The subject of the listing of the membel"l<hip geoRraphically in one of the issues of BNA TOPICS each year was then raised. W. C. After 1\ lengthY discussion , It was agreed that such a list should be published at least once a year. At thl.s point s. Nickle auuested a separate book, free to the membership. for sale to others as a mallina list, alphabetk:ally and geographically Jist· ed and showing collectinll interests. Upon motion or G. B. REPORTS REPORT OF THE SECRETARY

I am so very sorry that last minute developments made it impossible for me to be present with you at this Convention. I had so looked forward to enjoying our first gathering in the West, and can now only wish you all a most pleasant convention.

My report will show many favorable aspects and some which could show even better results. These comments are based mostly on our membership development as it is covered in this report and l offer the following summary and analyses on which these comments are offered:

Membe.rshlp Summary From· Sept. 1, 19!9 to Sept. 1, 1960

From the preceding summary, we note that our total membership was 1033 last year and has increased to 1054 this year~a gain of 21. For your further information, there were 22 life members last year and there are 23 this year. To study our membership development more closely, let us review the following comparative analysis between last year and this:

Our first observation Is that only 98 new members were enrolled this year compared to 118 last year-20 less: We must naturally wonder· and question why a smaller enrollment with an even larger membership? It would seem obvious that less members are encouraging their friends to understand and recognize the advantages of membership In our Society. We have never sponsored a concerted drive for new members but have always realized membersblp gains by and because of the belief and knowledge of our members that BNAPS Is THE Society for their friends who collect B.N.A. This reason is still very much the best one and peehaps only a reminder to the members Is all that is needed.

We next note that losses through dropped/ resignations and deaths were 78 this year aga nst 62 last year; 16 more numerically but actually 12 in the dropped and resignations. Of course, with an Increase In membership numbers, we might ex· pect a larger loss but we must always wonder whY. A greatest percentage of resignations are offered wfth the regret that either age, health or sale makes it impossible or inadvisable to continue. Such reasons for resignation cannot be contested or questioned1 but any other usually Is. As for the dropped rrom the rolls, here, as I have remarked before, the reasons are unknown except when ~uch must be done where members have re-located and present address Is unknown and cannot be learned even after advertising that mail has been returned.

So, as I said, this portion of my report on membership shows some favorable aspects and some which could be improved, and I trust that the favorable will continue and the less favorable receive your attention and efforts.

The President's Certificate Each year the "President's Certificate" Is award

ed to the member who enrolled the. most new members during the year. From January 1959 to December 1959 (per date of Secretary's Report), new members were recruited by the following members in such numbrs as indicated: E. A. Richardson 23, R. J. Duncan 8, A. H. Kessler 5, E. A. Harris 4, V. G. Greene 3. Two each: C. M. Chandler, E. A. Clark, A. E. Hetherington, D. C. Meyerson, A. W. Mcintyre, J. H. M. Young, One each: F. G. Atkinson, E. C. Banno, B. Bartlett, L. M. Bell, M. Campbell, W. P. Carter, J. J. CharCO~!, J. R. Cooke, H. M. Dilworth. J. H. Eley, R. S. H. GreenhUt, H. C. Hazell, W. S. John· stone, W. H. JGng, A. Koeppel, G. L. Leei J . P. Macaskle. G. H. Melvin, R. F, McLellan, . McTa$gart-cowan, N. Pelletier, W. T. Pollitz, H. Retche, D. G. Rosenblat, G. Showers, J. S. Siverts, D. Tincknell, E. A. Totten, G. M. Tuttle, N. Utberg, J . F. Webb, E. A. F. Welter, A. White· head, H. W. S. Wilding, J. A. Wilson.

From the preceding recruiting report, I am very pleased to be a61e to announce the repeat winner of the "President's Certificate" for 19S9 Is: EDWARD A. RICHARDSON.

VIncent G. Greene Award Each year a winner Is voted· to receive the

"Vincent G. Greene Award"- a silver cup awarded to the author or authors of the best original article or articles, column or series of columns originally published in DNA TOPICS. To determine such a winner, the four elected officers, the nine members of the Board of Governors and the donor are canvassed by the Secretary for their three successive selecUons and points are allowed on a 3 for first, 2 for second, and 1 for third choice basis. These have all been so canvassed and from the 11 ballots received, the following r-oint score noted: L. W. Sharpe 22, J. H. M. Youn11 19. D. C. Meyerson 7\11, N. A. Pelletier ~. W. W. Chadbourne 3, C. P. deVolpi 3, A. Whitehead '3, E. A. Smytbies 2, Perlin Study Group 'h.

Elections Article IV, Section 3 of the Society Constitu

tion and By-Laws provfdes, "If all candidates to be elected in any one election shall be unopposed, no official ballot need be prepared or mailed and the Secretary shall cast one vote, or any form, for such unopposed candidates."

Since all offered slates of candidates were duly published in DNA TOPICS and, since all such slates were for the same candidates without opposition for or to any office and therefore unopposed, I, Jack Levine, Secretary, do herewith cast one vote for the following candidates to the designated offices and do thereby formally and !Jffidally effect the election or:

port, Alfred H. Kessler, Willard Rorke. As founder of the Society and its Secretary for

aU of its 18 years, for the first time I am presuming to allow myself a privilege which I wish entirely as my own. For aU these 18 years I have worked with onl.Y one Treasurer of our Society. In aU these years I felt I was in a position to know who worked bard for the Society- and J know that none worked harder than the Treasurer; I know that none was more sincere, none more loyal, none more tireless, none with the interest and welfare of the Society more to heart. Our Treasurer retires in the knowledge that the mike has been entrusted to a good man. I know of no way to honor or thank Bill Peterman for what he has done-for what he will stiU do. I can only ask that, in my absence, you all rise and show him our appreciation and recognition of the man and his work for the Society and, enact and effect at the meeting a ruling whereby Bill "Pete" Peterman shall henceforth and hereafter be designated "Treasurer Emeritus."

Respectfully submitted. JACK LEVINE, Secretary.

INTERIM REPORT OF THE TREASURER

tianuary 1 to August 31, 1960) The Report of the Treasurer for 1959 Is pub

lished in the September issue of DNA TOPICS so at this time I will give you only a few of the unusual items and the net results.

At the time of last year's Annual Meeting it was estimated that we might have a surplus of about $280 at the end of the year. However, due to unexpected and non-recurring income of $532 surplus from BNAPEX-59 and an unusually high operatinq surplus of $338 from the Sales Circuit, we ended the year 1959 with a surplus of $804.

I will now give you a summary of the financial operations of BNAPS for the first eight months of 1960, as an interim report which will later be published in TOPICS in full.

As in the past, this report does not include income or expenses in connection with the current Yearbook, for which records are not complete. The total 1960 Income to August 31 irom all other sources was $4,777 and the total expense for the same period was $3,830, leaving a balance of $947 of 1960 funds for use toward paying expenses from August 31 to December 31.

It is estimated that the income for the balance of this year will be about $400 and that expenses will be about $1,400. The expenses will, thus, be about $SO more than the present funds plus the estimated income for the balance of the

ye~e above estimated expenses include a loss of about $100 on the Yearbook and about $100 in the Sales Department due to the inactivity of this department. Without the loss in the Sales Department we would have probably ended the year with a surplus of about $50.

This report is respectfully submitted for your considerahon. I move its approval.

W. C. PE-TERMAN, Treasurer.

REPORT OF THE CHAIRMAN OF THE BOARD OF GOVERNORS

It is with great pleasure that J address this report to the members of the British North America Philatelic Society assembled at Banff for the 1960 annual meetl.ng. I for one am pleased that the Society has finally held its annual meeting ln this part of the country so that our loyal and faithful members could meet some of their fellow BNAPSers from other parts .of the country. Although this is our twelfth annual meeting, I can only remember five previous visitors from the Canadian Northwest to our former meetings. Mr. MacMaster attended our first convention in Buffalo; Mr. Bury Binks attended our fourth meeting at Ithaca, N.Y., in 1952, and Lt.-Col. Fred Eaton was in attendance at the meeting held at Niagara Falls in 1955. Last year for the first time the meeting at Atlantic City was honored by two members, your own Bill Rorke, chairman of the 1960 Convention, and Murray Ward, another tireless worker for the Society. I do hope that with the example set by us Easterners 'at this show, that our future shows in the East will show a greater cross-section of the membership than it has in the past. May I add that there would have been at least another dozen in attendance t rom the East bad It not been that the show this year coincided with the London International and

some members were unable to travel such great distances twice in one year. Let's make attendance at our future shows tru!y international.

The Board transacted all of its regular busine8s, such as having its committee pass on member· ship applications, having the books audited and preparing and passing on the current budget. This is as good a time as any to express the appreciation of the Board for the tireless work turned in by Bill Peterman, Treasurer of BN APS from its very inception. Bill has finally l~id down the reins of office and I know that we are all sorry to ~ee him go; he bas been a tower of strength and an indefatiguable worker for U1e good of the Society - and be sure prepared a darned good budget!

The Board also felt that the Society rule of barring from an exhibition any exhibit that bad !ormerly won a Grand Award would eventually work to the detriment of future exhibits, as we would graduallY be losing the privilege of looking at some of our top collections. And yet it wouldn' t be fair to allow these same Orand Award exhibits to be continuallY shown against new exhibitors. A new class was, therefore, set up for former winners of Orand Awards and they could show onlY in that classification in which they won the Orand Award. An entirely new set of medals was provided !or, to be paid for by the ·Society, and the host group has the privilege of using this classification at any time that they see fit, and we do hope that all future convention chairmen will avail themselves of this new classification, as the exhibits of the former winners were enough to make our mouth water.

The Board had hoped by this show that the classification list would have been revised to include a third class, for so-called "side-line" collections, but unfortunately the committee responsible for setting up this new class to give recognition to the widening interests of philatelY was unable to r"ach a final conclusion and we do hope that it will be submitted to the Board in time to have it included in the plans for the 1961 show to be held at Elmjra, N.Y. , by the Ithaca Group-" \ppleknockers" to those of us who have known them for years. So let's all get together agajn in 1961.

Respectfully submitted. DANIEL C. MEYERSON, Chairman,

Board of Governors.

(Postscript: On the day before I left to come to this show. I received the new classification list to submit to the Board of Governors, and I am pleased to advise that Jor BNAPBX-61 the Society will undoubtedly have a third classification composed of sidelines , with medals awarded for the classificaUon. The Board will be canvassed on these new <:lassifications as soon as I return east.)

REPORT OF THE ADVERTISING MANAGER

Display advertising revenue for the first six months of 1960 totalled $503.35-on!y sllghtly more than the $492.57 received during the romparable period last year. The full year's receipts from thts source in 1959 amounted to $863.72, which amount should be equalled or exceeded by the end of this year.

The 1959 Yearbook. which was the October issue, grossed $461.50 in display advertising. This year the Yearbook \vill be the November issue, and will contain the report of this convention and annual meeting, as well as other useful and per· tinent information. As you undoubtedlY know, we endeavor to make this special issue self-sustaining by soliciting advertising from our membership. As of this writing, ads totalling $356 have been received. The deadline for copy is October t, and I earnestly urge those attendmg this meeting and convention, who have not alreadr done so, to cooperate by giving this effort theu sup~ort. I wJII be on!y too happy to accept your copy up until the time the convention adjourns, or you may mail it to reach my home address on or before October 1.

I respectfully submit this report and move its adoption.

REPORT OF THE HANDBOOK COMMITTEE

The Perlin Handbook was published in time for the BNAPS Convention in October of 1955 and had a printing of 500 copies. This was en· tirely sold out by early summer this year. The present demand is not very strong, although a few more copies could be sold. Consideration will be given to a revised edition which will include all new designs reported since publication of the original edition, other corrections or identifications and possiblY a list of the stamps known to have been punched by the provinces. These would be the Legislatures of Ontario, Prince Edward Island and Saskatchewan, the Quebec Liquor Commission and Workman's Compensation Board of British Columbia. A rarity factor, it is hoped, will be included for guidance of collectors and no doubt will be a popular feature of a revised edition. The committee of the Perfin Group hopes to work on this during the coming winter.

Squared Clrde Handbook. The revised edition of Dr. Whitehead's handbook came off the press last fall, 1959, and bas proven to be very popular, around 400 copies having been sold to date. The printing of 1,000 copies will be sufficient for a few years yet, as probably demand will be in the range of 150 to 200 annuallY.

Flag Cancellations Is our proposed next publication. Under the leadership of Ed Richardson, an interested group is engaged in revising the work of A. L. McCready of Cobden, Ont., and Ed bas been fortunate in arranging for the use of the plates from the original publication. Mater· ial for the handbook is being published in a series of articles in TOPICS, which after revision will be ~CW;.tp~X~gf. it is hoped published in time for

CPS of G.B.: Our exchange arrangement with this society has worked to the advantage of both groups and sales of •heir Duplex Cancellations of the Victorian Era reached 120 through BNAPS before they reported they were sold out. It Is hoped that their new handbook on the 1898 Map Stamp will shortly be available for distribution through BNAPS.

The financial report of handbook sales Is included in the Treasurer's 'report.

The Handbook Committee would be pleased to hear of any proposal for the publication of new handbooks compiled by study groups within the Society or edited by one of our members. Please contact the Chairman of the Committee.

BNAPEX-60

COLLECTIONS FEATURED

TO BE HELD IN THE

OUTSTANDING

BNAPEX SHOW

IN FIRST

WEST

By A. W, MdNTYRE (BNAPS 761)

THE 12TH ANNUAL Convention and exhibition of the British North America Philatelic Society,

BNAPEX-60, drew exhibits that were medal winers in the London and Johannesburg International Shows. Members registered for the convention from six provinces and eight states, coming from as far distant as Delaware and Texas.

A display by the Canada Post Office included the only known block of 2S Inverted Seaway stamps. Development of the Alberta-Saskatchewan Golden Jubilee and the 1958 centennial stamp for British Columbia, from sketches to color trials, were shown. Historical sketches, maps and letters of the '80s in pioneer transport in what Is now Alberta were presented in a display arranged by the Glenbow Corporation.

Prize Exhib its For the first time a past grand awards com

petition was provided. The winner was Harry Goody, Bramhall, England, who sent 10 frames of Newfoundland pence issues, fresh from taking new laurels in the London International. Fine displays of Canada Admiral issues were presented by H. W. Lussey, New Milford, N.J., whose entry of Lar11e ~ueens captured a silver medal "with felicitations' in the open classes. Also shown was the extensive disflay of Prince Edward Island by L. W. Crosby o Banff, who showed a frame of 1897 Jubilees in blocks, and whose six frames of Small Queens won a bronze medal.

Grand Award winner of the open show was a striking display of Newfoundland pence stamps by D. C. MeyerSon, Harrison, N.Y. The gold medal in the 19th Century section went to John T. Pratt of Minnesota for a fine display of Nova Scotia, on and off cover. Bronze medals for this section were also won on Canada pence by John Siverts, Wllmingto~ Delaware, and on a comparative study of Small \.lueen and Registration stamps of the '70s by Walter Carter, Willowdale, Ont.

The gold award of the 20th Century section went to an extensive display of pioneer, semiofficial and early first flight airmail covers shown by N. A. Pelletier, Toronto.

Three bronze medals were awarded in the 20th Century section to Dr. C. W. Hollingsworth, Walsall, England on his display of Canada Edward VII; to W. C. Rockett Willow Grove, Penna., on an extensive display of Canadian revenue stamps; and to P. D . van Oudenol, Calgary, on a showing of perfin cove.rs, including departmental and commercially perforated stamps.

Other Exhibits Other members of the Society exhibiting at the

show were: Section 1: W . Rorke, Canada Pence (non-com

petitive); S. S. Kenyon, Canada 1859 Issue; W. Rorke, Small Queens; L. Wilson 8c Small Queen (non-competitive); Carl Nickle, Map Issue; L. S. Crosby, Jubilee Blocks; E . E . Poole, Newfoundland Proofs.

Section 2: B. Bartlett, Edwards and Quebec Issue; E. E. Poole, 20th Century Newfoundland; H . W. Lussey, Registration Stamps; C. Russell

McNeil, Officials; C. Russell McNeil Officials and Varieties (non-competitive); E . A. Harris, Alberta Territorial Cancellations; W. Rorke, Registration Stamps (non-competitive); A. P. Cook, George V Booklets; C. A. Porter, Registration Stamps.

The judges for the exhibit were: C. P. deVolp!, chairman; Bury C. Binks, L. A. Davenport and Dr. Kenneth M. Day.

For the first time at a BNAPS Convention a postal slogan featuring the philatelic show was in use at the Banff post office prior to and during the event. Used 42,000 times, this is not likely to be plentiful among covers saved.

Entertainment during the Convention included a drive to Lake Louise, with tea there with hosts, Mr. and Mrs. L. S. Crosby; a barbecue and bonfire at Two Jacks Lake; drives for the ladies to the museum, hot springs and gondola lift; final banquet and presentation of awards.

Convention chairman was W. Rorke of the Edmonton Group; registrar was R. S. Traquair, secretary of the Calgary Group. Ladies committees of these two host groups were generous in driving visitors about the mountain resort.

AL KESSLER'S CONVENTION ROUND-UP

Here they come-from the East, the South, the North, and points West. Yes, sir! Wednesday, Sept. 14, when the good people of Banff thought the season for the "invaders' was at an end, in troops those BNAPSers. They came by plane by train-and that intrepid frontiersman, Lleweilyn, In his "covered wagon" with that charming little wagon-master, better known as Mrs. Betty L.

• • • When the "Canadian" pulled into the station,

13 of those dog~one Easterners alighted. FortunatelY, the genial hosts, the Edmontonians and Calgarians, were there to meet them, and from that moment on had them on their backs, transporting luggage, taxiing their guests, to their lodgings, then to the registration desk, to meals, on shopping tours, sight-seeing trips, etc.

• • • The Sl-hour trek westward from Toronto via

the "Canadian" was as full of dangers as any history book or novel that has ever been written - what with Doc Dav taking on any comers who wanted to play bridge. The list of scalps hanging from his belt by the time be returned to "civilization" is too numerous to mention.

••• Redstration totalled 107. of whom 37 were from

points east, including Miss Kathy Cook, aj!e 3 years (BNAPS convention No. 4 for her!) Scanning the list of those registered, the only narnes that I can find that have batted 1000, that is, attended every one of our 12 annual gatherings, are Messrs. Meyerson, Culhane, Rockett, Peterman and Kessler. (If I missed you, kindlY advise, at•d acept my apologies in advance-but it is readily understandable that anyone attending t 2 years in a row must be getting near Social Security, so we must allow for a miss here and there!)

• • • To attempt to mention by name those able as

sistants of Convention Chairman Bill Rorke would be follyi for there is not space enough in au issue of TOP CS to list the names and deeds of hospitality extended by those wonderful people of the

two western groups of BNAPS. Husbands and wives gave of their time and resources to make the Convention one that will never be forgotten. Nothing, whether it be a question about the scenery, or how to go here or there, was too much for that sturdy group. Words are hollow when one who is the recipient of such hospitality attempts to say "thank you" for a job well done!

• • • The co-operation of the Canada Post Office De

partment was 100 per cent, for in addition to supplying a beautiful four-frame display at the exhibition, the slogan can. cellation provided for the first 17 days of September saw approximately 42,-000 pieces of mail leave the Banff post office bearing this marking. There was also the dailY attendance of Postmaster Foulds of Banff, as well as visits by Messrs. W. G. Murphy, public relations Officer of • the Calgary district, and A. J . Taylor chief superintendent of control of the Financial Branch of the Canada Post Office. . . .

"Tex" Richardson no longer stands alone, for Prexy V. G. Greene was knighted as a •· fex" when he was presented with the 1()-gallon lidbut who "borrowed" this item of distinction and forgot to return same? If the hat has not been returned by now, and the guilty person will return it, no questions wlll be asked. Anyone ap.pearing at future shows with a !()-gallon hat will bo thoroughly quizzed. Don't say we didn't warn you!

• • • The Barbecue was but one of the many high

lights of the Convention. Over 100 starving (?) BNAPSers lined up for that event, and quicker than you can say BNAPS, that roast beef with the trimmings disappeared. Gathered aroun.:l a blazing fire in the heart of a wooded section on the mountainside as dusk approaches, under a clear western sky, chillY but not cold ... Oh, well, that was weeks ago, and here. we are b:.ck at the grind-but what memories, memories that will never be forgotten!

• • • This could go on · forever, even as BNAJPS

will continue on-each one providing another chapter in the Book of Memories of those attending. To those who could not be with us-believe me, we missed you. Try and be with us next year!

• • • If anyone sees a B'ar, will they kindly advise

Mrs. 1. T. C. of Norristown, Pa.? ... J.S. of WilmiMton. Del., wants to · know how any book that looks like an approval book, cannot be an approval book? . . . .

IT'S TIME TO MENTION THE NEXT CONVENTION!

SQUARED CIRCLES FOR BEGINNERS AND ADVANCED COLLECTORS

GREETINGS AGAIN, FELWW SQUARED CIRCLE COLLECTORS! I am still hopeful that Brigite Bardot might have started collecting since my last ad appeared in "Topics" but although I did not hear from her, I did hear from a wonderful group of collectors throughout the world Actually I received over one hundred replies and this speaks well both for th~ value of advertising in "Topics" and for the increasing popularity of Squared Circles. I have made many new friends and this has resulted in numerous transactions of mutual benefit. With some collectors I made no trades but merely shared interesting facts concerning indicia, etc. With others I traded-and almost always a collector has something to trade, even if it is a humble St. John or Halifax. I purchased many Squared Circles, both on and off cover and had no difficulty in reaching a mutually agreeable price. All in all, it was a revelation to realize that there are so many fine people collecting Squared Circles.

Perhaps my greatest pleasure lay in receiving letters from over 20 collectors who stated it was the first letter they had ever written in answer to a stamp ad. So I say to all you lazy collectors - please - take three minutes and drop me a line and I'll promise to reply almost by return mail. Let me know your wants and I'm certain to have something of interest for you, both on and off cover. Even if we do not trade I think you'll share my enthusiasm for just corresponding about something we both like. If you have something common or rare in Squared Circles and don't want to trade, set your own price and let's hear from you.

I am also interested in acquiring any and all Squared Circle copies of certain towns on the 3c Small Queen provided the indicia and dates are clear - it doesn't matter that there is not much of the town itself on the stamps. These towns are as follows: Belleville, Charlottetown, Halifax, Hamilton, Kingston, Paris, Peterborough, St. John, Victoria and Winnipeg. Everyone has at least one or more of these towns so dig out your spare copies, drop me a line and tell me your price - either in cash or trade. Also advise me whether or not you collect Squared Circles on stamps only, or on covers and postcards as well. I have many good "traders" that I can make available.

If after reading the foregoing you are too lazy to write, then just send me your name and address together with 1, 5, 10, 200 or 10,000 mixed Squared Circles iand I will reciprocate. And if you don't want to count them, just send whatever you have anyway. I don't know how to make it any easier.

Lastly; to those with anything unusual in Squared Circles who would like a decent price or trade and a lifelong friend, send them along. I am interested in any common towns with unusual indicia. Naturally I would also like a Mission City, Pointe A Pic, Ashcroft Station, etc., but wouldn't we all! But even if you have a lovely strike of even the commonest town I'm interested. If you have a Squared Circle collection for sale send it along by registered mail, together with your price, or ask for an offer.

Interested with me in improving you,r collection? You won't unless you do something about it, and never a better time than right now. Three minutes effort and who can tell the results?
