1. Introduction
Approval of AWP & Budget 2013-14 by Delhi SSMC on 09.04.13
MDM scheme was started in Delhi for Primary classes in 2003 and for upper Primary classes in 2009-10.

1.Introduction Scheme is implemented by 6 implementing
agencies viz. DOE(nodal), South MCD, North MCD, East MCD , NDMC & DCB.
Outsourced in Delhi through Centralized semi- automated kitchens.
Since 2013-14, number of NGOs/Service Providers have been increased from 25 to 46,which would enable supply of more healthy, hygienic & hot MDM through nearby kitchens.

4.MHRD Observations :10. Low Management
Monitoring and Evaluation (MME) fund utilization:
• MME fund needs to be increased for 2013-14 as under new MOUs, cost of sample testing to be paid to SRIIR would be borne by DOE instead of NGOs.. Samples to be tested per month increased to 6, earlier 4 of each NGO…hence cost would be > allotted so far.
• To strengthen monitoring,11 nutritional experts/consultants would be engaged at 11 district level for supervision out of MME Fund..online module development
• Research studies: CSDS
• To identify children with low BMI and address their needs appropriately.
• To find special focus areas where coverage of children is considerably low & performance isn’t satisfactory.

Low Management Monitoring and Evaluation (MME) fund utilization: (contd…)
• A team of Senior Officers at H.Q. level would also inspect the MDM periodically now onwards.
• Training on MDM imparted to over 700 newly promoted Principals/HOSs on 25.02.2013 at Thyagraj Stadium, Delhi.
• One day workshop on 25/03/13 organised for HOS of NDMC schools and its PTA members.
• Circular has been issued to all schools that MDM Logo should be painted at prominent places on the outside wall of the school.

Monitoring: In cases of supply of unhygienic MDM, work orders of 3 defaulting
NGOs have been cancelled and FIRs lodged against them.
Instructions have been issued to all HOSs, EOs, DDEs for intense monitoring.
School Level MDM Committee have been constituted comprising of HOS, Teacher In-charge, Home Science Teacher, Three Mothers, DDO & one VKS Member. Before distribution, Committee Members taste the food daily.
Zonal Level Steering Cum-Monitoring Committee have been constituted comprising of EO, Two Principals, Two Parents and one VKS Member and the committee meets once in a month.
DDEs &EOs visit the kitchens at least once in a month & in a week resp.
Every HOS of DOE submits MDM data daily on MIS.

School Health Programme: Under Chacha Nehru Sehat Yojna, > 7 lakh
children screened, blood samples of > 2.75 lakh children taken for HB and random sugar estimation, 4 Referral Centres for screening designated..
Main diseases observed:- Anaemia, Refractive errors, Dental/Oral Problems, GIT, Fever/ Headache, RTI…
special screening of children in 98 schools going on in which risk of substance/drug abuse is high..

5.CSDS/ Monitoring Institute Observations

Action Taken
1.Mid Day Meal cards are prepared on the basis of attendance by the majority of school.
In schools, Mid Day Meal cards are prepared on MIS module on the basis of actual consumption of MDM.
2.Community Members/VKS/PTA is not provided training about Mid Day Meal.
• A School Level Mid Day Meal Committee Has Been Constituted Comprising Of Principal, HOS, Teacher In-charge of Mid Day Meal, Three mothers of students studying in the school, VKS member, DDO. Mid Day Meal is served to the children only after tasting by committee.
• A training was imparted to newly promoted Principals/HOSs on 25 feb 2013 and these HOSs will train the committee members in their respective schools.
3.Cook cum helpers is not appointed by State Government.
As per new agreement, it shall be shared between the schools and NGOs on 50:50 basis. File has been sent to Finance Department for approval

5.CSDS/ Monitoring Institute Observations :
4.District/zone and school level monitoring mechanism needs to be strengthened.
For strengthening monitoring mechanism, training was imparted to newly promoted >700 Principals/HOSs on 25 feb 2013 with a very positive feedback.
5.Mid Day Meal is served regularly on all school days without interruption
Distribution of Mid Day Meal is regularly checked through MIS Module, which is uploaded daily by schools and, it is reviewed for ensuring daily supply.
6.Quality of food reported to be average on the basis of responses from students.
To provide fresh, hot and hygienic Mid Day Meal to the students, MDM suppliers have been increased from 25 to 46 NGOs.

6.ISSUES: (A) Raised standard of food sample testing by changing
the method of calculation...samples didn’t match the nutritional standards (not failed as wrongly reported)…microbiologically passed..fit for human consumption.
SSMC in its meeting dt 19/09/2012 where representative of MHRD was also present agreed to the new method of calculation.
Letters written to MHRD on 29/12/2011, replies mentioned of ‘’tasting’’ instead of ‘’testing’’ and latest letter dt 27/02/2013 regarding quality and quantity of MDM, response awaited.

6.ISSUES: (B) Revision of cooking cost as subsidy on LPG cylinders withdrawn.
Proposal submitted to MHRD in February 2013. Reply awaited.
