Slide 1• I am Vince Dignam, Business
Improvement and Performance
Manager for the City of London.• The City are the Local Authority for
the square mile in the Financial centre
of London.• The City’s functions are very diverse
and reach outside of London as well,
covering Hampstead Heath, Heathrow,
Tilbury Port and many more areas.
Slide 2• The City’s fleet size is around 1200,
this is made up of 250 vehicles and
950 pieces of plant.• The fleet is broken up into service
areas such as The City police, Open
Spaces, Highways and Cleansing,
social services including Schools.• Most of the vehicle Maintenance is
carried out at the City workshops By
our contractors, there are some
satellite Sites.
Slide 3• The City have written a new Corporate
transport Policy with the Corporate
Manslaughter Act in Mind. This formed part
of the Fleet operators Recognition Scheme,
(FORS) assessment check• Procedures put in place since the policy
and FORS inspection were; More stringent
Licence checks, Mobile phone policy, Driver
checks and Health screening.• All drivers have had health checks and eye
tests.

• Improvements we have seen so far
since implementing the policy are;
Drivers not missing medicals, Driver
licences up to date, i.e. photo card,
LGV category, also other specialist
licence training renewals.• Working with Contractors to comply
with legislation and checks.• Driver training, awareness, Health
and Safety especially with Drivers
CPC.

• We are committed to Maintaining our
FORS Gold membership and training
drivers with the online programme.
We have also developed our
benchmarking profile and interfaced
our computer based systems with
FORS.• Improve grey fleet policy, and
Implement Corporate policy across
City departments.
