CONCEPT PAPER

1. BACKGROUND AND RATIONAL BEHIND THE WORKSHOP As part of the goal of greater regional integration between countries in Southeast Asia that was largely initiated in 2015, countries in the region have been intensifying links across the region. The initiatives for ASEAN Integration, particularly within the ASEAN Economic Community and ASEAN Socio-Cultural Community, very much relate to Technical and Vocational Education and Training (TVET) which includes: human resources development and capacity building; recognition of professional qualifications; and integrating industries across the region to promote regional sourcing. Due to this, the Southeast Asian region is witnessing rapid movement through trade and investment, as well as the increased mobility of people across the region. In addition, a SEAMEO Strategic Dialogue of Education Ministers (SDEM) on 13 September 2014, in Vientiane, Lao PDR – attended by education ministers and high-level education leaders from 11 Southeast Asian countries – discussed a number of key issues and challenges towards developing education in the Southeast Asian region for the period 2015-2035. This meeting resulted in the identification of seven priority areas, including promoting TVET as one of the Education Ministers’ priority areas. Specifically, this priority area is geared at promoting TVET among learners and their parents through more visible investments in the field, and improving relevance of the curricula to focus on creativity and innovation. The SDEM also agreed that TVET in the region can be enhanced through the development of a regional policy framework for labour, skills and learner mobility. These new developments place TVET in a pivotal role in developing human resources capable of working in industry and exchanging technical expertise regionally. Harmonizing and the internationalizing of TVET in the Southeast Asian region is seen as one of the most important steps toward the quality improvement, and competency development for TVET which will ultimately support the regional integration objectives. In response to the aim of regional integration and improvement of TVET institutions and graduates, the Southeast Asian Ministers of Education Organization Secretariat (SEAMEO Secretariat), in collaboration with the German AcademicExchange Service (DAAD), the Department of Technical and Vocational Education-Ministry of Education and Culture (Indonesia), the SEAMEO Regional Centre for Vocational and Technical Education and Training (SEAMEO VOCTECH), and the SEAMEO Regional Open Learning

Centre (SEAMEO SEAMOLEC) organize a SEA-TVET-DAAD workshop on 10-12 September 2015 in Solo, Indonesia. Following on from the recent High Officials Meeting (HOM) on SEA-TVET on 24-26 August 2015 inChiang Mai, Thailand, the SEA TVET–DAAD Workshop in Solo aims to further develop regional strategies according to the “Chiang Mai Joint Statement on Harmonisation and Internationalisationof TVET in Southeast Asia”, announced at the HOM on SEA-TVET, and expand collaboration on internationalization and harmonization by identifying practical mechanisms and comprehensive action plans among priority industry sectors: 1) Electronics, Mechatronics, Manufacturing and Applied Chemistry;2) Agriculture and Fishery; 3) Construction/Civil Engineer; 4) Hospitality and Tourism, and 5) Commerce (Banking).

2. OBJECTIVES OF THE “SEA-TVET-DAAD WORKSHOP”

a) To inform TVET Stakeholders, TVET Institutions and industrial representatives about the current regional policy development and collaboration to promote TVET in the Southeast Asian region.

b) To leverage the standard and competency of TVET through the improvement of Internationalization and harmonization of TVET institutions in Southeast Asia

c) To create a sustainable networking platform “SEA TVET Consortium” among policy makers, TVET institutions, DAAD alumni, and industrial sectors that will facilitate partnerships and joint activities among participants in the future

d) To promote and develop curriculum harmonization and Internationalization of study programmes through improved lecturer/student exchanges, joint research programmes and industrial linkages

e) To identify practical mechanisms and comprehensive action plans that will accelerate Internationalization and harmonization according to the regional priority areas:

Electronics, mechatronics, manufacturing, applied chemistry; Agriculture, and fisheries; Construction/civil engineering; Hospitality and tourism; Commerce (banking).

3. DATE AND VENUE This workshop is scheduled on 09-12 September 2015 at the LorIn Solo Hotel, Solo, Indonesia.

5. PARTICIPANTS AND PROFILE The SEA-TVET-DAAD Workshop is expected to bring together approximate 150 participants from the following organisations - and according to the field studies as identified in point 6:

Directors, deputy directors, specialists of Technical and Vocational Department, Ministry of Education from 11 Southeast Asian countries

Directors, deputy-directors, deans of TVET institutions in Southeast Asian countries

Alumni of DAAD who are working in the following capacities: o Directors, deputy-directors, deans or lecturers of TVET institutions or

universities o Managing directors or managers from industrial sectors located in

Southeast Asian countries CEOs or managing directors from related industry/German companies

6. PRIORITY AREAS As the initial stage of this programme, the platform of internationalization and harmonization will be focused on the following fields of study which have the potential for greater harmonization and internationalization between TVET institutions in Southeast Asia countries.

a) Electronics, mechatronics, manufacturing, applied chemistry; b) Agriculture, and fisheries; c) Construction/civil engineering; d) Hospitality and tourism; e) Commerce (banking).

According to the “Chiang Mai Joint Statement on Harmonisation and Internationalisationof TVET in Southeast Asia”, announced at the High Officials Meeting on SEA-TVET on 26 August 2015,Hospitality and Tourismis the first priority industry sector as a pilot for implementing regional harmonization. Other priority industry sectors such as 1) Electronics, Mechatronics and Manufacturing; 2) Agriculture and Fishery; and 3) Construction will be implemented in the later stage (Chiang Mai Joint Statement, 2015). 7. REQUIREMENTS FOR TVET INSTITUTIONS The proposed requirements for TVET institutions in Southeast Asian countries to be involved in the programme are as follows:

The TVET institution has identified clear policy to promote partnership with

other TVET institutions in other countries, and conducted some current partnership programmes such as student exchange programmes and joint researches with other TVET institutions, located in other countries.

The TVET institution is able to send five students abroad and receive five

students from other Southeast Asian countries according to the five fields of study, as identified in point six.

The agreement can be made between the institutions later such as

o Airfare can be borne by the students.

o Tuition fees will be fully waived by the inward bound institutions. o Living costs will be covered by sponsors/scholarships/institutions. o The exchange period is planned for a duration of six months (three

months on campus and three months in industry), or a duration of 12 months (six months on campus and six months in industry).

The TVET institution is able to identify at least five industrial companies which

will be able to host the international students’ internship (vocational and technical students from other Southeast Asian countries).

Chiang Mai Joint Statement

On Harmonisation and Internationalisation of TVET in Southeast Asia

PREAMBLE

1 We, high-level education officials responsible for technical and vocational education and training (TVET) and representing eight SEAMEO Member Countries (Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, and Thailand) met in a High Officials Round Table Meeting in Chiang Mai, Thailand on 25 August 2015 to determine policy directions of TVET development and collaboration in Southeast Asia, and identify strategic framework and priority areas of development especially on prospects of harmonisation and internationalisation of TVET.

2 The First High Officials Round Table Meeting on TVET in Southeast Asia is in pursuit of the directive of the education ministers of Southeast Asian countries that comprise the SEAMEO Council during the SEAMEO Strategic Dialogue of Education Ministers held in September 2014 in Vientiane, Lao PDR which identified TVET as one of the seven Post-2015 and Post-Education for All priority areas of SEAMEO.

3 Furthermore, the High Officials Round Table Meeting on TVET in Southeast Asia is in support of recent global and regional declarations on the promotion and enhancement of TVET such as the Third International Congress on TVET which focused on “Quality Education and Skills Development for Sustainable Future” and was held in Shanghai, Peoples Republic of China in May 2012; and the Kuala Lumpur Declaration on “Making Skills Development Work for the Future” held in Kuala Lumpur, Malaysia on 3-5 August 2015.

4 Cognisant of the increasing integration in the world and in Southeast Asia and the efforts of governments to address labour market demand which will help bring about economic growth and social development, the importance of working together towards harmonisation and internationalisation of TVET is key to ensuring greater mobility and competitiveness, not only of single and individual countries of the region, but the entire Southeast Asia as a unified community.

AFFIRMATIONS

5 With the foregoing antecedents, we therefore recognise and affirm the following:

1. That TVET plays a fundamental role in preparing the labour force in

Southeast Asia, and that the industry is an important driver of economic growth;

2. That by synergising efforts of SEAMEO Member Countries on TVET, Southeast Asia can be more ready for ASEAN integration;

3. That there is a need for continuous and strategic discussion to help direct regional cooperation on TVET in Southeast Asia; and

4. That harmonisation and internationalisation of TVET is vital key to

competency development and quality improvement of this sector in Southeast Asia.

AREAS AND STRATEGIES FOR COOPERATION

6 In support of precursor global and regional declarations on TVET and our foregoingaffirmations, we therefore agree to the following:

1. Cooperate in the review and share the development of respective TVET national quality assurance and qualifications framework of SEAMEO Member Countries referring to the ASEAN Qualification Reference Framework (AQRF).

2. Establish SEA-TVET consortium as a mechanism for overseas student and staff exchange, which shall include industrial attachment and internship.

3. Agree that Hospitality and Tourism is the first priority industry sector as a pilot for implementing regional harmonisation. Other priority industry sectors such as 1) Electronics, Mechatronics, and Manufacturing; 2) Agriculture and Fishery; and 3) Construction will be implemented in the later stage.

4. Share knowledge, best practices, and resources, including experts, teaching and learning systems and materials, and equipment for enhancing cooperation to improve the quality TVET in Southeast Asia. Online TVET portal will be used as a platform to enhance information sharing. (http://seatvet.seameo.org)

5. Carry out TVET occupational mapping by priority industry sector and by geographical area in cooperation with industry and other agencies to narrow the gap between demand and supply for future labour force in the region.

6. Address several components, such as green TVET, technopreneurs, innovative practices in TVET, teacher education and training, and TVET for all as part of harmonization and internationalization of TVET initiatives in Southeast Asian region.

7. Mobilise stakeholders in a concerted effort to create strategies and share responsibilities for harmonisation of TVET.

Solo Everything You Need To Know About Solo

Solo has been an important centre of

Javanese culture and tradition since its

founding as the heart of the Mataram

kingdom in 1745. Though more

conservative and lesser travelled than

nearby Yogyakarta, Solo -- also known

as Surakarta -- has an interesting range

of things to see including the 18th

century PuriMangkunegaran palace,

temples, museums, cultural dance

shows and musical performances. Now

a major textile centre, Solo is the place to pick up some of Indonesia's best batik fabrics and

other local crafts.

Solo is also a fantastic launching point for exploring the countryside of Central Java, a lush,

mountainous region with a rich and varied agricultural landscape. Many points throughout

the city offer superb views of the active volcano, Mount Merapi. The breathtaking

Borobudur and Prambanan temples can be easily visited on a day trip, and good road and

rail links offer easy access to Yogyakarta, Semarang and other cities on Java.

Solo Shopping

As a major textile centre, Solo is a

dream for those who love to buy

colourful clothing and fabrics. A

number of batik and ikat (hand-woven

dyed) fabrics have designs unique to

Solo, and are available in the city's

many shops and markets. Some of the

best finds are at the three-

storeyKlewer Textile Market near

Kraton Surakarta palace. All around the palace are street vendors and shops selling

souvenirs, gems, gold and jewellery. Worth stopping by, if just to see local craftsmen at

work, is BalaiAgung on JalanKyaiGedeSala, where traditional kulit puppets and gamelan sets

are manufactured and sold. An eclectic mix of antiques and curios may be found at the

Triwindu Antiques Market near Mangkunegaran palace.

Solo's largest market is the hectic PasarGede on JalanUripSumoharjo, featuring a

bewildering array of fruit and vegetables. There are some modern shopping centres in Solo

selling a wide range of goods and groceries including Singosaren Plaza on Jalan Gatot

Subroto, plus Solo Grand Mall and Megaland, both on JalanSlametRiyadi.

Solo Restaurants & Dining

Solo's dining scene is inseparable from its lively street

life, where many of the city's most tasty dishes are

served up fresh from food stalls and casual open-air

restaurants. Solo's most popular street-food meals

include nasigudeg (spicy chicken with jackfruit and rice),

nasiliwet (rice with coconut milk, papaya and garlic),

basko solo (meatballs) and timlo solo (beef and vegetable noodle soup).

Great spots to find a large selection of local fare include the food courts at Solo Grand Mall or

Galabo, both on JalanSlametRiyadi. Along the same street is AdemAyem, a place popular for

its reasonably priced fried or gudeg-style chicken dishes. For Western fare try O Solo Mio

Italian restaurant with wood-fired pizzas and pastas. Not for the faint-hearted, Mas Mul

restaurant on Jalan Veteran features an unusual menu item: snake. Choose one from a tank

containing a selection of the live writhing creatures and ask for it to be prepared as a satay

snack or stir-fry.

Solo Information

Solo is located in Central Java, some 60

kilometres east of Yogyakarta. The city

is well connected to other cities in

Indonesia with extensive bus, train and

air links.

Solo's AdiSumarmo airport welcomes

frequent flights in from Jakarta on local

air carriers, as well as from two

international destinations: daily flights

on AirAsia from Kuala Lumpur,

Malaysia, and thrice-weekly flights to

and from Singapore on Silk Air.

By bus, there are several daily economy bus trips arriving to Solo's Tirtonadi bus terminal,

about three kilometres away from the city centre. Here, there is economy (mostly non-air-

conditioned) bus service linking Solo to Yogyakarta, Semarang and Prambanan in Central

Java, as well as East Java destinations including Surabaya and Malang. Nearby is the Gilingan

minibus terminal offering express service on air-conditioned mini-buses to and from the

same destinations.

Solo is on the main train line that connects Jakarta, Yogyakarta and Surabaya, with frequent

daily express and business-class trips arriving and departing from Solo's Balapan train

station. Economy-class service to Surabaya and Jakarta may be arranged at Jebres train

station, but this slow trip is only recommended if you have a lot of time to spare.
