things are tight. The worlds economic environment is weird as dynamics

change and market forces become skewed. Gone are the days of the

language or start a tour business. E-businesses are booming and extra

consultancies on the side can earn you some extra income. Travel a bit

I have a very interesting friend, Max. Max is your run-of-the-mill good guy. He'll buy you drinks or food whenever you meet. He'll do you plenty offavours, just for the sake of friendship. But he has this one annoying habit.

Whenever he meets a girl he fancies, he insists on taking me along on hisadventures, usually in an effort to get me engaged in a social capacity. Iknow guys like to be tight with their bros even when they get hooked up,but sincerely, if your bro is still single, then it is ridiculous. How Max insists tohang out when he clearly has company is still a mystery. I wonder what it willbe like if/when he finally gets married. He might suggest I hook up with hissister-in-law, knowing how he can be sometimes.

One day, on a lazy afternoon, Max calls me to meet him at Oasis Mall forsome pizza. I usually respond to food plot with the utmost urgency. I'm at theMall about 30 minutes later. I find Max engrossed in the most amusing ofconversations with a pretty young thing, who I'm later told is called Flavia. I

take a seat and wait for their chat to come to an end. I assume he just knows

her from somewhere and was passing time while waiting for me. Flavia stays. We order the pizza, and my dilemma continues. I've never seen Flavia beforeand Max has never mentioned her. I'm not sure exactly how I'm supposed tointeract with her. After several minutes (and slices of pizza), I get tired of thesuspense and discomfort of watching them giggle. I go for the jugular. "So...

What's going on between you two?"

They look at each other with mild amusement, and a hint of confusion. Ilook at them eagerly, because in all that time I have noticed that my interestin pretty young thing has been piqued. I need to know wassup so I canproceed accordingly. As they fidget for the correct response, it occurs to me

    by Safyrezhttp

that perhaps I should've been more subtle. Then again, Imight have missed Max's clues. She eventually blurts out

that they are just friends. Max doesn't look too bothered. But I make my exit as soon as I'm done eating. I feel theymight have a little more talking to do about their situation.

When he calls me later to join them for a drink, I knowbetter than to accept. I tell him I'm pretty busy at themoment, finishing something important at home. I hangup and resume playing 'Batman: Arkham Origins'.

Max has it in his head that I'm usually available for hisexcursions. He also has a habit of leaving out importantdetails in the excursions. One day, he suggests we go to

the beach on Saturday. I ask which beach, and he justretorts that any of the numerous beaches in Entebbe willbe good. Seeing as I've run out of episodes of SleepyHollow, I say 'What the heck? I could use a little sun andsand.' Plus, the allure of eating deep fried fish at thelakeside is all too tangible. At least it looks better than

the half loaf of bread I was eyeing for lunch. We agree tomeet somewhere in town. Nanti he has a car. He arrives at

the spot with an unfamiliar passenger. Yes, a passeSingular. Dammit Max! Now I have to be a third whbeach?I could have wrangled a random friend-zoned chic

this equally random outing, just so I don't look like dwanzie. Now I have to stare at the lake while the t

them catch up. Max knows I don't do too well in sosettings. I'm starting to think he thinks I'm his perso

jester. When we get to the beach, it is considerablypopulated than I was hoping. I see mothers with th

toddlers everywhere, and a few scattered high-schDefinitely not my type.

I resort to taking an introspective walk along the bepondering on the mysteries of life and purpose. I calmost see my future in the waves as they crash atfeet. I wander to the roadside and mindlessly boardKampala-bound taxi...

Recently it was reported in one ofUgandas daily newspapers that apharmaceutical company QualityChemical Industries Limited was

to list its shares on the UgandaSecurities Exchange. That caught my eye and Ihad to understand medical access in Uganda. It turns out Uganda has rather abyssmal healthservices.

The medical access numbers are dismal. The country only has about 4,742drug shops, 1,500 clinics and 114 hospitals. It should be noted however,

that 80%of these are situated in administrative areas of Kampala, Jinja andMbarara. This leaves a great deal of the country under served with healthservices.

The country spends about 7.3% of its GDP on health. This about $7.86 perperson. Of the expenditure on health services about 70% is private and

the other government expenditure. Liberalisation of health services hassomewhat enabled several individuals to open up clinics and drug shopsand a few organisations set up hospitals and pharmaceutical industries. Most of these pharma firms are foreign owned or jointly owned withUgandan investors.

There are about 11 pharmaceutical companies of which the subjectof my interest Quality Chemicals Industries Limited is a part of. Thepharmaceutical companies produce only 10% of the drugs used in thecountry with 90% imported. The government National Drug Authorityis charged with the regulation of drugs in the country with the National

    Kayigwa Mark Rafayili

    MedicalAccess

Medical Stores carrying out the importation and distributionin the country.Quality Chemical Industries Limited, like many of the otherpharmaceutical plants, produce drugs under license of alarger foreign company. In the case of QCIL, its association

with Cipla has enabled it access to invaluable researchand development in fields of HIV/AIDS and malaria. Ciplais a world renown pharmaceutical company with severalcountry drug authority approvals for the production ofgeneric drugs and these include US FDA, WHO-Geneva,

MHRA-UK, TGA-Australia, SUKL-Slovak Republic, APVMA-Australia, MCC-South Africa, PIC-Germany, DanishMedical Agency, ANVISA-Brazil, INVIMA- Colombia,Department of Health-Canada and MOH-Saudi Arabia, among others.QCIL produces a malaria drug,Lumartem, and a triple combinationantiretriviral made of Lamuvidine,Nevirapine and Zidovudine. Thecompanys production capacityis about 6million tabletsper day with projections to

triple the capscity with expansionof the facilities. The anti-malarial drugproduced by the company are greatly neededas the country has the third highest malariaburden in Africa. It accounts for between70,000 and 100,000 deaths every

year. 1 in 5 visits to a hospitalin Uganda are because ofmalaria and accounts for up to

34% of total expenditure amongthe poorest Ugandans. Accordingto the World Malaria Report 2012,there were a total of 11,824,484reported malaria cases in Uganda.QCIL is the only manufacturerof antiretrovirals in Uganda where theprevalence rate of HIV has been said to increase toover 6%. There are over 1.2million people living with AIDS

in Ugandain Uganda and an equal number of orphaned children by thedisease. The cost of drugs for HIV/AIDS patients was among

the leading cause of mortality in the infected as it was veryexpensive for the patients to pay for these drugs especially

where the disease was in the later stages. The cost of drugswss cut from over $600 per month to just $20.In all, the case for expansion of drug manufacturing and in

particular having Ugandans be apart of this investment shall go along way in improving medical

access in Uganda as well asinspire larger pharma firms ininvesting in our healthservices.

Im walking down this road again, But I am notbothered.

The wind is gently blowing,Clouds parting showing peaking sun as rays gently pour

through.Droplets of warmth caress where e cold winds once

wrapped my skin,And slowly the tingle of life gains a certain charge,As though in sun is life.

Somehow the scent of e queen of the night lingers alittle,

How her beautiful petals opened my own beauty lastnight...

(Yes, I saw a glimpse of my beauty last nightyes lastnight!).

Last night a taste of the essence of life...no strife,

Beautiful herbal trances like ayahuska roots Im on atrip.

The ip of what was noisy sounds,Slowly drowned into a whisper,

Then empty echoes of hollowed thickness and now Iam spell bound!I am in bliss.

The groans and moans of ecstatic erotic tones,

Colors already known but still revered as thoughunknown.

She leaves me weightless.Nothing within this mans control can dominate her

captivat-ive curves,Like calm waters on bends in cool soft rivers un-

rushing,Saturated with sweet eager kisses of supple

    honeysuckle!
