Strategy of Cell Selection and Reselection
For normal service, the UE has to camp on a suitable cell,tune to that cell's control channel(s) so that the UE can:Receive system information from the PLMN;Receive registration area information from the PLMN, e.g., locationarea and routing area; andIdentify to which service area as specified by NAS that the servingcell belongs.Receive other AS and NAS Information;Receive paging and notification messages from the PLMN;
Initiate call setup for outgoing calls or other actions from the UE.

Cell Individual Offset
For each cell that is monitored, an offset can be assigned with inbandsignalling. The offset can be either positive or negative. The offset isadded to the measurement quantity before the MS dose evaluate whilean event has occurred.Offset of neighbor cell parameter, CPICH Ec/No, can be set as theoffset which MS pluses it to neighbor cell measurement result, CPICHEc/No, before compares it with reporting principle value, Ec/No.Cell individual offsets can be regarded as the tool of moving cell edge.

Among all inter-frequency measurement events,Event 2D and Event 2F only involve measurementof working carrier frequencies, so the compressedmode is not required during measurement and
extra overhead will not be brought about to bothUE and RNC. The compressed mode can beenabled and disabled based on the definition of2D/2F.

In a cell, inter-RAT handover can only be triggeredby 3A or 3C event, which is controlled by Inter-RAT handover tactic RatHoTactic.When only PS service exists, adopt cell
reselection process of PS service handover.When CS service and PS service existsimultaneity, suspend PS service firstly, thenhandover CS service to GSM and handover PSservice to GSM in sequence.

The RNC transmits the 2D ad 2F event configuration to theUE when the service is set up. If the UE reports a 2Devent, that is, the current carrier is in poor signal quality,the UE reports a 2E event after inter-frequencymeasurement is started (that is, the signal quality of the
measured inter-frequency neighboring cell is also poor),the RNC needs to configure and start Inter-RATmeasurement 3A or 3C event to the UE, and then performsthe corresponding decision process for Inter-RAThandover according to the 3A, or 3C event subsequentlyreported by the UE.

7/26/2019 8 UMTS Radio Parameter-127
120/127
Parameter
Name
RatHoTactic
Description Event 3C can be triggered when the quality of the inter-RAT carrierfrequency signal is higher than a certain value. In contrast, thetrigger of event 3A requires an additional condition, that is, thequality of the carrier frequency signal of the current RAT must beless than a certain value. Hence, the inter-RAT handover can betriggered more easily when the parameter is set to 3C EventTrigger.
