What is Bottom-Up Budgeting?
BUB is a budgeting process where LGUs, in partnership with CSOs, formulate their Local Poverty Reduction Action Plan (LPRAP) and come up with a list of priority projects that will be included for funding by the participating NGAs.
What is Bottom-Up Budgeting?
In general, it aims to further improve governance by making it more responsive, participatory, transparent and accountable.

What is BUB capacity building program for CSOs?
• In 2014, 134 LGUs proposed for capacity building projects in their Local poverty reduction action plan (LPRAP)
• Due to the technical requirements and program design, LGA is tasked to implement and suggest a strategy to implement the requested capacity building projects under BUB (JMC no. 6 section 4.5.7, 2015)
• Initially, the BUB capacity building program for CSOs aims to support the implementation of BUB capacity building projects in 134 LGUs
• Later on, expanded and evolved into an initiative that aims to develop capacity building program for CSOs (including those LGUs without proposed BUB capacity building projects)

Why develop training modules for CSOs?
This initiative offers learing courses for CSOs to improve their institutional and individual capacities to effectively participate in local governance. The training modules are designed for CSOs (preferably those that participate in LPRAT process/ LPRAT members). It also intend to help DILG officers (LGRC citizen engagement platform, LGOOs) and Community mobilizers to provide capacity building support (thru coaching, technical assistance) to local CSOs. Overall, the modules aim to empower CSOs to actively participate in governance.
Some principles considered in the development of modules
The module/s should clearly explain the purpose and objectives. It should provide clear framework on how to achieve targets and develop expected outputs and results. Sessions should include discussions on relevant existing local government systems and process, and approaches to integrate CSO participation. Modules should be designed using adult-learning principle which provides holistic, experiential and reflective approach to learning. Learning exercises should encourage collaborative learning environment approach to allow participants to work together, share information, ideas and experiences.
Module on Participatory Governance
Description Provides basic concepts and principles of participatory governance and roles of CSOs
Objectives* To equip civil society organizations especially community-based organizations with practical knowledge and skills in participatory governance that can be useful for their constructive engagement with government.
