CONSTITUTIONAL REFORMCONSTITUTIONAL REFORM The democratization process in Indonesia, although
triggered by the 1997/1998 economic crisis, has gonethrough a relatively peaceful process to reform theconstitution.
Among the amendments to the Constitution several
stand out as most significant: the direct election of the President (and Vice-President),
stronger checks and balances mechanism among thevarious branches of states
the power of the executive has been restrained and thepower of the parliament has been very much increased
the establishment of a two houses in the legislative 20% of budget for education

CONSTITUTION : Article 22 D
(amended in 2001)
(1) DPD may provide bills to be submitted to DPR(2) DPD involve on the legislation.
(In the subjects of : regional autonomy, national-regionalrelationship, formation ,expansion, merge and abolish of theregions, management on natural resources and othereconomic resources )
(3) DPD has to advice DPR in the preparation for a bill tobecome law on the subject of state budget, taxes, educationand religion affairs.
(4) DPD has to recommend to DPR on the election of SupremeAudit Board Member made by DPR
(5) DPD has a duty and an authority to oversight on theimplementation of the law and submit their findings to DPR.As well as to advice DPR on the results of the audit of statesfinances made by Supreme Audit Board.

AN OVERVIEW OF DPD MEMBER The candidates in the election of DPD are individuals
To become a candidate one has to collect the signaturesof a minimum number of eligible voters, the numberdepending on the number of voters in each province.
A candidate for the DPD may not have served as boardmember of any political party for four years prior tobecoming a candidate
DPD members were elected for the first time during the GeneralElection of 2004
Every province is represented by 4 members, regardless of thepopulation size of the province
The total number of DPD member is now 128
The actual votes for member of DPD on the basis of GeneralElection on 2004 is 1,955,025 at the highest (in the province ofEast Java) and 36,392 at the lowest (for the province of BangkaBelitung )
The official term for DPD members is 5 years
