Insulation Summit Report
This paper was prepared by ESD on behalf of the Insulation Strategy Group for the Insulation Summit held on 18th October 2005. Identifying and Quantifying the Prevalence of Hard-to-Treat Homes
This report, prepared by CSE on behalf of the Insulation Strategy Group and Hard-to-Treat Homes Sub Group, outlines the results of the data mapping and manipulation phase of research designed to assist the development of a strategy for hard-to-treat dwellings. The research builds on the report prepared by CSE last year for the Sub Group which looked at the prevalence and characteristics of non-traditional homes. It also builds on research that CSE has carried out for Eaga Partnership Charitable Trust to quantify rural fuel poverty, and as a result CSE has produced a complete data set and series of maps for HTT dwellings in England, which is available at ruralfuelpoverty.org.uk.

The overall aim of this project was to increase the funding available for community based sustainable energy projects.

Tackling Climate Change – Guidance for Secondary Schools
This document focuses on how teachers can tackle climate change in their schools. It encourages them to take a joined up approach which involves linking several elements: work towards reducing carbon emissions from the school campus; education about climate change through the curriculum; and action to raise awareness of climate change issues in the community and in students’ homes.

Promoting Support by Funders for Community Level Sustainable Energy Action
This report, produced by a partnership of Future Perspectives Co-operative Ltd, Richard Hoggett and Community Energy Plus, looks at the current state and extent of funding for community based sustainable energy projects, whether from charitable or other sources.
It provides an updated list of over 50 charitable trusts and foundations that could fund such projects within their existing criteria. It also provides a range of information materials that illustrate how supporting community based sustainable energy projects can have additional social and economic benefits.

2003-09-25 Treasury Event on Tax Incentives for Energy Efficiency Over the summer of 2003 a consultation was launched by HM Treasury and Defra on the use of tax incentives to promote energy efficiency. The Partnership invited Alex Dawtrey, the Head of the Treasury's Environmental Tax Policy Branch, to meet members of the Partnership to discuss the consultation document and to hear views. 45 partners attended the meeting, and representatives from the heating, lighting, insulation and appliances groups gave short presentations of how better fiscal incentives could promote increased sales of their industries’ most efficient products.

In this event organised jointly with Defra’s Market Transformation Programme (MTP), 50 partners met to discuss the future of product energy standards and labelling initiatives. Energy standards and labels are found on an increasingly wide range of products used in the home, and this meeting examined how the standards are set, both at a UK and European level. The introduction to the meeting was given by Lord Whitty, the Minister for Sustainable Energy.

2004-02-24 Local Authority Sustainable Energy Review Event
Local authorities are involved in every aspect of energy efficiency through their many roles in the community, as managers of housing stock, as civic leaders and as enforcers of planning and building regulations. In February 2004, the Local Authority Operational Group organised a day-long event which seventy-five partners attended, looking at current issues affecting local government. The event aimed to help partners identify new opportunities to engage in partnership with councils and the communities they lead.

This joint Partnership/Energy Saving Trust event was a great success and brought together over 150 partners and key stakeholders. The aim of the day was encourage a commitment from all interests to pursue the goals of the Action Plan. Speakers included Elliot Morley, Minister for Environment and Agri-Environment, and Tim Hirsch, Environment Correspondent for the BBC. There were panel discussions and workshops which brought about very lively debates.

This seminar, held by the Partnership and PRASEG at the House of Commons, was initiated by the Environment Education and Community group, and explored the wider benefits of community sustainable energy projects and explained why they should be central to strategies for achieving climate change targets.

Skills and Training Seminar – Report
The Chairman's Advisory Group commissioned a report reviewing training needs and provision across the energy efficiency sectors, the aim being to inform the direction the Partnership should take in this field. This important research provides an overview of skill and training needs and availability, identifying in particular what gaps exist, what is currently being done to fill them, and what further work is required. The Partnership held a workshop with key figures in the energy efficiency and skills & training sectors to (a) discuss the findings of the research, (b) consider the key recommendations in the report and (c) identify and agree options to address the key issues raised
2005-09-15 Home Energy Report Seminar – Report
Energy Performance Certificates within Home Information Packs became a mandatory part of the home selling process from 2007. The Partnership held a seminar on looking at how EPCs could be used to promote energy efficiency improvements by relevant players in the home purchase supply chain. The seminar aimed to develop a common understanding of the home purchase supply chain, particularly the key points of influence on the consumer before, during and after sale, and inform the development of a strategy for communicating messages about the EPC to key influencers in the supply chain. The seminar was attended by a variety of organisations including surveyors, mortgage lenders, estate agents, energy rating organisations, government, and representatives from the architecture and construction industries.
2005-11-03 Skills and Training Seminar Skills – Event Report
Following the Partnership research examining skills and issues affecting the delivery of energy efficiency, fuel poverty, and low-carbon buildings, and the intial seminar on March 2005, the Partnership held a further seminar to discuss how the issues should be taken forward. The aim of the seminar was to come to a joint solution of how skills and training should be addressed within the Partnership. The seminar was attended by representatives from each sector working group and delegates concluded that there are three possible ways forward
2005-12-06 Energy Efficiency in Education Seminars – Report
The Partnership's Education and Community Group of held a series of free workshops across the UK to disseminate the findings of research into the Home Energy Efficiency Education within the Formal and Informal Education Sectors. The research was carried out by CREATE and explored the role of energy efficiency education in delivering the Government's Energy White Paper targets. The seminars took place across the UK in Exeter, Cardiff, Leeds, Birmingham, London, and Glasgow between November 2005 and January 2006. The seminars provided delegates with an overview of the research, the key recommendations. They also looked at how local strategies for delivery of home energy efficiency education can be developed, and how delegate could best take forward the findings from the research and incorporate them into their own work programme to improve the delivery of home energy efficiency education in the formal and informal learning sectors.

The Private Rented Sector Sub Group held a seminar with HM Treasury on the EU Directive on Energy Performance in Buildings, short and long term fiscal incentives for energy efficiency in the PRS and how to market the incentives to the sector.

2005-06-15 Partnership Annual Conference
The Partnership Annual Conference 2005 focused delivering the government’s action plans for energy efficiency and fuel poverty, discussing the main policy tools including the new phase of the Energy Efficiency Commitment and Warm Front programmes, the Decent Homes Standard and changes to Building Regulations.
Two “visions of the future” were also presented:
Oxford University’s Brenda Boardman spoke on the high profile 40% House Report (looking at how homes can use 60% less energy in 2050)
Eddie Hyams, the new Chairman of the Energy Saving Trust, spoke about their recently launched Agenda for Change.

2005-10-18 Insulation Summit
The Partnership’s Insulation Strategy Group held this summit to:
(a) Help identify the options available to enable the energy suppliers and insulation industry to meet the challenging targets set under EEC2 and other schemes; and
(b) Identify and agree the various roles that individual organisations can play to help this process.
In order to achieve the most effective outcomes of the summit, a paper was commissioned in preparation for the event. The purpose of the paper was to establish the current and future states of the insulation industry under EEC and other relevant schemes and from this to identify the opportuni-ties and barriers to help achieve the Government’s carbon saving targets in home energy efficiency. The recommendations in the paper were then taken forward and discussed at the Insulation Summit.

2005-11-24 Green Paper on Energy Efficiency Briefing Event
The Partnership held a conference briefing on the EU Commission's Green Paper on Energy Efficiency on 24th November. Delegates at the event discussed several main themes of the Green Paper of most relevance to partners, including the implementation of the Energy Performance of Buildings Directive, White Certificates, and the Energy End-use and Energy Services Directives. A report of the event was submitted to Government to help inform the recent G8 negotiations on energy efficiency. The report has also been submitted to the EU Commission in response to the consultation on the Green Paper.

2006-03-21 Future Approaches to Energy Efficiency in the Household Sector
The Partnership and Defra hosted a two day Seminar on 21 and 22 March 2006 to engage a focused group of stakeholders in a proactive discussion of the key issues relating to meeting Government objectives for household energy efficiency, both via a further phase of the Energy Efficiency Commitment (April 2008 to March 2011) and also post-2011.

2006-06-26 Energy Efficiency Data Needs Workshop
The Partnership held a workshop in June 2006 looking at the data needs for key stakeholders in the household energy efficiency sector. The aim of the workshop was to compile the data needs, investigate models and assumptions used, identify gaps in current data, review the barriers to collection and integration of data, and to identify sources of funding and potential sponsorship for providing new data.

2006-07-27 Fuel Poverty Seminar
The Partnership’s Fuel Poverty Strategy Group, the only group with a remit across all four UK nations, held their Annual Seminar on 27 July 2006. Updates were provided on fuel poverty activity in England, Scotland, Wales and Northern Ireland. There was also an update on the results of the Governments Energy Review. Breakout sessions gave delegates the chance to discuss different aspects of the fight against fuel poverty, including new technologies that can be used in homes, marketing approaches to fuel poverty schemes, and community and local action. In addition, representatives from some of the Partnership sector working groups spoke about work on fuel poverty that their group are pursuing.

2007-03-27 White Goods Seminar
This seminar for supply chain stakeholders explored energy efficiency opportunities in the white goods sector and aimed to identify areas of collaborative work that could be taken forward through the Partnership, the Market Transformation Programme (MTP), the Energy Saving Trust (EST), trade associations and other players. Recommendations for future activity revolved around the following key themes:
The importance of keeping the policy pressure on;
The need to evolve the standards framework to engage and support new and emerging technologies;
Providing clarity for the consumer in the face of different ratings and labelling schemes; and
The need to loosen restrictions in order to enable advice providers, retailers and other channels to promote the most efficient products.

This stakeholder meeting hosted by CLG, Defra and EEPH focussed on the customer journey with the freshly launched Energy Performance Certificates (EPCs) and on further activity to motivate consumers. The Partnership's Annual Fuel Poverty seminar took place in Birmingham and was a well-attended event with representatives from a range of sectors. In the morning updates were given from England, Wales, Scotland and Northern Ireland and from Simon Roberts of CSE, Russell Hamblin-Boone from the ERA and by Catrin Maby of SWEA, one of the organisations to benefit from the Community Energy Efficiency Fund (CEEF). In the afternoon, delegates heard from Angela Mawle of the UKPHA and Simon Church of eaga on the links between health and fuel poverty. This was followed by a choice of breakout sessions on: the Housing Health and Safety Rating System (HHSRS); Energy Advice; Integration of grant schemes; The tensions between affordable warmth and climate change.

2008-11-14 Community Energy Saving Programme (CESP) Stakeholder Workshop
The Department of Energy and Climate Change (DECC) was due to launch a consultation on CESP towards the end of 2008 and the Energy Efficiency Partnership for Homes (EEPH) organised a workshop in conjunction with DECC, to discuss options for the efficient delivery of the programme. The CESP programme was announced as part of the Government's Home Energy Saving Programme, which aims, by 2020, for every household to be able to maximise its energy savings, whilst also investing in our future low carbon energy infrastructure.

2009-02-26 Developing energy efficiency advice provision in the UK and transforming attitudes and actions
EEPH held an event to look at the provision of energy and carbon saving advice. The event brought together practitioners, academics, policy makers from DECC and CLG. The day covered a review of the challenges of assigning a value to advice and identifying strategic options optimising the provision of advice. It also provided an opportunity to consider the relevant aspects of the Government’s proposals in their recently published consultation documents.

2009-05-07 HES Finance Seminar The Energy Efficiency Partnership for homes, in collaboration with the Department of Energy and Climate Change (DECC), organised a one-day workshop to explore potential financing mechanisms to support the government's Heat and Energy Saving Strategy (HES). 2010-03-19 RHI Consultation workshop
As part of the RHI consultation process, DECC convened a stakeholder workshop with EEPH to engage with key stakeholders on the implications of the RHI for the fuel poor and low income households. The objectives of the workshop were to: (a) identify and quantify the opportunities for enabling fuel poor and low income households to benefit from the proposed RHI, (b) identify potential solutions to capturing these opportunities and overcoming barriers, and (c) discuss the advantages and disadvantages of the proposed approach to energy efficiency measures in the RHI consultation.

2010-09-23 Microgeneration Strategy Pre-consultation workshops – Consolidated Report
EEPH held eight workshops around the key themes of the Government’s upcoming Microgeneration Strategy: Quality, Technologies, Skills, and Advice. Each group met twice during August and September 2010, and collaborated online in between the meetings. The discussions were merged into a final report which informed DECC’s drafting of the Microgeneration Strategy Consultation.

2010-10-04 Workshop on Existing Housing – Creating a Roadmap to 2050
EEPH together with the BIS Construction Sector IGT for Housing was working on the production of a road map outlining how technologies and markets can deliver energy efficiency and carbon savings in the existing housing stock by 2050. The road map will be based on information already available pertaining to energy and carbon savings in UK homes together with feedback from key industry and Government personnel. The Partnership facilitated a stakeholder workshop during the roadmap development process. A research report was produced which summarises relevant background evidence in the public domain relating to the UK housing stock and energy efficient measures. The first draft was provided to attendees of the workshop, and further refined following feedback after the workshop from stakeholders. The focus of the research is existing housing and a key basis for the research has been an analysis of the UK housing stock in terms of numbers, type of dwelling, age, and tenure. The research also assesses the penetration, trends and forecasts for a number of energy measures, and examines a number of key perspectives.

2011-01-12 Green Deal Advisor Development Workshop – Event Report
EEPH staged a workshop to explore the future role of the Green Deal Advisor. The workshop was at the request of DECC and DCLG to collect input on the potential role of the Green Deal Advisor from industry. The workshop was a recommendation of the Household Energy Efficiency Skills Project (2010).

2011-03-17 Workshop on Vulnerable and Low Income households – Event Report
The aim of this event was to understand how vulnerable and low income households might interact with the Green Deal (GD), including how they might be viewed by GD providers; and to identify ways of ensuring that they stand to benefit appropriately and proportionately from energy efficiency measures through the Green Deal and the new Energy Company Obligation (ECO). Topics discussed included access and eligibility, data availability, relation of GD and ECO, and a range of issues regarding effective delivery.
2011-07-15 Green Deal Warranties & Guarantees workshop This workshop and accompanying desk research intended to examine the possible approaches to ensuring customer protection under the Green Deal (GD) programme. The existing warranty, guarantee and service contract services would not necessarily cover the operational lifetime of all products eligible for GD, and/or may require regular servicing or inspections for continued cover across the lifetime of a measure, at potentially significant additional costs. There are also very few products which will guarantee the quality of installation over a long period. Consumer protection of both existing and future property occupants will be key to the continued success of GD. The challenge was how best to provide customers with assurance while not adding disproportionate costs to all Green Deal Plans.

Review and Strategy Formulation for Provision of Energy Saving Advice to Householders and Communities
This is a strategic review of the UK’s energy advice sector, which contains recommendations as to the role energy advice can play in helping to deliver the Government’s targets on carbon emissions and fuel poverty. The report was undertaken by ICF International and Linden Consulting on behalf of the Energy Efficiency Partnership for Homes’ Energy Advice Providers Group (EAPG). The EAPG brings together and represents the breadth of the energy advice sector, including specialist non-profit agencies, local authorities, home energy assessors and fuel suppliers. It was developed in collaboration with supply-chain players and government officials both in DECC and CLG.
The impact of Energy Performance Certificates on the Energy Advice Industry This project consisting of desk research and a stakeholder event aimed to review UK plans for the implementation of EPCs in owner-occupied housing, to assess the potential impact on the energy advice industry, and to provide guidance on how the energy advice industry can maximise the positive impact.

Impact of Rising Fuel Prices in Managed Housing
This research report has been prepared by ACE, CSE and Dr Richard Moore for the Managed Housing Strategy Group. The conclusions of this research were being presented and discussed at a meeting of policy makers being jointly hosted by the Partnership and the Eaga Partnership Charitable Trust on 19th March 2007.
The results were communicated alongside messages about the importance of tackling fuel poverty to housing managers directly. Similar research with data for Scotland and Wales is also available.

2006-03-17 Identifying and Quantifying the Prevalence of Hard-to-Treat Homes
This report was prepared by CSE on behalf of the Insulation Strategy Group and Hard-to-Treat Homes Sub Group. The report outlines the results of the data mapping and manipulation phase of research designed to assist the development of a strategy for hard-to-treat dwellings. The research builds on the report prepared by CSE last year for the Sub Group which looked at the prevalence and characteristics of non-traditional homes. It also builds on research that CSE has carried out for Eaga Charitable Trust to quantify rural fuel poverty, and as a result CSE has produced a complete data set and series of maps for HTT dwellings in England, which is available at ruralfuelpoverty.org.uk.

Pett Projects have been working closely with the EEPH Hard-to-Treat Homes group to put together a report that aims to provide guidance for how energy suppliers and others can tackle Hard-to-Treat homes using the Carbon Emissions Reduction Target (CERT) programme, stimulating the market for more costly measures such as heat pumps and insulation for solid walls.

Review of the delivery tools used to improve hard-to-treat homes (February 2010)
In this report, the Partnership has published the findings of a piece of research carried out by the Association for the Conservation of Energy (ACE) into the delivery of energy efficiency improvements into hard-to-treat homes. The report outlines a detailed raft of recommendations revolving around the

need to mainstream the more expensive measures that are used to treat hard-to-treat homes. The report also reveals the need to place more emphasis on insulation measures and urgently address the current situation in which the fuel poor living in hard-to-treat homes are paying for energy efficiency schemes but are not benefiting from the most appropriate improvements to their homes.
A Database of 72 case studies has been compiled alongside the report, providing an evidence base of different projects that have focussed measures on a range of typically hard-to-treat property types.

EEPH HHSRS Report – April 2008
This report contains the findings from research the Partnership commissioned into how the Housing Health and Safety Rating System (HHSRS) was being or could be used to help achieve carbon savings and a reduction in fuel poverty.
The research involved a literature review and a survey of environmental health managers and officers at authorities in England and Wales, as well as interviews with other relevant organisations such as the Chartered Institute of Environmental Health (CIEH) (which was conducting a parallel survey on implementation of HHSRS), LACORS, Ofgem and Eaga.

Prepared for the Energy Saving Trust and the EEPH Heating Strategy Group by Bruce Young and John Henderson at the Building Research Establishment (BRE), this list ranks a wide range of heating systems by carbon intensity and fuel cost. The systems modelled (using the Standard Assessment Procedure, SAP) include, amongst others, wood-burning stoves, a range of heat pumps, community (district) heating and different types of electric heating, with gas central heating used as a reference case.

Energy Performance Certificate Supply Chain Research
This research was carried out by Continental Research on behalf of the Partnership's Home Purchase and Finance Group. The research looked at consumer attitudes to participants in the home purchase supply chain, and the influence and credibility of each on the consumer, the key messages that would influence the supply chain and how they should best be delivered, and the levels of awareness and understanding about the EPC, the Home Condition Report and the Home Information Pack within the supply chain.

Green Mortgages
Several lenders have launched green mortgages, which help customers to access finance for sustainable energy improvements to their property. This follows an announcement from Chancellor Gordon Brown in the March 2007 budget (see point 7.68, page 182) encouraging the finance industry to open up new markets by creating special green mortgages and loans to help finance improvements in the energy rating of their customers' homes. (Also see article in the Observer of 25 March 2007)
The Partnership’s Home Purchase and Finance Group, who have taken a leading role in supporting the development of this market, are encouraging mortgage lenders to ensure that any new products fit with the definition the group have agreed of a green mortgage. The EEPH 1-page definition “What is a green mortgage?” particularly emphasises that: Green mortgage products must incentivise the householder to buy or to work towards a high energy performing home (i.e. a mortgage that offsets the home’s carbon emissions through a carbon offset scheme doesn’t count). The mortgage or loan must have a competitive rate (i.e. it can’t be an expensive product launched as a Public Relations “green wash” exercise). The Secretariat of the EEPH has published a report which puts together discussions from the seminar in November which brought together most of the mortgage industry. It also includes extensive wider information of use to lenders who are thinking of developing these products.

The UK market for green mortgages
The Partnership’s Home Purchase and Finance Group has published the first market review of green mortgages (home loans that offer favourable rates for energy efficiency improvements). The group commissioned a survey of 40 leading lenders to find out what is currently available and assess the future prospects for these products.

EESoP 3 / EEC Lighting Report
National Energy Services (NES) conducted a monitoring study for the Energy Saving Trust on the usage of Compact Fluorescent Lamps (CFLs) and the savings achieved. CFLs were a major measure distributed under the Energy Efficiency Standards of Performance phase 3 (EESoP 3) and the subsequent Energy Efficiency Commitment (EEC). The in-depth study used monitoring equipment and surveys to gather data on usage as well as social aspects regarding the adoption CFLs in households and the transition from GLS to CFL bulbs.

Local Authority Operational Group Response to Energy Review Consultation
This is a response to DTI’s Energy Review Consultation from members of the Local Authority Operation Group, suggesting a range of additional support mechanisms for local authorities in delivering their local carbon objectives, including setting performance targets, strengthening the planning framework, provide extra resources for building control.
As further towards meeting the government’s goals for ensuring that every home is adequately and affordably heated, the response also suggests improving the implementation of the Housing Health and Safety Rating System (HHSRS), completing and implementing the Homes Energy Conservation Act (HECA) review, clarifying regioinal and local roles, enhancing the Energy Efficiency Commitment (EEC), providing greater protection for those at risk of fuel poverty, and encouraging links between the health and housing sectors.

Tackling fuel poverty using the Housing Health and Safety Rating System
The Energy Efficiency Partnership for Homes (EEPH) commissioned research into how the Housing Health and Safety Rating System (HHSRS) is being or could be used to help achieve carbon savings and a reduction in fuel poverty. The research found widely diverging usage of the HHSRS, with many local authorities failing to fulfil their legal duties. Main barriers included Houses in Multiple Occupation (HMOs), lack of resources and confusion about how to assess Excess Cold and what measures to take to remove this category 1 hazard.

How can energy suppliers work with community organisations to improve the energy efficiency of existing homes?
This research was undertaken by the Sustainable Development Commission (SDC) for the Energy Efficiency Partnership for Homes (EEPH) Local Delivery Group. It defines what is meant by a community group and identifies the benefits of involving community groups in delivery. The report describes a number of barriers which hamper effective working between community groups and energy suppliers, and outlines how these barriers could be addressed. It demonstrates the need for improved approaches to local partnership working, where both parties have greater clarity on each other’s aims, objectives, remit, resources and timelines, and suggests working with intermediaries such as local authorities. A number of useful case studies are also presented. The report is part of a bigger project by the SDC on integrating energy efficiency with other neighbourhood infrastructure upgrades, entitled “The Future is Local: Empowering Communities to Improve their Neighbourhoods”.

Microgen Strategy Pre-Consultation Final Report
On 12th July 2010, the Government announced a consultation on a new Microgeneration Strategy for England, on what role microgeneration can play in decarbonising the way we heat our homes and businesses, reducing the UK’s CO₂ emissions and contributing to our target of sourcing 20% of all EU energy from renewables by 2020.
Rather than follow recent practice and produce a document on which interested parties can comment, DECC invited those with the greatest knowledge and expertise in the field to contribute to the development of a draft strategy, which will then be widely consulted on later this year. Four working groups were set up, facilitated by the Partnership, to look at the key policy areas:
Quality: ensure consumers have confidence that equipment and installation is reliable and adheres to the highest standards
Technology: examine how to improve products through more trialling of technologies new to the UK
Skills: develop the microgeneration supply chain to ensure it is properly equipped with the right people to meet the expected rise in demand, as well as creating and sustaining jobs in the UK
Advice: provide more accessible advice and information about microgeneration to homeowners, communities and small businesses.
Each group met twice during August and September 2010 to discuss the priority issues for their topic area and to develop options for how these could be overcome by government and industry.
This report is the principal output of this first phase of the consultation process. It sets out the industry’s vision for microgeneration and then recommends what both government and industry need to do to make the vision a reality.

Achieving the energy standard of level 3 of the Code for Sustainable Homes without recourse to renewable energy
A workshop was convened by the Partnership on 22nd August 2007 to discuss technical issues in relation to achieving a 25 per cent reduction in carbon dioxide emissions compared to Building Regulations, equivalent to the energy standard of level 3 of the Code for Sustainable Homes. This was attended by developer members as well as representatives from Government and other interested parties.
A key underlying theme was achieving the energy standard of level 3 without recourse to renewable technologies. Guidance from the Energy Saving Trust’s Energy Efficiency Best Practice in Housing programme indicates this can be done by focusing on building fabric issues such as air permeability.
Key recommendations include a review of the Standard Assessment Procedure (SAP) 2005; communicating the zero carbon homes agenda more effectively; funding research; developing skills; and developing an overall delivery plan.
The findings from the workshop plus desk research are collated in this report prepared by Impetus Consulting for the Partnership’s New Build Group.

Private Landlords Research
This research explored this sector’s motivations and information needs, in light of recent legislative changes, in order to inform the development of support and communication activities to motivate investment in improving rented properties’ energy efficiency. It draws comparisons with similar areas to a benchmark – the Energy Saving Trust’s 2005 Landlords’ Attitudes survey – such as the sample profile, usage of and motivations to install energy efficiency measures, attitudes to energy efficiency and awareness of legislation. It also makes reference to EEPH’s 2008 tenants’ attitudes study, drawing comparisons between landlords’ and tenants’ attitudes with a view to influencing landlords to take action on energy efficiency in their rented properties.

The future financing of energy efficiency and low carbon retrofit in social housing
This paper assesses the strategic implications of the various policies and initiatives in relation to the social housing sector and sets out options for improving the financing of low carbon retrofit. It has been produced by the Energy Efficiency Partnership for Homes’ Social Housing Finance and Strategy Taskgroup and contains the informed views of key social housing organisations from across the sector. It was prepared in close dialogue with officials responsible for setting the framework within which the sector operates from CLG, DECC, and the Homes and Communities Agency.

New Finance Mechanisms for housing
The study, commissioned by the EEPH Social Housing Group, demonstrates how it could be financially viable to deliver emission reductions of 30% by 2020, 50% by 2030 and 80% by 2050 against a 2013 baseline. This would be through a comprehensive refurbishment package that includes various energy efficiency measures such as double glazing and heating controls; and selected low carbon technologies such as heat pumps. Further cost-effective savings can be delivered through additional electrical microgeneration such as solar PV. The analysis demonstrates there are three different investment types – renewable electricity, low carbon heat and energy efficiency measures – with different risk profiles, optimum investment lengths and return potential. Together they can deliver significant, cost effective refurbishment projects across the housing stock.

Funding Retrofit via European Investment Bank
This work was commissioned jointly by the EEPH Social Housing Group and the National Housing Federation (NHF). It examines the potential for accessing funding from the European Investment Bank (EIB) to support low carbon refurbishment of social housing. In particular, it examines the immediate opportunities for using EIB funds to invest in solar photovoltaic installations so that registered providers (housing associations) can benefit directly from revenues associated with the Feed-in Tariff.
One of the aims of this work was to begin to understand how retrofit models in social housing can develop supply chain capacities for wider roll out. The report is a useful reference point for future analysis. The underlying modelling and stakeholder engagement has catalysed the potential development of sector-wide EIB investment.

Compliance with Part L1 of the 2002 Building Regulations: an investigation on the reasons for poor compliance
This report, prepared by Future Energy Solutions on behalf of the Partnership's Chairman’s Advisory Group, sets out the findings of interviews carried out with Building Control Officers aimed at determining the reasons for non-compliance with Part L1 of the Building Regulations 2002. The report also provides recommendations and pointers on possible approaches that could be adopted to improve the current non-compliance within the construction industry.
The survey included questions concerning the impending revised building regulations of April 2006. This aspect of the research was premature as the regulations had yet to be published. The Partnership did further research into the introduction of these regulations – see final EEPH/CLG report published May 2009 (below).

EEPH/CLG Research into Compliance with Part L of the Building Regulations for New Homes
This report presents results and findings of the joint EEPH and CLG project to study the levels of compliance with Part L of the Building Regulations. Specifically, it presents the results from a study of compliance for new dwellings built since April 2006 in accordance with Approved Document L1A (2006). The results for the full sample for the 2nd Phase of the project are presented.
