STRUCTURED  DIALOGUE    –    A  BRIDGE  BETWEEN  YOUNG  PEOPLE  AND  DECISION-­‐

MAKERS    Part  of  the  European  Youth  Strategy,  it  is  an  instrument  to  ensure  

that  the  opinion  of  young  people  is  taken  into  account  in  deIining  youth-­‐related  policies  of  the  EU.

 Why  a  Structured  Dialogue  With  Young  People  

and  What  For?    

Through  the  structured  dialogue,  young  people:      -­‐  Voice  up  their  recommendations  directly  to  decision-­‐makers,    -­‐  Feed  into  policies  at  local,  regional,  national  and  European  level,    -­‐  Contribute   to   the   development   of   youth   policies   that   affect  

them,    -­‐  Uphold  their  right  to  participate  in  policy  and  decision-­‐making,    -­‐  Demonstrate  that  they  are  a  valuable  asset  to  society.  

   

 Who  is  Involved  in  the  Structured  Dialogue?  

At  the  level  of  Member  States  –>    29  National  Working  Groups    

(conducting  consultations  with  young  people/youth  organisations  at  local,  regional,  national  levels)  

   A  National  Working  Group  is  composed  of:      •  Representatives  of  Ministries  of  Youth  Affairs  •  National  Youth  Councils  (leading  role)  •  Local  and  Regional  Youth  Council  •  Youth  Organisations  •  People  Active  in  Youth  Work/Diverse  Young  people  •  Youth  Researchers

At  European  level:      

   

When  and  How  Did  it  Start?  

How  Does  it  Work  in  Practice?  Structured  dialogue  is  implemented  in  Cycles    of  18  months  corresponding  to  a  Team  Presidency  focusing  on  an  Overall  

Thematic  Priority.    Each  cycle  has  3  phases  under  each  of  the  Team  Presidency  countries  

which  consist  of  3  rounds  of  consultations  with  young  people  on  speciIic  focus  areas  agreed  upon  by  the  Presidency  and  

corresponding  to  the  overall  theme  of  the  cycle.

METHODS  used  by  NWGs  to  run  consultations:    •  Online  questionnaires,  focus  groups,  meetings,  debates  at  local,  

regional,  national  level,  panel  discussions,  expert  groups
