The two members are qualifi ed and Professional Quantity Surveyors, registered with the South African Council for the Quantity Surveying Pro-fession and also members of the Association of South African Quantity Surveyors. The corporation constitutes 67% HDI sharehold-ing which is an empowerment benchmark and, has apart from its good track record and reputa-tion, a combination of expertise in various aspects of Quantity Surveying and Project Management, thus enabling it to have more depth and breadth. This partnership represents the gathering togeth-er of resources, expertise and services to create a truly indigeneous powerhouse of Quantity Sur-veying and Project Management.
DPV is owned by two successful members, one being a non-HDI and one a HDI, with a combined experience of over 40 years in the building and construction industry.
The BBBEE status of DPV Quantity Surveyors and Project Managers is Level 2 Contributor (125%).

Our Mission is “to meet the needs of the project benefi ciaries through service excel-lence and sustainable development”.
Our Vision is to secure mutual benefi cial part-nerships with the Government Departments, Local Governments, Parastatals, NGO’s and the Private Sector seeking to increase partici-pation and have a strategic input in the devel-opment and economic growth of this country.
Our Philosophy “We strive to deliver high standards of professional services to satisfy all our clients and exceed our client’s expecta-tions and requirements”.
RESOURCES, CAPACITY & SYNERGY
The practice consists of three offi ces – East Lon-don, Kokstad and Durban – which serve the East-ern Cape and Kwa Zulu-Natal Provinces.
The East London offi ce was established in 1999 and in January 2000 the Kokstad offi ce was es-tablished with the main reason being to give a better service in that area at minimal cost due to the fact that service providers that serve the region always came from far away which proved to be very costly to the client. The Durban offi ce was established in March 2004.

A dominant wave of new technology and glo-balisation is sweeping the world. DPV is well-equipped to provide solutions for development in the face of changing business and development challenges. The offi ces are fully computerised (Microsoft Project, Microsoft Offi ce, Win QS) and we have the latest equipment to improve service delivery (Digital Cameras, GPS’s, iPads, Digital Notebooks, Measuring Wheels, etc.). Resources include SUV 4x4’s and single cab vehicles to en-able a professional service to be provided any-where in the two provinces we are represented in (EC and KZN).
DPV continues to work with all government de-partments provincially and nationally, munici-palities, local and district, parastatals, NGO’s, and private sector organisations. DPV has handled projects and programmes running into millions of rands, some completed and some still continuing.

The key professional and senior technical personnel at DPV are as follows:
Sakhumzi Diko Established DPV in 1999
Sakhumzi has gathered practical experience in Quantity Surveying after extensive spells of work in the Eastern Cape. For more than 15 years he has been involved with various
programmes in Health, Education, Public Works and Private Sector projects in and around the Eastern Cape. Sakhumzi has been a member of DPV since its establishment in 1999. He is a corporate member of SABTACO and a member of NAFCOC and holds a National Diploma in Building, a Bachelor of Technology degree in Quantity Surveying and a Post Graduate Diploma in Business Administration (PDBA) from UCT. He is also a member of the Association of South African Quantity Surveyors (Reg. No 4182) and is registered as a Professional Quantity Surveyor with the Council for South
African Quantity Surveyors (Reg. No 3032) and is also an accredited mentor for Emerging Contractors with the University of the Free State. His interest is a 67% shareholding in the close corporation and is a Managing Member.
Johann van der Merwe | East London Offi ce Established DPV in 1999
Johann has 30 years experience as a Quantity Surveyor and Project Manager covering the full spectrum of government buildings, infrastructure and development work at Depart-
ment of Public Works, Bhisho. The last four years in Government was as Director of Maintenance, responsible for all Provincial buildings. He has been a member of DPV since its establishment 13 years ago. He holds B.Building degree and B.Sc Quantity Surveying degree and is a Registered Quantity Surveyor and is also a Qualifi ed Mentor for emerging con-struction industry contractors. Johann is a member of the Association of South African Quantity Surveyors (Reg. No 1915) and of the Council of SA Quantity Sur-veyors (Reg. No 1617). His interest is a 33% shareholding in the close corporation.

EMPLOYMENT EQUITY
Employment Equity PlanDPV promotes access for previously disadvan-taged individuals and groups to the Quantity Sur-veying Industry. DPV proudly subscribes to the South African Black Technical and Allied Careers Organisation (SABTACO). At the moment eight technical staff employed are mainly from previ-ously disadvantaged backgrounds. The practice is also registered as a member of the South Afri-can Black Technical and Allied Careers Organisa-tion (SABTACO).
Current Profi le of Work forceTen of the 16 persons (63%) working at DPV are from historically disadvantaged backgrounds. Women number fi ve of the 16 persons (32%).
Skills Development Plan and AchievementsStudents and graduates are taken into the cor-
poration to obtain experience and receive men-torship to enable them to complete their studies. Staff members have attended WIN QS and com-puter training courses.
A number of DPV’s ex-employees are now em-ployed in senior professional positions in other organisations and Departments.
