EU support to cities achieving system transition for 2030 through two new ideas:1. Climate City Contract
- contract between the Mayor and an EU Commissioner- commitments from the Mayor on climate transition- commitments from the EU to support the City with innovation and funding- give citizens/civil society an active role, new platforms and resources to act
2. Financial support- replacing a fragmented system – from R&I funding to investment- all EU programs should include a ”window” for cities with climate neutral strategies for 2030
