Gang of servant thieves busted

With the arrest of Raju Das S/o Bhushan Das R/o Village Jagti PS Patash Pur Distt East Medinipur West Bengal (2) Gopal Patra S/o Parmeshwar R/o Village Jinanda  Pur PS Egra Distt East Medinipur West Bengal, South East Distt Police has busted the gang of servant thieves and recovered cash Rs 15,000/-, 1390 US Dollars(Rs 75,000/-), 2500 Singapore Dollars( Rs 1,10,000/-), FD amounting one lac, one Scooty Hero Pleasure worth Rs 53000/-, one Mobile phone make Samsung Galaxy Grand worth Rs 22000/-

Details of case:

On 06/01/13, Mr. Rajeev Thakkar S/o Shri D.B.  Khattar R/o C-21 Kailash Apptt. Greater Kailash-I New Delhi reported  that he has employed one  Raju Das S/o Bhushan Das R/o Village Jagti PS Patash Pur Distt East Medinipur West Bengal as domestic servant through one Shambhu and when he went to his office, Raju Das broke open the almirah and took away cash Rs 22 lacs.  On his complaint, a case vide FIR No 04/13 u/s 381 IPC PS GK-I was registered and police team was sent to the village of accused Raju Das but he was not found there.

On 20/04/13, Mr. Varun Sarin R/o N-84 GK-1 New Delhi reported that he has also employed one Raju Das S/o Bhushan Das R/o Village Jagti PS Patash Pur Distt East Medinipur West Bengal and he fled with Cash Rs 50,000/- 1500 US Dollars, 2000 Singapore Dollars and jewelry.  A case vide FIR No 51/13 u/s 381IPC PS GK-I New Delhi. In both the cases, the employers did not intimate the local police for verification of domestic servant.

  Investigation:

            In order to apprehend the criminals,  a police team consisting SI Sanjay Bhatt, SI Pankaj Kumar, HC Kumvar Singh No 205/SE, HC Devender No 164/SE, Ct Ajay Paswan No 2233/SE, Ct Vikas No 1298/SE and Ct Devesh No 2335/SE under the supervision Insp. Sandeep Ghai SHO/GK-I under the overall supervision of ACP/Lajpat Nagar Shri Harcharan Verma. The Police team remain stationed at West Bengal for about a month and raided several places there. On pressure mounted by the Police in West Bengal, accused Raju Das fled to Delhi but was apprehended near Jamrood Pur GK-I New Delhi. On intensive interrogation, he disclosed that he was employed by Shri Rajeev Khattar through one Shambhu. Mani Das S/o Late Bhagwan Chandra Das R/o Village Jedthan PS Egra Distt East Medini Pur West  Bengal  was mastermind who hatched the conspiracy with Raju Das S/o Bhushan Das R/o Village Jagti PS Patash Pur Distt East Medinipur West Bengal and  Kamal Patnail @Shambhu S/o Harihar Patnaik R/o Village  Sipur PS Egra Distt East Medini Pur West  Bengal. Raju Das, Shambhu and Chota Tapas had broke open the almirah of the complainant and took out cash Rs 22 lacs. They immediately distributed the cash and fled to West Bengal. Accused Raju Das received around 12 lacs who distributed the money to their other accomplice.  Gopal Patra, Mithun, Poncha received 1.75 lacs. Chota Tapas received Rs 2.25 lacs. Gopal Patra invested Rs one lac in Fix Deposit. Accused Gopal Patra was arrested and FD of Rs one lac has been recovered. Several places in West Bengal were raided but co accused persons are absconding.

In case FIR No 51/13 u/s 381 IPC PS Greter Kailash-I, accused Raju Das disclosed that he had given the jewelry to his sister Ranju W/o Budha Dev R/o Village Mangal Pur PS Patash Pur Distt East Medinipur and she sold the jewelry to one Nirmal Kamila R/ Village Pratapdighi PS Patash Pur Distt East Medini Pur WB. Accused Raju Das purchased a Scooty Hero Pleasure which was recovered in West Bengal and 1398 US Dollars, 25000 Singapore Dollars, one mobile phone Samsung Galaxy Grand were recovered in Delhi.

Vegabond Garima Garden, Sahibabad, Ghaziabad (UP), age 40 yrs,  the team of PS Badarpur comprising of ASI Amar Singh, HC Joginder Singh 126/SE, Ct. Sanjay 1793/SE, Ct. Chander Shekhar 3864/SE, under the leadership of Insp. Akhilesh Yadav SHO/Badarpur,  and under the overall supervision of Sh. V. K. Nayyer ACP/Sarita Vihar, have busted a gang of desperate Jeher Khurani Thieves, who were actively involved in the incident of thefts after giving the poisonous substance to the passengers.

INCIDENT:

                        On the night intervening 22/23-5-13, HC Joginder Singh 126/SE, along with Ct. Sanjay No. 1793/SE, and Ct. Chander Shekhar No. 3864/SE were on picket duty at Mathura Road, near TKD Metro Station, Badarpur.  They were busy in vehicle checking, in the mean time at about 9:30 p.m. one TSR bearing Reg. No. DL-1RG-3275 got slow down 20-25 steps before the checking point and one person was thrown out on the footpath from the above auto-rickshaw, by unknown persons and ran away.  The fallen down person shouted that these persons sitting in that auto-rickshaw have given some poisonous substance to me and they are running after stealing my luggage/valuables.  As the Police team turn towards auto-rickshaw the auto-rickshaw driver had passed the checking point and started driving his auto-rickshaw at high speed.  HC Joginder Singh and Ct. Sanjay, chased that auto-rickshaw on their private motorcycle.  Due to traffic jam the above TSR was got slow down at Aali Red Light. On seeing the police party one person who was sitting on the back seat of the TSR tried to flee but HC Joginder Singh immediately got down from their motor cycle and caught that person and the driver of TSR was overpowered by Ct. Sanjay. Both the overpowered suspects disclosed their name (1) Babul S/o Kalu Mohd, R/o Vegabond Arambagh, Paharganj, New Delhi, (2) Pushpender @ Pappu S/o Ramphal Singh R/o Vegabond Garima Garden, Sahibabad, Ghaziabad (UP). After that the Police party along with the suspects and auto-rickshaw came back to the checking point at TKD Metro Station, tried to enquire the facts from the victim. On that the victim told his name as Ganesh Panda and pointing out towards both the suspects. He also told that both of them had given him some poisonous substance in Slice Cold Drink.  After that HC Joginder Singh made a call to PS Badarpur for assistance.  In a short period of time ASI Amar Singh and ERV staff reached at the spot and the victim was sent to AIIMS Hospital for medical aid and the luggage/valuables of the victim were recovered from the possession of the suspects.  After that on the statement of HC Joginder Singh a Case FIR No. 169/13, dated 23-5-13, U/s 328/379/411/34 IPC was registered. 

INVESTIGATION:

During investigation both the accused persons were arrested and interrogated and the auto-rickshaw was taken into Police possession.

On sustained interrogation both the accused persons disclosed that they belong to poor families and due to poverty they started their career as TSR drivers.  Because of their high expectations of becoming rich in a short span of time they came in contact with one Asfaq.  Asfaq told them the easy way to become rich by theft of valuables after giving poisonous substance to the passengers of their TSRs.  Working on the same M.O. they had committed many thefts.  Today they came in PS Badarpur area and convinced one Ganesh Panda who was going to Old Delhi Rly Station, to take an auto to his destination, and after that they gave a poisonous substance in Slice Cold Drink, to the victim and thrown him out of the auto-rickshaw on footpath near Metro Station TKD, and ran away with the luggage/valuables of the victim. 

 

RECOVERY:  1. All valuable/luggage of the victim have been recovered.

                     2. TSR No. DL-1RF-3275 which was used in the commission of crime was recovered.

 Accused Babul is desperate and notorious member of Jeher Khurani Gang.  He has been involved in following previous cases of theft, arms act and preparation of dacoity etc.:

2.    Case FIR No. 256/2005, U/s 25 Arms Act PS Kashmiri Gate, Delhi.

ONE NOTORIOUS THIEF ARRESTED WITH     53 STOLEN MOBILES  

Staff of PS Jaitpur, South-East district police has arrested Arshad S/o Anish R/o H. No. 182, Vill. Mehlki, PS. Jansat, Distt Mujafar Nagar, UP aged 28 yrs and recovered 53 mobile phones & One Motor Cycle.

Incident, Team and arrest:

 

 Two cases of burglary in two mobile phone shops were lodged at PS Jaitpur vide FIR No. 34/13, u/s 457/380 IPC, PS. Jaitpur & FIR No. 77/13, u/s 457/380 IPC, PS. Jaitpur.  During investigation analysis of the call details of stolen mobile phones was done by Ct Vikas, HC Harender,  HC Bilander and it was revealed that some of them were found operational in the area of Jamia Nagar. Immediately a team  of SI Subhash along with HC Harender, HC Ompal, Ct. Vikas and Ct. Kishan was constituted under the supervision of Inspr. Arvind Kumar, SHO/Jait Pur and overall supervision of ACP /Sarita Vihar Sh. Vipin Nayyar. A raid was conducted at Jamia Nagar and on the information of one of the users that she had purchased the said mobile phone from a lady who owned shop No. R-10/4, Nafis Road Joga Bai Extn. Jamia Nagar and the user led the Police team to the shop. On reaching the shop the shop keeper lady narrated that she has purchased few mobile Phone from one Arshad S/o Anish R/o Vill. Mehlki,  PS. Jansat, Distt Mujafar Nagar, UP as the person told her that he has closed his mobile shop and he wants to sell all the remaining mobiles with him and the lady told that today Arshad is coming to her shop to deliver some more mobile phones.

 

At about 06.30 pm the staff was deployed near by the above said shop   and after some time a person carrying one Bag in his hand came to the shop and the shop keeper lady gave signal to Police staff.  The Police staff apprehended that person whose name and address was found Arshad S/o Anish R/o H. No. 182, Vill. Mehlki, PS. Jansat, Distt Mujafar Nagar, UP. He was interrogated about the mobile phones which he was carrying but he could not give any satisfactory answer. Later on he confessed about the commission of theft in two shops Luv Kush Chowk Jaitpur Road New Delhi and  at Khadda Colony, Jaitpur Extn Part II. Anish also disclosed that he committed thefts along with his associate namely Farman.

Interrogation:

 During interrogation he stated that he studied till 5 th class and came to Delhi in 2002 for learning embroidery work. That time he resided at Seelampur area. Thereafter he went back to his native place. There after he frequently visited Delhi and worked in Jamia and Batla House.  His cousin was also working with him at Yogesh workshop at Dhobi Ghat Jamia Nagar. Both were in need of money and conspired to commit theft in mobile shop so that they can earn easy money and meet their requirements. They came in the area of Jaitpur and saw the mobile shop at Luv Kush Chowk and Khadda Colony. He targeted the two shops and stolen mobile phones one by one. They had stolen around 200 mobiles from both the shops.

Profile of accused:  

Arshad S/o Anish R/o H. No. 182, Vill. Mehlki, PS. Jansat, Distt Mujafar Nagar, UP  aged 28 yrs  was working in a Factory  in  Jamia Nagar and very well versed with the area and choose the target and got entry in the shop through Roof or breaking the shutter

The police personnel of Special Staff, West District have arrested a group of notorious snatchers cum auto lifters. The group is headed by noted snatcher namely Kapil Bajaj @ Kapila. Two group members have been arrested. This group had recently become active in the areas of West District. They used stolen motorcycles to commit crime. Cases of snatching and auto lifting have been worked out.

INFORMATION & OPERATION

 

            Keeping in view the recent incidents of Chain/bag snatchings by biker’s gang, Special Staff of West Distt. was assigned the task to collect intelligence about the criminals involved in these incidents. Team of Special Staff visited the scenes of crime and met the victims. It was noticed that the biker’s gang who is committing these crimes are youngsters. They use motorcycles like Pulsar etc. having good pick up so that they can run away after committing the crime. Through secret sources, it came to notice that this group of snatchers is led by Kapil Bajaj @ Kapila and his friend Kannu @ Mohd. Shoaib.  Kapil has been arrested previously in snatching cases. On 25/05/2013, specific information was received that the criminals would come at about 6.30 – 7.00 PM on a stolen motorcycle from back side of Pacific Mall near DESU Office, Ganga Ram Vatika Road, Tilak Nagar, Delhi. On this information, raiding party under the supervision of Inspr. Spl. Staff/West Sh. Satyaveer Singh, consisting of SI Manoj Kumar, HC Sunil Kumar, HC Suresh Kumar, HC Kirori, HC Moti Ram,Ct Vinod, Ct Amarjeet, Ct. Rajbir, Ct. Dinesh, Ct. Naveen and Ct Jitender was constituted and a trap was laid near DESU Office, Ganga Ram Vatika Road, Tilak Nagar, Delhi. At about 7.15 pm two people came on a without number plate motorcycle Hero Honda Splendor. The source identified them as Kapil and Kannu @ Shoaib. On the instance of informer both of them were apprehended. On interrogation they disclosed about commission of chain snatching from the area of P.S. Rajouri Garden. They also could not produce any document about the motorcycle. The motorcycle was later found to be stolen vide FIR No. 250/13 u/s 379 IPC P.S. Uttam Nagar, Delhi. Both of them were arrested in Case FIR No. 261/13 Dated: 16/05/2013 u/s 356/379/34 IPC P.S. Rajouri Garden, Delhi. In pursuance to their disclosure the receiver jeweller namely Inderjeet Soni @ Vicky @ Chottu was arrested and the snatched chain was recovered from him. They further disclosed that this chain was snatched by them from a woman about 9 days ago on a stolen Pulsar motorcycle.

DISCLOSURE & MODUS OPERANDI

 

During interrogation, accused Kapil disclosed that he was born at Raghubir Nagar, Delhi. After the death of his father his mother took them to her parent’s house in Motia Khan, Paharganj, Delhi. His brother Manni has been involved in snatching cases. His brother in law Pritpal @ Goldi is also a noted snatcher and a BC of Uttam Nagar. He was very much inspired with the life style of his brother and brother in law as they wear good clothes and spend extravagantly. He also dreamt of becoming rich.  After arrest of his brother-in-law Goldi under MCOCA, he took the charge of the group headed by his brother-in-law and started committing snatchings with Manish @ Manni and other criminals of the area. Recently Kannu @ Shoaib had joined his group. They use to steal motorcycles to commit snatchings. On 16/5/2013, Kapil and Shoaib committed snatching on a stolen motorcycle from J- Block Rajouri Garden from a lady. They sold the snatched chain to a receiver jeweller Inderjeet in Raghubir Nagar for Rs. 32,000. They spent the amount in gambling and on their girl friends. The snatched gold chain has been recovered from the jeweller. The jeweller has been arrested from shop No. N-4, Raghubir Nagar, Delhi. It has come up during investigation that the jeweller is a habitual receiver and has been arrested previously in 2012 also.

 

            Staff involved in the good work is being rewarded suitably.

            With the arrest of Vimal Sharma @ Deepak, aged about 27 years s/o Ashok Kumar Sharma r/o C/180-B, Lajpat Nagar, Sahibabad, Ghaziabad, UP and (2) Sujeet Sharma, aged about 26 years s/o Som Prakash r/o Plot No. 10-B, Sector-10, Chiranjeev Vihar, Ghaziabad, U.P., Central District has busted a gang of fraudsters who used to cheat gullible public by impersonating them as collection agent of a reputed Insurance Company.

INCIDENT

One Sh. Rohit Hingorani, Sr. Manager, Bharti AXA life Insurance Company Ltd., Jhandewalan Ext., New Delhi gave a written complaint at PS Pahar Ganj and alleged therein that some person has been collecting premium from their clients by impersonating himself as an agent of Bharti AXA Life Insurance Company. He also complained that when their authorized agents contacted the clients for deposition of the premium amount, the clients informed that they had already deposited the amount with one Deepak Bhardwaj. Similar facts were also told by other clients as well. However, AXA Life Insurance Company had no such person in their organisation. On his written complaint, a case vide FIR No. 109/13 u/s 419/420/468/471/34 IPC was registered at PS Pahar Ganj and investigation was taken up.  

TEAM:-

            A team consisting of Inspr. RaJ Kumar, SHO/Pahar Ganj, SI Anand, Ct Ranbir, Ct. Samai Singh and Ct. Dharmender was constituted under the close supervision of Sh. Anil Kapoor, ACP/Pahar Ganj.

INVESTIGATION:-

            During the course of investigation, all thirteen complainants were examined. During examination, one complainant informed that he had installed CCTV cameras in his house and the photograph of the alleged has been captured in the CCTV Camera. He also informed that he had noted down the registration number of the motorcycle of the person who had collected amount of premium from him. During the course of investigation, the address of the alleged was ascertained and on the basis of the information, raid was conducted at the house of the alleged. One person who revealed his identity as Vimal Sharma @ Deepak s/o Ashok Kumar Sharma r/o C/180-B, Lajpat Nagar, Sahibabad, Ghaziabad, UP was apprehended.

He was subjected to sustained interrogation. On interrogation, he disclosed that he along with his accomplices namely Surjeet Sharma and Anshul Gautam had committed the crime.  He also disclosed that Surjeet is present at his office and he was also going there to meet him. Accordingly, raid was conducted at his office and at the pointing out of accused Vimal Sharma @ Deepak, Surjeet was also apprehended by the police team.

Both the accused persons were subjected to sustained interrogation and during interrogation they disclosed that they along with their accomplice Anshul Gautam used to

work at Net Ambic Company at Ghaziabad, UP. After leaving the job, Anshul and Surjeet opened their company in the name of “I-solution” and became authorized agent of “Reliance Company” whereas Vimal Sharma started working in “The Vision” company at Noida at a salary of Rs. 17,000/-. Anshul and Surjeet lured Vimal Sharma on pretext of offering Rs. 20,000/- per month. Further, one Surender Singh came into their contact. Surender offered them that he could provide the data of Bharti AXA life Insurance Company of the persons who are due to deposit their premium. At this they all hatched a conspiracy to collect the premium amount on behalf of Bharti AXA Life Insurance Company. Surjeet and Anshul used to call the customers and used to offer the client to send an collection agent to collect the premium from their house itself. After collecting the money, they also used to give a receipt generated from the computer of the accused persons and divide the amount equally amongst them.

                        So far, 26 people had contacted the police of PS Pahar Ganj against the accused persons. The accused persons have also disclosed that they had cheated about 40 people and collected about Rs. 7.5 Lacs in this way. The computer and SIM Card used in the commission of crime have been recovered from the office of the accused persons.

            Further investigation / interrogation is in progress and efforts are being made to nab the other culprits.

                        A GANG OF ROBBERS BUSTED, FIVE ARRESTED

The staff of PS Mahendra Park of North West District has arrested five robbers namely Vicky, Chand @ Raj Kumar, Shankar @ Shiv Shankar, Surender @ Jhuddi and Deepak Pathak

INCIDENT:

On 15.4.13, one Ram Chander while going to his office at Rohini Courts, Delhi was robbed of Rs. 40,000/- by four robbers in DTC bus route No. 254 at Mukarba Chowk on the point of knife. While they were trying to flee away, complainant Ram Chander chased and caught hold one of them. Remaining gang members came back and got him released from the complainant by brandishing a knife. Accordingly, a case vide FIR No. 97/13 u/s 392/34 IPC PS Mahendra Park, Delhi was registered and investigation was taken up.

 

INVESTIGATION:

 

To work out the case, a team under the supervision of SHO/Mahendra Park was constituted comprising of SI Devender Kumar, HC Sudesh No. 1046/NW, Ct. Sanjeev No. 1433/NW, Ct. Sule Chand No. 1282/NW, Ct. Satyawan No. 956/NW and Ct. Dilawar No. 1296/NW. After analysis of crime, it revealed that some incidents have been reported between Mukarba Chowk to Jahangir Puri Metro Station from 8 AM to 11 AM. On 9.5.2013, one Deepak Pathak s/o Sh. Dharmbir Pathak R/o D1/61, Pathak Vihar Park-

III, Kirari Suleman Nagar, Delhi was found in suspicious circumstances. During inquiry, he broke down and confessed his involvement in the above mentioned crime. Accordingly, he was duly arrested.  During interrogation, he disclosed the names of other accused persons but was not aware of their whereabouts as the gang members never shared this information amongst them to avoid their arrest.

 

 

On 26.5.2013 based on a secret information, the team reached near Amar Colony, Gokulpuri and apprehended one Vicky s/o Ram Chander R/o D 755, Gali No. 30, Amar Colony, Gokulpuri. Thereafter, Chand @ Rajkumar s/o Ravi Shankar R/O D 874, Gali No. 31/32, Amar Colony Gokulpuri, Shankar @ Shiv Shankar S/o Shri Kanwarpal R/o Soum Bazar Raod, Tilak Ram Colony, Puspa Garden Bheata Hazipur Road, Loni, Ghaziabad and Surender @ Jhuddi S/o Ramesh ram R/o Soum Bazar Raod, Tilak Ram Colony, Puspa Garden Bheata Hazipur Road, Loni, Ghaziabad were arrested from Bhajan Pura petrol pump.

 

INTERROGATION & MODUS OPERANDI:

During interrogation, it revealed that the accused used to commit pick pocketing of the passengers in DTC buses from 8 AM to 11 AM. They use to start from Bhajanpura and travel upto Mukarba Chowk for targeting the passengers. They use to carry knives in order to make their escape in the event of their apprehension. Deepak Pathak used to survey the area on motor cycle and communicate to his accomplices about police pickets or police checking taking place in the route of the bus. After giving green signal, the gang members used to board the bus and Deepak Pathak used to follow bus on the motorcycle for making escape of the gang members in case of need. Chand is also known as machine. He would commit pick pocketing and the others will surround the target for diverting his attention. The stolen property was immediately passed on to other accused persons. The time of meeting and area of conducting loot was always pre-decided. They used knife and surgical blade to threaten in case someone tries to resist them. During interrogation, they disclosed that they were operational for the last about 3 years.

PROFILE:

All the accused persons are in the age group of 20-27 years, married and school drop-outs. They have no other source of income except commission of pick pocketing and robberies.  Their previous involvements are as under:

Portfolio Pvt. Ltd. was going on his Scooty No. DL 8S AX-7553, carrying a bag containing cash Rs. 28 lacs from Aditya Mall Karkraduma to his office at 121A, Pocket ‘D’, Phase-III, Ashok Vihar, Delhi.  At about 5:15 PM, he was attending a phone call at Delhi University lane, in the area of PS Maurice Nagar.  During this period, three persons came on a motor cycle No. DL 4S BG-9810 and robbed his Scooty and a bag containing cash Rs. 28 lacs.  Out of three accused persons, one Harish @ Samir was apprehended on the spot by the police with help of public and the remaining Raj Singh and Atul had managed to escape from the spot with robbed cash.  In this regard, a case was registered on the statement of Mr. Rupesh Jha vide FIR No. 66/13 u/s 392/34 IPC at PS Maurice Nagar, Delhi.

 

TEAM AND ARREST :

 

A secret information regarding the movement of accused Raj Singh, involved in a robbery case of PS Maurice Nagar was received at PS Defence on 26.07.13.  According, a team comprising SI Anand Kumar, HC Shailesh and Ct. Ritesh and the supervision of SHO/Defence Colony was formed, briefed and deployed at picket near Andrews Ganj bus stop.  At about 5 pm, the team apprehended accused Raj singh S/o Ramanuj Singh R/o D-4, Gali No. 12, Rama Vihar, New Delhi and recovered motor cycle (Hero Honda Hunk) bearing Regn. No.  DL 4S BG-9810 used in commission of crime.   During interrogation, accused Raj Singh confessed that he along with his associates had robbed cash Rs.28 lacs in the area of PS Maurice Nagar.

 

INTERROGATION :

 

                During interrogation, accused Raj Singh disclosed that after committing robbery, they went to Shimla and stayed there for 3 days.  Thereafter, they came back and went to Loni, Ghaziabad where friends of co-accused Atul reside and came to know that police had conducted raids to arrest them.

  TWO ACCUSED INDULGED IN SUPPLY OF GANJA ARRESTED  126 KGs GANJA AND TRUCK USED IN CRIME RECOVERED

 

                The police personnel of PS Mehrauli, South District have arrested two criminals namely Pramod Ku Pardhan (age 25 years) S/o Girdhari Pardhan and Prashanta Ku Pradhan (age 24 years) S/o Mani Pardhan, both residents of Village Boinda (Hulursinga), District Angul, Orissa and recovered 126 kgs. ganja, which was concealed in the cabin of driver.

 

PROFILE OF ACCUSED PERSONS :

 

1.    Pramod Ku Pardhan is a school dropout.  He is unmarried and belongs to a poor family.  Baga Pradhan roped him in his network and offered him lucrative payment of Rs. 20,000 per month and 2% commission from the earnings made after supply of ganja.  His father is a farmer.  He has 4 brothers and two sisters in his family.

2.    Prashanta Ku Pradhan is a school dropout and belongs to a poor family.  He came in contact of Baga Pradhan and joined him to earn easy money.  He was sent by Baga Pradhan to keep an eye on the driver.  He was also getting Rs. 20,000/- per month and 2% commission from the earnings made after supply of ganja.

 

RECOVERIES :

 

1.    126 kgs. ganja2.    One truck used in crime.

 

BRIEF FACTS :

 

            On 21.05.13, in order to prevent snatching / M.V. theft in the area of PS Mehrauli, a team comprising SI Rakesh, HC Yatender Malik, HC Lav Kumar and Ct Naveen was deployed at Ahinsha Sthal Picket to check the vehicles and apprehend criminals involved in such crime.  On suspicion, they intercepted one truck, bearing Registration No. OR 19L 4569 at Red Light Lado Sarai.  During enquiry, the occupants of truck were identified as Pramod Ku Pardhan and Prashanta Ku Pradhan, both residents of Orissa.   During checking of truck, it was found that a special cavity was made in the rear side of the cabin where 3 bags containing ganja were concealed.  On further checking, it was found that each bag contains 42 packets of ganja duly wrapped in poly bags.  A total of 126 kgs. ganja was recovered from the 3 bags.  During enquiry, both accused persons disclosed that they are indulged in supply of ganja and had to come Delhi to supply the same at different places in Delhi.  In this regard, a case vide FIR No. 317/13 dated 21/5/13 u/s 20/61/85 NDPS Act PS Mehrauli was registered, both accused were arrested and further investigation was taken up.

 

INTERROGATION :

 

            During interrogation, accused persons disclosed that truck used in crime belongs to Baga Pradhan, resident of District Angul, Orissa, who is the main supplier of ganja.

INCIDENT,   TEAM & ARREST  :

 

On 22.05.13, a secret information was received at PS Saket that some desperate snatchers will come in a marriage function at Sector-7, Pushp Vihar, Saket to attack one Sunny.  After receiving this information, a team under the supervision of SHO/Saket was formed and a trap was laid at the function place.  At about 2.20 am, the police party detected suspicious motorcyclists and signaled them to stop for checking but instead of stopping the motor cycle, they tried to escape from the spot.  The team acted swiftly and after a brief chase, intercepted the motorcycle and apprehended both the motorcyclists.   They were identified as Mahabir @ Bangali and Rakesh Kumar, both are members of notorious snatchers gang.  During search, one sophisticated .32 bore pistol loaded with two cartridges was recovered from the possession of Mahabir @ Bangali and one loaded country made pistol was recovered from the possession of pillion rider namely Rakesh Kumar.  In this regard, a case vide FIR No. 208/13 U/s 25/54/59 Arms Act PS Saket was registered and

investigation was taken up.  During investigation, their associate namely Deepak s/o Netrapal r/o A-287, Tigri JJ Colony, Neb Sarai, New Delhi was also arrested and one gold chain, snatched in case FIR No. 173/13 PS Saket was recovered at his instance.

 

            Further investigation of the case is in progress and efforts are being made to ascertain their other involvements.

 

            Police personnel involved in apprehending of these snatchers are being rewarded suitably.

Whereas report have been received that due to the situation prevailing in the entire area of Sub Division Tilak Nagar, West District, Delhi, it is apprehended that terrorist/anti-social elements may seek hideouts in the residential area of Sub Division Tilak Nagar, West District, Delhi and there is every likelihood of breach of peace and disturbance of public tranquility and also there is grave danger to human life, safety and injury to public property on that account.

 

2.  And whereas it is necessary that some checks should be put on landlords/tenants so that terrorists/anti-social elements in the guise of tenants may not cause explosion, riots, shoot outs, affray etc. and that immediate action is necessary for the prevention of the same.

P.C. 1973 (No.2 of 1974) read with Govt. of India, Ministry of Home Affairs, and Notification No. U-11036/1/2010-UTL, dated 09.09.2010 do hereby order that no landlord/owner/person of any house/property which falls under the jurisdiction of Sub Division Tilak Nagar, West District, Delhi shall let/sublet/rent out any accommodation to any person unless and until he furnish the particulars of the said tenant(s) to the Station House Officer of the Police Station concerned.  All persons who intend to take accommodation on rent shall inform in writing in this regard to the Station House Officer concerned in whose jurisdiction the premises fall.  The persons dealing in property business shall also inform in writing to the Station House Officer concerned, in whose jurisdiction the premises fall about the particulars of the said tenants. 

 

4.  This order shall come into force with effect from 26.05.2013 shall remain enforce for a period

     of 60 days up to 24.07.2013 (both days inclusive) unless withdrawn earlier.

 

5.  Any person contravening this order shall be punishable under Section 188 of the Indian Penal    Code.

 

6.  As the notice cannot be served individually on all concerned, the order is passed ex-parte.  It shall be published for the information of the public through the press and by affixing copies on the Notice Board of the offices of all Police Stations concerned and the offices of the MCD, NDMC, PWD, DDA, DMs, FC and Tehsildar etc.

            Whereas a large number of complaints are being received that people purchasing liquor from liquor vends often start consuming the same in front of the liquor vend itself or at other public places.  Vendors selling eatables and juices, at times, also station themselves unauthorizedly outside liquor vends which further facilitates this undesirable activity.  Sometimes, “Baratis” of marriage processions also openly drink liquor etc. on the roads while the Barats are moving.  Drinking in public is a nuisance with a serious potential to result in brawls and quarrels causing serious injuries/death and damage to public and private property.  This affects the peace and tranquillity of the area and creates problems in maintaining law and order.  It is also a punishable offence under section 40 of the Delhi Excise Act, 009 (Delhi Act 10 of 2010).

2.             And whereas it is necessary to take speedy measures in this regard to prevent danger to human life or safety and to thwart/prevent un-toward incidents which may affect the peace and tranquillity of the area.

3.             Now, therefore, in exercise of the powers conferred upon me by Section -144 Criminal Procedure Code, 1973 read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-110036/1/12008 UTL dated 26.11.2008. I, Harpal Singh, ACP/Hauz Khas, South Distt. New Delhi do hereby make this written order to do the following, for strict compliance by the owners of such liquor vends in the area of Sub-Division Hauz Khas shall:-

a.             Install CCTV with sufficient number of cameras and recording system with play back facility, to cover up to 50 meters area in front of the shop.   The CCTV should monitor anyone consuming liquor or facilitating consumption of liquor or any unauthorized vendor stationed in the coverage area.

b.            The recording system shall preserve a digital record of CCTV coverage for not less than 10 days.

c.             The vend owner or his agent shall cause to copy the CCTV coverage on a CD and hand over to the police whenever demanded.

d.            Before starting sales for the day, the Manager of the liquor vend should ensure that the CCTV system is in proper working order and in case any defect is noticed, immediate action to get it rectified should be taken.   An entry should be made in the register and intimation in writing should be sent to the police station simultaneously to be got duly received from the Duty Officer of the police station mentioning Daily Diary number on the intimation.

e.             During the course of monitoring of the CCTV system, the manager or anyone specifically designated by the Manager for real time monitoring of the CCTV shall immediately inform the police control room at telephone No. 100 and also the nearest police station in case any illegal drinking in public or unauthorized vendor is noticed in the CCTV coverage area.

f.             The vend owner shall display prominently at least two bilingual sign boards mentioning that drinking in public places is an offence and standing of unauthorized vendors outside the liquor shop is strictly prohibited.  Telephone number of nearest police station shall also be mentioned on the sign boards.

4.         The order shall come into force with effect from 18.05.2013 shall remain in force for a period of 60 days i.e. up to 16.07.2013 (both days inclusive) unless withdrawn earlier.

5.         Any person contravening this order shall be punishable u/s 188 IPC.

6.         As the notice cannot be served individually on all concerned, the order is hereby passed ex-parte.  It shall be published for the information of public through the Press and by affixing copies on the notice boards of the office of all District DCsP, Addl DCsP, ACsP, Tehsil Offices, all police stations concerned and the offices of the NDMC and MCD.

2.         And whereas, it has been noticed that the Second Hand Vehicles are Commonly sold without filling all the columns especially date of transaction of Form No.29 and Form No.30 (part-I & II) thereby resulting in transfer of vehicle to number of purchasers before the actual transfer of the

vehicle in the records of Transport Authority.  This is to circumvent the requirement of section-50 of the Motor Vehicles Act, 1988, that the fact of transfer of vehicle should be reported to the Transport Authority within 14 days for local transfer and 45 days for inter-district transfer.

 

3.         And whereas, it has been noticed that the stolen vehicles involved in crime are sold to several purchasers through dealers/agents of Second Hand Vehicles.  Such second hand vehicles are likely to be used for commission of various type of crime like robbery etc. and may be used even in terrorist activity.

 

4.         And whereas, it has also been observed that the record of seller and purchaser are not kept by the dealers or agents engaged in the business of facilitating sale and purchase of Second Hand Vehicles making it difficult for the investigation agencies to identify the criminals involved in such crimes.

 

5.         And whereas, it is rendered imperative to put regulatory check on the vehicle dealers who deal in sale and purchase of Second Hand Vehicles so that the anti social elements may not use them to sell the stolen vehicles through them and it is felt that immediate action is necessary in this regard.

 

6.         Now, therefore, in exercise of the powers conferred upon me by virtue of Section 144 Cr.P.C., 1973 (No.2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi is Notification No.U-11036/(i)UTL, dated 09-09-2010,I,     Veer Singh Tyagi, Assistant Commissioner of Police, Sub-Div. Seema Puri do hereby make this written order that all such vehicle dealers who deal in sale and purchase of second hand vehicles including Motor Cycles, Scooters and Cars in the jurisdiction of Sub-Division  Seema Puri, Delhi:-

1.     Whereas reports have been received that due to the situation prevailing in the areas of Police Stations specified in the schedule appended to this order, it is apprehended that terrorist/anti-social elements may seek hideouts in the residential areas of the said Police Stations and there is every likelihood of breach of peach and disturbance of public tranquility and also there is grave danger to human life and safety and injury to public property on that account.

 

2.     And whereas it is necessary that some checks should be put on landlords/tenants so that terrorists/anti-social elements in the guise of tenants may not cause explosion riots, shoot outs, affray etc. and that immediate action is necessary for the prevention of the same.

 

3.     Now, therefore, I, Alok Kumar, Asstt. The persons dealing in property business shall also inform in writing to the Station House Officer concerned in whose jurisdiction the premises fall about the particulars of the said tenants. 

 

4.     This order shall come into force with effect from 29.05.2013 and shall remain in force for a period of 60 days i.e. up to 27.07.2013 (both days inclusive) unless withdrawn earlier.
