General guidance: • The City is currently using the Zoom platform. For best performance, download the Zoom
app and test the settings and your network connection in advance. • You may use a smartphone, tablet, desktop PC, a laptop and/or a telephone. Calling in to
the meeting only is not recommended, as you will not be able to see meeting participants or presentations. If you plan to only use the phone, listen carefully in case you are called on.
• Prior to the meeting: o Have the meeting invitation link / phone number and any advance materials
provided to you available and ready for use. o Join the meeting using only one device to reduce feedback issues. If possible, use a

Public Works Director Blake Boyles said that he and Chair Nunnenkamp met with Ben from Wildwood Playgrounds this afternoon at Jessie Mays to discuss what we

are looking for with regards to the existing play area as well as looking at possibly adding a covered area and more play equipment while still leaving space for the Garlic Festival vendors/booths/events. Wildwood will bring back reworked renderings to the April Parks & Rec Board meeting.
* Outdoor restroom at Jessie Mays
Boyles has received three quotes for the outdoor restrooms at Jessie Mays. There will be two unisex bathrooms with each having a toilet, sink and baby changing area. There will be a maintenance room on the back side of the building accessible from the outside where the electrical panels, breakers and meters that are now on the street will be moved to. All three quotes are in the $100,000 range. The funds for this will come from the Parks & Rec 2019-20 Budget of $180,000. The $80,000 will then roll over to the 2020-21 Budget with additional funds budgeted. Chair Nunnenkamp stressed that we are not losing any of the funding that was planned for this year's play equipment purchases, those items will be pushed to next year and the 2020-21 budget funds. Questions and discussion.
* Veterans Park
Boyles updated on the Veteran's Park project. He has a meeting with the project engineers every two weeks. The 100' tall flag pole has been ordered and will take 3-4 months to be fabricated. This height pole is rated at 135 mph winds which means we will not have to buy two different sizes of flags (summer and winter). With the taller pole, one large flag can be flown year round. Boyles said it was recommended that the City purchase two flags 50'x30' and rotate them and we could get 5-7 years out of each flag. The flags will be nylon. Boyles said they are looking at trying to avoid the need for a storm water retention area by going with a pervious material in the parking lot for drainage. Boyles is working with the five branches of the military to get permission for use of their emblems at the site. The city is also requesting a piece of decommissioned equipment (like a howitzer or a tank) from the Army Donations Program. This requires a Resolution from the City Council, as well as the city agreeing to the guidelines set forth by the Army Donations Program. Boyles said he has talked to the North Plains Postmaster and has contacted the Postmaster General about getting a 'retired' mailbox that would be placed at the Veterans Park and used for U.S. Flag disposal. Questions and discussion.
Vice-Chair Orgill asked when the new play structure will go in at LaMordden Park. Boyles said the structure is now in Portland and they are working on scheduling the installation within the next month or so.
Boyles said the concrete work on the Ghost Creek Trail is completed and the railings will be fabricated shortly. Permitting has been approved by Clean Water Services so the contractor will be back to work in about two weeks.
* Concerts in the Park - Summer 2020
Board member Patti Burns said that the sub-committee met last week and have selected the dates for the summer concerts. The next step is contacting bands to see about availability. They plan on having music at the Ice Cream Social the first

week of June, and also having a concert in the park towards the end of June. Questions and discussion ensued.
* FY2020/2021 Budget for Parks and Recreation
Chair Nunnenkamp explained that of the $180,000 in this year's budget, $100,000 of that will be used for the new restrooms at Jessie Mays. This project will probably begin in the fall after the Garlic Festival has been held. The $80,000 will roll over to next year's budget to be added with the approved budget amount for 2020-21 and that money will be used for the improvements at Jessie Mays, including new play equipment, a possible covered area, and resurfacing/reconfiguring the courts. Chair Nunnenkamp said he will probably be asking for $220,000 for the coming budget year.
Vice-Chair Orgill asked if the play structure at the Purple Park will be moved because of the issue with the marshy area during the winter months. Chair Nunnenkamp said we can have Wildwood Playgrounds look at it to see if there are any options. Nunnenkamp also noted that any work done at the Purple Park will have to be done during the summer months when it is dried out.
7 NEW BUSINESS: None
8 BOARD & STAFF COMMENTS a) Applicants for P&R Board vacancy will be attending the April 13, 2020 meeting
We will take applications for the vacancy until the week before the April Parks & Rec Board meeting. Applicants must live within the city limits of North Plains.
b) Christina Ryan said this is her last Parks & Rec meeting as she is moving out of state. Chair Nunnenkamp thanked her for serving on the board.
Vice-Chair Orgill asked if there has been any movement on acquiring land for a future large park. Chair Nunnenkamp said that it is still in the early discussion phase at this point. Orgill then asked what the status is on the parks in the north expansion area. Ex Officio Councilor Sheldon said you should see movement there sometime this summer on the area, but there is no discussion of the parks at this time. Chair Nunnenkamp said that the Parks & Rec Board will be included in the discussions when that time comes.
Orgill then asked if there is any more talk about the library moving to a larger facility. Councilor Sheldon said that the city is in the process of a facilities study at this time and are looking at all of the city facilities, not just the library. We have not gotten the recommendations from the consultants that are doing the study yet, but we expect to get them in the coming weeks.

NOTES:
1. WHEN RAINFALL AND RUNOFF OCCURS, A KNOWLEDGEABLE AND EXPERIENCED PERSON IN THE PRINCIPLES, PRACTICES,INSTALLATION, AND MAINTENANCE OF EROSION AND SEDIMENT CONTROLS WHO WORKS FOR THE PERMITTEE MUST PROVIDE DAILYINSPECTIONS OF THE EROSION AND SEDIMENT CONTROLS AND DISCHARGE OUTFALLS.
2. CONSTRUCTION ACTIVITIES MUST AVOID OR MINIMIZE EXCAVATION AND CREATION OF BARE GROUND FROM OCTOBER 1 THROUGHMAY 31ST EACH YEAR.
3. DURING WET WEATHER PERIOD, TEMPORARY STABILIZATION OF THE SITE MUST OCCUR AT THE END OF EACH WORK DAY.
4. SEDIMENT CONTROLS MUST BE INSTALLED AND MAINTAINED ON ALL DOWN GRADIENT SIDES OF THE CONSTRUCTION SITE AT ALLTIMES DURING CONSTRUCTION. THEY MUST REMAIN IN PLACE UNTIL PERMANENT VEGETATION OR OTHER PERMANENT COVERING OFEXPOSED SOIL IS ESTABLISHED.
5. ALL ACTIVE INLETS MUST HAVE SEDIMENT CONTROLS INSTALLED AND MAINTAINED AT ALL TIMES DURING CONSTRUCTION. UNLESSOTHERWISE APPROVED, A SURFACE MOUNTED AND ATTACHABLE, U-SHAPED FILTER BAG IS REQUIRED FOR ALL CURB INLET CATCHBASINS.
6. SIGNIFICANT AMOUNTS OF SEDIMENT THAT LEAVES THE SITE MUST BE CLEANED UP WITHIN 24 HOURS AND PLACED BACK ON THESITE AND STABILIZED OR PROPERLY DISPOSED. THE CAUSE OF THE SEDIMENT RELEASE MUST BE FOUND AND PREVENTED FROMCAUSING A RECURRENCE OF THE DISCHARGE WITHIN THE SAME 24 HOURS. ANY IN-STREAM CLEAN UP OF SEDIMENT SHALL BEPREFORMED ACCORDING TO THE OREGON DEPARTMENT OF STATE LANDS REQUIRED TIME FRAME.
7. SEDIMENT MUST NOT BE INTENTIONALLY WASHED INTO STORM SEWERS, DRAINAGE WAYS, OR WATER BODIES.
8. SEDIMENT MUST BE REMOVED FROM BEHIND ALL SEDIMENT CONTROL MEASURES WHEN IT HAS REACHED A HEIGHT OF 1/3-RD THEBARRIER HEIGHT AND PRIOR TO THE CONTROL MEASURES REMOVAL.
9. CLEANING OF ALL STRUCTURES WITH SUMPS MUST OCCUR WHEN THE SEDIMENT RETENTION CAPACITY HAS BEEN REDUCED BY 50%AND AT COMPLETION OF PROJECT.
10. ANY USE OF TOXIC OR OTHER HAZARDOUS MATERIALS MUST INCLUDE PROPER STORAGE, APPLICATION, AND DISPOSAL.
11. THE PERMITTEE MUST PROPERLY MANAGE HAZARDOUS WASTES, USED OILS, CONTAMINATED SOILS, CONCRETE WASTE, SANITARYWASTE, LIQUID WASTE, OR OTHER TOXIC SUBSTANCES DISCOVERED OR GENERATED DURING CONSTRUCTION.
12. THE APPLICATION RATE OF FERTILIZERS USED TO REESTABLISH VEGETATION MUST FOLLOW MANUFACTURER'S RECOMMENDATIONS.NUTRIENT RELEASES FROM FERTILIZERS TO SURFACE WATERS MUST BE MINIMIZED. TIME RELEASE FERTILIZERS SHOULD BE USED ANDCARE SHOULD BE MADE IN APPLICATION OF FERTILIZERS WITHIN ANY WATER WAY RIPARIAN ZONE.
13. OWNER OR DESIGNATED PERSON SHALL BE RESPONSIBLE FOR PROPER INSTALLATION AND MAINTENANCE OF ALL EROSION ANDSEDIMENT CONTROL MEASURES, IN ACCORDANCE WITH CURRENT CLEAN WATER SERVICES STANDARDS AND STATE, AND FEDERALREGULATIONS.
14. PRIOR TO ANY LAND DISTURBING ACTIVITIES, THE BOUNDARIES OF THE CLEARING LIMITS, VEGETATED BUFFERS, AND ANY SENSITIVEAREAS SHOWN ON THIS PLAN SHALL BE CLEARLY DELINEATED IN THE FIELD. UNLESS OTHERWISE APPROVED, NO DISTURBANCE ISPERMITTED BEYOND THE CLEARING LIMITS. THE OWNER/PERMITTEE MUST MAINTAIN THE DELINEATION FOR THE DURATION OF THEPROJECT. NOTE: VEGETATED CORRIDORS TO BE DELINEATED WITH ORANGE CONSTRUCTION FENCE OR APPROVED EQUAL.
15. PRIOR TO ANY LAND DISTURBING ACTIVITIES, THE BMPS THAT MUST BE INSTALLED ARE GRAVEL CONSTRUCTION ENTRANCE,PERIMETER SEDIMENT CONTROL, AND INLET PROTECTION. THESE BMPS MUST BE MAINTAINED FOR THE DURATION OF THE PROJECT.
16. IF VEGETATIVE SEED MIXES ARE SPECIFIED, SEEDING MUST TAKE PLACE NO LATER THAN SEPTEMBER 1ST; THE TYPE AND PERCENTAGESOF SEED IN THE MIX ARE AS IDENTIFIED ON THE PLANS OR AS SPECIFIED BY THE DESIGN ENGINEER.
17. WATERTIGHT TRUCKS MUST BE USED TO TRANSPORT SATURATED SOILS FROM THE CONSTRUCTION SITE. AN APPROVED EQUIVALENTIS TO DRAIN THE SOIL ON SITE AT A DESIGNATED LOCATION USING APPROPRIATE BMPS; SOIL MUST BE DRAINED SUFFICIENTLY FORMINIMAL SPILLAGE.
18. ALL PUMPING OF SEDIMENT LADEN WATER MUST BE DISCHARGED OVER AN UNDISTURBED, PREFERABLY VEGETATED AREA, ANDTHROUGH A SEDIMENT CONTROL BMP (I.E. FILTER BAG).
19. THE ESC PLAN MUST BE KEPT ONSITE. ALL MEASURES SHOWN ON THE PLAN MUST BE INSTALLED PROPERLY TO ENSURE THATSEDIMENT LADEN WATER DOES NOT ENTER A SURFACE WATER SYSTEM, ROADWAY, OR OTHER PROPERTIES.
