The D2D Vision

D2D Technical Highlights
• D2D schema inherits the National Information Exchange Model (NIEM) core schema to satisfy VA reuse policies for standard compliance and reusability
• Simple Object Access Protocol (SOAP) web services is the communications mechanism to operate between the Accredited Partner system and the VLER Gateway
• VLER Gateway is currently operational for other VA products (i.e., Disability Benefit Questionnaires (DBQs))
• Web Services to integrate to VBMS to ingest D2D data and attachments• Work to do:
– Build the D2D Orchestration service to manage the receipt, ingestion, and confirmation of form data and attachments received from Accredited Partners

Onboard Accredited Partners

The Onboarding process includes the following activities:
– Security setup such as firewall configuration and access
– Testing server to server connectivity
– End-to-end testing
– Education and training in the D2D service
– Agreements and certifications - ensure MOU and DTA are executed prior to onboarding

Accredited Partner Deployment Lead (APDL)
• One Accredited Partner Deployment Lead (APDL) appointed per organization• The APDL appointed by the Accredited Partner will be VA’s primary point of contact (POC) for
all subsidiaries of that organization during the development, implementation, and operations of D2D
• Key Responsibilities:– Serve as claims management system(s) subject matter expert (SME) for the organization– Serve as a D2D champion – Serve as primary POC for D2D Operations Group – Evaluate Accredited Partner site readiness– Collect and submit feedback to D2D Operations Group to help improve the D2D service– Serve as an onsite resource during deployment– Liaise with D2D Operations Group to understand system issues, new releases, and planned

DRAFT D2D Informational Materials
The following draft materials are located on the VAi2 website under the D2D Initiative header:•D2D Executive Summary – provides a descriptive overview of the D2D Initiative, as well as the business and system requirements for the VA information technology teams to build out the technical components that will transmit data to the respective VA systems•D2D Data Transfer Agreement (DTA) – specifies the technical and security requirements of the interconnection and is required to authorize a claims management system to interface with D2D. Also plan to require a Memorandum of Understanding (MOU) that captures the business relationship guidelines for D2D•D2D Interface Control Document (ICD) – describes the software interface between external Accredited Partner claims management systems and the internal D2D Electronic VA Form Ingestion service. It describes the operations (or transaction types), data transfers, and communication methods of the service interface supported by the D2D Electronic Form Ingestion application. It includes the following:
– Sequencing Diagrams – illustrates the D2D process flow for sending, receiving, and processing electronic submissions of VA Forms and attachments
– Web Service Definition Language (WSDL) Specification – describe the operations exposed by the D2D web service
