2002: Free-of-Charge Address Data Agreement

In 2002 the Min. of Finance and ”Local Authorities Denmark” agreed that Danish address data should

be disseminated free-of-charge for non-commercial as well as commercial purposes.

The municipalities received a economic compensation for 4 years.

Present Situation

- A short characteristic

Page 18: Addresses and Address Data - Experiences from Denmark

External Interest in Improvement *)

• Public sector – at all levels:– Waste of time in management of in-formal, local address registers– Waste of time to sort out data inconsistency from different sources

• Business – Utilities, LBS service providers, transport sector:– Higher accuracy, better address coverage and improved timeliness– Improved data services, reduced costs of acquisition

• Citizens:– Are worried if GPS and emergency service will not find them– Are troubled when services are poor because of bad addressing

*) Based on several stakeholder reports and feed back from users and citizens

Cooperation with OpenStreetMap

OSM Paris, 04-04-2014 DK Addresses and Address Data 21

• The OpenStreetMap community use our address data in OSM

• OSM pinpoint and report errors e.g. in an address or road name

• We use the reports to improve quality of our authentic data

• … which again will improve situation for all users

Page 22: Addresses and Address Data - Experiences from Denmark

Demolished wrong house – the GPS pointed out wrong address

Page 24: Addresses and Address Data - Experiences from Denmark

OSM Paris, 04-04-2014 DK Addresses and Address Data 24

• Because our address data are open they are widely in use for many applications

• Because our data are in use and open, users see the mutual benefits in reporting errors

• Because we receive error reports, we are able to improve our address data

Potential Cost-benefit of a Danish Address

1 1000 5.000.000Address authority Industry Products

The municipal address authority allocates and registers an address or a road name

1000 application developers or data producers integrates the address or road name in their product or service

5 mill. users now have access to the new address or road name in their it-system, GPS, smartphone or tablet

The Address Program

Page 28: Addresses and Address Data - Experiences from Denmark

The data quality – e.g. timeliness, accuracy, coverage,

harmonization, standardization

The back end infrastructure – e.g. base register systems, coherence with

other basic data sets etc.

The services– E.g. by reliable, high-effect, open services

for mapping, online access and download

Therefore ten promises to the future user of address data

The Address Program shall Improve

Page 29: Addresses and Address Data - Experiences from Denmark

# 1 Open and Accessible

Address data will be available in high efficient digital services which are updated and maintained according to user’s needs and technology

– without charge of fee or license restrictions

Page 30: Addresses and Address Data - Experiences from Denmark

# 2 Early

Addresses will be present as early as possible - e.g. so that the road name and address is available for the utility company, the entrepreneur and the estate agent –

even before the land division is approved and the building has been constructed

Page 31: Addresses and Address Data - Experiences from Denmark

# 3 Current, Timely

Address updates will be available for the users within seconds or minutes (and not within weeks or months) – and data will be

updated when a change occurs – and not weeks or months after.

Page 32: Addresses and Address Data - Experiences from Denmark

There will no longer exist ”white spots” where many activities unfolds and services

are delivered – without proper addressing.

# 4 Full Cover

Page 33: Addresses and Address Data - Experiences from Denmark

Data is unambiguous and will have a positional accuracy which reflects the technologic development and the user’s needs

– e.g. for hand held mobile devices for navigation and location

# 5 Accurate

Page 34: Addresses and Address Data - Experiences from Denmark

# 6 Standardized

Address data model and standards will be well defined across the full domain of basic data – and international agreements.

Quality- and metadata will be available in order to support cost effective development of applications

Page 35: Addresses and Address Data - Experiences from Denmark

Addresses and data will be quality proved through daily use, according to agreed and open quality norms. Errors and omissions can be reported

easily – and will be corrected efficiently and quickly.

# 7 Trustworthy

Page 36: Addresses and Address Data - Experiences from Denmark

The three big public data domains (person, business, property) will use the same address data set as a common reference, in order to ensure

that information from these domains can be linked together.

# 8 Consistent

Page 37: Addresses and Address Data - Experiences from Denmark

# 9 Persistent

Addresses will be persistent location identifiers and will not be affected by changes in ownership or administrative reference

– users should not be bothered by unnecessary updates

Page 38: Addresses and Address Data - Experiences from Denmark

Data will be ”ready for use” in navigation and location applications e.g. for in hand held mobile devices. All road names and address

instances will have a proper link to a digital road network.

# 10 Navigation-enabled
