly manifested as follows: industrial and domestic wastes polluting the environment,
dust emissions polluting the air, too much dirt retention on plant branches and leaves
likely to cause burns or mechanical injury and produce visual pollution. But because the

temporary project land has the soil layer with good fertility, it is easy to be reclaimed and
utilized; after the project construction is completed, the temporary construction land area
will be carried out the landscape green construction as the landscape project
implementation area; therefore, the temporary construction land occupation has little
impact on landscape along the line.
2. Atmospheric environmental impact analysis
(1) Construction dust
① Pollutant source analysis
The raising dust pollution generated by construction vehicles during construction
period is relatively serious and the impact range is very large. The raising dust is a kind
of falling dust with smaller particle size (10~20μm) and the particle size distribution of
dust on the unpaved road surface (soil) is as follows: the dust with particle size less than
5μm accounts for 8%; the dust with particle size of 5~30μm accounts for 24% and that
with particle size more than 30μm accounts for 68%. Therefore, the road under
construction is easy to cause dust emission, but compared to the dust generated from
lime-soil mixing, the harm of raising dust is smaller and its impact cycle is shorter. It is
available to adopt the watering measures to reduce the raising dust pollution.
The excavation of earthwork and earth filling during construction period are the
main engineering actions that generate the raising dust.
The lime-soil mixing during road building process will generate a large amount of
dust and it can be divided into two processes according to the mixing modes, namely road
mixing and station mixing. Road mixing refers to mix at the construction site; station
mixing refers to transport the finished product to the construction section by vehicles
after centralized mixing. By contrast, the impact of station mixing is great and wide, and
the pollution scope can reach up to 150m down the wind; while the pollution of road
mixing is small and narrow, but the polluted line is long. Therefore, during construction
period, it is required to select the appropriate lime-soil mixing mode according to the
actual situations, to reduce TSP pollution.
② Control measures of raising dust pollution

1) When the wind speed is above Category-4 and it is easy to produce raising dust, it
is suggested that the construction unit shall suspend the earth excavation and take the
effective measures such as covering the windrow and wetting, to reduce the raising dust
pollution;
2) The construction wastes shall be cleaned and transported in a timely manner and
the wastes cannot be cleaned and transported temporarily shall be taken the measures
such as covering; the vehicles for transporting the substances that are easy to produce
dust, such as sand, stone, cement and earthwork, shall be covered tightly and it is strictly
prohibited to sprinkle and leak.
3) After the project is completed, it is required to clean the construction site timely.
For the construction site, except cleaning in a timely manner, it is also necessary to
afforest or revert to cultivated land, to plant the crops.
4) It is required to select the lime-soil mixing mode reasonably according to the
actual situations and water to reduce the raising dust pollution.
5) During the excavation, drilling and demolition processes, it is required to water to
keep certain humidity for the operation: for the loose and dry surface soil in the
construction site, it is also necessary to water to control the dust; when backfilling the
earthwork, it is necessary to water appropriately if the surface layer soil is dry, to prevent
dust flying.
6) It is required to strengthen the management of backfilling earthwork storage yard,
to develop the earthwork surface compaction, regular water spraying and covering
measures; the undesired soil and waste slag of building materials shall be carried away
timely and shall not be stored for a long time.
7) The earth-moving trucks and building materials transport vehicles shall be
equipped with the anti-spill devices according to the regulations and the loading shall not
be too full, to guarantee that there is no scattering during transportation process; and the
running route and time of transport vehicles shall be planned well, to avoid driving within

the sensitive areas such as downtown area, traffic concentration area and residential area
as far as possible.
8) The transport vehicles shall be canopied and shall be washed out before doing out
from the loading and unloading sites, to reduce the carried soil of vehicle wheels and
chassis scattered on the road surface.
9) The soil scattered on the road surface during transportation process shall be swept
out timely, to reduce the raising dust during running process.
10) During construction process, it is strictly prohibited to burn the waste building
materials as the fuels.
(2) Construction waste gas
The waste gas during construction period of this project mainly comes from the
oil-fired waste gas generated by construction machineries and transport vehicles; its
quantity generated is small and it belongs to discontinuous and dispersive emission, so its
impact cannot be considered basically.
(3) Asphalt fume
During the pavement construction stage of the proposed road for the subproject in
Liujiang Town, the asphalt fume is mainly caused in the course of asphalt fission refining,
stirring and road paving, and the asphalt fume discharge in the course of asphalt refining
is largest. The main poisonous and harmful substances in the asphalt fume are THC,
phenol and 3.4-benzopyrene. The impact range of asphalt fume pollution is 100m down
the wind. The asphalts required for the project are commercial asphalts purchased at local
and no asphalt mixing station is set up. For the requirements of environmental impact
assessment, it must be loaded and transported by canned asphalt dedicated vehicles, to
avoid sprinkling along the way and polluting the environment. Therefore, the emission
concentration of asphalt fume is low and can meet the maximum acceptable emission
concentration of asphalt fume in the Integrated Emission Standard of Air Pollutants
(GB16297-1996), so it has little impact on the surrounding environment.
(4) Silt foul smell
The silt from desilting works during construction period of Hongya Town
subproject will be stored temporarily, and the temporary storage of silt is likely to

produce foul smell and have impact on regional ambient air quality. So the requirements
of this assessment are as follows: the temporarily stored silt shall be allocated and
transported as soon as possible after treatment and the construction party shall spray the
disinfectant and vegetation liquor for the temporary silt storage yard every day, to reduce
the pollution impact of foul smell. In addition, the temporary silt storage yard shall select
the zone far away from the residential areas, to avoid impact of foul smell on residents.
3. Environmental impact analysis of surface water
(1) Impact of construction waste water
Waste water in construction period of the Project is mainly from construction
waste water and sanitary sewage. Among the waste water, construction waste water,
which contains a certain amount of sediment, is from construction machinery
cooling water and washing water, construction site cleaning, construction material
cleaning, concrete pouring, maintenance, flushing, etc; sewage from construction
workers mainly contains organic pollutant, ammonia nitrogen, SS, etc. Besides,
surface runoff water on the construction site during raining season contains a certain
amount of soil and suspended substances in high concentration.
1) Sanitary sewage and treatment measures
As there are 100 persons, including construction workers and site management
personnel, during the peak of construction period, water consumption rate would be
5m3/d on the basis of 50L/person •d, while sanitary sewage yield would be 4m
3/d on
the basis of sanitary sewage rate of 0.8.
Sanitary sewage during construction period of the Project can be treated by
renting treatment facility in the local house.
Therefore, sanitary sewage during construction period would not have obvious
impact on local environment.
2) Construction waste water and treatment measure
The main pollutant of construction waste water and surface runoff water in
raining season is sediment; the concentration of suspended substances is
comparatively high, and the pH value indicates alkalescency; the suspended
substances would be separated by building sedimentation pool; the waste water
would not be discharged but recycled after sedimentation treatment; the

sedimentation sludge would be regularly cleaned out, then transported to
construction waste disposal site and buried.
(2) Impact of construction method
① Hongchuan Town – River Regulation Works
The impact of river regulation works of the Project on water environment is
mainly from dredging waterway and river bank construction. Dredging waterway of
moat in Hongchuan Town will cause turbulence in the water; as a result, it will cause
suspended substances and influence water quality of water body. However, because
the Project adopts dredging waterway section by section and the construction time is
relatively short, the impact will be temporary and fade away as the works is finished.
Moreover, cofferdam construction technology will be used in dredging works, all the
construction processes will be preceded inside cofferdam except that building
cofferdam will cause disturbance to the river bed; thus, the construction processes
are basically separated from the water body. Besides, the function of water body of
waterway is flood discharge and irrigation, so construction works would have little
impact on water quality of water body. The river bank construction works will be
built section by section; construction materials will be piled away from waterway;
separated board will be built between riverside and waterway in section under
construction to prevent impact on water quality and function of water body caused
by slipping materials.
Therefore, after the above measures have been taken, the methods of dredging
waterway and river bank construction are rational, which won’t change function of
body of moat in Hongchuan Town and have little impact on water environment.
② Liujiang Town – Bridge Construction
There is no water contact pier in bridge construction of the Project, so no water
contact construction involves in the whole bridge pier construction. Bridge piers of
this construction adopt pile foundation, where drill construction will be employed
for pile foundation of bridge piers. Since bearing platform and body of pier will be
built through cast in place, certain of suspended substances may be brought in
surface water body when the raining water flushes. But such impact is comparatively
temporary. The assessment recommends avoiding bridge pier construction in rainy

days as far as possible to reduce suspended substances in surface water caused by
raining water flushing. Moreover, the upper structure of main bridge will be
installed by hoisting precast concrete unit, and the construction of upper structure of
main bridge in the Project will cause no pollution to water environment. The upper
structure of the approach bridge will introduce precast concrete unit, so tha t
construction will have little impact on water body.
4.Environmental impact analysis of noise
① Noise source
Noise in construction period mainly points to noise generated by various
construction machines, equipments and construction transportation vehicles during
operation. Construction of the Project needs various types of machine. According to
the survey, frequently used machines at present mainly include excavator, loader,
agitator, etc. The value of noises generated by various types of construction
equipment during operation is showed in Table 3-1.

② Impact estimation of noise during construction period
Construction noise source can be deemed as point acoustic source. Based on
noise attenuation mode of point acoustic source, noise value during construction
period in different distance to noise source can be estimated. Estimation mode as
followed:

The results are showed in Table 3-2.

(1) Noise from single construction machine in daytime conforms to standard
limited value in 30m distance at most to source, while in 300m distance at most in
nighttime.
(2) Noise from multiple construction machines in daytime conforms to standard
limited value in 60m distance at most to source, while in 350m distance at most in
nighttime.
(3) Environmental protection targets within assessment area of proposal project
are mainly 6 residential areas, 1 nursing homes and 1 health center. Construction in
daytime will cause interruption to residents and patients, especially the noise impact
in nighttime will be much greater. The significant factors to be considered during
construction period are noise pollution to the residents within 60m distance to
construction area and protection management measures. Therefore, the assessment
considers that certain protection measures should be taken to reduce impact on
sensitive spots around construction area during construction period, for example,
using wooden acoustic board and building construction wall to insulate noise.
Requirements of assessment: construction in nighttime is prohibited; construction
block fence must be strictly set in construction section around sensitive spots to
insulate noise effectively.
5. Impact analysis of solid waste
Solid waste during construction period mainly involves two parts. One part is
garbage from construction area, including waste construction materials, package
materials, household garbage, which mainly contain waste plastics, sand and soil,
vegetable leaves, vegetable stems, glass, etc. Such solid waste usually exists around
structures like storage yard and construction site. The other part is sludge from dredging
waterway works in Hongchuan Town. Such solid waste usually exists in temporary
storage yard. According to the result of sludge survey, all specifications of bottom soil
meets the requirements of Secondary Standard stipulated in Soil Environment Quality
Standard (GB15618-1995) and no metal content exceeds the standard. Thus, a part of
drained sludge would be used to repave in wet land of project area for planting and
landscape modeling; the rest will be packed in woven bags and transported to Hongya

County by airtight vehicles for landscape planting of municipal road construction.
If solid waste is stored or treated in an inappropriate way, it will directly affect
crops and vegetation, and interfere with agricultural production; if solid waste is
covered with dust after long-term storage, the raised dust blown by the wind will
cause impact on nearby residents. Garbage placing along the construction area will
help mass propagation of germs, mosquitoes and flies, causing potential risk of local
contagion diseases happening and spreading. Stink smell from garbage will affect
residents’ life and landscape environment. Since the Project involves in construction
along the river, assessment requires: solid waste during construction period should
not be stored in places contacting water body, not mention abandoning in the river.
Therefore, during construction period, such impact could be reduced or prevented
through enhancing construction management and timely cleaning, transferring and
disposal after construction is completed.
Meanwhile, inappropriate transfer method for solid waste during construction
period will also cause negative impact on surrounding environment. Requirements of
assessment: in transferring construction garbage, vehicles must be capped with dust
screen to prevent spattering and raise dust during the trip and flushed when they are
driven out of waste loading site. When the vehicles arrive at the unloading site, the
waste must be emptied. Construction units should carefully study transportation
route for waste soil and waste slag with traffic authorities and environmental
protection authorities to bypass environmental sensitive spots like mass residential
area. The transfer should be done in nighttime as much as possible.
Solid waste during construction period would cause little impact on
surrounding environment as above measures are taken.
Ⅱ. Main impact analysis during operation period
1.Environmental impact analysis of atmosphere
After the implementation of the Project, raise dust pollution along the road
and bridge will be reduced. But during operation period, raise dust caused by
running vehicles and exhaust will still cause certain air pollution. The main pollutant
includes CO, NOX and PM10. The amount of pollutant discharged will increase
proportionately along with traffic volume and involve with type and condition of

vehicles. As traffic volume increases, the impact of pollutant NO2 of vehicle
emission will grow. Compared with similar roads, the estimated average daily
concentration value of NO2 or PM10 at a distance of 20m away from the road
centerline could meet requirements of secondary standard value of Environmental
Air Quality Standard under the circumstance of maximum forward traffic volume in
the Project.
Treatment measures for road and bridge works of Liujiang subproject to
reduce air pollution are recommended as follow:
1. Enhance greening measures and specifically optimize greening tree species,
greening structure and layer to improve control effect and reduce impact of gaseous
pollutant on surrounding environment.
2. Enhance traffic administration and stipulate speed range to reduce accident.
3. Water regularly and clean to reduce raise dust.
4. Restrain vehicle speed and strictly carry out pursuant to stipulated speed of
the Project.
5. Strictly prohibit dangerous chemicals transportation vehicle pass through.
Besides, main waste gas source during operation period of newly built
eco-parking site of Liujiang subproject is vehicle emission from surface parking lot.
Main pollutant of automobile emission includes CO, NO2 and HC. Emission volume
is related to quantity and parking frequency of vehicles. The surface parking lot of
eco-parking site has open topography that helps vehicle emission spread, along with
large portion of greening in eco-parking site making vehicle emission have little
impact on environment.
2. Environmental impact analysis of surface water
(1) Road and bridge works
Waste water during operation period of proposed road of Liujiang subproject is
mainly from rainfall, surface runoff caused by road surface flushing. After road and
bridge enter into operation, impact of surface rainfall runoff, as major pollutant, on water
environment mainly reflects on vehicle emission, tire friction particles, raise dust on the
surface and oil drops flowing into or crossing river along with surface rainfall to pollute
water body. The concentration of surface runoff pollutant depends on multiple factors,

such as rainfall capacity and rainfall duration, traffic volume and atmosphere pollution
degree, interval between tow rainfall, width of road, etc. Such factors are with the
characteristics of high randomness and chance, thus it is hard to summarize general rule
or recognized assessing method for calculating rainfall runoff pollutant concentration.
Based on the statistic of domestic study data and assessment data, pollution to water body
by surface runoff usually occurs in the beginning of rainfall; as rainfall time prolongs,
concentration of pollutant in runoff will decrease. As a result, pollution to water body will
reduce, and no obvious impact will fall on water body.
Besides, the wastewater collected in the new sewage pipe network of the Project in
Hongchuan Town can be discharged into the sewage treatment plant of Hongya County.
The sewage treatment plant abovementioned is with the Phase I capacity of 10,000m3/d
and Phase II design capacity of 20,000m3/d, which is located at the closing dam at
northern side of Qingyi River. In the Project, a d800 reinforced concrete sewage
intercepting main is laid along the closing dam corners at the northern side, by which the
sewage collected is discharged into the sewage treatment plant for treatment and
up-to-standard discharge.
(2) Water supply project
Production waste water during operation period of newly built water treatment
plant of Liujiang subproject is mainly from sludge water in sediment pool and back
flushing waste water in filter pool. Back flushing water will not be drained, but
recycled through recycle pool; sludge water will be drained to nearby flood
discharging channel as upper clear liquid meets requirements of discharge standard
after treatment through sludge concentration pool. After the Project enters into
operation, labour capacity needs 11 employees to implement three shifts in duty
among four shifts. There is no canteen in plant area, so just a little sanitary sewage is
generated from office area. Daily sewage from life and office is 1.1m3/d, which
would be transported by tank truck to local sewage treatment plant for treatment and
drained.
After above measurements are taken, water supply project of Liuj iang
subproject will not have obvious impact on regional surface water environment.
3. Analysis of Impact on Acoustic environment

①Road works of Liujiangzi Project
(1) Reasonable planning and layout of buildings and control of land along road sides
Based on the spirit of “the Urban Planning Department shall determine the layout of
buildings in compliance with national standards for acoustic environment quality and
design specifications for civil buildings, reasonably specify the distance between
buildings and the traffic artery to prevent noise, and propose corresponding planning and
design requirements” as stated in Clause XI, Chapter II of Law of the People’s Republic
of China on Prevention and Control of Pollution from Environmental Noise, the land on
both sides of the road shall be properly planned and the use of the land along the route
shall be strictly controlled.
In principle, new construction or extension of school, hospital, residential buildings
or other sensitive buildings is not allowed within the noise defending distance. On the
basis of proper functional planning of the land along road sides, it is recommended that
building layout and sound insulation design be designed to ensure the indoor environment
of sensitive buildings can meet the requirements of using functions. According to the
overall planning of Liujiang Town, construction around roadways of the Project mainly
involves business areas and a small number of commercial and residential quarters. So
requirements are proposed through assessment that influence of traffic noise on residents
should be minimized after construction of shopping mall, dinning places and other
commercial buildings along road sides. Meanwhile, the layout of environmentally
sensitive buildings shall be optimized, with the noise-sensitive functional zone to be
located far away from the road.
Therefore, according to noise prediction of this environmental assessment, it is
recommended that school, hospital, nursing home, residential quarter or other sensitive
buildings not be constructed within 20m from both sides of the road axis. Any
environmental sensitive site in the above-mentioned area must be provided with noise
reduction measures during construction and can only be put into use after being approved
by an environmental authority and reaching the corresponding functional standards.
(2) Noise pollution control measures
All the predicated noise values of in both day and night at 3 sensitive points of the
Project in short, medium and long-term operation (up to 2016, 2023 and 2030

respectively) fall within Class II standard limits as stated in Environmental Quality
Standard for Noise. Therefore, the following management requirements are proposed
through environmental assessment that traffic control be strengthened after the road is
built and put into operation to avoid excessive noise caused by traffic jam and vehicle
noise monitoring be enhanced to prevent vehicles making excessive noise or speeding.
②Water supply (water purification plant) works of Liujiangzi Project
After the water purification plant for water supply works of Liujiangzi Project is put
into operation, the noise mainly comes from pumping house, pump equipment and
blower. See Table 3-3 below for noise generation and control.

According to predication, equipment noise values at the plant boundary during
operation of the water purification plant fall within Class II standard limits as stated in
Standards of Noise at Boundary of Industrial Enterprises (GB12348-2008). The
predicted values at sensitive points of the Project are 51.2dB (A) in daytime and 43.4dB
(A) at night, falling within the Class II standard limits as stated in Environmental Quality
Standard for Noise (GB3096-2008). That is to say this Project has little influence on
environmental sensitive sites.
4. Impact Analysis of Solid Wastes
During the operation period of road and bridge works of the Project, solid wastes
mainly refer to domestic garbage of management and maintenance personnel with a point
shape distribution, which has little impact on environment compared with that during the
construction period. As the solid wastes are generated near the road during the operation
period, they may affect the landscape, pollute the air, spread disease and harm human
health if not properly disposed. During the operation period of the Project, domestic
garbage shall be collected, dumped, disposed and transported in such a manner as not to
affect environmental health. Solid wastes generated during the operation period of road

and bridge works of the Project shall be collected and transported to the local garbage
disposal area by the sanitation department.
Solid wastes from the production area of the water purification plant include dry
sludge, office garbage and domestic garbage. The output of dry sludge from the Project is
approximately 1.4t/d. There are 11 production workers in the plant with office garbage of
5.5kg/d (0.5kg/d per capita). Disposal measures: Dry sludge will be transported to the
landfill; office and domestic garbage will be collected and sent to the local sanitation
department for disposal.

4.0 ORGANIZATION FOR EMP
IMPLEMENTATION
4.1 Environmental Management And Monitoring
Organization
4.1.1 Management requirements for Contractor
The Contractor and the construction organization play a key role in environmental
management, implementation of pollution control and prevention measures, etc. during
construction. So the following requirements are proposed for the Contractor:
(1) The Contractor must have relevant strength and financial capacity to ensure
effective EMP implementation;
(2) Environmental impact mitigation measures during the construction period shall
be included in the Contractor’s tender documents and the construction contract as well as
a part of contract requirements for the Contractor.
(3) The Contractor shall assign 1 full-time environmental worker to make
monitoring record of environmental activities during construction and submit
environmental records to the Owner and the environmental protection and supervisory
organization weekly or as required for supervision and review.
(4) The contractor together with the assigned environmental worker and the
construction supervisor must receive training on environmental protection and
management before commencement of construction work so as to be competent for their
jobs.
(5) During construction, the Contractor shall keep communication and consultation
with people in the region where the Project is located, with a bulletin board set at each
construction site to inform the public of the specific construction activities and time. In
addition, a contact person and his telephone number shall be provided to receive the
public’s complaints and suggestions on construction activities.
4.1.2Environmental management organization
The environmental management organization mainly consists of two levels, i.e.

Hongya County Housing and Urban-Rural Construction Bureau and Sichuan Urban
Environment Project Office (hereinafter referred to as PMO).
(1) Hongya County Housing and Urban-Rural Construction Bureau, the Owner of
the Project, will assign a full-time worker to be responsible for the environmental
protection and management of the Project. Besides, the Owner will assign a full or
part-time worker to take charge of a supervision and complaint hotline for the Project.
(2) PMO is a coordination agency for preparation and implementation of the Project.
During the entire project implementation, SUEPO will assign a special person to be
responsible for environmental management of the Project, supervise EMP
implementation and provide necessary monitoring report to the World Bank and relevant
national sectors.
4.1.3Environmental management responsibility
1. Construction period
Environmental management personnel shall develop a detailed EMP according to
the construction plan of the Project, conduct monthly inspection in reference to the EMP
and make necessary revisions.
Environmental management personnel shall also carry out perambulation inspection
of implementation of environmental protection measures according to the plan, ensure the
monitoring work to be conducted at a fixed time and location as per the plan, report
inspection and monitoring results, on-site treatment suggestions as well as environmental
management inspection results to the project leader on a monthly basis, and propose
solutions specific to potential problems found during inspection.
Working personnel in charge of the hotline shall record and handle complaints over
the phone and report solutions to the environmental management personnel as well as to
the public.
2. Operation period
(1) Propagandizing national polices, laws and regulations related to environmental
protection and organizing their implementation;
(2) Implementing various environmental management systems developed by the
superior competent department;
(3) Putting into practice environmental protection measures for the operation period

as stated in the environmental assessment report and the EMP;
(4) Directing and organizing environmental monitoring during the operation period
and establishing monitoring files;
(5) Entrusting Hongya County Environmental Protection Bureau to record and
register the quantity and quality of wastewater from all pollutant discharging units to the
sewage pipe network of this Project and monitor the running conditions of their
wastewater pretreatment facilities, or directly transferring such work to Hongya County
Environmental Protection Bureau, according to coordination among various functional
departments of the local government;
(6) Reporting environmental monitoring and management inspection results to the
PMO as required on a yearly basis and proposing solutions specific to potential problems
found during inspection.
4.1.4Supervision organization and responsibilities
The environmental supervision organization of this Project is mainly composed of
the World Bank delegation, Sichuan Urban Environment Project Office (hereinafter
referred to as PMO), Sichuan Environmental Protection Department, Meishan Municipal
Environmental Protection Bureau, Hongya County Environmental Protection Bureau and
Hongya County Housing and Urban-Rural Construction Bureau.
4.1.5Monitoring organization and responsibilities
Hongya County Environmental Monitoring Station is responsible for quality
monitoring of water, air and acoustic environment.

4.2 Training and Capability Building
Objects of the environmental protection training for this Project include executive
and technical staff from PMO, the Owner, the construction organization, the supervision
organization, etc.
The Owner is responsible for organizing a training class with duration of 2 – 3 days
for Hongya County Component of Sichuan Small Towns Development Project by World
Bank Loans after the determination of the construction and supervision units for this
Project and before the commencement of construction. The training may be located in
colleges, universities or scientific research institutes of Hongya County, Meishan City or
Chengdu City. At least one technical manager and one environmental manager from the
Owner, the construction unit and the supervision unit are required to participate in the
training.
The training content includes:
(1) National and provincial laws and regulations, documents and relevant
requirements on environmental protection, water and soil conservation, etc. in
construction project management;
(2) Environmental protection measures proposed in the project design and
environmental protection requirements during the construction/operation period;
(3) Environmental protection guidelines for the construction/operation period of this
Project.
Any responsible person for environmental protection design from Sichuan
Environmental Protection Department, Meishan Environmental Protection Bureau and
China Railway Eryuan Engineering Group Co., Ltd. or relevant expert from the
environmental assessment unit may be selected as the instructor of the training class.

5.2 Management System
5.2.1 Records
For effective operation of the environmental management system, the Owner must
organize and establish a complete recording system to keep records of the following
items:

(2) Relevant review and approval of the Project;

In addition, various records mentioned above shall also be subject to necessary
control, including identification, collection, cataloguing, archiving, storage, management,
maintenance, inquiry, expiry and disposal.
5.2.2 Reports
During project implementation, PMO, the Owner, the Contractor and the
supervision unit shall record the project progress, EMP implementation, environmental
quality monitoring results, etc. and report timely to relevant departments. Specifically,
(1) The supervision unit and the Contractor shall record the EMP implementation in
details and report to the Owner and PMO;
(2) PMO must complete and submit the project progress reports (e.g. semiyearly rep
ort and yearly report etc.) as required by World Bank. The reports shall include the follo
wing contents:
1) Implementation of environmental protection measures, environmental
management and training plan as stated in EMP;
2) The project progress, including the length of completed road, the length of
installed pipe network of water drainage works, etc.
3) Records of public complaints, if any, including main content, solution and public
satisfaction index;
4) EMP implementation plan for the next year.

6.0 PUBLIC CONSULTATION
6.1 Public Consultation Public consultation has been widely carried out during the preparation of EIA, so the
public concerns have been reflected in the EIA/Environmental Management Plan. In
order to minimize the impact of the Project, exchange with the project affected people
(PAP) will be conducted throughout the Project. The purpose of such exchange is to
provide a two-way information channel, where the information of project progress and
implementation of the Environmental Management Plan can be publicized to the affected
people, and their feedback on the impact of the Project under construction can be
conveyed to the Contractor and the Owner in a timely manner.
Public consultation and complaint mechanism is a two-way exchange between the
Project Owner and the public, serving as an important mechanism for reducing the
project risks and social impact, and an important way for publication of the project
information and public consultation. A transparent and simple public consultation and
complaint mechanism is established to objectively, justly and efficiently deal with the
problems of the public, so as to ensure the smooth progress of the Project.
Public visit and opinion survey is an important way to communicate with the
surrounding people during the construction of the Project; the survey objects are mainly
the surrounding people affected by the Project. Public visit and opinion survey for the
surrounding people affected by the Project shall be carried out 1-2 months before the
completion of the Project to know whether the Project causes environmental impacts to
them during construction.

7.0 INVESTMENT ESTIMATION
A budget has been made for Environmental Management Plan during construction a
nd operation, refer to Table 7-1 for details. Total budget of environmental investment incl
udes environmental mitigation measures, environmental protection monitoring and mana
gement and main works, as well as mitigation and elimination of negative impacts on env
ironment. Many mitigation measures are management practices, and the budge are includ
ed in the whole contract and not indicated specifically.
The estimated total project construction investment is RMB 118,073,200, of which
the one-time environmental protection investment reaches RMB 3,550,900, accounting
for3.01% of the total project investment.
