Weighing up the merit of higher education against hands-on

experience is a conundrum which will occupy many young

students this summer.

Archie Watson has little doubt he made the right decision in

leaving the University of Edinburgh with his history degree

half-finished to work for Alec Laird in Durban. It was part of a

racing apprenticeship which, a few years later, has seen him

emerge as the latest British training hot property.

AI spent most of my time at the sales with Blandford

Bloodstock and not doing essays,@ he recalled. AI think I might

have lasted in a three-year English university, but four years at

Edinburgh, especially when the opportunity was there to go

down to South Africa, I don=t think there was ever a question of

what I was going to do.@

Watson did not have a direct link into racing but the wheels

were set in motion when he was taken to Cheltenham by his

step grandparents.

AI found the racecard the other day, it was 1996 so I must have

been about seven, and I was completely bitten by the bug, it

was all I wanted to do,@ he said.

WEANLING SALE KICKS OFF NATIONAL SERIES Magic Millions=s marathon National Sale series begins on

Thursday on Australia=s Gold Coast with the two-day National

Weanling Sale. With scratchings accounted for, 497 weanlings

are slated to go under the hammer, with leading sires like

Fastnet Rock (Aus), I Am Invincible (Aus), More Than Ready, Not

A Single Doubt (Aus), Sebring (Aus), Snitzel (Aus) and Written

Tycoon (Aus) well represented.

While the catalogue has grown in size from last year, when

406 youngsters were offered, the quality has also increased.

There are 58 total weanlings out of stakes mares or siblings to

stakes horses, compared to 41 last year, including 49 progeny of

stakes winners, compared to 40 last year.

AOnce upon a time weanling sales in this part of the world

were seen as a cull sale,@ said Magic Millions Managing Director

Vin Cox. AThat dynamic has changed dramatically. It is now seen

as a legitimate sale and a legitimate trade market.@

ATo that end we have a number of breeders who are selling

their entire crop of weanlings, which really speaks of the

evolution of that sale over that period of time,@ Cox continued.

AThe quality has jumped up dramatically this year. It=s the

coming of age of the weanling market here in the Southern

Hemisphere.@

The weanling sale will also offer first-season sires a chance to

start shaping their reputations, and 19 such horses are

represented. Those include Adelaide (Ire), Brazen Beau (Aus),

Deep Field (Aus), Dissident (Aus), Eurozone (Aus), Hallowed

Crown (Aus), Olympic Glory (Ire), Puissance de Lune (Ire), Rubick

(Aus), Shooting To Win (Aus), The Wow Signal (Ire), Toronado

(Ire), Unencumbered (Aus), Verrazano and Wandjina (Aus).

Watson added, AFrom 13 to 14 I would bike up to Kingston

Lisle and was riding out, mucking out, that sort of thing for

Charlie Morlock, then later rode out in summer holidays for Alan

King and Paul Webber, who got me a job with Graham Motion

and I went over to Maryland and spent a summer riding track

work out there.@

After school followed spells in bloodstock with the likes of

Johnnie Peter-Hoblyn at Shadwell and Windsor Park in New

Zealand. The switch to Laird, famed for the globetrotting London

News (SAf) (Bush Telegraph {SAf}), was formative.

AIt was my first proper job and I ended up running a satellite

yard of 30 horses,@ he said. AAlec was a great teacher but in the

off-season you were just down there on your own getting on

with it. I think that was the best learning curve, making your

own mistakes, figuring it out yourself. I did two seasons and for

a long time I thought I might stay

down there and start training,

but for me British racing is what

I grew up loving and what I

wanted to succeed in, so I came

home.@

He spent six months with

Simon Callaghan in California

and four more years as assistant

to William Haggas. Last July,

Watson took the plunge himself,

completing the purchase of

Saxon Gate Stables in Lambourn

with only one horse to his name.

AI started young enough and,

although I=m sure I could have

gone somewhere else and

learned more because you=re still learning the whole time, I felt

that any other step other than going training myself would have

been a sideways or even a backward step from working for

William and Maureen Haggas. The system they run, the success

they have and the responsibility I had, it was a fantastic job and I

hope it has prepared me well for what we=re doing now.@

Watson=s contacts brought the Abu Dhabi-based Al Asayl

Bloodstock on board and in October, Ride The Lightning (GB)

(Dalakhani {Ire}) became his first winner.

By February, he had found his first stakes performer with

Kulbir Sohi completing the purchase of Absolute Blast (Ire)

(Kodiak {GB}), who won the Listed Magnolia S. at Kempton and

then finished second to Convey in the Easter Classic S. at

Lingfield. The mare is being primed for the G3 Princess Elizabeth

S. at Epsom.

AShe=s an extraordinary story really,@ Watson said. AShe was

sold out of France, having run some very good races including

only being beaten six lengths in a Prix de Diane, to Saudi Arabia.

She sort of dropped off the face of the earth for 18 months then

reappeared off a mark of 72 with Iain Jardine. Iain and his team

deserve a lot of the credit and fortunately she has continued to

progress since we bought her.

AI firmly believe she=s the best filly I=ve ever had the pleasure

to work with anyway, and I do think she=s more than capable of

picking up a group race this year,@ he added. AHopefully we can

go abroad later in the year and have a crack at some Group 1s. I

do think those tight turf tracks in North America will suit her

style of racing.@

Juvenile Corinthia Knight (Ire) (Society Rock {Ire}) lost a

two-race unbeaten record to Frozen Angel (Ire) (Dark Angel

{Ire}) at Ascot recently but is expected to be a Royal runner.

AFrom the word go, he has

always led the string and done it

all with the minimum of fuss,@

Watson explained. AI think a) he

probably bumped into a very

good horse and b) was coming

off the back of two quick runs

and might've run a bit flat

despite still finishing clear of the

rest.@

AHe had a little break and is

back in the swing of things,@ he

noted. AWe=ll consider the [G2]

Norfolk and the [Listed] Windsor

Castle [at Royal Ascot] and I

believe he=ll continue to improve

and we=ll get him to Ascot in

better shape than he went there for the last day. Hopefully he=d

have a strong chance in whatever race he lines up in.@

There are now more than 30 horses in a yard once used by

Fulke Walwyn and Mick Channon, a new barn is being built, and

a tentative projection of 10 winners this year already passed.

AWe=d be majority 2-year-olds with plenty more to hit the track,@

Watson said. AIt=s nice when you get a call from a new owner

that=s considering putting one in with you. When you=ve started

from scratch, it=s a nice bit of recognition.@

Watson met his girlfriend Claire Short when she was based

with Robert Cowell in Newmarket. She is a Amassive asset@ to

the team not only for owner relations but work riding, with

Watson=s own aspirations in the saddle long ended.

AUnfortunately I=m 6' 4", so even if had the ability and wish to

do it, the weight would have been an issue very quickly,@ he

explained. AI=d be more old fashioned about things, I train with

my eye and by feel, and what my riders are telling me. I

wouldn=t really be one for what you might call the infernal

machine, heart rate monitors, GPS tracking and that sort of

malarkey. We try to keep it very simple.@

AFit and happy horses win races, I think is the maxim we go

by,@ he said. AHopefully that works for each horse and the

results are showing.@

SANDOWN RETURN FOR SO MI DAR Taken out of York=s G2 Betfred Middleton S. last week due to

the excessive rain, Lord Lloyd-Webber=s So Mi Dar (GB) (Dubawi

{Ire}) is the prime attraction at Sandown on Thursday evening as

she reappears in the G3 Matchbook Brigadier Gerard S. Last

seen finishing third in the G1 Prix de l=Opera at Chantilly on Arc

day, the daughter of Dar Re Mi (GB) (Singspiel {Ire}), who also

captured the G3 Musidora S. at York last May, is raring to go.

AIt=s a pity we couldn=t run in the Middleton, which was the

plan all winter, but we=ll be running against the boys in the

Brigadier Gerard S. where it=s going to dry up to be nearly good

ground,@ trainer John Gosden said. AI=m not frightened of good-

to-soft, but she=s an exuberant filly and I just didn=t want her

first run of the year to be in testing conditions. She=s in great

form, she needs to get on and race now.@

Chief opposition may come in the form of last year=s

GI Arlington Million hero Mondialiste (Ire) (Galileo {Ire}), who

looked ready to return to this trip when sixth in the Listed

Paradise S. at Ascot on May 3, while Henry Candy saddles

another Middleton defector in Chain of Daisies (GB) (Rail Link

{GB}). She beat Ulysses (Ire) (Galileo {Ire}) in the G3 Winter Hill

S. over just short of this trip when last seen at Windsor in

August. ALike John Gosden we=d hoped to go to York, but she=s

not as good on soft,@ her trainer said. AShe nearly always needs

her first run, so I=d be a little wary and it would be nice if she

could get a place. As a Group 3 winner, plans for her are a bit up

in the air as the obvious Group 2 for her was the Middleton.

We=ll take it race by race and she might have to go abroad.@

Denied a run in the G3 Dahlia S. at Newmarket earlier this

month when breaking through the stalls, Nezwaah was able to

gain some compensation with a facile success to add to her

Listed Hoppings S. win at Newcastle last June. Subsequently last

of five in Deauville=s G2 Prix de la Nonette in August and second

to So Mi Dar (GB) (Dubawi {Ire}) in Yarmouth=s Listed John

WINNING POINTER TOPS GOFFS UK Wednesday=s opening session of the Goffs UK Spring Horses-

in-Training/Point-to-Point sale saw seven lots reach six figures,

pushing the aggregate and median well past last year=s returns

for the same session. There was an 82% clearance rate for 141

sold for a total of ,3,981,500, up 52%. The median jumped 53%

to ,20,000; however, the average dipped 10% to ,28,238.

The session=s top lot was the winning point-to-pointer

Invincible Cave (Ire) (Court Cave {Ire}) (lot 444), sold to Gordon

Elliott for ,210,000. It was a sizeable gap back to the second-

highest price, which was ,140,000 paid by Kieran McManus for

the placed point-to-pointer Fleminport (Ire) (Fleminsfirth)

(lot 428).

ASCOT JUNE CATALOGUE ONLINE The catalogue for Tattersalls Ireland=s Ascot June Sale is online.

The one-day sale on June 6 has drawn 150 entries with wildcard

The mixed flat and National Hunt sale includes 94 winning and

places horses under both codes, and includes consignments

from Godolphin, Andrew Balding, Henry Candy, Mick Channon,

HRI CAMPAIGN OFFERS OWNERSHIP TRIAL Horse Racing Ireland=s Ownership Department has launched a

campaign offering individuals and groups with an interest in

racehorse ownership the opportunity to trial it. The campaign,

called >Experience It=, facilitates the lease of a racehorse for a

day. The leasing group can participate in the lead-up to the race

day by following their horse=s progress, visiting the trainer=s yard

and having a runner in their name on the day. The group Sport

For Business, comprising seven business men and women, kicks

off the campaign with trainer Paul Deegan and 4-year-old filly

Mystery Gal.

Amber Byrne, owner recruitment manager of Horse Racing

Ireland, said, AThis is a taster experience for people with a

curiosity in racehorse ownership. Very simply it allows people to

try out ownership. Through networking and promotion we are

recruiting people from the corporate and sporting sectors to join

syndicates. We have a number of groups ready to go as and

when horses become available.@

She added, AThe ultimate aim is to convert people into

ownership but it is also about raising the profile of ownership

and racing in general, promoting the syndicate model and

allowing people to look behind the scenes. All parties will sign a

HARD SPUN PROMINENT AT HOKKAIDO SALEby Kate Hunter

Darley sent Hard Spun to Japan in 2014 for what ended up

being a one-season trip for the son of Danzig before returning to

the U.S. after a banner year for his American-born progeny. At

Tuesday's HBA Hokkaido Training Sale for 2-year-olds, he sired

the sale-topping colt, lot 231 bought by Hong Kong's Yeung Kin

Man for -55,080,000 ($492,910/,380,273/i440,708) and the

highest-priced filly, lot 168 bought by Northern Farm for

-22,680,000($202,931/,156,583/i181,452). Henny Hughes's

first Japan-bred crop was also highly prized, and his four lots

grossed -58,860,000.

Of the 208 lots to go through the ring, 151 sold grossing

-1,285,092,000 with an average of -8,290,916 and median of

-6,480,000. All three are records for this sale. Since the

purchase of eventual six-time Group 1 winner and 2015 JRA

Horse of the Year Maurice at the 2013 HBA Hokkaido Training

Sale, Japan's largest training sale has been reinvigorated,

showing steady increases across the board. The gross jumped

from -879,562,800 in 2014 to -1,089,504,000 in 2015 and

increased by -100,000,000 in 2016. The average has increased

by -3,000,000 since Maurice's success on the track began, and

the median was up exactly -1,000,000 from last year.

Another milestone for the HBA Hokkaido Training Sale was the

number of foreign buyers in attendance and the top lot going to

an overseas buyer. While a few foreign buyers have always

made it a point to attend the sales in Japan, this year brought a

record 10 separate groups of buyers from all over Asia looking

to cash in on Japan's increasing international success.

In 2012, Maurice was purchased for -1,575,000 at the HBA

Summer Sale before being sent to the HBA Training Sale in 2013.

Word spread quickly around the pavilion that Northern Farm

was out to buy the powerful son of G1 Japan Cup victor Screen

Hero (Jpn). Eventually, Northern Farm made one bid of

-10,000,000 and no one challenged. Maurice's racetrack success

has been well documented, but the impact he has had on the

small breeders and consigners of the Hidaka region of Hokkaido

has been much more meaningful to the everyday horseman of

Japan.

The Hokkaido Training Sale is hosted by the Hidaka Breeders

Association (HBA) and held at Sapporo Racecourse just after the

Japanese Oaks every May. HBA is Japan's largest sales company,

hosting four sales annually: May's Hokkaido Training Sale, July's

Selection Sale, August's Summer Sale, and October's Autumn

GAINES, PHIPPS, WINNELECTED TO HALL OF FAME

AS PILLARS OF THE TURF

John G. Gaines, Ogden Mills ADinny@ Phipps and Matt Winn,

three of the biggest names in American Thoroughbred racing

history, have been elected to the National Museum of Racing=s

Hall of Fame as 2017 Pillars of the Turf selections.

The Pillars of the Turf category is intended to honor people who have made extraordinary contributions to the sport in a leadership or pioneering role at the highest national level. Gaines, Phipps and Winn join previous selections August Belmont II (2013), Paul Mellon (2013), E. P. Taylor (2014), Alfred Vanderbilt II (2015), John Hay Whitney (2015), Arthur B. Hancock, Jr. (2016) and William Woodward, Sr. (2016).

The three giants will be inducted Friday, Aug. 4 at 10:30 a.m.

at the Fasig-Tipton pavilion in Saratoga Springs along with

previously announced inductees--jockeys Javier Castellano,

Victor Espinoza, Garrett Gomez, trainer Tom Voss and horses

Goldikova (Ire) and Good Night Shirt. The ceremony is open to

the public and free to attend, although seating is limited. It will

also be streamed online at www.racingmuseum.org.

Gaines (1928-2005), a native of Sherburne, N.Y., is one of the

founders of the Breeders= Cup and developed Gainesway Farm

into the powerhouse stallion operation it is today.

OAKS BID Uni (GB) (More Than Ready), winner of the May 11 Prix

Matchem at Maisons-Laffitte in France, will be transferred to

the barn of trainer Chad Brown for owners Sol Kumin and

Michael Dubb, who will campaign the 3-year-old filly in America

in partnership with owner/breeder Haras d=Etreham. Kumin and

Dubb bought into the filly earlier this year in a deal organized by

Bradley Weisbord and Mandore International=s Nicholas de

Watrigant. Uni is currently in quarantine in New York and could

eventually be pointed toward a start in the July 8 GI Belmont

Oaks Invitational, should she receive an invitation to that

Gainesway was founded by his grandfather in 1925 as a

Standardbred business and Gaines added a Thoroughbred

division in 1962. He acquired, syndicated, stood and managed

top stallions like Bold Bidder--sire of Spectacular Bid; Lyphard,

Riverman, Blushing Groom, Vaguely Noble and Broad Brush. He

further developed the business by moving it to its current

location on Paris Pike and acquiring half of the C. V. Whitney

Farm.

Gaines conceptualized the idea for a year-end championship

event in the Breeders= Cup, which he pioneered to its launch in

1984 at Hollywood Park. The event began with seven races and

$10 million in total purses, while the 2017 edition at Del Mar will

include 13 races with more than $28 million in purses.

Gaines was a founder of the National Thoroughbred

Association, which later merged into the current National

Thoroughbred Racing Association, and was also instrumental in

creating the Kentucky Horse Park and Maxwell H. Gluck Center

for Equine Research at the University of Kentucky. He was

presented the Eclipse Award of Merit in 1984.

Phipps (1940-2016), a New York City native, was born into a

legendary Thoroughbred racing family and was chairman of The

Jockey Club for an unprecedented 32-year team from 1983-

2015. He transformed the organization from one that mainly

maintained the stud book into a diverse set of companies to fill

specific needs within the sport.

and the NTRA.

He also championed research for the horse and charitable care

for people in the sport while maintaining a world-class breeding

and racing operation.

He was the grandson of Mrs. Henry Carnegie Phipps, whose

Wheatley Stable bred champions such as Seabiscuit and Bold

Ruler. His father, Ogden Phipps had his own breeding and racing

operation beginning in the 1930s and also served as TJC

Phipps earned the Eclipse Award of Merit in 1978 and bred

89 stakes winners for Phipps Stable, including Inside

Information, Storm Flag Flying and Smuggler. He and his cousin,

Stuart Janney III, bred and raced 2013 GI Kentucky Derby hero

Orb (Malibu Moon).

Martin J. AMatt@ Winn (1861-1949), a native of Louisville, saw

Aristedes win the inaugural running of the Kentucky Derby in

1875 and watched 75 more renewals of the race until his death

at age 88.

In 1902, Winn put together a group of investors that

purchased a struggling Churchill Downs for $40,000. He

renovated the track=s clubhouse and used his marketing skills to

help Churchill make a profit for the first time in his history. He

introduced pari-mutuel machines to handle betting to combat a

1908 anti-bookmaking law in Louisville.

Winn introduced the $2 minimum bet in 1911, lowering the

threshold from the $5 it had been, which was beyond the means

of most working people. He began the practice of inviting,

sometimes by paying, celebrities to attend the Derby and

publicizing their attendance.

In 1915, Winn convinced prominent owner Harry Payne

Whitney to bring his filly Regret to the Derby. The national

publicity surrounding Regret=s subsequent victory cemented the

Derby as a marquee event on the American racing calendar.

A 1949 New York Times article said of Winn=s influence on the

Derby: AHe alone made it what it is today,@ and author William

H. P. Robertson said AWinn was a Moses who led the sport

through trying times.@

A committee of racing industry experts and historians, under

the guidance of chairman D. G. Van Clief, comprise the Pillars of

the Turf Selection Committee. The members include Van Clief,

Edward L. Bowen, Bob Curran, Jane Goldstein, Ken Grayson, Jay

Hovdey, G. Watts Humphrey, Bill Marshall, Mary Simon, Stella

Thayer, Gary West and Amy Zimmerman.

Uni, a new face in N.Y. eyes Belmont Oaks bid cont.

AI am really excited about Uni,@ said Kumin, who joined as a

co-owner of the sophomore ahead of her sixth-place effort in

the Apr. 9 GIII Prix Vanteaux at Chantilly. AI asked Nick [de

Watrigant] to look for a 3-year old filly from Europe that he

thought could go long for the Belmont Oaks that we could send

to Chad Brown. He found her for us and the original plan was to

run in a Listed stakes and Group 1, and then ship to the U.S. to

Chad, so he had six weeks or so with her.@

While the Prix de Vantaux saw Uni struggle while taking

significant kick-back over uneven ground, she rebounded in

more-than-adequate fashion, defeating male rivals impressively

in the nine-furlong Prix Matchem.

AWe had a tough decision to make with Nick and my partner

Mike Dubb on do we keep her there and run her in the

[G1] French Oaks or ship to the U.S. for the Belmont Oaks, and

we went with the U.S.,@ Kumin continued. Cont. p4

AI think she will get the distance and she likes firm ground. We

won the race with Lady Eli (Divine Park) a few years ago, and it's

one of my favorite races. Chad is excited to get her and see what

she can do. I was thrilled Mike Dubb wanted to partner with me-

-we partner on lots of horses and he's a great friend.@

While Kumin, Dubb and Brown=S team are tasked with

acquainting themselves with their latest arrival, Nicolas de

Chambure of Haras d=Etreham has known the filly since day one.

De Chambure purchased Uni=s dam, Unaided (GB) (Dansili {GB}),

with the filly in utero for $230,000 at the 2013 Keeneland

November sale. The first foal out of Unaided, Uni was brought to

the Arqana August yearling sale before ultimately being bought

back by de Chambure and put into training. After the chestnut

followed a maiden victory at Deauville in January with a good

third-place try in the Prix de la Californe at Cagnes-Sur-Mer

Feb. 12, the owner/breeder fielded a number of inquiries about

Uni=s availability.

AI had a few phone calls after that race and one of them was

Nicolas de Watrigant who does some work with Bradley

Weisbord--who advises Sol Kumin--and they were looking for a

filly for the Belmont Oaks,@ explained de Chambure, who said he

hopes to campaign Uni for several years to come. AThey thought

she was a good prospect for that race. I hadn=t met Sol, but I

knew who he was through Lady Eli and some of the other good

fillies he has raced, and we spoke on the phone. I liked the idea

of partnering in the filly with him, particularly as we have had

horses with Chad before. I=ll probably come, spend a few days in

New York, and have a big race day as well.@

While it is not a certainty that Uni will receive an invitation to

compete in the prestigious Belmont Oaks, it seems likely given

Brown=s prolific record in the race (previously the

GI Garden City S.), which he won in four consecutive years from

2012 to 2015. Imports like Uni are precisely what Belmont Park

wants when it comes to adding international flavor to the July 8

Stars and Stripes Racing Festival, according to Martin Panza,

Senior Vice President of Racing Operations at the New York

Racing Association.

AHere=s a filly that was bought in France and is pointing for the

Belmont Oaks, and that=s a good thing for racing in New York

and in the U.S.,@ commented Panza. AIt=s a good thing when we

can give owners an opportunity to go out and purchase horses

and bring them to the States. We hope to have her in the

Belmont Oaks, and in other races.@

De Chambure echoed Panza=s sentiment, asserting that

partnerships such as the one formed for Uni represent a positive

step toward the global integration of racing. An exchange of

ideas, according to de Chambure, can yield positive results.

AIn Europe, we feel that Americans have been more active

looking for fillies and colts to go to America,@ he concluded. AI

think it=s good for us to partner with them. I=m always happy to

sell legs and stay in and meet people, and I think it was nice for

them to be happy for me to stay in the filly as well. In the end,

you share different thoughts and make the best decisions for

the filly.@

posted the second report from its Equine 2015 study, titled

Changes in the U.S. Equine Industry, 1998-2015. The study was

conducted in 28 states based, in part, on the size or density of the

DINNY PHIPPS AWARD

The Phipps family will be the recipient of the inaugural Dinny

Phipps Award at the Belmont Stakes Charity Celebration June 8,

the Grayson-Jockey Club Research Foundation announced

Wednesday. The event will be held at the Bryant Park Grill in

New York City.

Earle Mack created the award to honor the legacy of his friend

Ogden Mills ADinny@ Phipps for his longstanding dedication to

equine health. Phipps, who died last April, served as a board

member of the Grayson-Jockey Club Research Foundation since

its inception. Phipps=s wife Ande, daughter Daisy Phipps Pulito

and son Ogden Phipps II will be on hand to accept the award.

Shug McGaughey, who has trained for Phipps Stable for

30 years, will also be in attendance, as well as Hall of Fame

jockeys John Velazquez and Ramon Dominguez and 2017 Hall of

Fame inductee Javier Castellano.

AThe week of the Belmont Stakes is a special time of the year

for horse racing and a perfect opportunity to celebrate New

York and our great sport, while also paying tribute to a man who

did so much for both throughout his life,@ said Mack. ADinny

Phipps was a giant in the Thoroughbred racing industry and an

uncompromising voice for integrity and horse health. This award

was created to recognize Dinny=s enormous commitment to

equine welfare and help continue his great work in the years to

come.@

The evening will feature cocktails, dinner and a live jazz

performance by The Juilliard School. Tickets are available at

$300 each and all proceeds benefit the research of the Grayson-

Jockey Club Research Foundation.

CHANCES DIMMING FOR SUPREME COURT

APPEAL ON NJ SPORTS BETTING By T.D. Thornton

A panel of government attorneys from the United States

Solicitor General=s (SG) office has recommended in a May 24

brief that the Supreme Court of the United States (SCOTUS) not

hear an appeal brought by the State of New Jersey that could

help decide the fate of a years-long attempt to legalize sports

betting in the state.

The Washington Post called the SG recommendation Aperhaps

the death blow@ to the prospect of legal sports betting at New

Jersey=s racetracks and casinos (view the entire brief here).

But the online site legalsportsreport.com, which first broke the

story, wrote that SCOTUS still has to announce within the next

six weeks or so whether it will actually allow the case to move

forward based on that recommendation, noting that Athe case

already has defied the odds in the past, getting an en banc

review by the Third Circuit Court of Appeals that NJ eventually

lost.@

Dennis Drazin, an advisor to the New Jersey Thoroughbred

Horsemen's Association (NJTHA), which leases Monmouth Park,

did not return a TDN phone message prior to deadline for this

story. However, Drazin was quoted by the Post as saying,

AObviously, we=re disappointed@ with the SG=s recommendation.

Drazin further told the Post that the SG=s brief left open one last

legal avenue that New Jersey lawmakers might pursue: a full

repeal of all state laws against sports betting instead of just the

partial repeal, a so-called AWild West@ scenario.

That scenario, the Post explained, differs from the state=s prior

attempts to get around the federal law. Instead of limiting

sports gambling to casinos and racetracks, Aa full repeal would

remove all the state=s laws against sports betting, effectively

allowing neighborhood sports bookies to take bets without fear

of local or state law enforcement. This would be a legal strategy

similar to how Colorado allowed recreational marijuana by

repealing its state laws against the drug, leaving it up to federal

law enforcement agencies to decide if they wanted to

Chances Dimming for NJ Sports Betting cont.

According to the Post, in January, SCOTUS asked the SG for a

brief on the merits of the two cases--Chris Christie, et al. v.

NCAA, et al.; and NJTHA v. NCAA, et al.--which deal with New

Jersey=s challenges to the federal government=s near-total ban

on legal sports betting.

That request by SCOTUS had been viewed as a positive sign

that SCOTUS might hear the case, because, according to Legal

Sports Report, Awhen SCOTUS asks the SG to get involved and

the SG agrees that an appeal should move forward, SCOTUS

grants appeals in a majority of such cases.@

But in the Wednesday brief, the SG attorneys wrote that the

case did not merit the attention of SCOTUS because the New

Jersey entities

had not raised

valid

constitutional

problems with the

Professional and

Amateur Sports

Protection Act of

1992 (PASPA), the

federal law that

prohibits legalized

sports gambling in

all but four grandfathered states (Nevada, Oregon, Montana and

Delaware).

AAlthough PASPA has been on the books for a quarter century,

it has apparently given rise to only a handful of suits, all in the

Third Circuit,@ the SG attorneys wrote. AApart from New Jersey=s

recent efforts to foster sports betting at the State=s casinos and

racetracks, only one other State has enacted legislation

challenged under Section 3702(1): Delaware, which

unsuccessfully argued that various forms of sports lotteries fell

within PASPA=s grandfathering clause ... No other State has

enacted legislation claimed to conflict with PASPA [and] the

absence of a conflict on the question presented and the paucity

of PASPA litigation of any kind counsel against this Court=s

review. The limited practical consequences of the question

presented confirm that this Court=s review is unwarranted.@

According to Legal Sports Report, New Jersey had passed a law

in 2014 that partially repealed its own sports betting ban,

allowing wagering to take place in the state. But major

professional and amateur sports leagues--including the NFL,

NBA, NHL, MLB, and the NCAA--banded together to present

legal challenges and obtain restraining orders to keep the

the dying strides to claim the victory by a head in front of a

record Pimlico crowd of 140,327.

Since launching their partnership in 2006, the pair of Seth

Klarman=s Klaravich Stables and Lawrence have made significant

investments in the industry with well over 2,000 starters,

landing Grade I events with the likes of Currency Swap (High

Cotton), Practical Joke (Into Mischief) and Annals of Time

(Temple City). For both owners, particularly Klarman--who grew

up in the same Baltimore neighborhood that houses Pimlico--

Saturday=s triumph represented a new level of achievement.

AIt was unbelievably exciting,@ Klarman said in the aftermath of

the race. AI grew up three blocks

from here, [and] was a big fan

of racing [as] a kid and came to

the Preakness many, many

times. I never imagined I'd own

a horse, let alone be the winner

of the Preakness.@

While the fanfare of Saturday

provided Klarman with a high

that only a select group of

winning owners can

understand, the prominent

hedge fund manager was able

to provide some perspective

about the congruities between

his professional career and his

investment strategies in horse racing. Many of the principals are

effectively the same, but Klarman emphasized the uncertainty

associated with investing in horseflesh.

AIn my regular life I'm a long-term value investor,@ Klarman

explained. ASo we make patient long-term investments on

behalf of our clients. This is gambling. This is a risky undertaking.

This is not at all unlike what I do in the rest of my life, but it does

provide one of the highest levels of excitement that a person

can have. It's really been a thrill and this is the highlight of our

career so far as Thoroughbred owners.@

In fact, the story of Cloud Computing=s progression from a

first-out maiden winner sprinting six furlongs over Aqueduct=s

inner track Feb. 11 to his success in Baltimore is largely a

testament to a patient approach consistent with the nurturing of

a long-term investment. Despite the fact the Chad Brown

trainee had secured sufficient qualifying points for the

GI Kentucky Derby following a runner-up finish in the Mar. 4

GIII Gotham S. and a third-place effort in the Apr. 8 GII Wood

Memorial, the team elected to bypass the Run for the Roses andtarget the Preakness. With only three starts under CloudComputing=s belt, a try in a 20-horse Derby field wouldundoubtedly prove to be a grueling experience. Brown wasgiven six weeks between the Wood and the Preakness to moldthe son of young sire Maclean=s Music into a Classic contender,and he did just that: Saturday ended with Cloud Computingdraped in Black-Eyed Susans and his connections basking in theglory of a shrewd business decision. Cloud Computing and all but one of his nine Preakness rivalspassed through the Keeneland sales ring at one point or anotherbefore loading into the starting gate at Pimlico, but how did theteam of Klarman, Lawrence and Brown identify the handsomedark bay as a suitable addition to their stable in the first place?The answer, according to Brown, is the keen eye of renownedhorseman Mike Ryan, who tabbed the colt as a promisingprospect well prior to his arrival at the sale. AI'd say about three or four years ago we added Mike Ryan tohelp me identify these horses,@ Brown recalled. AAnd he foundthis horse. We work well together in the sales. He looks at thesehorses and I'll come in and look at them, figure out what worksfor us. We work together. But he deserves the credit for findingthis one. And his career speaks for itself. He's been doing it along time. We're happy to have him on our team scouting forus.@ Ryan, who also pinhooked 2016 Kentucky Derby winnerNyquist (Uncle Mo), shed further light on the qualities headmired in Cloud Computing, ultimately adding a second jewelto his personal Triple Crown after Always Dreaming--a colt Ryanco-bred with Gerry Dilger under the name Santa Rosa Partners--won the Kentucky Derby two weeks earlier. Always Dreamingpassed through the Keeneland September sales ring six daysprior to Cloud Computing, whose first and second dams areMGSP Quick Temper (A.P. Indy) and GISW Halo America(Waquoit), respectively.

A[Cloud Computing] reminded me of a very good horse we

bought for Mr. and Mrs. [William K.] Warren called Bakken

(Distorted Humor) that we had with Chad,@ Ryan told the TDN=s

Alan Carasso Saturday night. AThis horse--he had legs, class,

moved around like a cheetah. I loved his lines and angles. He

walked with lightness over the ground, moved with no

effort--moved like a cat. We loved him from the very early

stages and he showed talent from the get go. Ian Brennan [at

Stonestreet, where the colt had his earliest training] was really

high on this horse from the beginning. I pinch myself--to be

involved with these two horses is just remarkable, very special.@

As for the next step in Cloud Computing=s career, the team of

Lawrence and Klarman remained non-committal about a

possible start in the June 10 GI Belmont S. traveling 1 1/2 miles.

Although the colt has already provided a more-than-ample

return on their $200,000 investment with career earnings

totaling a shade over the $1-million mark and obvious appeal in

the breeding shed, there is no reason to believe the April foal

cannot continue to progress in the future under the careful

management of Brown.

AThere are plenty of big races ahead,@ Lawrence, also a

financier, said. AWe trust Chad and feel very confident in him.

He'll let us know how the horse is doing and his team--they=re

working there every day. We're not there in the barn every day.

I think we're pretty good about making suggestions but

following Chad's lead. If he says go, we'll go. If he says no, we're

not going to go.@

Laurel to Offer $1.6 Million Summer Stakes Schedule:

Highlighted by a six-stake program June 24, Laurel Park will

offer 21 stakes worth a total of $1.6 million during its summer

meet, which opens June 9.

The 33-day meet will run Fridays, Saturdays and Sundays

through Aug. 20. Racing shifts to the Maryland State Fairgrounds

in Timonimum Aug. 25-Sept. 4. The recently-concluded winter

meet at Laurel saw total handle, in-state handle, average daily

handle and export handle all increased more than 20%.

AWe=re looking forward to the summer meet at Laurel Park,@

said Sal Sinatra, President and General Manager of the Maryland
