WHEREAS, although, under the provisions of Title V,
Chapters I and II of the Government Code of Guam, the 'Guam
Legislature has del~gated to a Civil Service Commission
authority to classify persons employed by the government of
Guam and to establish pay ranges for such classifications as
are established, the Eleventh Guam Legislature recognizes that
it is beyond the constitutional competence of the Legislature
to permanently delegate its lawmaking authority concernlng
persons employed by the government of Guam; now therefore
BE IT ENACTED BY THE PEOPLE OF THE TERRITORY OF GUAM:.
Section 1. Notwithstanding any provisions of Title V of
the Government Code of Guam to the contrary, the Civil Service
Commission shall redesignate the position titles of Stevedore,
Stevedore Leadingman, and Stevedore Specialist, respectively,
to Longshoreman, Longshoreman Leadingman, and Longshoreman

Section 2. Notwithstanding any provisions of Title V of
the Government Code of Guam to the contrary, the Civil Service
Commission shall reclassify the pay range of Winchman,
Assistant Cargo Handling Supervisor, and Cargo Handling Super-
visor as follows:

Section 3. All casual or temporary Longshoreman, .Longshore
man Leadingman, Longshoreman Specialist, Winchman, Assistant
Cargo Handling Supervisor, and Cargo Handling Supervisor shall
be paid the hourly wage at Step 2 of the Pay Range applicable
to those classified positions.
Section 4. All persons having their position, title and
pay range reclassified by Section 1 or Section 2 of this Act
shall remain at the same step whiCh they held prior to such
reclassification.
Section 5. Notwithstanding any provisions of Title V of
the Government Code of Guam to the contrary, the reclassifi-
cation set forth in Section 1 and Section 2 of this Act shall
be effective upon the effective date of this Act.

Seeton 6. All laws which are unavoidably inconsistent with
this Act are repealed only to the extent of such unavoidable
inconsisteney, and all executive actions which are unavoidably
inconsistent with this Act are superseded only to the extent
of such unavoidable inconsistency.
Section 7. Nothing in this Act shall preclude the Civil
Service Commission from maintaining or reassigning the pay
ranges of employees assigned pay ranges pursuant to this Act;
provided, however, that such pay ranges shall not be reduced
below those established by this Act.
