I. CALL TO ORDER

The meeting of the Wright State Board of Trustees was called to order by Mr. Larry Klaben, chair, on Thursday, October 9, 2014, 4:00 p.m., in Box #217, Nutter Center. Dr. Robert J. Sweeney, secretary to the Board of Trustees, called the roll: Present: Absent Michael Bridges Mrs. Broner Mr. Fecher Dr. Goyal Dr. Joshi Mr. Klaben Mr. Montgomery Ms. Ramos Mr. Soin

II. PROOF OF NOTICE OF MEETING Mr. Klaben reported that this meeting was called by written notification and a quorum was present.

III. DISPOSITION OF PREVIOUS MINUTES Mr. Klaben moved to approve the May 13 and 14, 2014 minutes as submitted. Mrs. Broner seconded, and the motion was unanimously approved by voice vote.

IV. EXECUTIVE SESSION

In accordance with the Ohio Open Meetings Law, the Board, after a majority of a quorum, determined to hold an Executive Session by offering the following resolution:

RESOLUTION 15-1

RESOLVED that the Wright State University Board of Trustees agreed to hold Executive Session on Thursday, October 9, 2014; and be it further RESOLVED that pursuant to the Ohio Revised Code 121.22 (G), the following issues may be discussed in Executive Session:

Legal Report

Potential dismissal, demotion, or discipline of a tenured faculty member, and pertinent personnel matters

Purchase of real property by WSU Foundation, Inc., and pertinent real estate matters

Mr. Klaben moved for approval. Mr. Bridges seconded, and the motion was unanimously approved by roll call vote.

V. RECESS Following the Executive Session, the Wright State University Trustees, President David R. Hopkins and members of the Cabinet attending a reception on the Nutter Center concourse.

VI. RECONVENE – ROLL CALL

The Wright State University Board of Trustees reconvened on Friday, October 10, 2014, 8:30 a.m., in the Berry Room of the Nutter Center. Mr. Klaben stated that the Wright State University Board of Trustees is a public body subject to the Ohio Open Meetings Act. It operates on a fixed agenda available to those attending the meeting. Persons wishing to address the Board in its Public Session should submit a written request to the Board of Trustees’ office 72 hours in advance of the meeting in order to be placed on the agenda. However, all persons address the Board at the invitation of the Board and are subject to time limitations and other guidelines established to maintain the good order of the meeting.

VIII. REPORT OF THE PRESIDENT

A. University Update

1. Dr. Hopkins reflected on the semester and all the hard work expended by faculty, staff and students. The Women’s Softball team was recognized for their academic accomplishments and dedication to their sport. Numerous building projects are currently underway around campus and they are coming in under budget and ahead of schedule. Closest to completion is the Neuro Science Engineering collaboration building, followed by the Student Success Center /Classroom building, and work had just began on the modernization and expansion of the Creative Arts Center. These three projects will bring a major transformation to the facilities at Wright State.

2. Our enrollment, Dr. Hopkins stated, has us serving more students

this year than last year in a very, very competitive environment. What we are seeing is some tremendous growth in our direct from high school population that will bode well for the future. He remarked that it has been a couple of great weeks here at Wright State with a big weekend coming up. Last weekend was Homecoming. The largest number of returning alumni in Wright State history attended a series of wonderful events where we honored alumni achievement and our alumni legacy scholarships.

Dr. Hopkins described an event coming up this next weekend as “an event that will forever change the future of Wright State and the way we serve our students and the communities we also serve”. A lot of hard work has been quietly going on behind the scenes to grow the resources needed for scholarships for academic excellence and for twenty-first century facilities. For the first time in a number of years we will finally be able to talk about it at the public launch for “Rise. Shine. The campaign for Wright State University” which will take place on October 18th. Attendance at the event is expected to exceed 600 and there are many surprises yet to be shared.

E. Ratification of Contracts and Grants Wright State University ended its fiscal year 2014 with a total of $85,185,827 in external funding representing 481 awards. For the time period of July 1 – August 31, 2014 the University recorded 80 awards for a total of $5,467,002. Recently funded projects include a $614,096 award from the National Science Foundation to Drs. Nathan Klingbeil, Kuldip Rattan, Joseph

IX. REPORTS OF THE COMMITTEES OF THE BOARD

A. Academic Affairs Committee

Provost Report Provost S. Narayanan reported the following: New Trustees, Mr. Douglas Fecher and Ms. Hailey Billing, were introduced to the Board. Several searches are underway. Over 100 applications were received for the newly created position of Chief Information Officer with four candidates coming to campus for final interviews in the next few weeks. The search for the Dean of Lake Campus has finished with Skype interviews and will be bringing 3-4 candidates to campus over the next month. A new search will begin soon as College of Education Dean Charlotte Harris recently announced she will be retiring next year. Enrollment Update For Fall Semester, 17,779 students are enrolled which amounts to a 1% increase over Fall semester last year. Compared to IUC peer institutions in Ohio which are down by 8%, this is impressive and matched the University’s targeted enrollment growth. The First-Year to Second-Year Retention for the Dayton Campus increased by 5% for the second straight year and amounts to a 10% gain over the last two years. Minority Enrollment increased by 4% to reach 2,941 students. New direct from high school freshmen are coming in very well prepared and are on par with last year’s incoming class; which was the most prepared ever. The Dayton Campus showed an increase in both yield and enrollment numbers for this year’s new direct from high school students. There was a 3% increase in yield (which is the number of students enrolled divided by number admitted) to 47% and the number of enrolled students increased by 11% to more than 2,200 students. The International student population increased by 21%. At Lake Campus, the number of direct from high school students increased by 2% and there was a 19% increase in the number of students in campus housing. Overall, 3,627 students graduated from Wright State University between the Summer of 2013 and Spring of 2014.

Amended Substitute House Bill 488 Update Dr. Tom Sudkamp, Vice President for Curriculum and Instruction, explained requirements contained in the Amended Substitute House Bill 488 whereas the board of trustees of each state institution must adopt a policy by December 31, 2014 regarding the support and assistance each institution will provide to veterans and service members. To support veterans and service members there are a number of provisions outlined that the board must meet including the identification of an individual to serve as their point of contact, the establishment of a student-led group for students who are service members and veterans, and periodic reviews to be conducted to understand their challenges and needs. Once needs have been determined, this information must be shared with faculty and staff and follow up activities conducted to gauge progress in addressing and meeting those identified needs. In addition, the office of Career Services will provide career support designed to facilitate connections between potential employers and student service members and veterans. Wright State University has been a forerunner in the state with the creation of our Veteran and Military Student Center. Construction is currently underway to expand the Center’s location. Move-in is targeted for October 9th and November 12th will be the formal dedication of the new space.

1. Amended Substitute House Bill 488 The following resolution was presented for approval to the Board of Trustees:

RESOLUTION 15-5 WHEREAS, Amended Substitute House Bill 488 of the 130th General Assembly requires that the board of trustees of each state institution of higher education adopt a policy regarding the support and assistance the institution will provide to veterans and service members, and WHEREAS, HB 488 calls for all state institutions of higher education to undertake the following: to identify at least one person as the point of contact for veterans and service member affairs; to allow for the establishment of a student-led group for student service members and veterans; to ensure that career services offices provide meaningful connections between potential employers and student service members and veterans; and to periodically determine the needs and challenges of student service members and veterans, to share that information with faculty and staff, and to conduct follow-up activities to gauge progress in meeting previously identified needs and challenges; and WHEREAS, Wright State University has a longstanding commitment to student service members and veterans, as shown by its membership in the Servicemembers Opportunity

Colleges (SOC) Consortium and by Faculty Senate adoption of policies consistent with Executive Order 2008-17S (Ohio GI Promise) and the Chancellor of the Ohio Board of Regents’ Directive 2011-004 (Awarding College Credit for Military Training, Experience, and Coursework), therefore be it BE IT RESOLVED, that the Wright State University Board of Trustees further formalize Wright State University’s support of student service members and veterans by adopting the terms of this legislation as official policy of the university. Collective Bargaining Agreements (CBA) Update Dr. Steven Berberich, Associate Provost, thanked the members of the negotiating team representing the AAUP and the administration for their recent efforts in successfully negotiating two mutually agreeable collective bargaining agreements with Wright State University faculty. The new agreements went into effect August 20, 2014 for a three year term ending June 30, 2017. One agreement covers tenure eligible and tenured faculty (TET) and the second provides provisions for non-tenure eligible (NTE) faculty; namely, instructors and lecturers. The principle behind the agreements; with respect to average salary levels, was to position Wright State faculty well within the median level of the IUC schools in the state of Ohio. Based on market study our assistant professors were actually below the median and provisions are now in place to correct this inequity. Over the next two years, the agreements bring back merit and market equity increases; in addition to across the board raises, which allow the Deans an opportunity to better identify and reward stellar performance. In relation to health care benefits, the new agreements align faculty insurance plan offerings with the three standard insurance plans offered to all other University employees. The cost to employees for coverage is tiered to individual salary levels across the board. Within the agreements, intellectual property is preserved as belonging to the University. Provisions around distance learning allow the University to move forward with expansion to promote growth in distance education classes while controlling class size for quality. In addition, incentives are now in place to encourage faculty to continue to grow research opportunities and attract new funding dollars.

B. Finance and Audit Committee

Vice President’s Report

Dr. Mark Polatajko, vice president-Business and Finance/CFO, reported on several items that are currently underway within the Business & Fiscal Affairs Division. FY15 YTD Budget Performance: Dr. Polatajko stated that we are in the process of finalizing our first quarterly budget re-forecast based upon actual activities realized to date. In terms of revenue, 2 of our 3 semesters are in the books and tuition and fees are performing better than approved budget due to the growth of the international student population, increased graduate program enrollments, and improved new direct for HS yield (11%). This increase offsets a slight decrease in currently forecast State Share of

Instruction; however, the final SSI number for FY15 will not be available until December, which will be based on all actual activity from the preceding three years of data. All other revenue categories are within range of the original budget and forecast. In terms of expenses, our emphasis on resource optimization provides excellent service, while as the same time, significant cost savings and cost avoidance in fiscal year 2015 and beyond; to the tune of several millions of dollars. Examples include energy savings, enterprise print, and strategic management of the university’s healthcare plan. As a result, expenses are currently in line with the adopted budget. In summary, although we have nine months to go in this budget year, there are no indications at this time of any issues that would prevent meeting the Board approved budget.

Business and Fiscal Affairs Organizational Change: Dr. Polatajko outlined the Division of Business & Fiscal Affairs journey of transformation as they adopted a new divisional identity and brand. The Division of Business and Finance’s new mission incorporates five important tenets:

Preeminent service Aligned stewardship Collaborative Partnerships Empowerment Innovation

These tenets along, with a strong leadership team, have positioned the division to deliver on their strategic objectives; with an emphasis on service, leadership, and accountability.

Investment Management and Investment Policy Statement Updates

Mr. Dennis Obyc and Mr. Pete Ugo, from Crowe Horvath LLC, reviewed and commented on the Annual Audit Status Update. Wright State University identified an opportunity to transform the university’s investment advisory function to enhance value, performance, and management of risk. Following an extensive review and evaluation process, SEI, Inc. was selected as the investment advisory firm that will support the transition of the investment management function from a traditional model to a discretionary model. Mr. JP Cavaliere and Ms. MJ Bobyock gave a presentation to the Board outlining the parameters of the new model. As a result of this change, a new Investment Policy Statement is being presented for approval.

1. Adoption of Investment Policy Statement Dated September 26, 2014

RESOLUTION 15-7

WHEREAS, the University has a current investment policy for its Investment Fund that is designed to maximize returns while maintaining an acceptable level of risk and the ability to meet cash flow needs, and WHEREAS, the University in conjunction with its external investment advisor has performed a review of this policy for the purposes of permitting discretionary management of the Fund by a fiduciary manager; broadening the Fund’s exposure to additional investment vehicles in order to increase the portfolio’s diversification, reduce risk and potentially enhance returns; and adjusting policy language to obtain certain administrative improvements to the policy, and WHEREAS, the University has identified certain modifications to the non-endowment investment policy as described in the attached modified policy that reflects the foregoing, therefore be it RESOLVED that the attached Investment Policy Statement dated September 26, 2014 as amended in this meeting be approved, and be it further RESOLVED that this resolution supersedes Resolution 13-29 Mr. Bridges moved for approval. Ms. Ramos seconded it, and the resolution was unanimously approved by roll call vote.

Dr. Polatajko acknowledged the past service of FEG, Inc., our former investment advisors, who served the university in outstanding fashion for the past 20 years and thanked the RFP Development and Review Committee for their diligent efforts under the leadership of Mr. Steve Sherbet, university bursar and director of treasury services. Mr. Jeff Ulliman, Associate Vice President Financial and Business Operations, shared the university’s investment reports for June and August 2014. Mr. Ulliman reviewed the university’s expenditures of $250,000 - $499,999. No action was required. These records have been distributed to the trustees and will be filed with the official Board of Trustee’s records.

Vice President’s Report

Dr. Dan Abrahamowicz highlighted some of the many events that kicked off Fall semester. “Move-In Day”, despite the torrential downpour, was a success with parents and students appreciative of the drenched volunteers who assisted with the process. Welcome Week, culminating in Fall Fest, was extended to a full two weeks with collaborations across campus to inform and engage students with campus life. Under the overall coordination of Bob Hickey, the Nutter Center and its’ executive director Jim Brown hosted the Air Force Marathon Expo and 5K Run on September 19th with over 2,000 participants from all across the country.

Wright State welcomed another group of emancipated foster youth into our Independent Scholars Network (ISN) as the program continues to draw accolades from across the country. The Great Lakes Region of Alpha Kappa Alpha sorority, which oversees 5 states, awarded the ISN program $4,000 in gift cards to provide emergency assistance and financial support for ISN students. On September 16th our Career and Workforce Development area hosted a one day campus wide “Job Fair”. Dr. Joseph Slater, interim associate vice president, outlined this very successful event which included 109 employers, more than 600 participating students, 3 corporate sponsors and for the first time, 30 faculty partners. Wright State’s Homecoming celebration, with events hosted by Alumni Relations, Student Affairs and the President’s Office, will be held the week of September 29th. Events include a major concert, the “Nearly Naked Mile” fun run, a Club Football game, Men’s and Women’s Soccer, the “Chili Cook-Off” and the crowning of the Homecoming Royalty. Ms. Jackie Kucirka and Mr. J.B. Saul, officers of the newly formed Raiderthon student organization, discussed their mission and plans to increase Raiderthon Dance Marathon contributions by 20% over their wildly successful first year fundraising of $50,389. Student Government Report Mr. Kyle Powell, Student Government president discussed the philosophy of “Raiders don’t retreat, we advance” as the operating motto SG is using to drive their progress. An SG lapel pin sale was implemented with proceeds going to support a scholarship fund. To date, $3,800 has been raised. Other projects include an “Adopt a Highway” clean-up program for State Route 844 and a marketing campaign for campus elevators utilizing signage targeted to raise awareness about priority access for disabled, pregnant women, elderly and others that need it. Ms. Jennifer Humston, a senior Athletic Training major, introduced herself to the Board. She replaces Ms. Megan Gray as SG Vice President. Ms. Humston discussed Student Senate priorities. Updates Mr. Dan Bertsos, director of Residence Life and Housing, gave an overview of housing and the new STEM City. During “Move-In Day” over 400 faculty, staff and student volunteers with numerous umbrellas, tarps and golf carts moved in 1,487 families. Student’s housing enrollment is up this year with

a 91% yield on new direct from high school applications (DHS) and a 25% increase in the number of DHS students over last year. Ms. Angela Griffith, assistant dean of the College of Engineering and Computer Science, discussed the long partnership with Residence Life and Housing. She also discussed the CECS role in STEM City. Ms. Joyce Howes, dean of the College of Science and Math, outlined the new STEM City living learning community in Hamilton Hall. With a vision of innovation and student success, this program is already proving to be successful. Mr. Colton Metzger, residential graduate assistant for STEM City, highlighted some of the unique features of the learning community. Dr. Ivory Berry, assistant director of student success in the College of Science and Math, discussed an assessment plan to measure the impact of STEM City on student success and satisfaction. Ms. Hillary Swinning, head resident assistant and Mr. Dan Darkow, RA in Hamilton Hall, highlighted some of the new technology incorporated into STEM City to allow students to collaborate on projects, share data, print with 3-D technology and save water.

D. Student Trustee’ Report

Mr. Ryan Rushing highlighted several initiatives underway to support students with food insufficiencies. The Rowdy 500 is a collaborative food drive that benefits the WSU Friendship Food Pantry and has the support of students, the Alumni Association, the Unclassified and Classified Staff Advisory Councils, and “We Serve U”. Started in 2012 with the goal of collecting 500 canned items, the 2014 campaign collected over 2,100 food items. “Raiders giving” is an event designed to provide a Thanksgiving meal for students who lack resources. It has also proven to be very successful and is well supported by faculty and staff volunteers. Mr. Rushing also discussed the Student Government scholarship campaign which has raised $3,800 through the sale of SG lapel pins and the strategic plans underway to rebrand Student Government and focus efforts on listening to student concerns and advocating for their needs.

E. Faculty Senate President’s Report

Dr.Riski, Faculty President, updated the Board and guests on three projects underway within the Faculty Senate. The first project is a systematic review of all university academic polices to bring them up to date with centralized university oversight. The second project has Faculty Senate moving forward on a report done last year which focused on international programs and included a number of recommendations to improve international student academic support and success. Using a model typical of first- year programming, enhancements are now being planned that will foster international student academic assimilation and retention at the university. Lastly, a program is underway to develop a new vision for distance education from an academic prospective. A task force has been created from a combination of Senate committees which include the information technology committee, the building and grounds committee, and the curriculum committee. The task force intends to gain a broad consensus from the various committees for a plan on how to move distance education forward and a determination of what programs should be emphasized in this process.

X. PRESENTATION

Dr. David Hopkins introduced Mr. Tony Ortiz. Mr. Tony Ortiz Associate Vice President for Latino Affairs Wright State University Office of Latino Affairs, Amigos Latinos, El Futuro Mr. Tony Ortiz, associate vice president for Latino Affairs, highlighted the staff of the Office of Latino Affairs. Ms. Sheila Rios, their newly hired Director, will be joining the office in October. Graduate assistants, Ms. Aida Montes, an undergraduate from the University of Mexico and an attorney, and Ms. Catherine Hernandez from Miami, FL are both working directly with Latino students and their families. The entire Latino Affairs team is bi-lingual and are working hard to foster a center where Latino students can feel connected and understood. Goals for the Office of Latino Affairs include providing a center where past, current, and future students feel at home, assisting the colleges with recruitment, retention and fostering connections, and acting as a bridge to the Latino community. Mr. Ortiz offered a profile of the Latino community which numbers 55 million in the United States. The population of roughly 400,000 in Ohio accounts for 3.1% of Ohio’s total population. The Latino population continues to grow at a rapid rate with a 63% increase since the year 2000. The median age is 24.5 years and median household income is $34,500. The Cleveland area has the third largest

Latino population in the U.S. and the Dayton area has 20 different Latino groups represented. Latino owned businesses number 9,700 in Ohio and employ more than 11,600 workers with an annual payroll of $375 million. Latino students, however, only make up a small percentage of enrolled college students and programs are now underway to attract families and students to the Dayton area and to Wright State. One issue that prevents Latino students from enrolling in higher education is preparedness. Mr. Ortiz serves as the Education Chair of the Ohio Commission of Latin Affairs. This statewide commission holds an annual conference to address pipeline issues and to present best practices on student preparedness and retention. Locally programs such as La Puente; a privately funded school, and Big Brother Big Sisters offer one on one intervention and after school training classes to prepare students in language and math skills. Attracting Latino staff and faculty to Wright State, as well as encouraging regional growth in Latino businesses, are other areas of focus of the Latino Dream Team. This group collaborates with area business leaders and is comprised of leaders of Latino organizations who are exploring ways to expand the region’s workforce. A Latino Career Fair is planned for November at the Nutter Center. Wright State’s Office of Latino Affairs is working hard to improve accessibility, affordability and inclusion and is well positioned to lead the way for Latino students.

Membership Model Change: (Find more information at wrightstatealumni.com) In the fall of 2014, the Wright State University Alumni Association will announce a new membership model. In September 2014, letters were mailed to all current and life alumni members explaining the model conversion. A full announcement will be made in the fall WSU Magazine. Historically, membership dues have supported the Alumni Association’s alumni programming, sponsored alumni networks and societies, and supported scholarships as well as other special programming opportunities. Alumni have always been encouraged to stay connected to the university after graduation whether that was through financial support to the university or association, being an alumni ambassador for student recruitment, or being involved as a volunteer through other activities with the association or the university. Non-member alumni may have not felt the same connection to the Alumni Association and probably did not consider the Association to be their main tie to the university. With this new membership model, the moment you earn a Wright State University degree you become a member of the Alumni Association. Because the new inclusive membership model reduces the need to balance the budget with dues, the Association now can focus on helping all alumni become connected and remain engaged with Wright State and their fellow alumni in RaiderNation! All Wright State graduates are Green Members of the Alumni Association and receive benefits and discounts year round, unless they meet the criteria for Gold (below). Members who previously paid annual dues will now maintain similar status in the new Gold Member level by making a tax-deductible donation of $50 or more cumulatively in a fiscal year to any of the hundreds of Wright State University funds. Gifts can be spread across several funds to reach the minimum donation. For Life Members who joined prior to the model conversion or who were making life membership installments (and continue to make installments for the life of the payment plan), much remains the same. You will become a Life Gold Member. This opportunity for our alumni to support personal areas of interest within Wright State University is a meaningful enhancement to the Alumni Association membership structure. Student Alumni Association (SAA) Update: The Student Alumni Association welcomed their new advisors, Nick Warrington and Brigette Gardner, earlier this summer. As the school year began, one of their main goals was to improve membership. As of the first general meeting, there were 21 members. This is a 50% increase in membership from the previous 10 members. Looking forward this quarter, SAA is working hard to increase collaborations with other student organizations on campus as well as increase alumni involvement by holding more events where students and alumni can interact. In addition, many members are looking forward to attending the Campaign Gala in October. Staffing Update: Brigette Gardner is the new graduate assistant for the Office of Alumni Relations. She is pursuing a Master’s degree in Student Affairs in Higher Education. Originally from Dayton, Ohio, Brigette is glad be back in her hometown! Both of her parents are Wright State alumni so she grew up attending Wright State basketball games. Brigette recently graduated from Ohio University with a Bachelor’s of Science in Communication and dual minors in Business and Retail Merchandising and Fashion Product Development. She is an alumna of Delta Gamma Fraternity and was part of the PanHellenic council at Ohio University. She looks forward to working closely with the Alumni Association and SAA over the next two years! Event Updates: Amigos Latinos Gala – May 10 The Amigos Latinos Alumni Society worked in conjunction with Wright State’s Office of Latino Affairs to host a gala to raise funds for Wright State Scholarships and the El Puente Learning Center. The event was a hit and hosted over 220 guests. Over $10,000 was raised. Theatre and Dance Reunion (1974-1994) – June 27-29 This alumni reunion was a huge success. A total of 75 alumni participated in the many events scheduled throughout the weekend. Alumni from as far away as Madrid, Spain came back for this special reunion. As a result of the weekend Abe Bassett along with the reunion planners, Marilyn Hunter and Ken Harvey are discussing the possibility of creating a Theater and Dance Alumni Society. Kings Island Day – August 10 The Annual Kings Island day collaboration between the Boonshoft School of Medicine and the Alumni Association hosted 315 people this year. Legacy Scholarship Golf Outing – August 25 112 players participated in our Legacy Scholarship Golf Outing at the Beavercreek Golf Club this year, over $17,000 was raised for the Legacy Scholarship fund.

For the fiscal year ended June 30, 2014, the Foundation’s endowment portfolio returned 12.0%, besting

our target return by 400 basis points. The return was also higher than the previous year’s return

(10.4%), although it still lagged the composite benchmark established for the portfolio. Any earnings

exceeding 6% were retained in the individual endowment funds for future appropriation when earnings

fall short of the target return. The ending market value of the endowment portfolio was $80.5 million,

an increase of $8.9 million over the July 1, 2013 market value (excluding net capital contributions). It

was a strong year for equities with both domestic and foreign stocks providing returns in excess of 20%.

Fixed income investments returned 5.1% overall, with our high yield allocation returning over 11%. In

the alternative space, private equity investments returned nearly 15% for the fiscal year. All other

alternative investments provided positive returns as well. The endowment portfolio finished the year

with all allocations within the target ranges specified by our investment policy statement.

The Foundation is reporting a 12.4% increase in its total assets in FY14, ending the year at $134.7

million. This increase is due to the positive investment earnings discussed above as well as increased

fund raising activities related to our comprehensive capital campaign, which increased our gift revenues

30% for the year. The Foundation’s spending level reached a record high as it poured additional funding

into the campaign effort. Despite the record spending level, the Foundation still managed to increase its

reserve to $7.6 million (net of net investment in fixed assets). We are anticipating a decline in these

reserves in FY15 as the Foundation pays down on its commitment to help finance the University’s

branding initiative.

An additional gift-in-kind was recorded as a deferred gift (its appraised value was $2,050,910), although it was eventually gifted outright in the fiscal year. With that factored in, the total deferred gifts in FY is $11,123,285.

An additional 7 planned gifts are in discussion with an estimated projected value of $4,325,000. There are 26 more potential planned gifts that are in early stage discussions. Annual Giving Update Annual gift solicitation (gifts of up to $10,000) will be more significant during the broad-base appeals made during the public phase of the Campaign. Besides enabling the broad constituency base to participate in the Campaign and build toward reaching its overall financial goal, this effort will build the platform for future fundraising efforts by engaging more donors, increasing current individual giving levels, and identifying new major gift prospects. Phonathon The seven-week Fall Phonathon campaign began on September 6. Just under 50 student callers

were trained and will make calls seven days a week (with double sessions on the weekend) to

reach a goal of $430,000 this fiscal year. For the second year the services of consultant Wilson-

Bennett Technologies are being employed to manage this year’s two Phonathon campaigns.

Phonathon raised a record $421,778 in fiscal year 2014.

Fall Direct Mail Appeal The annual fall direct mail appeal will be sent to alumni and others on October 24 following the end of the Fall Phonathon Campaign and public launch of the Campaign. It will be customized with students in each academic area who will receive the appeal and branded with the Campaign’s Rise. Shine. markings. Student Giving Increasing student understanding of philanthropy and student giving to Wright State will receive particular emphasis this academic year. A focus group to assist in understanding student perceptions of and interests in giving to the University attracted 21 students. Working with Student Affairs and Alumni Relations, we will be engaging major student organizations to develop a new plan for student giving. Better use of social media and leveraging the concept of

The next meeting of the President’s Campaign Cabinet will be held on Monday, September 22, 2014. The topic of this meeting is the preparation of cabinet members to undertake the final stage of the campaign known as the public phase or the alumni phase. The members will be briefed on the public launch event scheduled for 10/18/14, and will also learn about their opportunities to assist with the 9 mini-launch events scheduled for key national geographies.

Beginning with the next monthly campaign report the campaign will be tracked using new terminology. These terms better reflect how donors are making their gift commitments. The new standard includes these three terms and definitions:

The program includes our Master of Ceremonies, Eddie McClintock ’91, as well as student performances, Distinguished Honorary Chair, Amanda Wright Lane, campaign videos from National Honorary Chair, Tom Hanks, and our campaign launch video. Communications Report

September 26, 2014

Public relations, media relations and internal communications play a vital role in university operations and branding Wright State University. Communications staff view interactions in each of these three disciplines as invaluable opportunities to strengthen how both internal and external audiences view Wright State. Our strategy is to strengthen the brand through repeated mentions in the news (earned media) and by increasing awareness internally through internal channels (owned media). Public Relations Offices of Communications staff members fulfill this role in large part by highlighting brag points and feel-good stories through high-quality articles posted to the Wright State Newsroom. Newsworthy stories are identified by staff and leveraged as pitch tools to external media. We believe that pitching a complete story to reporters and editors is far more effective than the conventional method of using press releases that are inherently incomplete by comparison. In fact, we create less than 10 traditional press releases each year opting instead to send full stories packaged as press releases. This tactic, and the fact that our articles are written by journalists whose reputation and brand were well established in the market before they joined our staff, has increased our coverage with a media industry that continues to wrestle with scarce resources. The result is a competitive advantage for Wright State University. Data point: In 2014, on 20 separate occasions, local newspapers, including the Dayton Daily News, have used our stories verbatim to what we distributed. Why it matters: This is significant, because in these instances, Wright State is completely controlling the message but is still receiving the benefit of earned media — the appearance of an unbiased newsroom certifying the information as accurate. Media relations The Office of Communications views all unexpected positive media inquiries as opportunities to strengthen the brand of the university because they are almost always related to positive coverage. In 2014, Communications adopted an organizational structure that allows us to be hyper-responsive, which has improved our output of earned media.

Data point: Media have made 210 unexpected requests in 2014. The Office of Communications has fulfilled these requests 85% of the time. A total of 94% of these requests have been for positive coverage. Why it matters: Facilitating media requests in a timely fashion insures coverage and inclusion of Wright State in those instances. In short, we get free PR without having to pitch. Being responsive in these instances and others creates goodwill with media members, which over time, often leads to more positive coverage of the university, increased opportunities for coverage, and greater consideration of fair coverage when negative news occurs. Internal communications Communications staff members inform internal stakeholders through Newsroom stories that post to websites across campus and are shared through social media, and with campus-wide email messaging tools. These tools are also used to distribute messages from the administration, crime warnings, and emergency messages, as was the case during the acid spill. Data point: 333 Newsroom stories have been posted to the Newsroom and been distributed to numerous campus web pages in 2014. Also this year, 246 messages were distributed using campus-wide email systems. Six different messages using seven different communications methods were used during the acid spill emergency. Why it matters: An effective internal communications mechanism is vital to operations for an organization but is equally important in supporting brand growth because of how it affects internal stakeholders. Would you want to work for an organization whose employees didn’t have positive things to say about it? If an employee you knew was a dyed-in-the-wool believer with lots of positive things to say, would you be more likely to apply? Sharing the successes of campus internally is absolutely critical to developing internal stakeholder buy-in because we need/want them to vouch for how great Wright State is. They can’t talk about the great student successes, brilliant faculty, cutting-edge research, or rock-steady staff support unless we effectively communicate these stories to them.

Enrollment Management Report September 26, 2014

1. Undergraduate Admissions/Recruitment/Enrollment Marketing

Direct from High School Enrollment increased by 11% (244) for Fall 2015 with

2,432 students enrolling for Fall Semester.

The new Undergraduate Online Application has gone live for Fall 2015. New

enhancements to the undergraduate application allow for easier access and

use for new students.

Raider Open House was held on August 8th with over 600 visitors to our

campus. Many high school juniors explored the outstanding academic

options available at Wright State for Fall 2015.

Recruitment travel season kicks off on September 8th with the Admissions

Staff attending Articulations (4 Statewide Regional Higher Education update

meetings) held around the state of Ohio.

2. Financial Aid

The Annual A-133 Federal Audit for financial aid wrapped up in late July. At

this time, there are no findings to report.

3. Raider Connect

After implementing a new traffic flow pattern for peak service times, we were able to greatly reduce the average wait time for students visiting Raider Connect during the first 3 weeks of classes. With an almost identical volume of students and staffing, wait times fell from more than 13 minutes in 2013 to less than 7 minutes in 2014. The vast majority of students waited less than 5 minutes for service.

Enrollment Service Advisors answered more than 1,500 emails from students and families during the month of August. That’s a 34% increase from last August. We were able to answer all email within 48 hours of receipt, and the vast majority within 24 hours of receipt.

4. Orientation

Through a change in marketing and promotion of orientation to new students,

we had a 12% increase in orientation attendance over summer 2013.

A new Director of Orientation position is posted. The new director will

collaborate across campus to present orientation programs to new

undergraduate students, transfer students, and other targeted groups.

5. Transfer Student Resource Center (TSRC)

The Transfer Student Resource Center has made contact with all Ohio

community colleges, and has actively invited community college students

within the region to open houses. The TSRC now actively advises Clark State

Gateway, Sinclair Double Degree, and Sinclair Mathile Scholarship students.

The TSRC hired a new Transfer and Veteran Recruiter (Melissa DeButz) in

order to maintain a steady presence at Sinclair, Clark State, and Edison and

relieve most college advisors from visitation days.

On July 17th, the Transfer Student Resource Center hosted our second

Transfer Open House. 80% of the 79 attendees submitted an application to

Wright State.

On Saturday, August 15, the TSRC conducted an on-campus Transfer and

Transition Connections Day for new transfer and Lake Campus transition

students in an effort to help acclimate them to the Dayton Campus.

Approximately 70 students and their guests attended.

The TSRC student workers made over 1,700 calls to incomplete applicants

and admitted but not registered students in order to increase yield.

Multicultural Affairs and Community Engagement September 2014

Diversity and Community Engagement Data Ujima is Bolinga’s new and innovative work related mentoring program developed to help decrease the achievement gap between underrepresented minority students and majority students. In its first year, 2013-14, 29 student mentees were matched with a mentor. Students valued the mentor/mentee relationship and provided anecdotal examples of mentoring effectiveness. The Ujima mentoring program increased GPAs and retention. Specifically, by spring semester Ujima students had higher cumulative GPAs than control groups (both white and black student groups) matched for level of preparation. They also had higher GPAs than other new African American students not in the program. Ujima mentees had a lower rate of academic probation than the comparison groups. We are pleased to continue the program this year, as it shows much promise for decreasing the achievement gap! The Vice President for Multicultural Affairs & Community Engagement has been working with a group of dedicated students, faculty, and staff to develop and implement a campus climate survey. The purpose of the survey is to ensure that Wright State University has a welcoming campus culture so that all who work and learn with us can reach their unique potential. The survey will allow us to examine different areas such as people’s sense of belonging to our campus community, inclusivity on campus, multicultural awareness, and provide evaluation of our multicultural programming efforts. On September 17, 2014 a survey link was emailed to over 20,000 stakeholders (16,937 students, 2,250 alumni, 1,344 staff, 974 faculty, 75 administrators, and 20 community members = 21,580). Weekly reminder emails with a survey link will be sent to those who do not complete the survey through the end of October. The findings will help us to discern those areas in which we excel and those requiring more focus to enhance our campus climate. Since joining the Division in May, the Assistant Vice President has been overseeing this process of assessing our campus climate. Programming and Events Multicultural Affairs joined many on and off-campus organizations for Fall Fest on August 29. It was an exciting day and very well attended, with well over 200 students obtaining information about the Centers’ upcoming events. The upcoming events planned by the Centers, including the Asian, Hispanic, and Native American Center (AHNA), Bolinga Black Cultural Resources Center, and Women’s Center, have planned programs that are sure to afford many inspiring opportunities for students, faculty, staff, and community members to be creative, network, and learn about the many cultures that make up the fabric of Wright State University. The Division held an annual retreat in May which was attended by all staff. The theme was “Empowering Ourselves to Empower Others.” We discussed the University’s new strategic plan, “Empower,” as well as the mission, vision, and goals of the University and our Division. Interactive programming afforded staff opportunity for self-reflection and learn more about

their colleagues. Event feedback suggests that this was a worthwhile event that left employees feeling empowered about their work and able to align their goals with those of the University and Division for the upcoming school year. Two additional in-house professional development opportunities were held since the last Board Report. One was an engaging discussion about our reading of the book, “The Fred Factor,” by Mark Sanborn. Staff interactions culminated with reinvigorating our commitment to treat others with dignity and kindness, and to embody pride and joy in our work. Another opportunity focused on “Exploring Cultural Values,” conducted by the National Conference for Community and Justice. This meeting afforded many interactions and self-reflections on our values, similarities, and differences. Themes for professional development this year center on being true to our vision of being a learning organization (Peter Senge) and growing and assessing our cultural competence. The following are a few examples of the many programs and activities in which Division offices have been engaged since the last report.

AHNA’s Hispanic Heritage Month began with ‘La Fiesta’ on September 9th and included opportunities to experience Latino music and learn salsa and merengue dancing from DJ Gomez. There were cultural booths hosted by the Spanish Club with arts, crafts, and food vendors. In addition, the documentary, “La Camioneta – The Journey of One American School Bus,” was shown on September 17th. The documentary charts the journey of a decommissioned school bus from America to Guatemala where it is refurbished and returned for use as a public transport vehicle. Additional activities are scheduled through October 17th.

The Bolinga Center held a retreat for over 30 new Ujima mentors during the summer.

There are 37 mentees this year. Workshops will be ongoing during the academic year. The first workshop was held on September 24th and focused on the implications of race, gender, sexual orientation, and social growth. Before the academic year, began the Bolinga Center worked with the Pathways program to help new students and their families with the transition to college. This program has been a success with enrollment reaching capacity, and interest peaking beyond our capacity. Bolinga partnered with the College of Liberal Arts to launch a discussion about August Wilson’s play, ‘Fences.’ The discussion, held a week before opening night, featured an enactment of a key scene, followed by discussions of the modern implications of historical language. The discussion was facilitated by a panel of faculty from History, English Literature, African American Studies and Dana Graham. The event was well attended by students, faculty, and staff and left many eager to attend the play.

The Women’s Center facilitates the WSU Knitting Circle, which meets Fridays at noon. In June, 27 blankets were donated to Hannah’s Treasure Chest! Funding was awarded to the Women’s Center for “Confidence U,” an integration of video testimonials from women about confidence that will ultimately be shared with the Girl Scouts of America. A project called, “In Solidarity We Resist,” is an ongoing collaboration with an undergraduate artist in residence that focuses on survivors of sexual violence, culminating in an April performance. The Women’s Center continues to oversee the management of the three lactation rooms (one in Allyn,

Biological Sciences, and Oelman Hall) for nursing women on campus. This Center was instrumental in finalizing a report of Wright State University’s Gender-Based Violence Task Force, with 46 recommendations presented to Cabinet in June. The Take Our Daughters and Sons to Work Day Organizing Committee has been nominated for the Spirit of Innovation Award. Pre-College Programs had its busiest time of year during the summer when the Discovery and

Upward Bound Programs begin. 44 students, including 2 Bridge students, participated in the

summer 6-week academy that focuses on academic empowerment. Pre-College Programs

oversees the summer residential programs and all enjoyed great success, especially Exploring

STEMM. The evaluation of summer programs is ongoing.

The Office of Equity and Inclusion has provided Search Committee Training to 696

members of the Wright State University community. The nine sessions scheduled for this fall

are filling quickly; additional offerings have been requested. Evaluation of this training was

conducted via a survey (sent to 586 attendees). 85% of respondents agree the information was

organized well and delivered effectively, 83% report that all information presented was

relevant to the search process, 87% reported having a clear understanding of the search

process, and 94% reported having a clear understanding of unintended biases.

Community Engagement Activities Division colleagues collaborated over late spring and summer to provide workshops and

educational information to campus stakeholders including: WSU’s Police Department, Social

Media Managers, Summer Orientation, and the Take Flight Student Leadership Retreat.

The Division partnered with the City of Dayton Human Relations Council and the City of Dayton

Police Department by attending several neighborhood block parties. Information about Wright

State University was provided to community residents; and children attending the block parties

appreciated the opportunity to play with balloons and obtain colorful WSU pencils!

A new regional collaborative, WICCID (Women Initiating Community Change in Dayton),

leverages the leadership skills of women in greater Dayton, Ohio to promote healthy,

prosperous and just communities. WICCID’s goals are to help women gain positions of influence

within government, business, and non-profit organizations, facilitate networking amongst

women leaders, identify and develop allies for gender equity, promote effective leadership for

equity, and provide opportunities for meaningful and transformational community service.

The Women’s Center gave a presentation, “About the Women’s Center,” to Girls, Inc. (YWCA

Dayton young girls’ group, ages 12-16) during the girls’ visit to our campus, and subsequently

participated in a panel about Women and Leadership at the YWCA.

The annual college tour was a smash hit! Pre-College Programs and its Upward Bound students

went to the Big Apple - New York City, and visited several colleges and universities.
