The Apollo was alight.

The legendary theater welcomed revelers for its 13th Annual Spring Gala Benefit Concert last week.

The gala is the organization’s largest fundraising event of the year, supported by sponsors American Airlines, Coca-Cola, BNY Mellon and CBS. It raised more than $2 million dollars, which fund the theater’s arts, education and community initiatives.

The gala chairs were Robert Kraft, owner of the New England Patriots, and Charles Phillips, software business executive.

“It’s a blessing,” beamed Jonelle Procope, Apollo President and CEO. “This is the Apollo, [this is about] the iconic stature of what the theater means.”

The June 4th red carpet was filled with guests, honorees and performers, including those who would be part of the tribute concert to the music of the 90’s. Among those taking a turn onstage at the mic were superstars Tony Toni Tone, Salt-N-Pepa, Brandy and the trio Bell Biv DeVoe.

“The Tree of Hope has life,” said Ronnie DeVoe, referring to the iconic stump on the Apollo stage that has long been believed to offer performers a last bit of luck.

“When you look at people that graced the stage, from the James Browns to the Gladys Knights to the Michael Jacksons, it breeds energy into you,” said DeVoe. “So every time we get the chance to grace this stage, just to refuel for the next five to ten years of history and success, we do it.”

“Whenever we’re on the stage, it’s just an honor and we’re filled with so much gratitude,” added his bandmate Ricky Bell.

Little Sister Erjona immigrated to the U.S. from Montenegro in 2015 and joined BBBS of NYC a month later after a recommendation from a guidance counselor.

“I was new to the country and trying to catch up with everything,” she said. “The program provided me with support, motivation. They taught me how to believe in myself and become independent.”

A senior at Jaqueline Kennedy Onassis High School, Erjona served as vice president of the student government, and was a member of various school clubs, including the community service club and senior council.

She plans to study engineering at Manhattan College in the fall, and also received a $500 scholarship for books.

“It’s a feeling of hope, and of maybe being able to achieve change,” she said of her outlook for her college career.

Hector Batista, President of BBBS of NYC, said that 96 percent of participants graduate from high school, and 94 percent go on to college.

“Just by having a role model mentor, and all the wraparound services like SAT prep courses and tutoring and access, these young people do better,” he said.

Founded in 1904, the volunteer-based outfit serves about 5,500 kids per year citywide.

Batista said that BBBS recently launched a college success program to help first-time college students complete their degree.

Previously, the mentoring relationship ended at age 18. He noted that only 11 percent of those who drop out during their first year will end up eventually completing their college career.

The group also recently created an app that can assist mentors in tracking progress with their Little Brothers and Little Sisters. They can track academic performance and other notes, and the app will make suggestions on

activities and reading material they can use with the youths.

“We’ve extended the match relationship for an additional year to help these students finish college,” added Batista.

Four Northern Manhattan high school students in the Big Brothers Big Sisters of New York City (BBBS of NYC) program were recently honored as the first in their families to attend college.

On June 6, City Councilmember Ydanis Rodríguez presented students with a citation, honoring them for their commitment to academic excellence and for serving as positive role models to their peers.

“I am so proud to celebrate these students and their achievements, as they prepare to begin an exciting new chapter in their lives,” said Rodríguez. “Organizations like Big Brothers Big Sisters of NYC play a critical role in ensuring young people have the opportunities and resources they need to succeed. It’s an honor to witness the positive outcomes of these programs, and I am pleased to support this organization.”

I am writing this recap still in recovery mode after the truly epic bash thrown by the good folks at Presidente Beer and Boiler Room TV to celebrate the launch of Más Fuerte, a short film by Sean Frank that looks at the Dominican sound system vans and the exchange of music, culture and traditions between Santo Domingo and NYC. The event took place on June 9 at a now defunct petrol facility in Long Island City that was transformed to a massive party space replete with custom-made sound vans as well as incredible DJ sets from Nina Sky and DJ Prostyle. Dos años después de uno de los tiroteos masivos más mortales en la historia del país, donde 49 vidas y sus familias fueron sobrepasadas por el odio, todavía estamos esperando que el Congreso convierta esos pensamientos vacíos y tuits en acciones reales. Han pasado más de 600 días y no ha sucedido nada.

Excepto que seguimos sufriendo el trauma de perder más vidas inocentes por la violencia armada, pero también por la gran intransigencia, negligencia y oportunismo de los políticos.

Lamentablemente, muchas familias y comunidades siguen esperando apoyo y servicios de salud mental.

Lo sucedido en Pulse no fue solo un problema de violencia armada, sino de violencia por odio y homofobia contra las

comunidades LGBTQ, en el que la mitad de las víctimas fueron puertorriqueñas o latinoamericanas. Entonces, aunque

la reforma de las armas es imperativa, también tenemos que hablar sobre la violencia y

la discriminación que sufren de forma desproporciona las personas LGBTQ de color todos los días.

Hace dos semanas, una mujer latina trans, Roxsana Hernández, murió mientras estaba bajo custodia del ICE. También he sufrido acoso con

insultos homofóbicos aquí en la ciudad de Nueva York.

Tenemos que reconocer y abordar cómo las personas de color de bajos ingresos, jóvenes y LGBTQ corren un riesgo particular de violencia, discriminación, falta de vivienda y VIH. Tenemos que hablar sobre cómo en 30 estados las personas LGBTQ pueden ser despedidas todavía por ser ellas mismas, que las mujeres transgénero de color son asesinadas en números alarmantes, que algunos estados aún permiten la llamada terapia de conversión y que tenemos miles de jóvenes LGBTQ sin hogar en las calles. Where did the prayers go?

Two years after one of the deadliest mass shootings in the country’s history, where 49 lives and their families were overtaken by hate, we are still waiting for Congress to turn those empty thoughts and tweets into real action. Over 600 days have gone and nothing has happened.

Except that we continue to suffer the trauma of losing more innocent lives to gun violence, and also to the politicians’ gross intransigence, negligence and opportunism.

Sadly, many families and communities are still waiting for support and mental health services.

We are sick and tired. We say, “Enough.” This year, we #HonorThemWithAction as

we mobilize throughout the country raising

awareness, registering to vote, and electing pro-LGBTQ and anti-gun candidates.

Pulse was not only a gun violence issue, it was an issue of hate violence and homophobia targeted against the LGBTQ communities, in which half of the victims were Puerto Rican or Latinxs. So while gun reform is imperative, we also have to talk about the violence and discrimination LGBTQ people of color suffer disproportionately every day.

Just two weeks ago, a trans Latina woman Roxsana Hernández died while in ICE custody. I have also been harassed with homophobic slurs right here in New York City.

We have to acknowledge and address how low-income, youth, and LGBTQ people of color are at particular risk of violence, discrimination, homelessness, and HIV. We have to talk about how in 30 states LGBTQ people can still be fired for being themselves, that transgender women of color get killed in alarming numbers, that some states still allow so-called conversion therapy and that we have thousands of homeless LGBTQ youth in the streets. These are all types of violence, and much of which is inflicted by the state.

What have politicians’ thoughts and prayers done to solve these crises?

Elected officials, civil rights advocates and relatives of those killed by police officers gathered at City Hall to call for the repeal of a state law they say is obscuring police transparency and protecting bad cops.

The law, known as Section 50-a, is a provision of the state’s civil rights law that shields the personnel records of law enforcement officers from public disclosure.

At a June 8 press conference, advocates noted that New York is one of only three states with a law restricting public access to details on police officers personnel records, and that 12 states routinely make disciplinary records available to the public.

“New York State government must repeal 50-a, because it impedes police transparency and accountability, undermines community safety, and harms public trust in government,” said Monifa Bandele, a spokesperson for Communities United for Police Reform,

which addresses discriminatory policing in New York. “It allows police departments, like the NYPD, to misuse it for their own purposes of hiding police misconduct and a lack of accountability from the public.”

“There are plenty of other jurisdictions where this information is available, even online,” said Cynthia Conti-Cook, Staff Attorney with the Criminal Special Litigation Unit at The Legal Aid Society. “It’s not just about bad apples, it’s about bad barrels.”

Advocates were critical of what they said were shifting interpretations of the statute by the de Blasio administration, pointing out that the city appealed to a higher court after a state judge ruled in 2015 that misconduct information regarding Officer Daniel Pantaleo, the NYPD officer who placed Eric Garner in a fatal chokehold, could be released.

They also noted that the NYPD reversed the longtime practice of posting the outcomes of disciplinary cases outside of its press office, claiming it was in violation of 50-a, and has also asserted that video footage of alleged misconduct could only be released due to an officer waiving those protections.

In addition, an investigation by BuzzFeed News revealed that more than 300 NYPD workers had committed offenses serious

enough to merit firing from 2011 to 2015 but still kept their jobs.

“There’s been a lot of positive forward movement in policing this city under this administration. It’s disappointing that two areas where that hasn’t been is transparency

and accountability,” said City Councilmember Jumaane Williams. “50-a and this administration’s interpretation of it is just a huge problem. It’s a very frustrating thing.”

Victoria Davis, sister of Delrawn Small, who was shot and killed by off-duty police officer Wayne Isaacs in a 2016 road rage incident, said withholding police disciplinary information from the public creates mistrust within communities.

“Police officers are hired to serve and protect, but when police officers are killing civilians, they’re not serving or protecting anyone,” said Davis. She called on Isaacs, who was acquitted of the killing in 2017, to be fired.

“The thought that they have these officers who have done these egregious acts patrolling the streets again, back on duty, is disgusting,” Davis stated.

Gwen Carr, Garner’s mother, said that Pantaleo was the subject of two civil

rights lawsuits related to false arrests prior to the fatal incident with her son.

“We wouldn’t even know about Pantaleo if the CCRB hadn’t leaked his record,” she said,

Advocates argued that much of the debt, possibly as much as $30 billion, is illegal because it was compiled through the issuance of questionable bonds meant to cover the island’s debt service. Failure of the bonds led to the degradation of healthcare services, slashing of pensions, school closures and other measures.

“Two suicides in one week?”

This is the refrain of the day. Yes, the two high profile suicides this week are tragic. First, we learned the iconic handbag designer Kate Spade took her life at age 55. Then the media headlines were filled with news of the death by suicide of superstar chef and storyteller Anthony Bourdain, found dead at age 61 in his Paris hotel room.

But it’s not two suicides this week. It is 15,120 based on conservative estimates from the World Health Organization (WHO). What do these high profile and anonymous cases together tell us?

1. Different groups, different rates, moving in different directions. Many factors contribute to increased risk for suicide around the world. In the 1990’s for example, China had one of the highest suicide rates. By 2014, overall suicide rates declined dramatically, and among rural women under the age of 35, suicide rates dropped by as much as 90 percent. In contrast, a report this week from the United States Centers for Disease Control

shows that suicide rates have been rising in every U.S. state over the past two decades. Half of states have seen an increase of over 30 percent. Around the globe, suicide rates are increasing, but we need to ask more nuanced questions because the global numbers fail to capture the reality that rates vary depending on more local variables at specific moments in time.

2. Low probability; high consequence. One million is a big number and one million suicides per year are one million

too many. However, we need to keep in mind that there are a number of big numbers. WHO estimates that 450 million people currently suffer from a mental illness or neurological condition, and a total of 55.3 million people die each year. These are both big denominators in relationship to suicide, and despite the serious and troubling absolute numbers of lives lost by suicide, it remains the case that they are low probability, high consequence events that are notoriously difficult to prevent.

3. Reducing Risk. Strategies for preventing low-probability events include focusing on broad systemic factors (e.g., reducing war and exposure to trauma), proximal intervention efforts (e.g., reducing access to firearms), and individual treatment effort

(e.g., providing treatment for someone with depression and substance abuse). The

complex interplay of risk variables at each of these levels of analysis are at the heart of the research

programs of scholars around the

world, including Columbia researchers Barbara Stanley PhD, John Mann MD and Madeline Gould PhD, MPH. Addressing the big picture, systemic factors reflect population-based strategies that are key for prevention. They are also long-term investments. Evidence-informed treatment strategies are essential at the acute moment of risk for a given individual. Reducing suicide globally requires that we increase what we know about what works at each level of intervention.

4. Major risk factors. How can we predict a suicide attempt? Like all wicked problems, there is no single cause. Many factors intersect in just the wrong way to make this lethal outcome of suicide a reality for any given individual. We do know that risk factors include a previous suicide attempt, untreated mental health conditions (particularly depression, bipolar disorder, anxiety, or schizophrenia) and substance-abuse disorders. Precipitating factors include proximal factors like substance misuse; stressful life events (e.g., financial crisis, divorce, life transitions or loss) and more distal factors like history of childhood trauma or abuse. The problem is that the majority of individuals with any one of these health conditions or life experiences will not die by suicide.

5. Don’t be a tourist. Today at lunch, while discussing another topic completely, someone said to me how important it is that we not live our lives as tourists. Put another way, if not now, when? If not me, who? Individual efforts will never succeed

Este es el estribillo del día. Sí, los dos suicidios de alto perfil de esta semana son trágicos. Primero, descubrimos que la icónica diseñadora de bolsos Kate Spade se quitó la vida a los 55 años. Luego, los titulares de los medios se llenaron de noticias sobre la muerte por suicidio del chef superestrella y narrador Anthony Bourdain, hallado muerto a los 61 años en su habitación de hotel en París.

Pero no son dos suicidios esta semana. Son 15,120 de acuerdo con estimaciones conservadoras de la Organización Mundial de la Salud (OMS). ¿Qué nos dicen estos casos de alto perfil y anónimos juntos?

1. Diferentes grupos, diferentes tasas, moviéndose en diferentes direcciones. Muchos factores contribuyen a un mayor riesgo de suicidio en todo el mundo. En la década de 1990, por ejemplo, China tuvo una de las más altas tasas de suicidio. It was a simple salute.

Time and again, marchers making their way past Trump Tower on 56th Street and Fifth Avenue on June 10th threw up one digit at the towering glass façade.

Some raised the middle finger; others turned their thumbs down.

Others posed with placards and banners denouncing, by turns, the Trump administration; calling for a citizen’s audit of the island’s fiscal debt; and demanding a sovereign and independent Puerto Rico.

Countless signs, banners and clothing items in stark black and white were emblazoned with “4,645” to stress the impact of lives lost as per the new study.

As the parade passed Trump Tower, some marchers paused to display mock coffins, chant in unison or turn a finger – up or down – in the sky.

Mayor Bill de Blasio and City Council Speaker

Corey Johnson announced a handshake agreement on Monday for a balanced city budget for Fiscal Year 2019.

Included in the budget of about $89 billion is $106 million allocated for Fair Fares, a highly-anticipated program that will provide half-price transit MetroCards to low-income New Yorkers.

The budget agreement also includes funds to expand 3-K for All, and provide Fair Student Funding for the city’s public schools. It also will boost supportive housing production to 700 new apartments per year.

“This budget focuses on the central goal of this administration, I know it is shared by the Council, to make this the fairest big city in America,” said de Blasio at a June 11 press conference. “There’s a lot in this budget that achieves that goal and helps us forward.”

Johnson said the budget resulted from good faith negotiations between himself and the mayor.

“[One] thing we really partnered on together was increasing the amount of

supportive housing for folks that need those types of services,” he said. “And so we’re increasing from 500 units to 700 units a year within an additional capital investment and expense side investment to create more supportive housing units which we believe is going to help on this homelessness crisis that the city faces.”

The Fair Fares program will be

modeled after the Human Resource Administration’s Cash Assistance and

SNAP programs. The city is currently working on eligibility requirements for

the Fair Fares program, which is slated to launch on January 1, 2019, de Blasio said.

The budget also accounts for $1.125 billion in General Reserve, an increase of $125 million; $4.35 billion in Retiree Health

Benefits Trust Fund, an increase of $100 million; and $250 million in the Capital Stabilization Reserve.

Those are the three easy steps medical professionals say can help save a life if someone experiences sudden cardiac arrest.

NewYork-Presbyterian Hospital and the city’s Health Department have teamed up to teach New Yorkers how to perform Hands Only CPR, a simple technique designed to save someone undergoing cardiac arrest.

The Hands Only CPR campaign calls on bystanders to check on the victim for responsiveness and breathing, call 911, and compress the victim’s chest by pushing hard and fast in the center of the chest with straight arms and interlocked hands, with two compressions per second at least two inches deep.

Dr. Holly Andersen, a cardiologist at New York-Presbyterian/Weill Cornell Medical Center and creator of the Hands Only CPR campaign, said she started the outreach effort because of the concerns about cardiac arrest victims dying when bystanders were unsure of what to do.

“Someone dies every two minutes in this country due to sudden cardiac arrest,” she said. “It’s about half of all cardiovascular

of death in America – there are more than 356,000 out-of-hospital cardiac arrests annually in the U.S., nearly 90 percent of them fatal, according to the American Heart Association.

Once inside, guests enjoyed a trip down memory lane with 90’s classics “Poison,” “Push It,” and “What About Us?” performed live.

The stage veterans were joined by a few fresh faces, including Aidan Doran.

The 14-year-old is already a three-time winner of the theater’s Amateur Night, “The Stars of Tomorrow.”

The contest was first introduced in 1934 and has been a mainstay of the theater’s presentations.

“The Apollo has given me numerous opportunities to prove that I was good enough,” said Doran. “It has really given me a chance to sing in front of a big crowd of people and really show what I have.”

“It’s surreal,” he said of performing his soulful songs on the piano. “The feeling is just pure enjoyment. There’s no worries going through my head. It’s just the best feeling ever.”

Actor and musician LL Cool J presented the Corporate Award to SiriusXM’s President and Chief Content Officer Scott Greenstein in recognition of the company’s “outstanding contributions in performing arts and community leadership.” The partnership has helped to bring performances from Paul McCartney, James Taylor, Pitbull and U2 to the Apollo stage.

“It’s a great honor,” said Greenstein. “This is a special building with special history, unique in our culture and [SiriusXM has] been a supporter of it since the infancy of our company. It’s very special to see people get the feeling I get every time I walk in that

There’s a plethora of black art, theater and politics.”

Roland Whitley, who traveled from Bridgeport, Connecticut, said he wouldn’t have

missed the experience.“I brought her out here,” said Whitley

as he reached his hand towards his partner, Requelinda Cabral. The two have been together for 22 years. “It was a surprise, she didn’t know where we were going.”

Whitely said the evening had surpassed his expectations.

“This is history, blackness, power, strength and love altogether,” he said.

Klein said that austerity measures brought on by debt weakened the island well before Hurricane María, and suggested the government deliberately levied harmful policies to keep greater control.

“When you have debt being used as a pretense to impose policies that they want to impose anyway to attack the gains made by working people, to roll back those gains, it has nothing to do with repaying the debt,” Klein said.

Juan Cartagena, President and General Counsel of LatinoJusticePRLDEF, acknowledged it could be a struggle from a legal perspective to demonstrate that the debt was issued unjustly, but said he hoped the parties involved were willing to demonstrate transparency.

“Nobody wants to talk about the illegality of this debt, because the ripple effects of any

finding of illegally issued debt are significant,” Cartagena. “There’s potential criminal actions. There’s potential liability for all the lawyers who said to these people who bought these bonds, ‘here, go ahead and buy them, they’re safe.’ It’s the same reason hedge funds dipped into this market knowing Puerto Rico was insolvent.”

“There are a lot of questions regarding the financial institutions responsibly here, so the results of this audit will tell us the truth,” said Prados.

El 6 de junio, el concejal Ydanis Rodríguez presentó a los estudiantes una distinción, homenajeándolos por su compromiso con la excelencia académica y por servir como modelos positivos para sus compañeros.

“Era nueva en el país y trataba de ponerme al día con todo”, dijo. “El programa me brindó apoyo, motivación. Me enseñaron a creer en mí y a ser independiente”.

Una estudiante de último año en la Preparatoria Jaqueline Kennedy Onassis, Erjona se desempeñó como vicepresidenta del gobierno estudiantil y fue miembro de varios clubes escolares, incluidos el de servicio comunitario y el concejo de estudiantes de último año.

Ella planea estudiar ingeniería en el Manhattan College en el otoño, y también recibió una beca de $500 dólares para libros de parte de BBBS de NYC.

Batista dijo que BBBS lanzó recientemente un programa de éxito universitario para ayudar a los estudiantes universitarios a completar su carrera. Anteriormente, la relación de mentores terminaba a los 18 años. Él observó que solo el 11 por ciento de los que abandonan su primer año terminaban su carrera universitaria.

El grupo también creó recientemente una aplicación que puede ayudar a los mentores a rastrear el progreso con sus hermanitas y hermanitos. Pueden rastrear el rendimiento

académico y otras notas, y la aplicación hará sugerencias sobre actividades y material de lectura que pueden usar con los jóvenes.

Bassett said that many people are hesitant to do mouth-to-mouth CPR, or are afraid to intervene because they don’t want to harm the victim more.

“This doesn’t take the place of regular CPR, but it’s something anyone can do if they’re not certified for that,” she said. “You don’t need to perform mouth-to-mouth to help someone.”

“The worst thing you can do is nothing. You can’t hurt someone who’s going to die

without your help,” added Andersen, who said that brain cells begin to die after five minutes if a cardiac arrest victim is not assisted.

She encouraged New Yorkers to download an instructional poster from the Hands On CPR website and post it in their residential buildings or offices.

Andersen said the Hands on CPR process has been presented to the Police Commissioner, and featured in an instructional video playing in the offices of large corporations as well as in yellow cabs. The city will also promote the three-step protocol in a citywide ad campaign on LinkNYC Wi-Fi, bus shelters, Times Square media and a program in New York City health clubs.

“We’re starting off doing this in New York City, but we’re looking to take this worldwide,” she said. “This is a global issue.”

“This was really simply to learn, about five minutes,” said Ortiz. “I plan on telling a lot of others about this.”

“Puerto Rico is among one of President Trump’s most significant failures since taking office and the way this crisis has been handled by the administration is simply outrageous.”

Honorees in this year’s parade included Grand Marshal Esaí Morales, Parade Queen Zuleyka Rivera, journalist David Begnaud, Ismael Miranda, Michael Stuart and first responders in the Puerto Rico relief and recovery.

Others honored were Richard “Crazy Legs” Colón, Tats Cru, Virginia Sánchez Korrol, Sunny Hostin, Jackie Guerrido and Johnny Bliss.

Some marchers carried banners in support of an independent audit of $72 billion public debt, while advocacy groups UPROSE and #OurPowerPRnyc debuted a climate justice float with the theme of “El Poder lo Tenemos Nosotros Puertorriquenos” (“The Puerto Rican People Have the Power”).

The float featured bomba musicians, elders and celebrities including Bobby Sanabria, Nancy Mercado, Elena Martínez, Arthur

Avilés, Charles Rice-González, Bobby González, María Aponte and hip hop dance pioneers Ana “Rokafella” García and Gabriel “Kwikstep” Dionisio.

“Our float honors the more than 5,000 people who have died in Puerto Rico as a result of Hurricane María and those who have endured eight months without electricity, food, clean water, and eviction from temporary shelters,” said UPROSE Executive Director Elizabeth Yeampierre. “We also call out the corporations and disaster capitalists circling like vultures, exploiting the island’s vulnerability, and deepening a legacy of colonialism and extraction.”

The union representing police officers has criticized the push to repeal 50-a.

“Unlimited public disclosure of police officers’ confidential personnel records would put them and their families at greater risk for harassment, or worse,” said Patrolmen’s Benevolent Association (PBA) president Patrick Lynch in a statement. “It would also allow criminals to escape justice by turning their trials into circuses that have little to do with their own guilt or innocence. The state legislature foresaw all of these dangers when it placed common-sense limits on the release of these records. Nothing has changed to negate the need for these laws.”

Conti-Cook noted that the PBA is suing the city to prevent the release of body camera footage, claiming it should be precluded by 50-a.

“I think we should all keep an eye on the PBA’s lawsuit,” said Conti-Cook. “It will really inform us more about whether the [Police] Department is prohibited versus allowed to voluntarily decide to release [footage].”

She called on the city to become more vocal regarding its stance on the law. “The mayor could speak about it more forcefully. The City Council could pass a resolution,” she said.

State Assemblymember Dan Quart, who attended the rally, has co-sponsored state legislation that would repeal 50-a, but said the bill has been stalled since January.

“It’s frustrating because no issue is as clear-cut as this one is,” said Quart.

Williams remarked that between Cuomo and de Blasio, one of them should advocate more strongly for repeal of the law.

“The governor and the mayor, one of them should try to win on this,” he said. “I think one of them should try to one-up the other and get it done.”
