A fter more than a year of war between Houthi rebels and Saudi-backed forces supporting exiled president Abd Rabbuh Mansur Hadi, Yemen faced a humanitarian crisis in 2016 that was unlike any- thing in the country’s history. According to the United Nations’ Office for the Coordination of Humanitarian Affairs, by the end of the year nearly three-quarters of Yemenis lacked access to safe drinking water or sanitation and just over half lacked suffi- cient access to food. Shipments of supplies into Yemen, which before the war had imported nearly 90% of its food, were largely stopped by a Saudi-led naval blockade, and in many areas the Saudi-led coalition’s destruction of roads and bridges made it difficult for humanitar- ian aid to be distributed.
