On the road to Single European Sky
Regulatory dimension = SES 2+ proposed in 2013
Cleaning up the overlap between EASA and SES
Pushing performance approach further
Strengthening National Authorities
Flexible FABs
Tendering of support services
Policy dimension = tasks and responsibilities
Commission to focus on strategy & economic regulation
EASA to focus on technical regulation & support to Commission & MSs = single regulatory system for ATM
Eurocontrol to focus on operational tasks (NM…)
11
Future look of EASA ATM rules
Safety & interoperability driven
ICAO SARPs as basis of rules, but heading towards transposition
SESAR technical details and implementation support
Contributions to the ATM performance scheme
Increasing use of soft law (AMC/GM)
Aligned with SES – no more overlaps, but part of a single EU regulatory system
