FinalCommuniqueWe,the102delegatesoftheYouth20(Y20),gatheredtogetherinBeijingandShanghaion24-29July2016todiscussanddebatethemajordifficultiesandopportunitiestheworldfacestoday.WeprofoundlybelievethattheG20’ssuccessiscontingentuponthevoiceofyouthbeingheard.Inaddition,wewelcomethepresenceofourpermanentguesttotheY20,Spain,aswellasourinvitedguestsfromEgypt,Kazakhstan,Laos,theOECDandSingapore,whohaveprovidedvaluableinputintothedraftingofthefinalcommuniqué.WethankChinaforitsG20PresidencyandforitssupportforengagingyouthintheG20decision-makingprocessandtheAllChinaYouthFederation(ACYF)forhostingasuccessfulY20Summit.WeareextremelyeagerforGermany–thenextG20Presidency–tohosttheupcomingY20Summitin2017.Withconsensussupportfromthedelegates,weproposethefollowingtotheG20.I.PovertyEliminationandJointDevelopment1.Thereisanurgentneedtounderstandthemultidimensionalityofpoverty.Werecommend:
a.Tacklingthedatagaptomonitortheefficacyofpublicpolicies,incorporatingthelivedexperiencesofthepoorandvulnerable;b.Launchinganinternationalplatformtopromoteknowledgesharing.Thisdata
mustbepubliclyaccessible;c.CallingformoreparticipationfrompoorandvulnerablegroupsinfutureY20summitsandglobaleconomicdiscussions.
2.Thereisaneedtopromoteauniversallyaccessibleandholisticeducation,takingintoaccountthedemandsofanever-changingjobmarket.Werecommend:
a.Providingstandardizedhighquality,basiceducationresourcestostudentsandtrainingforteachers,includingusingdigitalplatformsandleveragingdataanalytics;b.Regulatingthecreationofdecent,sustainablejobsalignedwithinternationallaborstandards,ensuringthatthesejobsareaccessibletoallyouth,freeofdiscrimination—regardlessoftheirgender,incomelevelorsocioeconomicstatus;c.Ensuringaccesstofreequalityeducation,usingaholisticandgender-basedapproachtobothprimaryandsecondaryschool.Thiseducationshouldfocusoncriticalthinkingskills,vocationaltrainingandbothfinancialandtechnologicalliteracy.
3.Themostvulnerablenationscontinuetomoveforwardinpovertyreductionefforts,howeverlargedisparitiesremaininaccesstobasicneeds.Werecommend:
a.Increasinginvestmentandbuildingsustainableinfrastructureineducation,housing,transport,nutrition,healthcareandmentalhealthservicesforallpeople,includingrefugeesandstatelesspeople;b.Economicallyempoweringwomenanddisadvantagedgroupsthroughincreasingrepresentationinthelabormarketandstrengtheningsocialservicesforthesepopulations;c.Enforcingpoliciesaimedatensuringlandrightsforthepoorinbothruralandurbanareasandfacilitatingtheinvolvementoflocalcommunitiesinfoodproduction;d.Makingessentialmedicinesaccessibleforallbypromotingaglobalpay-for-performancescheme(e.g.theHealthImpactFund).
4.Itiscriticaltoeffectivelymobilizeresourcestoeradicateextremepovertyby2030.Werecommend:
a.IncreasingSouth-SouthtechnicalcooperationandknowledgesharingasacomplementtoNorth-Southandtriangularcooperation,aswellasofficialdevelopmentassistance(ODA)toleastdevelopedcountries;b.Encouragingtheestablishmentofpublic-privatepartnershipstoimplementeffectiveandtargetedcapacitybuildingefforts.Privatesectorparticipationandinvestmentneedstobematchedwithsocialresponsibility.
5.TheICTsectorisintegraltoacceleratejointdevelopment.Werecommend:
a.ProvidinginclusiveInternetaccesstoworldwideinformationthroughimprovedfixedandmobilecommunicationsinfrastructure;b.Expandinge-commerceservicesandmobilepaymentsystemswiththeaimofrenderingmarketplacesavailabletosmallandindividualbusinesses;c.PromotingICT-facilitatedcivilmonitoringofassistanceanddevelopmentprogramstoincreasetransparencyandaccountability,whilecombattingcorruption.
II.EntrepreneurshipandCreativeThinking
1.Oureducationsystemsandtheculturebetweenthepublicandprivatesectorhinderthegrowthofentrepreneurshipandcreativethinking.Werecommend:
a.Introducingpracticalprogramsthatfosterentrepreneurial,creativeandcriticalthinkingfromprimaryschoolonwardsbyrewardingexperimentationandeliminatingthestigmaoffailure;b.Reformingprocurementprocessestofavoryoungentrepreneurs,establishintrapreneurshipfundsorinitiativestargetedatyoungpeoplewithingovernmentsandencouragetheseinbusinesses.
2.Entrepreneursandcreativethinkerslackthesoftandhardinfrastructurenecessarytoturntheirideasintoreality.Werecommend:
a.Establishingapublic-levelsinglepointofaccessforentrepreneursthatprovidesinformation,nationalcontactsandaffordableassistancesuchas:licensinginformation,ideationalandbusinesssupport,grantopportunities,legalservicesandresourcesonstartingabusinessnationallyandinternationally;b.Encouragingandincentivizinglocalgovernments(especiallyinremoteareas)tocreate“makerspaces”wherecommunitymembershaveaccesstotools,technologyandsocialconnectionsthatfosteramultidisciplinaryandentrepreneurialenvironment.
3.Limitedaccesstofinanceinhibitsyoungentrepreneursfromgrowingtheirbusinesses.Werecommend:
a.Growingandsupportingpublicguaranteeorcollateralschemes,withemphasisonsmallandmediumenterprises;b.Implementingadocumentationandscreeningmechanismtodeterminethecreditworthinessofaspiringentrepreneurs;c.Removingbarriersforstart-upsandentrepreneurstoraiseequityfromnon-accreditedinvestors(e.g.crowdfunding).
4.Restrictiveregulatoryenvironmentshinderyouthentrepreneurshipandcreativity.Werecommend:
a.Reducingdomesticregulatoryburdenstoregisterandcloseabusinessthroughanall-digitalprocess(e.g.onlineapplicationform).Bankruptcyregimesshouldalsobeadaptedtoenableentrepreneurstoquicklyrecoverfromfailures;b.MakingtheeliminationandharmonizationofdigitaltradebarriersaWorldTradeOrganizationagendapriority;c.Developingaglobalmechanismtopromotetheenforcementandexpeditionofassignmentsofintellectualpropertyrights.
III.SocialJusticeandEqualOpportunities1.Educationisabasicmeanstoreduceinequalityandguaranteeequalopportunities.Werecommend:
a.Creatingequitablefundingschemesthatprioritizechildrenandcoveruptotertiaryeducation;b.Integratingcurriculawithtopicsofinclusiveness,diversity,respectandcritical
thinking,utilizingtheoreticalandexperience-basedmethods,studentexchangesandinterculturaldialogues;c.Creatingopportunitiesandaccessforvulnerableandunderrepresentedgroupstohighereducationandvocationaltrainingsuchasquotas,scholarshipsandactiverecruitment;d.Developingminimumstandardsofeducationandensuringthequalityofteachersacrossalleducationalsystems,throughinternationalcollaborationofeducationalministers;e.Fosteringanenvironmentconducivetolearningthroughproperinfrastructure,ICTandresources;f.Supportingtheinclusionofmigrantsandrefugeesintothelabormarketthroughtheeffectiverecognitionofpossessedskills,accesstofreelanguagecoursesandthedevelopmentofindustry-specificskills.Implementeducationreformstobettermatchinitialandvocationaleducationwithinmarketneeds.
2.Discriminationisafactorthatunderminesequalsocioeconomicopportunities.Werecommend:
a.Recognisingandaddressingissuesthatreduceparticipationofvulnerablegroupsinnationaleconomiessuchasdiscriminationintheworkplace.Thisincludesbutisnotlimitedto:women,peoplewithdisabilities,migrants,refugees,indigenouspeoplesandethnicandreligiousminorities;b.Supportingsocialentrepreneurshipforthebenefitofdisadvantagedgroupsthroughprovisionssuchasfiscalmeasures,technology,infrastructureandforeignentrepreneurialventures;c.Enforcingtransparencyforwagesandblindapplicationprocessesinpublicandprivatesectorstoincentivizeequalpayandopportunitiesforequalwork.
3.Equalprovisionofpublicservicesisparamounttoguaranteesocialjustice.Werecommend:
a.Utilisingdemographicdatatoprioritizeprovisionofsafehealthservicestoincreaseuniversalaccess.Thisincludes:accesstocleanwater,socialhousingoptionsforvulnerablepeopleandthoseofalowersocioeconomiclevel,collaborationbetweenpublicandprivatehealthproviders,promotionofhealthresearch,sanitationtechnologyandorgandonation;b.FacilitatingthecreationofITservicesandplatformsbythepublicandprivatesectorsfordisadvantagedandvulnerablegroups;c.SupportingcomprehensiveaccesstoICTaimedatfosteringacademicresearchandknowledgesharingwithinandbetweencountries;d.Providingaccesstolegalaidforgroupsofalowersocioeconomiclevelbyutilizingstrategiessuchasqualifiedlawstudentsorpro-bonolawyerswhocangivebasiclegalaidtothosewhoneedit;e.Ensuringyouthparticipationindecision-makingprocessesforallaffectedgroupsthroughUNEPcommunityprotocolsandpublichearings.Itisimportanttotakeintergenerationaljusticeintoaccount;f.Targetingunderagerefugeesspecificallybyofferingcomprehensivecounsellingservices.
4.Weacknowledgethatgenderequalityandeliminationofgender-basedviolenceiskeyforfosteringamorejustsociety.Werecommend:
a.Enforcingequalpaybetweengendersandcreatingmeasures,suchasquotasandmentorship,thatensureaccesstohigh-levelpositionsforwomeninpublicandprivatesectorstoachieveparity;b.Providingacomprehensivepaidmaternityandpaternityleavewhichpromotesre-entrytotheworkforce,affordablechildcareandeliminatesdiscrimination;c.Startingeducationalgenderprogramsandcareerservicesthroughgender-neutraleducation;d.Ensuringthatfemalesreceivesexualandreproductivehealthcareservices,whichincludefamilyplanningandsexualeducation,andreceivereducedtaxationonmenstrualproducts;e.Supportingcivilsocietiesinincreasingnumbersofshelters,helplines,psychologicalandmedicalcareforsurvivorsofgender-basedviolence,conflict,post-conflictanddisasters.
IV.GreenLifeandSustainability1.WeproposeG20leaderstoempoweryouthtoachievethe2030SDGsinordertofulfillourcommitmentstowardsfuturegenerations. 2.WeurgerespectivesignatoriestoratifyandimplementtheParisAgreementandtheSendaiFramework,andcountriestobemoreambitiousinsettingfuturetargets.3.Increasingtheawarenessandparticipationofsustainablelifestylesisnecessarytocombatclimatechange.Westronglyrecommend:
a.Incorporatingacurriculumonsustainabledevelopmentintoalllevelsofformaleducation,suchassustainableandresponsibleconsumerism,aswellascapacitybuildinginsustainableagriculturalscienceresearchandpractices;b.HoldinginternationalyouthnetworkingeventssuchasaYouthEnergyEfficiencyFestival,empoweringsustainableentrepreneurship.
4.Sinceyoutharethemostvulnerabletonaturaldisasters,manyofwhichareexacerbatedbyclimatechange,G20countriesshouldbebetterpreparedforthem.Werecommend:
a.Investingininnovationandtechnologydevelopmentandsolution-drivenresearchinDisasterRiskReduction;b.Preparinglocalresponseteamstoinvolvelocalsasstakeholdersinaddressingdisasters;c.AdoptingtheBuildBackBetter(BBB)principleduringthepost-disasterrecovery,rehabilitationandreconstructionphases.
5.Supportlocalstakeholders’incentivestomakecitiescleanerandmoresustainablethroughinfrastructuredevelopment.6.Theexploitationofnatureanddestructionofnaturalhabitatshavereacheddangerouslevels.Weencourage:
a.Ensuringthepreservationandrestorationoflandandwaterecosystems,paying
attentiontomarketmechanismsamongstothermeasures;b.Supportingdevelopingcountriesinprotectingregionalwildlifeandpreventingdeforestation.
7.Establishaworkinggrouponsustainablemultilateralcooperation,aimingat:a.Creatingabridgebetweenpublicresearchandtheprivatesector,enablinginnovationandtheexchangeofenvironmentallysoundtechnologies,throughtransparentenvironmentalperformancedatasharing;b.Encouragingprogramstopromoteinclusivebusiness,sustainablesupplychainmechanismsandtransitionprogramsforenvironmentallydisplacedworkersandrefugees.
8.Sustainabledevelopmentrequiresinnovativefinancialarchitecturemechanismstosupportthetransitiontowardsalow-emissioneconomy.Wecallfor:
a.Evaluatingtheinclusionofdeeperenvironmentalchapterswithintradeagreements,consideringdifferentnationalcontextsandcapacities;b.AllocatingspecialfundsforsustainabledevelopmentprojectsthroughFinancialDevelopmentInstitutions,particularlyforyoungentrepreneursindevelopingcountries.
V.PartnershipandGlobalGovernance1.Inordertostrengthentheengagementofyouthfocusedstakeholdergroupswithnewandexistingeconomicinstitutionsandtoensureinvestmentisdirectedtowardsfosteringcrossregionalyouthemploymentandbusinessopportunities,werecommendpromotingpublicprivatepartnerships(PPPs)through:
a.Policycapacitybuildingandbestpracticesharing;b.Publicsupportforriskallocation;c.Aleanandflexiblelegalframework;d.Maintainingtransparencyandneutrality.
2.Thereisaneedtoenhancetheresilienceoftheglobalfinancialarchitecture.Werecommend:
a.Harmonizingfinancialregulationandextendingittoshadowbanking;b.Fosteringtheexchangeofinformationontaxissues.
3.ItisnecessarytostrengthentheG20asalong-termmechanismforaddressingglobalchallenges.Therefore,werecommend:
a.EstablishingataskforceresponsibleforselectingkeyG20strategicdevelopmentprojects,focusedoninfrastructureandinnovation;b.Continuingcooperationtoensureharmonizationoflegislationonkeyissuesofmutualtradeandinvestment,aswellastheexchangeoftechnologiesformultilateraldevelopmentonanon-discriminatorybasis;c.AligningtheG20developmentagendawiththeSDGs.
4.ItiscriticaltodevelopInternetinfrastructureandgovernance,newtechnologiesandbigdata.Werecommend:
a.PromotingopenandequitableaccesstotheInternetandexpansionthroughinvestmentinICTinfrastructurefocusingoninnovativeandemergingtechnologies;b.Encouragingtheresponsibleuseofbigdataandopensourcesincreatinginclusive
socialpolicy;c.Fosteringanewsocialcompactthatrespectstheprinciplesofpersonalprivacy.
5.Ensuringsocialactors’participationinglobalgovernanceisessential.Werecommend:a.Empoweringmembersofcivilsocietyandlocalactorsbyembracingtheadmissionofamicusbriefsbeforeinternationaladjudicativebodiesininternationaltreaties;b.Establishingastate-ledworkinggrouponparadiplomacytoincreasecooperationbetweensubnationalactors.
6.ThereisademandforshapingthefutureoftheY20.Therefore,werecommend:a.IntroducingthepositionoftheY20“Sherpas”withaSherpa-likeroleamongtheselectednationaldelegationstocoordinateactivitiesbetweenannualY20Summits,topromoteyouthcooperationandY20decisionsatalllevels;b.FosteringtheparticipationoftheY20“Sherpas”inalltherelevantG20groups;c.PromotingtheaccessofY20toallyouthbyencouraginginstitutionalizedfundingbyG20participatingcountriesforY20delegates.
7.Ensuringtheprinciplesofgoodgovernanceinalltheaforementionedisimportant.Werecommend:
a.Buildingandworkinguponinclusive,transparent,accountable,effectiveandefficientmechanismsforthecreation,applicationandadjudicationofrulesunderArticle2oftheCharteroftheUnitedNations.
