successor of a consulting engineering practice established in 1965. Our company has more
than 45 years of experience in the Engineering, Procurement and Construction
Management (EPCM) of petrochemical, civil and structural projects.

IPES Performance Technologies (“IPES”) -
Electrical and Control & Instrumentation
IPES provides professional engineering services in the electrical and
control & instrumentation field. Their design services include
pressure instrumentation, temperature instrumentation, orifice plate
flow calculations, valve sizing and calculations, supervisory control
and data acquisition systems, radio based telemetry networks,
satellite based remote monitoring solutions, fibre-optic
communication systems and networks, emergency generators and UPS’s.
IPES has been involved with various control and Instrumentation installations in
South Africa. The responsibility of IPES included SCADA basic design, distributed
control system topology and design, radio frequency propagation analysis,
hazardous area classification, flow calculations, intrinsic safe calculation sheets,
loop drawings and diagrams, human machine interface definition and
reliability and availability calculations.
Corrosion & Technology Consultants (“CTC”) –
Cathodic Protection
CTC consults in the fields of Cathodic Protection, Pipeline Integrity
Management and Coating Consultancy. CTC’s services include Soil
Corrositivity Surveys, Stray Current Surveys, Current Drainage Surveys, DCVG
and Pipeline Current Mapping (PCM) Surveys. In addition to the field work, are all aspects
relating to the Conceptual and Final Design, Mathematical Modelling of CP Systems, the
Preparation, Issuing and Adjudication of Cathodic Protection and Pipeline Protective Coating
System Tender documents. The Project Management and/or the Inspection of Cathodic
Protection Installations and Protective Coating applications.
AAM Geomatics (Pty) Ltd – Land Survey
AAM Geomatics provides land surveying services for the route selection, profiling, setting out
and as-built of pipelines, power lines, roads, sewer lines and railway lines. AAM also execute
bathymetric surveys and the full spectrum of GIS services including data capture, consulting,
training of personnel, setting up of GIS systems.

Description:
Procurement and Construction
management services as part of the
ROMPCO Loop Line Phase 2 project
VGI’s Scope: Review and the completion of the Detail Engineering for new loop line between
the Scraper station-1 (STS-1) and Scraper station-2 (STS-2). The tie-ins, cathodic protection
(CP), pig launching and pig receiving stations where included in the scope.
Procurement of some of the long lead materials (valves, fittings, flanges, etc.)
Construction management of the installation of the new 26” steel pipeline. Establishment of
a temporary self-sustaining camp for 80 people as well as the specification and management
of the construction of a 600 people permanent camp for construction. VGI assisted the Client
with the commissioning of the pipeline as well as the baseline pigging.

Engineering services for the upgrade of the existing Jet A1 fuel pipeline to the apron,

Replacement of 7 Transfer Pipelines for SAPREFF, South Africa (LPG,
Diesel, AVGAS etc.)
(WBHO)
Description:
The project entailed the design and
construction of a 6 inch and an 8 inch
pipeline, with lengths of approximately
1500 m and 650 m respectively. The oil
pipeline transports product at 150 ᵒC. The
other pipeline transports LPG. The project
also included aboveground pipelines with
expansion loops and new pipe bridges
and 7 underground pipelines located in
the same servitude as the existing 7
pipelines which remained in operation
during construction. Existing structures
such as pipe bridges had to be re-
enforced and re-habilitated.
VGI’s Scope:
VGI was the responsible Engineering Consultancy for the detailed civil, structural and
mechanical design of the underground replacement lines for WBHO.

Gas Pipeline for Standard Bank Rosebank Office Development, South
Africa
(WBHO)
Description:
Design and supervision of the gas supply
pipeline to the new offices for Standard
Bank in Rosebank. The gas is used for
generating power with gas-powered
trigeneration plants, as well as access
gas during off peaks to heat water with
gas-powered boilers.
VGI’s Scope:
VGI Consulting was responsible for the design of the supply line from the Egoli Gas
supply point next to Craddock Avenue down to basement level -5 of the building
where the gas-powered trigeneration plants and boilers warehouse are situated.
The pipeline was designed and modelled in Plant 3D to determine that the pipe will fit
into the service corridor provided by the Architect, which house several services for the
building as well as HVAC.

Convert the Egoli gas network (Johannesburg gas network) from hydrogen rich gas
to natural gas. The gas network consists of 15000 clients.
VGI’s Scope:
Scope included the engineering of different conversion scenarios by choosing the best
possible supply points and quantity thereof using gas network simulation software.
Design of different, workable phases subdivided into 41 different workable sectors to
be converted within 41 weeks. Prepare conversion plan indicating the exact steps to
be followed throughout the conversion. Preparing drawings to be used, in conjunction
with the conversion plan, indicating all required valves.

Detail Engineering, Procurement and Construction Management for the
MSP KP92 Sinkhole Project
(Sasol Group Technology)
VGI’s Scope:
Due to shallow undermining, sinkholes started forming underneath the 660 mm MSP
gas pipeline from Temane (Mozambique) to Secunda (South Africa). VGI designed a
methodology to fill the contours underneath the pipe in the mine without taking the
pipeline out of service.

Engineering, Procurement and Construction Management for the SWM
Matla Deviation Project
(Sasol Group Technology)
VGI’s Scope:
After the construction of the 400 mm SWM gas pipeline from Secunda to Middelburg,
it became apparent that a section of the pipeline is on undermined areas showing
early signs of subsidence. A temporary bypass was built in the event of a failure of the
main pipeline. This however, rendered the main pipeline unpiggable and in any event
the bypass could never be used for any length of time. VGI was appointed to design
a solution that will make the mainline piggable again and safe against subsidence.

Pretoria West Burning Fuels Depot Firefighting

Description:
Included in the scope for refurbishing the old fuels depot (see section on tanks) to a
burning fuels depot meant that the entire firefighting system needed to be redesigned to
meet new code requirements and specifications.
This lead to the replacement of the firefighting pump stations, foam proportioners and
most of the supply piping. It also required the refurbishing of the steel water reservoir
including the replacement of the roof.

Alrode Depot Firefighting System

Description:
As part of the larger complete depot project (previously mentioned in section on depots)
the total firefighting system was included.
This system consisted of a 2,6 megaliter concrete reservoir feeding water to the pump station
consisting of 2 electrical and 2 diesel pumps, each able to deliver 890 m3/h at a head of 121
meter. The pump station delivers cooling water to the main product tanks, 6 additional
tanks, pump stations, vapour recovery unit, loading bays and the foam generative system.
The firefighting system also include early warning devices connected to the ESD system.

Ericsson contracted with MTN to install several hundred new high mast towers and rooftop
installations in several areas in South Africa. Ericsson appointed VGI to assist them with the
site engineering and construction monitoring of approximately 330 sites up to end 2016.
VGI’s scope included the geotechnical survey, site survey, construction drawings, site
supervision and final approval of the erection of the towers.
It appears that new sites will be added to the VGI scope early in 2017.

WATER RETICULATION NETWORKS
Upgrade Water Network Mashimong & Moriting, Tembisa.
This project is in Tembisa and involves the design and construction of a 900 m long 250
mm Ø uPVC water pipeline. This project forms part of the water network upgraded in
Tembisa.
SEWER RETICULATION NETWORKS
Sali-Zuma Relief Sewer Pipeline.
The project is in the Sali & Zuma areas of Katlehong. The purpose of the project was to
reroute the outfall sewer from Alberton and to eliminate the pump station previously
used. VGI Consulting was appointed to design and monitor the construction of the
pipeline. The project consisted of the following: 470 m long 150 mm Ø clay pipes, 50
m long 300 mm Ø clay pipes, 2 750 m 400 mm Ø clay pipes and 500 m long 500 mm
Ø clay pipes.
All of the above projects were awarded to Emerging Contractors. VGI Consulting was
actively involved in training the Contractors in matters related to construction
management. VGI Consulting assisted the Contractors with the compiling of their
payments certificates and construction programs.
Replacement of a Portion of the Existing Bulk Outfall Sewer, Germiston, Phase 1
& 2. The existing outfall sewer line reached its design capacity and design life. Due to this
reason the Ekurhuleni Metropolitan Municipality started to upgrade the existing sewer
line. VGI Consulting was appointed to design and monitor construction of 1 300 m of
the sewer line that had to be replaced. The new sewer line varied in size between a
600 mm and 750 mm Ø concrete pipe.

VGI is an ISO 9001:2008 registered company. Quality control during the design
phase of a project includes the following key steps:
A senior member of VGI management is responsible for each
project executed by VGI.
At the outset of each project a design bases is drawn up and signed
off by the client to ensure the correct design parameters are used
as well as the correct design codes.
All designs are checked and signed off by a professional engineer.
All reports, designs and final deliverables are checked and signed
off by a senior engineer before the reports are submitted to the
client.
The design team attends the HAZOP and PDA meetings to ensure
that the changes are fully understood by all disciplines.
Regular design reviews by the responsible professional engineer
and VGI peers are held.
A detailed drawing checklist are used to ensure the correctness of
drawings.
Quality control during the execution phase
A senior member of VGI management is responsible for each
project executed by VGI
The specifications applicable to the project is worked through with
the site supervision team by the senior professional engineer
responsible for the project.
Daily construction checklists are completed by the supervision
team
Regular audits are carried out by the responsible professional
engineer as well as senior management on site to ensure that the
required quality is achieved during the construction phase and that
all specifications are adhered to.
Non Conformance Records and Corrective Action Requests are
used to manage the quality on site.

SAFETY HEALTH AND ENVIRONMENT DURING THE
EXECUTION PHASE

VGI has a 5 star IRCA rating. Health and Safety management during the
execution phase of a project includes the following key steps:
VGI carries out a risk assessment at the end of detailed engineering
to identify any project specific risks which the construction
contractor needs to adhere to.
This risk assessment is included, with the client SHERQ specifications,
in the Works Information of the construction contractor’s contract.
After the award of the construction contract, VGI carries out a
detailed risk assessment with the construction contractor to identify
all risks associated with this contract.
The construction contractor compiles his SHE plan to address all the
risks identified during the risk meeting.
The SHE plan is submitted to VGI for approval.
After approval from VGI, the SHE file is submitted to the client for
final sign off before the site I handed over to the contractor.
Regular site audits are carried out by the VGI safety officer to ensure
that the construction contractor adheres to his SHE plan and all
regulations and laws.
ENVIRONMENTAL MANAGEMENT DURING THE
PROJECT
VGI supports the Environmental Consultant to obtain a record of
assessment.
Both the record of assessment and the Environmental Management
Plan is included in the works information of the construction
contractor.
The site supervision team enforces the requirements from the
Record of Assessment and the Environmental Management Plan.

All findings are corrected by the construction contractor and
signed off by the VGI Supervision team.

PROCUREMENT & CONTRACTING
VGI has extensive experience in the procurement of materials and
equipment, in particular long lead items, for and on behalf of its
clients. VGI also contracts on behalf of its clients.
From July 2010 until recently, VGI has placed 125 material and
equipment orders for its clients to a total value of R 350 million.
During the same period, VGI has placed 30 contracts to a total
value of R 1.6 billion.
VGI’s responsibilities includes the following for purchase orders:
• design and compilation of the technical scope of supply;
• the tender activities;
• expediting;
• change control and management;
• certification of payment and;
• close-out of the orders.
VGI’s technical team is closely involved in ensuring compliance of
the materials and equipment with the technical requirements. For
this purpose supplier drawings and designs undergo an approval
process and in some instances, factory acceptance tests are

conducted at the supplier’s premises. Pre-manufacturing meetings
are held for complex mechanical equipment. VGI’s technical team
also inspects materials and equipment prior to delivery to site.
VGI utilises the NEC3 suit of contracts in most instances when
contracting on behalf of its clients. VGI’s commercial and project
management team receives advanced traning in the use of the
NEC3. Most recent training includes training in terms of the
programme and compensation events, and the adjudication
process.
VGI’s responsibilities includes the following for contracts:
• design and compilation of the Works and Site Information;
• the tender activities;
• contract execution management;
• change control and management;
• certification of payment and;
• close-out of the contracts.
VGI’s technical team has extensive knowledge in terms of the roles
of the Parties, the Supervisor and the Project Manager. This
knowledge ensures that cost and time is monitored closely.
