Brief History of the Organization:
P.D. 461 dated May 1974 created the Department of Agriculture and Natural Resources (DANR);
In 1978, the DANR became the Ministry of Natural Resources (MNR);
E.O. No. 967 of 1984 transferred the management of fisheries sector from the MNR to the Ministry of Agriculture through the BFAR;
E.O. No. 131 of January 1987 created the Department of Energy, Environment and Natural Resources (DENR);
E.O. No. 192 of June 1987 reorganized the present Department of Environment and Natural Resources (DENR)
Official Mandate
The Department of Environment and Natural Resources (DENR) is the primary government agency responsible for
the sustainable development of the country’s environment and natural resources.
Goals and Objectives
Sustainable development of the ecologically critical uplands;
Protection of the remaining natural
forests;
Rehabilitation of denuded and
marginal areas;
Sustainable management and optimal utilization of land resources;
Intensification of mineral
exploration and development;
Promotion of social equity and
people’s participation in environmental

Implementation of community-
based forest management
programs;

disposable (A&D) lands;

Mission
To promote the well being of the Filipino through sustainable development of forest resources; optimal utilization of lands and minerals; social equity and efficiency in resource use; and effective environmental management.

FOREST MANAGEMENT SERVICE (FMS)
• Formulates and recommends policies and/or programs for the effective protection, development, occupancy, management and conservation of forest lands and watersheds.

LAND MANAGEMENT SERVICE (LMS)
• Formulates and recommends policies and programs for the efficient and effective administration, survey, management and disposition of A & D lands of the public domain and other lands outside the responsibility of other government agencies.

FunctionsPROTECTED AREAS, WILDLIFE AND COASTAL ZONE MANAGEMENT SERVICES (PAWCSMZ)
• Formulates and recommends policies, guidelines, rules and regulations for the establishment and management of national parks, wildlife sanctuaries and refuges, marine parks and biospheric reserves; preservation of biological diversity, genetic resources, and the endangered Philippine flora and fauna.

1.REQUIRED ENR POLICIES, PLANS, INFORMATION AND PERTINENT ADVOCACY SERVICES INITIATED, GENERATED AND COORDINATED
Refer to information and advocacy services which are particularly aimed at instituting understanding and appreciation for the environment by the general public.

2. ECOSYSTEMS PROTECTED, ENHANCED AND DEGRADED ONES REHABILITATED.
Relates to the rehabilitation of degraded ecosystem ( forests, watersheds, coastal waters, mangroves, etc.) through structural, vegetative and other pertinent measures.

3. RESOURCE USE AND ACCESS MANAGED WITHIN THE FRAMEWORK OF SUSTAINABLE DEVELOPMENT AND EQUITY CONSIDERATIONS
These services are related to natural resource utilization and access. Involves placing under relevant and regulatory instruments on natural resources.

4. ENR LAWS AND PERTINENT RULES AND REGULATIONS TRICTLY ENFORCED AND COMPLIANCE REGULARLY MONITORED IN COORDINATION WITH PERTINENT LAW ENFORCEMENT AUTHORITIES AND DEVELOPING AGENCIES
Relates to DENR’s exercise of its police powers in exercising ENR laws, rules and regulations in coordination with other law enforcement and regulatory agencies. It covers monitoring services to prevent occurrence of environmental hazards/disasters and undue exploitation of the natural resources.

5. ENVIRONMENTAL-FRIENDLY RESOURCE PRODUCTION AND UTILIZATION TECHNOLOGIES DEVELOPED, DISSEMINATED AND PROMOTED
These services are provided to the various sectors of the society as a result of the research activities in developing, disseminating and promoting technologies and approaches that are consistent with the principles of ecology and sustainable development.
