Smith LaSalle, Inc., on behalf of Morton Salt, Inc., submits this letter for compliance with Federal
Consistency requirements. The project is located at 3457 E. 100th St., Chicago which is under the Illinois
Coastal Management Program Coastal Zone Boundary (Map 10 of 15). For location map, see Exhibit “A”.
The project includes repairing 948.5 feet of the deteriorated and failing seawall from Sta-0+00 to Sta-
6+46.5 & Sta-7+91 to Sta-10+93. Please refer to Exhibit “B”. The repairs include driving new sheet piles
directly in front of the existing wall and installing a continuous steel sheet pile anchor wall in the existing
wharf backfilled area. The new wharf wall will be tied to the anchor wall. The existing wall will not be
disturbed and remain in place. For photos of existing wall, please refer to Exhibit “C”. The project is to
start on January 21, 2019 and it is anticipated to be completed in eight (8) to ten (10) months.

Block 8: Project Description The project includes the repair of existing failing seawall, approximately 948.5 feet from Sta-0+00
to Sta-6+46.5 & Sta-7+91 to Sta-10+93. The repair will include the construction of a permanent
repair wall section immediately in front of the existing failing seawall and placement of the self-
compacting structure backfill materials to fill the void between the existing and new walls. The new
seawall will follow the alignment of the wall repaired last year from Sta-6+46.5 to Sta-7+91 under
the original USACE Joint permit # LRC-2017-124. The proposed permanent repair wall consists of
steel sheet pile with tie back rods and an anchor wall extending to steel sheet pile anchor wall
beyond the active soil failure zone. It is anticipated that no dredging of materials from the channel
waterway will occur and is not part of the scope of repairs.

Block 9: Purpose and Need for Project The existing steel sheet pile wharf seawall on the Calumet River is at risk to fail suddenly, therefore
immediate repair is necessary. Included in this Joint Permit application is a Smith LaSalle letter dated
24 October 2018 (see Appendix C), which certifies the imminent wall failures with which USACE
concurred. Also included are photos of the failing seawall. The new seawall will provide bank
stabilization and prevent further bank failures from entering the navigable waterway. The wall is
required for product import and site operations.
Block 10: Reason for Discharge There will be no river dredging involved in this project. Imported select self-compacting
structural materials will be used to backfill the void between the existing wall and the new
wall. Therefore, the select granular material will be permanently contained between the
existing and new walls. The requirement for select structural backfill is necessary to minimize
risk of failure and reduce lateral loads on the sheet pile wall.
Block 11: Type and Amount of Material Being Discharged There is approximately 3,530 cubic yards of imported select self-compacting structural granular CA8
backfill which is required to fill the void between the existing and new wall, and this will be
permanently confined between the two walls. This will be needed to maintain the existing wharf
apron grade elevations.

Block 12: Surface Area in Acres to be Filled Approximately 0.065 acres is expected to have an impact on US waters for this repair due to
placement of granular backfill materials between the existing and new walls.
Block 13: Description of Avoidance, Minimization and Compensation Best standard practice will be exercised using mechanical equipment including trucks and excavators
so that no fill enters the navigable channel waterway. Stockpiles of imported fill material will be
staged at a minimum safe distance which prevents sloughing of material or accidental discharge in the
waterway. Mechanical equipment will not swing over the waterway when loaded with material.
Existing materials from the excavated site that are not replaced will be staged on the property in a self-
contained area for future upland disposal.
Based on the existing general arrangement the following repair method is recommended:
▪ Steel sheet piles replaced in kind to provide for more redundant and robust bank stabilization; existing sheet piles shall be minimally disturbed and remain in place.
▪ Current site is utilized as an import facility to offload salt from 35’x195’ material barges being fleeted and moored to the wharf wall.
▪ Site is currently utilized as an industrial import facility on the river.
▪ Adjacent properties and navigation of the channel would be affected if failure occurs.
▪ The steel sheet pile repair has been determined to be the most adequate and safe option.
Furthermore, Stormwater Pollution Control Plan dated January 10, 2019 prepared by Smith
LaSalle, Inc will be implemented during construction in order to ensure that sediment and soil
erosion will be controlled on-site, and not discharged into the Calumet River.
Block 15: Portion of Work Already Complete
Block 15 was marked no however a previous 144.5-foot repair at Sta-6+46.5 to Sta-7+91 was
completed in 2017-18 for a wall failure that occurred on February 4, 2017. Emergency measures were
taken, under USACE joint permit #LRC-2017-124, to protect the existing river bank from further
erosion by installing PZC-18 sheet pile sheets along the line of the existing sheet pile wall. The new
sheet piles were installed using a vibratory hammer to a toe depth of approximately 15-feet below the
existing mudline.
