It is our pleasure to welcome you at the 9th International Conference on Managing Pavement Assets (ICMPA9). The conference brings together pavement design and management engineers, companies specialized in providing pavement management services and data collection, researchers and specialists on asset/ pavement management, general pavement/ road engineers, planners dealing with the development of public works programs, and academics specializing in pavement design, analysis and management.

The conference is aimed at defining the requirements for the “next generation” of pavement management tools need and to that effect it builds upon the following theme: “moving pavement management beyond the short-term: embracing innovation and addressing sustainability, accountability, and improved performance.” A key goal of the conference is to fully engage pavement managers and other practitioners and academics from around the world with best practices pertaining to effective and innovative data collection, analysis tools, performance-based investment strategies, sustainability, and approaches to managing pavements and support the needs of high-level decision makers/ CEOs.

The conference provides a unique forum to interact with colleagues from all over the world and will allow you to contribute to the shaping the next generation of approaches and systems used for managing our pavement assets.

Kathryn A. Zimmerman President, Applied Pavement Technology Preparing for the Next Transformation in Pavement Management

Kathryn A. (Katie) Zimmerman, P.E. is the President and founder of Applied Pavement Technology, Inc. (APTech). She has been actively involved in the pavement management field for more than 30 years. Ms. Zimmerman has earned a national reputation for her expertise in pavement management and her objectivity in helping agencies advance their pavement management practices. Throughout her career she has led the implementation of pavement management systems for a number of local and state agencies. Katie received both her B.S. and M.S. degrees in Civil Engineering from the University of Illinois. She also holds a Certificate in Instructional System Technology from Indiana University and is a licensed engineer in over 30 states.

Andre Molenaar Emeritus Professor, T.U.Delft Sustainable and Durable Design and Construction of Pavement Assets

Andre Molenaar is currently an emeritus professor at the Delft University of Technology in the Netherlands. He received his MSc and PhD degrees from the Delft University of Technology. His research work covered pavement design, pavement evaluation and maintenance and materials including a lot of work on recycling of asphalt and construction demolition waste. Dr. Molenaar has authored over 150 papers in several journals and conference proceedings and was invited as key note speaker at many international conferences. He has taught classes in many countries such as China, South Africa, Ghana, Italy, Germany, UK, and Finland, among others. In addition to his academic work he worked as consultant in many countries all over the world.

Gregory G. Nadeau Acting Administrator, Federal Highway Administration

Gregory G. Nadeau has carried out all the duties of the Federal Highway Administrator since December 30, 2013. Nadeau has focused significant attention on spearheading the development and administration of the Every Day Counts (EDC) initiative, which provide state and local governments with innovative solutions that are saving time, saving money and saving lives.

Oscar de Buen Richkarday President, World Road Association (PIARC)

Mr. de Buen spent most of his professional career at the Ministry of Communications and Transport of Mexico (SCT), where he led the design and implementation of SCT’s highway-related PPP programs and worked as Undersecretary for Infrastructure until early 2011. He is now the President of the World Road Association.

Jorge Sales Gomes CEO, Brisa Inovação e Tecnologia

Jorge Sales Gomes is the President of Politec I&D at Lisbon Politechnic Institute and visiting Professor at European University in Lisbon. From 2002 to 2009 he was the head of Innovation and Development in Brisa Autoestradas de Portugal – a Portuguese highways concessionaire and since 2009 he is CEO of Brisa Innovation and Technology.

Charles Kilpatrick Commissioner of the Virginia Department of Transportation

Kilpatrick was appointed Commissioner in January 2014 after serving as the Chief Operating Officer for the agency, being responsible for both day-to-day operations and strategic direction. He was also VDOT’s representative for all highway Public-Private Partnership initiatives in Virginia. Kilpatrick holds a bachelor’s in civil engineering from Virginia Tech and is a licensed professional engineer.
