2002: Free-of-Charge Address Data Agreement
In 2002 the Min. of Finance and ”Local Authorities Denmark” agreed that Danish address data should
be disseminated free-of-charge for non-commercial as well as commercial purposes.
The municipalities received a economic compensation for 4 years.

The Address Program shall Improve
# 1 Open and Accessible
Address data will be available in high efficient digital services which are updated and maintained according to user’s needs and technology
– without charge of fee or license restrictions
# 2 Early
Addresses will be present as early as possible - e.g. so that the road name and address is available for the utility company, the entrepreneur and the estate agent –
even before the land division is approved and the building has been constructed
# 3 Current, Timely
Address updates will be available for the users within seconds or minutes (and not within weeks or months) – and data will be
updated when a change occurs – and not weeks or months after.
There will no longer exist ”white spots” where many activities unfolds and services
are delivered – without proper addressing.
# 4 Full Cover
Data is unambiguous and will have a positional accuracy which reflects the technologic development and the user’s needs
– e.g. for hand held mobile devices for navigation and location
# 5 Accurate
# 6 Standardized
Address data model and standards will be well defined across the full domain of basic data – and international agreements.
Quality- and metadata will be available in order to support cost effective development of applications
Addresses and data will be quality proved through daily use, according to agreed and open quality norms. Errors and omissions can be reported
easily – and will be corrected efficiently and quickly.
# 7 Trustworthy
The three big public data domains (person, business, property) will use the same address data set as a common reference, in order to ensure
that information from these domains can be linked together.
# 8 Consistent

Addresses will be persistent location identifiers and will not be affected by changes in ownership or administrative reference
– users should not be bothered by unnecessary updates
Data will be ”ready for use” in navigation and location applications e.g. for in hand held mobile devices. All road names and address
instances will have a proper link to a digital road network.
