X-Adventure Dunsborough Meelup Regional Park Management Plan
X-Adventure Triathlon – Western Austraila Dunsborough Sat23-Sun24 March 2013
The X-Adventure Race Western Australia is an off-road triathlon race format designed to
combine participant’s stamina and skills over a 1.5km swim, 25km mountain bike and 12km run
course. Attracting competitors from all walks of life… not just WA’s top triathlon racers… event
categories include a short course, teams and kids… The festival style atmosphere will feature a
stage area for music and entertainment… trade stalls including food, coffee, demo bikes, swim-
bike-ride equipment and clothing. The 1.5km swim course will start and finish at the Old
Dunsborough Boat Ramp and consists of a loop no more than 100m off the beach around bouys
adjacent to Bay View Cres and Hurford Street. The 12km trail run course will start at the swim-
run transition area at the Old Dunsborough Boat ramp and will head out along the shoreline to
the to just past the Gannet Rock carpark. From there runners will cross Meelup Road and make
their way up the walk trail to the whale watch lookout above Gannet Rock. Once over the
lookout the runners follow the trail back passing through the underpass to Meelup Beach. Then
return to the Country Club along the coastal walk trail to the Dunsborough Primary School
finishing the run leg at the 18th fairway of the golf course. The 25km bike course will then
commence through the start/finish at the Dunsborough & Districts Country Club making its way
up and around the golf course steadily climbing on easy flowing fire trails and some new and
challenging single track for the first 2kms then into the Meelup Regional Park and down ‘Brown
Street’ back to the Clubhouse (Approx. 12.5kms). With approximately 500 competitors in 3
different distance races, the short course race and the kids race will follow similar shorten
routes.

Meelup Regional Park : Management Plan
The following plan has been developed to effectively manage the course route for
X-Adventure Race Western Australia through the Meelup Regional Park.
Spectator Numbers and Management;
Whilst significant spectator numbers are expected for this event, spectator access to the park
will not be allowed. The Meelup Regional Park section of course is only part of the total bike
and run legs that starts and finishes at the Dunsborough & Districts Country Club. Carparking
will be provided at the Old Dunsborough Boat Ramp and at the Clubhouse. Promoted spectator
points will only exist along the foreshore and throughout the Dunsborough & Districts Country
Club golf course area. Meelup Regional Park will not be promoted as a spectator point and will
instead be noted that spectators should not og into the park as a condition of our permission to
route the event course through this area. This will be clearly communicated via a dedicated
eNewsletter, on the official website and in the official event information booklet.
Environmental Impacts and their Management;
The event management company Rapid Ascent Pty Ltd and the Dunsborough & District Country
Club has a strong record of local sustainable event management practice. The intended routes
through the Park have been carefully selected by an experienced event course director that will
minimize impact and stay on the foreshore and recognised walk trails for the run course and
within the Zone6 Management area for the bike course. The route will be carefully marked with
route markers and monitored on the event day with a pre and post event inspection
conducted. All competitiors will be clearly told to keep to the marked route and spectators will
not be admitted to enter the park to minimize any environmental impact of the event. A bike
wash facility will be utilised at the Dunsborough & Districts Country Club to minimise the spread
of dieback.
Social Impacts and their management;
Where possible, notification will be given to regular trail users that the event will be conducted
in the area on particular dates. Corflute A3 signs will be erected seven days prior to the event at
key locations through the Park notifying regular users that the event will be through the area
on Saturday 23rd and Sunday 24th March 2013.
Economical Impacts and their management;
As such consideration is given to any economical impacts and their management. Where
improvements need to be made to the intended route through the Park then the event
organizer Rapid Ascent Pty Ltd and the Dunsborough & Districts Country Club management will
commit resources pre and post event to develop, maintain or restore the intended route to an
agreed level. This might include new trail alignment, building of infrastructures like bridges or
rollovers, tree pruning etc.
Impact Planning : Rubbish and Potential for Littering;
This includes the management of rubbish and potential littering along the intended course
route. All competitors must carry out what they took into the course. A team of walkers will
conduct a sweep of the entire course clearing all course markings and litter after the last
competitor has exited the course. Rubbish bins will be placed at strategic locations throughout
the golf course.

Ensuring Compatibility with Existing Park Users to Reduce Potential Conflict;
As part of the event Social Impact strategies, existing park users will be notified of the
event’s presence seven days prior due to the erection of A3 corflute notices. The bike course
route will be kept within the Dunsborough & Districts Country Club parklands and Meelup
Regional Park “Zone6” management area, avoiding all other areas of the park. Safety teams and
marshalls will be positioned strategically along the course to communicate with any park users
who may be in the region on the day.
Increased Visitor Satisfaction from the Event using Meelup Park;
The intended route for this event is truly spectacular and will leave all riders with an amazing
final memory of Meelup . Through event planning and management, we are confident any
impacts can be managed to ensure a positive experience with competitors leaving the event
and promoting the Meelup Regional Park and Cape Naturaliste Area to people all over WA and
Australia.
Visitor Numbers: Before, During and After the Event;
The X-Adventure Race Western Australia is expected to bring in excess of 500 competitors to
the SW region for the inaugural 2013 event, with an expected economic impact of some
$400,000 through the local businesses. This number is expected to increase by a further 50% in
2014. Through careful communication and promotion, we expect solid exposure for the region
but also a clear understanding that mountain biking is not currently permitted within the Park.
With long term plans to develop a Trails Master Plan we hope that the two can combine to
create a sustainable and successful long term opportunity for cycling in this region.
Business and Environmental Ethics of the Proposal;
The event management company Rapid Ascent Pty Ltd and the Dunsborough & Districts
Country Club have invested considerable resources to establish the X-Adventure Race Western
Australia in Dunsborough and intend to develop this prestigious event into a long term iconic
event for the City of Busselton region. This has been done in conjunction with the Dunsborough
Cycle Club, Department of Conservation and the City of Busselton to ensure a sustainable
annual event for the long term.
Investigation of Alternatives to Meelup Regional Park;
A requirement of this event, is to provide triathlon competitors with approximately 12.5km of
suitable mountain bike trails, alongside a 12km offroad trail running course and a 2km ocean
swim. The Stage1 trail alignment around the Dunsborough & Districts Country Club golf course
will offer up to 6kms. These trails are being developed to link to the proposed “Zone6” bike
park area that contains many more suitable existing bike trails. As such there are no other
current suitable trails to conduct this event. Future events will utilize the proposed Stage2 golf
course trail network (approx. 3km). The off-road run course has been designed to require a
minimum of road crossings with a maximum of offroad trail running. The coastal trail and
shoreline from old Dunsborough to Gannet Rock offer the most suitable course with the
minimum of interruption within a reasonable area around the Dunsborough Golf Course.
Potential Economic Benefits to Meelup Park;
Dunsborough & Districts Country Club management are keen to develop a long term
relationship with Meelup Regional Park Management Commitee and are prepared to assist with
trail building and realignment along the intended route. DDCC management is also willing to
help the MRPMC develop their long term Master Trails Plan and contribute to future trail

building and realignment work. The organisers also agree to make a donation to use the park
for this event of a pre-agreed amount indicative of the marketplace.
Evidence of the Event Management Track Record;
Management of this event will be conducted by Rapid Ascent Pty Ltd renowned as Australia’s
leading adventure event management company running mountain bike races, adventure races
and other off road sports events (ie. Anaconda Adventure races, Mark Webber Challenge Series
etc.) all around Australia. The local event co-ordination will be led by the Country Clubs own
experienced event manager Richard Renn. Richard has a long and strong event management
track record, being previously involved in the management of similar southwest events
including, the Cape to Cape MTB race, the Karri Cup MTB race at Northcliffe, the Busselton Half
Ironman and the Forest Rally Busselton Special Stage. Richard has also gained valuable
knowledge and understanding of the natural values of the park, having been a previous
member of the Meelup Regional Park Management Committee in 2010/11.
Communication / Interpretation of the Local Environment,
Rapid Ascent Pty Ltd and the Dunsborough & Districts Country Club are committed to
undertaking the advice of the MRPMC and their qualified advisors in the areas of flora and
fauna and indigenous culture to spectators, competitors and the media. The event features a
welcome ceremony at the Dunsborough & Districts Country Club which will embody the 7 key
principles of “Leave No Trace” as entry conditions for all competitors, support staff and
spectators involved with the event.
Promotional Activity and Marketing,
This event will be promoted via the Rapid Ascent Pty Ltd, Dunsborough & Districts Country Club
and Dunsborough Cycle Club websites, window posters and event information booklet. All
promotional material and media information making reference to the the Meelup Regional Park
will be forwarded to the Meelup Regional Park Management Committee prior to general
release. All event signage will be removed after the event.

Hi Mandy, thanks for the e-mail. In reference to your e-mail below; i) Yes, a representative from the Country Club will be available on Monday
to walk over the proposed course with you. Please arrange with Richard directly
ii) Registrations have not opened yet, as we are awaiting a reply on the conditions to pass through Meelup Regional Park but we hope to open them within the next month. This is a new event and we really don’t know how many entrants we will get, but we estimate approx. 500 (excluding the kids race) based on our previous events held in W.A.
iii) I have run the shoreline section and it is all on sandy beach or rocky shoreline. I am confident that competitors will remain within the intertidal zone because a)thatwill be stipulated in the rules, b) it is slower going and painful and scratchy to crashthrough any vegetation, c) competitors will be heading back along the coastal track so if west bound competitors try to “cheat” and “short-cut” up to the coastal trail then they stand a very high chance of being seen cheating by other competitors. This is a significant deterrent in its own right and d) when we conducted the Anaconda Race along this stretch of coastline back in ’06 and ’07 we did not have any issues with competitors trampling vegetation or straying from the inter-tidal zone
iv) The rounding of Castle Rock is proposed to be on the ocean side which will involve competitors having to jump into the ocean and wade/swim a distance of 10-20m into the beach to continue the run. We did this successfully in the Anaconda Race in 2006. This site would be manned with event marshals to ensure competitors took the seaward routeand not over the top of the rock.
v) We are happy to make a contribution to the upkeep and maintenance of thePark. We conduct numerous off-road events around Australia in 6 different states and territories and are charged a range of fees by park managers but as a general rule this is usually in the vicinity of $1/competitor. Many park managers still do not charge any fee at all. As I said, we are not opposed to a user pays system but the amount proposed is approx. 10 –100 times what we usually pay for no apparent additional benefit. I would have thought a fee consistent with present day industry standards would be appropriate. For examplein Parks Victoria land where we conduct events we pay $1.10/competitor. In Augusta in W.A. we pay approx. 7.9 cents/competitor. I believe a fee of say $1/competitor is appropriate excluding the Kids Race. Let me know if you have any further queries or would like additional informationat this stage.

The X-Adventure Race proposal will be formally presented to the Committee at theDecember meeting. Part of the officer recommendation will be a number of conditions that must be complied with in order for the event to be held in the park. These will be based more or less on conditions for similar events previously held in the park. I will be working on this next week and will send you a draft.
I will need to walk the proposed alignment (bike and run) with somebody, whetherthat’s Richard or someone from Rapid Ascent will need to be coordinated. This will have to be nextweek, preferably Monday, as my report is due for agenda inclusion the following week.
There were a couple of queries following last night’s meeting including: - Have registrations opened yet? I’ve had a look at the website and it appears not; when are registrations expected to open? What is the expected number of competitors (500)based on?
- There was a concern that the shoreline run section might see runners tempted to run through vegetation rather than over difficult rocky terrain. Has the shoreline section been ground-

As there are some areas, such as Castle Rock, that I would have imagined pretty impossible to climb over as part of a race, but perhaps I underestimate the ability of the competitors! This will need to be looked at during the site inspection and appropriate measures taken to ensure this does not occur.
- Finally, there is the condition regarding a reasonable contribution to the Committee for use of the park for this event, which will be put back into the park’s management. There is an increasing number and frequency of events being proposed for the park and such contributions greatly assist the Committee in maintaining the park’s environmentand recreational facilities. The Committee proposed a contribution of $10/entrant.
I would appreciate your feedback on the above and also look forward to hearing from you in regards to inspecting the course alignment.

Conditions of use for the X Adventure Race in Meelup Regional Park 23rd-24th March 2013
Pre-Event information from Rapid Ascent Rapid Ascent shall:
1. Walk the intended route with the Meelup Regional Park Management Committee (MPRMC) Environment Officer.
2. Provide an aerial photograph with the GPS’d proposed alignment. 3. Submit a detailed event management plan addressing the following issues:
Competitor numbers and management; Spectator numbers and management; Environmental, social and economical impacts and their management; Plans for prevention and mitigation of potential impacts, including generation of
rubbish and potential for littering; Compatibility with existing Park users and how to reduce conflict; How many competitors, officials, volunteers and spectators is the event expected
to attract before, during and after the event Business and environmental ethics of the proposal; Investigation of alternatives sites for the event to Meelup Regional Park; Potential economic benefits to the Park; and Evidence of Rapid Ascent’s event track record.
5. As bike riding is currently prohibited in the Park, ensure that the alignment is not promoted in any way as a bike trail.
6. Provide details and outcomes of any consultation with other agencies/ local government/community groups/committees etc.
7. Notify MRPMC of any alterations on alignment immediately. 8. Provide the MRPMC/City of Busselton, either directly or through the Dunsborough and
Districts Country Club, with an in-kind contribution of $2 per competitor. 9. Include appropriate digital interpretative material, which provides information on the
Park’s environmental, cultural and recreational values, as part of the competitors’ event information pack and/or on the event website.
During the Event/organisation Rapid Ascent shall:
1. Ensure all vehicles (including bicycles) are washed down after exiting the Park. All water is to be contained either off-site or within a dieback-infested area. Methods to be available to participants include a high pressure hose and a trough filled with an appropriate dieback-inhibitive solution (methylated spirits or bleach).
2. Ensure that the bike section of the route contained within Meelup Regional Park is only advertised, published or circulated in any material or electronic form as related to the approved route for this event.
3. Ensure that all promotional material and media information associated with the Event encourages spectators to areas designated as appropriate spectator locations negotiated between Rapid Ascent and the Committee prior to the Event.
4. Ensure that all competitors, officials, marshals and any other support crew remain on designated trails and authorised access points at all times except in an emergency.
5. Provide appropriate course markers, bunting and/or marshals, particularly for the shoreline run section, to ensure competitors do not veer off the course alignment and through vegetation. Photo evidence of measures taken is to be provided to the Committee in the post event report.
6. Notify the City of Busselton immediately in the event of a fire.

7. Ensure that any signage is: a) corflute and at least A3 in size, b) erected in a manner that makes it difficult to remove, and c) replace any signage that has been observed to have been removed before and during the event.
8. Ensure that all competitors, marshals, race officials, and any other support crew are briefed on the following:
The current legal status of riding bicycles in Meelup Regional Park and the one-off nature of this event allowing bicycles in the Park;
The natural values of Meelup Regional Park and the environmental issues identified in the documented plan (outlined above), including dieback and declared rare flora.
That most areas of the Park are regularly baited with 1080 dried meat baits for feral animal control and that these baits are toxic and should not be handled or ingested;
That all persons are to remain on designated trails and authorised access points at all times except in an emergency while in the Park;
That all flora is protected and it is illegal to pick wildflowers; That no person is to interfere with existing signage in the Park, and The principles of Leave No Trace and that they must be adhered to at all times
while in the Park. The emergency response plan.
Post-Event information/actions Rapid Ascent shall:
1. Remove all signage associated with the Event within five working days from the conclusion of the Event.
2. Remove all evidence of the presence of the Event immediately following the conclusion of the Event, including course markings, barriers and rubbish of all types.
3. Ensure the post-Event Report submitted to the City of Busselton details: Total number of participants and estimated number of spectators. Any problems encountered regarding the issues addressed in the plan (listed
above) within Meelup Regional Park, and how these may be mitigated if future events are to be held in the Park.
Photo evidence of measures (markers, barriers, bunting) taken to prevent competitors from straying from the course alignment.
Estimated environmental impacts within the reserve and social and economic impacts on the community. Environmental impacts to be assessed include (but not limited to) erosion, soil movement, damage to vegetation, trail braiding and evidence of competitors not sticking to the alignment.
