IntroductionTheLibraryServicesandTechnologyAct(LSTA)authorizesstateprogramgrantstostatelibraryadministrativeagencies.ThesefundsaredistributedbytheInstituteofMuseumandLibraryServices(IMLS)tostatesandterritoriesforthefollowingpurposes:LSTAPurposes:
1. Expandservicesforlearningandaccesstoinformationandeducationalresourcesinavarietyofformats,inalltypesoflibraries,forindividualsofallagesinordertosupportsuchindividuals’needsforeducation,lifelonglearning,workforcedevelopment,anddigitalliteracyskills;
2. Establishorenhanceelectronicandotherlinkagesandimprovecoordinationamongandbetweenlibrariesandentities,asdescribedin20U.S.C.§9134(b)(6),forthepurposeofimprovingthequalityofandaccesstolibraryandinformationservices;
3. (a)Providetrainingandprofessionaldevelopment,includingcontinuingeducation,toenhancetheskillsofthecurrentlibraryworkforceandleadership,andadvancethedeliveryoflibraryandinformationservices,and(b)enhanceeffortstorecruitfutureprofessionalstothefieldoflibraryandinformationservices;
4. Developpublicandprivatepartnershipswithotheragenciesandcommunity-basedorganizations;
5. Targetlibraryservicestoindividualsofdiversegeographic,cultural,andsocioeconomicbackgrounds,toindividualswithdisabilities,andtoindividualswithlimitedfunctionalliteracyorinformationskills;
6. Targetlibraryandinformationservicestopersonshavingdifficultyusingalibraryandtounderservedurbanandruralcommunities,includingchildren(frombirththroughage17)fromfamiliesbelowthepovertyline(asdefinedbytheOfficeofManagementandBudgetandrevisedannuallyinaccordancewith42U.S.C.§9902(2))applicabletothesizeoffamilyinvolved;
7. Developlibraryservicesthatprovideallusersaccesstoinformationthroughlocal,state,regional,nationalandinternationalcollaborationsandnetworks;and
8. Carryoutotheractivitiesconsistentwiththepurposessetforthin20U.S.C.§9121,asdescribedintheSLAA’splan.20U.S.C.§9141(a)(1-8).
ThisdocumentoutlinestheFY2018-2022PlanoftheAlabamaPublicLibraryService(APLS)tofulfillthepurposesoftheLSTAprogram.ItsummarizestheneedsofAlabamalibrariesandresidentsasidentifiedintherecentlycompletedevaluationoftheAPLSFive-YearPlanFY2013-2017,andsetsforthgoalsandprojectstoaddressthoseneeds.AlabamalibrarieseligibletoparticipateinLSTAprogramsinclude:

TheLSTAAdvisoryCouncilprovidesleadershipforAlabama’sLSTAprogramandadvisestheDirectorofAPLSonLSTApolicies,processes,plans,annualprograms,andgrantevaluation.
MissionStatementThemissionoftheAlabamaPublicLibraryServiceistoprovidetheservicesandleadershipnecessarytomeettheeducational,informational,cultural,andeconomicneedsofAlabama’sresidentsofallagesbyprovidingleadership,guidance,andsupportforthedevelopmentoflocalpubliclibrariesfundingresourcesandprograms;andthroughserviceastheinformationresourcecenterforstategovernment,includingtheGovernor,thelegislature,electedandappointedofficials,andstateemployees.
NeedsAssessmentAPLShasbaseditsLSTAFive-YearPlanFY2018-2022onthefindingsandrecommendationsoftherecentlycompletedevaluationoftheLSTAFive-YearPlanFY2013-2017(https://www.imls.gov/grants/grants-state/state-profiles/alabama-0).TheevaluatorexaminedavailablePublicLibrarySurvey(PLS)data,additionaldatacollectedandcompiledbyAPLS,andrelevantU.S.CensusdatacharacterizingthedemographicsofAlabama’spopulation.Inaddition,theevaluatorconductedfouractivitiesbetweenSeptemberandNovember2016togatherinformationfromstakeholders:
1. DiscussionswithAPLSstaffabouttheinformation,programmingandtechnologyneedsofresidentsofAlabama,andtheroleofpubliclibraryservices,programs,informationresources,andtechnologyinthestate.
2. AsurveyofpubliclibrarystaffcoveringtheimpactofFY2013-2017programsandactivities,andstaffprioritiesfortheFY2018-2022Plan.Therewere389respondentstoasurveythatwasconductedonlineusingQuestionPro.(SeeAppendix2forasampleofresults.)
3. AsurveyoflibraryuserscoveringtheimpactofFY2013-2017programsandactivities,andprioritiesfortheFY2018-2022Plan.Therewere3,129respondentstoasurveywhichwasconductedonlineusingQuestionProandusingpapersurveyformsdistributedatlibraries.(SeeAppendix3forasampleofresults.)
4. AseriesofsevenfocusgroupmeetingsheldatlibrariesacrossAlabama.Participantsincludedpubliclibraryusers,communityleaders,electedandappointedofficials,andlibrarystaff.(SeeAppendix4forabreakdownofparticipants.)
ResultsofthesesourcesofstakeholderinputidentifiedanumberofkeyfactorsfortheAlabamaLSTAFive-YearPlanFY2018-2022.Atahighlevel,theseprioritiesare:

OverviewofGoalsTheAlabamaLSTAFive-YearPlanFY2018-2022consistsofthreegoalsidentifiedtoadvancetheeffectivenessoflibrariesandpositiveoutcomesfortheresidentsofthestate.EachgoaladdressesoneormoreoftheeightLSTApurposes.Thethreegoalsinpriorityorderare:
1. Strengthenthecapacity,staffexpertiseandboardeffectivenessofAlabamapubliclibrariesthroughtraining,continuingeducation,andotherlearningandnetworkingopportunitiesforlibrarystaffandtrustees.
• LSTAPurposes3aand3b,andenablesallLSTApurposes.
2. Supportlibraryprograms,services,collectionsandpartnershipsthatpromotelearningandliteracy;servechildren,youth,adultsandfamilies,includingunderservedpopulations;andenhanceeducation,civicengagement,culturalopportunitiesandeconomicvitalityofAlabamaanditsresidents.
• LSTAPurposes1,4,5,and6
3. Provideinformationaccesstoallpopulationsthroughtheprovisionofstatewideaccesstoelectronicresourcesandcooperativeservices,enablingtechnology,andincreasedpublicawarenessanduseoflibraries.
• LSTAPurposes1,2,and7Thesegoalswereprioritizedasfollows:ThethreegoalsinthePlanareinterrelated,allwiththeintentionofcreatingcapableandresourcedlibrariesfocusedonservingtheinformationneedsofresidentsofthestate.StrengtheningtheeffectivenessoflibrarystaffandboardsasoutlinedinGoal1isthefoundationalpriorityinexecutingthePlanandachievingtargetedresults.Knowledgeableandeffectivestaffare

essentialforthesuccessfulexecutionofthisPlanandfortheprovisionofeffectivelibraryservices.Thisfoundationservesthesecondpriorityofeffectivelibraryprograms,servicesandcollections.Effectivelibraryprograms,services,andcollectionsarethesecondpriority.ThesearethetoolsenablingAPLSandthestate’spubliclibrarycommunitytoservethewiderangeofneedsacrossthediversecommunitiesinthestate.Goal2allowseachlibraryorgroupoflibrariestoidentifytheneedsintheirareaandtodesignprogramsinresponsetotheseneeds.TherangeofgrantprogramsspecifiedinGoal2showstheapproacheslibrarieshavetoshapetheirresponsetocommunityneeds.TheinfrastructureandstatewideactivitiesoutlinedinGoal3arethethirdpriorityofthisPlan.Theprojectsinthisgoalprovideawidereachandimpact,aswellaseconomiesofscalethatsupportthestatewidemissionofAPLSandthepurposesofIMLS.WhilethisPlanplacesstrongemphasisonempoweringandresourcingindividualandgroupsoflibrariesthroughthefirsttwogoals,thefinalgoalservestolinkindividuallibrariestogetherinawaythatincreasesthestrengthofalllibraries.UnderthePlan,APLSwillusefederalfundsforstatewideprogramssuchasInterlibraryLoan(ILL),onlinehomeworkhelp,onlinelearningtoolsforAlabamaworkers,libraryworkforcetraining,andasummerreadingprogramforpeopleofallages.Ofequalimportance,APLSwillawardgrantstopubliclibrariesandstateinstitutionsthatofferlibraryservicesequivalenttothoseofpubliclibrariessuchastheAlabamaDepartmentforYouthServices(ALDYS)andtheAlabamaInstitutefortheDeafandBlind(AIDB).Grantsmaybeusedforanumberoflibrary-relatedprojectsincludingcollectiondevelopment,technology,digitalliteracy,andeducationalprogramsforpeopleofallages.Inaddition,APLSwilluse4%ofthestate’sallotmenttosupportadministrationoftheprogram,includingcostsofconveningmeetingsoftheLSTAAdvisoryCouncil,periodicregionalmeetings,andsimilarconvenings;costsassociatedwithprogramadministrationsuchasprinting,postage,andsupplies;costsassociatedwiththetrainingtosupportimplementationofLSTA;APLSstafftravelcostsforvariousLSTAstatewide,regional,andnationalactivities;andengagementofanoutsideevaluatortoconducttheevaluationoftheLSTAprogramasrequiredbyIMLS.
GoalsandProjectsThetimelinesforallgoalsandprojectsareincludedasAppendix1ofthisPlan.Goal1:Strengthenthecapacity,staffexpertiseandboardeffectivenessofAlabamapubliclibrariesthroughtraining,continuingeducation,andotherlearningandnetworkingopportunitiesforlibrarystaffandtrusteesinordertoadvancethedeliveryoflibraryandinformationservices.
Needsaddressed:
• Over60%ofAlabamapubliclibrariesareledbyadirectorwithoutanMLS/MLISdegree;10%ofpubliclibrarydirectorpositionsturnovereveryyear.Thereisaneedforbasiclibraryeducationandforincreasingtheoverallnumberofdegreedlibrariansinthestate,whilebalancingtheneedsofthoserequiringmoreadvancedcontinuingeducationprograms.
• Over20%ofAlabamapubliclibrarieshaveasinglestaffmember;30%areopenfewerthan40hoursaweek;55%servepopulationsoflessthan10,000people.Thereisaneedfornetworkingamongisolatedstaffandforbuildingknowledgeabletrustees.
• Thehighestrankedresponseamongrespondentsfromallsizesoflibrariestothesurveyquestion,“WhatcanAPLSdotoassistAlabamalibraries?”wastomeettheneedformorecontinuingeducationacrossarangeoftopics.

Project1:Ensurelibraryeffectivenessthroughknowledgeablestaffandtrustees,developedwithaprogramofcontinuingeducationandtraining.
• Initialtrainingfocusincludes:(a)libraryfunctions(libraryoperations,planning,publicrelations,policiesandpolicydevelopment,LSTAgrantdevelopmentandmanagement,E-rateapplication),and(b)trainingforlibraryprogramming(literacy,summerreadingprogram,servingunderservedpopulations,statewidelicensedresourcesandsystems,andthedevelopmentandmanagementofpartnerships).
• Developandimplementanannualtrainingcalendaronprioritytopicsforstaffandtrusteesusinglibrarystaffandtrusteeinput.Provideon-demandtrainingforindividualandgroupsoflibrariesasrequested.Threeannualregionaltrainingdayswillbeconductedacrossthestateeachyear.UtilizeAPLSstaff,outsideexperts,andexpertiseamongAlabamapubliclibrarians.
• Provideface-to-facetrainingandutilizewebinartechnologytoovercometravelandstaffingchallengesofparticipants.
Project2:Ensurelibraryeffectivenessthroughpubliclibrarystaffandtrusteenetworking,sharingofsuccessesandbestpractices,andAPLScommunicationsanddiscussions.
• DevelopandimplementanannualAPLSandpubliclibrarycommunicationplantoincludecommunicationsfromAPLSadministration,librarydevelopment,reference,informationtechnology,andtheRegionalLibraryfortheBlindandPhysicallyHandicapped(BPH),usingavarietyofmethodsincludingsocialmedia.
• Createopportunitiesforpubliclibrarystafftolearnfromeachotherthroughdiscussionforums,regionalmeetings,andsocialmedia.
• Deploylibraryconsultantsforaprogramoflibraryengagementtoprovideadvice,training,expertiseandsupporttolibrarystaffandboards.Tracklibraryinput,successfulmodels,andneedsinordertodeveloptraining,programming,andcommunications.
Project3:ProvidecompetitivegrantsforpubliclibrarystafftopursueMLS/MLISdegrees.Eachyearapproximatelyfivegrantswillbeawardedtonewandcurrentenrollees.AwardeeswillhavefiveyearstocompletetheirdegreesandwillcommittoworkinginaprofessionalpositioninAlabamapubliclibrariesforaminimumof24monthswithinthefirstthreeyearsaftergraduation.OutcomesforGoal1:Goal1IntendedOutcome:Librarystaffandboardswillhavetheknowledgeandexpertise,andaccesstoadditionalknowledgeandexpertise,neededtoprovideeffectivelibraryprogramming,services,andleadershiptoservetheircommunities’needs.Indicators DataSources TargetsforChangePercentoflibrarystaffmemberswhohaveparticipatedinlearningopportunitieswhoindicatethattheyhavetheknowledgeneededforeffectivelibraries,andpercentoflibraryadministratorswhoindicatethatcommunications,sharing

• ThefocusgroupsincludeddiscussionsofthereasonsmanyAlabamaresidentsdonotusepubliclibraries.Reasonscitedincludetheneedforincreasedprogrammingforsomeunderservedcommunities(immigrantsandmigrants,bilingualservices,veterans),theneedforrelevantcollectionsandresources,andoutreachtothosehavingdifficultiesusinglibraries.
• Stakeholderinputgatheredthroughasurveyoflibrarystaffidentifiedthefollowingas“whatAPLScandotoassistAlabamalibraries”:supportlocalprogrammingforchildren,youth,disabled,poorandunderprivileged;supportforprogrammingaddressingliteracy,diversity,children,andyouth;andassistancebuildinglocalpartnerships.
Inresponse,APLSplansanLSTA-supportedrangeofprogramsfocusedonenablingAlabamapubliclibrariestoprovideinformationaccess,programming,andservices.Project1:APLSwillsupportanannualSummerReadingProgram(SRP)forchildren,youthandadults,andwillprovideotherliteracyprogramming.
• APLSwillpartnerwiththeCollaborativeSummerLibraryProgram(CSLP)andin-stateorganizationssuchastheAlabamaBicentennialCommissiontoprovidetheannualthemeandmaterials,akickoffworkshopforlibrarystaff,andnetworkingandcommunicationsamonglibrarystaff.
• APLSwillworkwithpubliclibrariestoengagechildren,youthandadults:increasingthenumberoflibrariesofferingprogramsforeachagegroup,thenumberofparticipantswithineachagegroup,andtheaveragenumberofbooksread.
Project2:APLSwillprovidesevengrantprogramstolibrariesfor:
• Programsandservicesforchildren,youth,adults(includingseniors),andfamilies.Examplesofeligibleprogramsincludeliteracyprograms,STEM,supportforjobseekers,seniors’healthandwellness,andprogramsforveterans.
• Servicevehiclestoincreaseaccesstoinformationinruralareas.
• Servicesforthedisabled.ExamplesofeligibleprogramsincludeJobAccesswithSpeech(JAWS)screenreader,RefreshableBraillesoftware,andaccessiblecomputertechnology.
• Servicesforthosehavingdifficultyusinglibraries.Examplesofeligibleprogramsincludedepositcollectionsatseniorcentersanddetentioncenters,senioroutreachprograms,programsatdaycarecentersandsimilarorganizations.
• Programswhichpromoteawarenessofandconnectiontocommunityservices,strengthenciviclife,respondtocommunityneeds,andpromoteculturalexpression.Examplesofeligibleprogramsinclude:smallbusinessresourcecenters,jobcenters,andoralhistoryprograms.

• Collectionsandaccessgrantstoindividuallibrariesforpurchaseofcollectionsinavarietyofformats,relatedprogramming,andtechnology.
• Digitizationofhistorical,culturalandsocialmaterialsinordertosupportcommunities,students,culturalgroups,historians,genealogists,andtheinformationneedsofothergroups.
Thesegrantswillbecarriedoutwiththefollowingproceduresandactivities:
• Withinthesevendefinedgrantprograms,APLSwillworkwithlibrariestopursuepartnershipswithcommunityorganizations,localgovernmentsandschools,andlocalbusinessestoextendtheirreachandenhancetheircapacity.APLSwillprovideadviceandtrainingondevelopingandmaintainingsuccessfulpartnerships.
• APLSwillencouragepartnershipsamonglibrariesandwillseekcollaborativegrantapplicationsinthesevenprogramareas.Librarieswillbeencouragedtocollaborateandapplyforgrantstogether.
• APLSwillencourageinnovationingrantfundedprogramsandwillseekapplicationswhichincludenewmodels,approaches,oractivities.APLSwillsupportthisthroughthesharingofinnovationsandtrendswithinthelibrarycommunity.
• APLSwilldevelopguidelinesandapplicationprocesses,provideLSTAapplicationandgrantmanagementclassestolibrarystaff,andengagetheLSTAAdvisoryCouncilforprioritiesandapplicationreview.Itwillalsodevelopanevaluationtooltobeusedbyeachawardeetonotespecificoutcomes.Librariesreceivinggrantswillreceivedirectiononmonitoringandreportingtheiractivitiesandoutcomes.
Project3:SupporttheinformationneedsofblindandphysicallyhandicappedresidentsofAlabamathroughtheRegionalLibraryfortheBlindandPhysicallyHandicapped(BPH).
• ImproveawarenessoftheBPHBrailleandTalkingBookProgram.• Providewelcomingandmeaningfulexperiencestoallwhoenterthefacility.
