RULES AND REGULATIONS
1. This Department shall function entirely for and in the Interest of the membership of the British North America Philatelic Society. Any Member, in good standing, may participate in the Department and, by his participation, attests and agrees to abide by the Rules and Regulations of the Department. Any Member, so participating, may be denied such participation for infraction of any of the Rules or Regulations of the Department.
2. The President of the Society shall appoint a Member to serve as Sales Manager who shall be responsible to the Board of Governors. The President of the Society shall appoint a Committee to serve as a Board of Examiners to examine any and all stamps or books of stamps submitted to It by the Sales Manager and to order removed any such stamps or other material entered which, in its opinion, is of a questionable character, without any responsibility or liability therefore to the owner or anyone else.
3. The Sales Manager shall keep accounts and records of all transactions of the Department In books or the Society so provided by it. He shall at specific times, provide the Board of Governors with reports of the affairs or the Department, Including a full balance sheet of all bookkeeping entries and shall similarly cause such reports to be published In BNA TOPICS.
4. Members entering material for sale through the Department shall mount their material In such books as shall be prescribed by the Board of Governors, Books shall be obtained from the Sales Manager upon request and at such price as shall be determined by the Board of Governors. No other books or forms except the prescribed ones shall be used. The Department reserves the right to limit the dollar value of material entered in any one book and may reject any material which It feels will not be well received, except that such restriction shall be the joint action and decision of the Sales Manager and the Board of Examiners, without any responsibility or liability therefore to the owner or anyone else.
S. Any stamp or item which Is damaged, counterfeit, re-perforated, cleaned, repaired, a reprint, or in any other way of doubtful or questionable character, must be clearly so marked next thereto by the affixer upon submission for entry in the Department books. Any such stamp or Item, In any way of doubtful or questionable character not so marked clearly by the affixer, so decided by the Board of Examiners or established by any other means, In its sole discretion, and without any lia-
bility or responsibility therefor to the owner or anyone else, shall automatically cause a charge of at least 2S cents for any and each such unmarked item and be removed from the book. In Instance of gross or deliberate abuse or violation of this Regulation, or where it may be deemed requisite or equitable, the Sales Manager may, at his discretion, impose reasonable additional charges, or deny the services and privileges of the Department. or both. Such gross and deliberate abuse or violation may be considered as "Conduct unbecoming a Member."
6. A charge of 2 per cent as an insurance fee shall be made of the net value of the material entered at any one time. Monies so collected shall be deposited in the Insurance Fund from which Fund <..!aims for Joss or damage to material shall be paid. The Board of Governors shall have final jurisdiction in the payment and settlement of claims.
7. A charge of 8 per cent shall be deducted from all sales made through the Department. Monies so collected shall be deposited in the General Fund of the Department, and aU costs of conducting the Department shall be paid from this Fund. Both the Insurance and the Commission charges shall be deducted whenever a payment shall be made to an owner.
8. Circuits must be forwarded to the next Member shown on the Route Sheet within five (S) days of receipt by the forwarding Member, to be forwarded by him by Registered Mail Insured for Five Dollars ($5.00). Strict observance and compliance with this Rule shall be enforced by the Sales Manager and any violation shall be subject to a penalty and charge of 2S cents per book In the Circuit for each day delayed in forwarding Circuits. The Joss of any material not so forwarded by Registered Mail shall be entirely the responsibility and liability of the remitter.
9. The Member, upon receiving a Circuit, shall verify the number of books in the circuit, as evidenced on the Route Sheet, and that all spaces on each page of each book contain a stamp or other item, or a proper Indication that the stamp or item of the space has been sold or Is accounted for. 10. The buyer must sign his name In INK (or use a suitable rubber stamp) and indicate his Society Membership Number in all spaces from which he has removed and retained an item. Each so identified purchase shall be entered on the forms specifically provided for that purpose with each Circuit.

EXTRACT FROM THE RULES OF THE LIBRARY
I. This Department shall be maintained and shall function entirely for, and in the Interests or, the membership or the British North America Philatelic Society. Any member or the Society in good standing may borrow material from the Library. Any member may be denied that privilege for infraction of any or the rules of the Library.
2. The Librarian shall receive and acknowledge all contributions to the Library. He shall cause to be published in BNA TOPICS reports of all activities of the Library.
3. A Member, on written application to the Librarian, accompanied by all charges, may have sent not more than two (2) volumes and shall not retain such borrowed material for more than thirty (30) days, at which time, or sooner, same borrowed material must be returned in good condition, fully insured and all charges prepaid. The Member so borrowing material from the Library shall be responsible and liable to the full value of .he material until same shall have been acknowledged as received by the Librarian. A member shall make such adjustment or payment for any damage or loss to the material borrowed from the Library in such amounts as shall be determined and established by the Librarian.
4. There shall be a charge of twenty-five (25) cents per week or part thereof for each Item borrowed from the Library and held In excess of thirty (30) days. A rentlll o r twenty.flve (2~) cents or more per week may be charged for any special or rare book when so determined by the Librarian.
NOTE: It would be appreciated by the Librarian If members would Include return postage when requesting books, as much of the Library's budget Is used up by rnalllna costs.

The difference between the estim:rted and the actual was caused by thi"ee factors: I. The unplanned combination of the Yearbook with the December Issue of Topics resulted in a savings of at least $450.00. 2. The profitab le operation of the Sales Department. 3. The continued profitable operration of the Ha ndbook Department.

As in past yea.rs, this report does not include income or expenses connected with any of the fo llowing: The 1965 Yearbook, T he H andbooks, The Sales Department or T he Library. Record for these operations are either unavailable or incomplete at this time.
The total income ·through August was $5,603 and the total expenditures for the same period amounted to $3,883, leaving a balance of $1,720 for expe-nses for the bala.nce of the yea:r.
I estimate that the rncome for the balance of th.e year will be $697. while expenses will be $2,362. If these estimates prove to be accura te we should show a surplus of $55. The estimated expenses have a built in provisilon for our yearly Yearbook deficit.
It appears now that we are on firm financial ground for .this yea·r at least and I want to take this oppor.tunity to thank the Editor, the Adve~tising Manager, the Secretary and all the other officers for their co-operation a-nd economies.

Very gr·Rtifying also is the fact that 83 new members were enrolled this year compared to the 59 l·ast year. We repeat our expressed hope that more members will be encouraged to participate in new member enrollments. Losses from dropping, resignations and death were 25 less this year ·than last year - 85 vs. 110. This smalleif loss is also oncouragi.ng and we hope too that this tr<elfld will continue. Lately, we ·have been back on time but i·n the future I wish to state that the magazine will not be issued much before the lOth of each mon1h. Thus we have reached October 5~h-1 Oth. It is then up to the post office. I want to point out that the publica:tio n date prin.t.ed on the 'front oovor of the magazine is the date that it goes on the press. So it is a number of days after thi~ that it finally reaches the mailer.

We wish to extend the Boa•1'<i's especial t-hanks ~o Max Rosemnal who has written so many articles for Topics for the past year. He has submitted over 20 more which we plan to publish in the future. ll is hoped ~hat ~he Board of Govemors wi ll allow us to sanction the use of 2-3 engmvings with ea<:h of t'hooe manuscripts. T personally have offered the editor the use of any material in my collection which would tie i.n with Mr. Rosenthal 's articlc6.

Since the last convention at Muskoka Sands Inn your handbook Committee have had quite ·an active yerur mannly because of
the addition of new titles to the list of handboo~ available. After some difficulties in getting the third edition of Dr. Whioehead's Squared Circle Postmarks off the press in IHte December we ha¥e had quite a good d·emand as you wi ll note from the figure\S given irn this report.
The handbook published by llhe CPS of GB on the Registered Letter Stamps and Cancellations has enjoyed be¢1ter demand than we anticipated resulting itn our being short of supplies on occasion but this situation is now corrected ·and a ll copies ordered are in the mail.
The new 1965 edition. of the Noble Precancel Catalogue has also been added to tthe list of han.tlbooks avai lable and we have had good dis•t ribution. Sales for the yCllltr are litsted:-

Sales Man.ager Lehr advi:sed t1he meeting that he anticipated sales for the yea:r to reach the $3000.00 mark and possible more depending on the co-operation o f the members in sending books to the circuit sales especially such containing Proofs & Essays, Airmails, Booklets, Revenues and early used. 70 new boob were added to the tota l of 277 in circuits rent to members -113 circuits to 180 members. Mr. Lehr 9tressed the need for ·additional books in ~he circuits and solicited the help of the m embers.

Mr. Whiting reported that his efforts for new advertisers were showing some results and that he was encouraged to expect even better results.

T he loca le for the 1967 convention is Montreal and M1·. Richardson entered a bid for 1968 convention (O be held at San Antonio, Texas. It was moved by J . Levine, seconded by V. G. Greene, that the meeting accept the bid of Mr. Richardson. The motion was affirmed and so ordered that the 1968 convention be held at San Antonio, Texas.
Under the call for new business, Dr. Bal·a.ssa wa:s appointed as Chairman of a committee of 3 to 5 whose purpose shall be to investiga-te the Part Perf issues of the Admirals and retu rn with a report to the next annual meeting of theiT findings.
J . S. Siverts, Chairman of the Election Committee, reported to the meeting that 237 ballots were returned for the election of thiree new Board members to the following results: Messrl'i. Cook, deVolpi, and Llewellyn duly elected to the Board of Governors for bhe periods of 1966-1969.
The meeting rose to cxpre~ a vote of ruppl'ecLaJ!.ion to Clarence WesLha:ver and his Hoot Group for a wonderful convention.

STARTING A NEW COUNTRY
Most collectors sooner or later reach a "plateau" at which point they frequently find a lock of forward impetus in their current field. There ore numerous possible reasons for this situation to arise;
1. The collector may hove started out with a ''type" or spacefilling kind of collection, and his interests switched around to more specialized areas.
2. He may hove picked a narrow specialized fie ld, and overestimated the availability of material.
3. His collecting area may have become too expensive for him.
4. During his time of collecting important sections of material held by other collectors may have been diverted to museums, or otherwise permanently removed from the market.
And so forth, leaving the collector with the problem of ''where to go from here".
This decision is too complex to cover adequately on a page such as this, but I will be happy to discuss the matter without obligation with any collector who cares to contact me.
The corollary question is the fate of the old collection. Again there are alternatives;
1. Holding intact as an investment.
2. Keeping some sections for incorporation with the new project, and disposal of the ba lance.
3. Sole by private treaty.
4. Sale by auction.
