Workshop Guidelines
The following details provide an overview of the procedures to be observed:
1. The Workshop will be held on the first and second Tuesday of each month, other than January of each year, between the hours of 6.15pm and 9.30pm (commencing with a light meal for elected members and staff), for the term of the Council or until the Council determines to discontinue the Workshop structure.
2. The need for extraordinary Workshops will be assessed and determined by the CEO.
3. The Workshops will be held in the Reception Room, Civic Centre, 128 Prospect Road, Prospect SA 5082.
4. The time, date and location may be subject to change by the CEO where necessary.
5. The Workshops will be open to the public and media. Notice of a Workshop and the program for a Workshop is to be placed on the Council's website.
6. No decisions will be made at the Workshops. There will be the opportunity for discussion and questions and answers only, and the provision of guidance to the Administration.
7. The CEO or proxy will convene and chair the Workshop to ensure the smooth running of the meeting. The proxy will be determined by the CEO on a needs basis.
8. All Elected Members will be encouraged to attend.
9. The CEO will ensure the Program and papers for the Workshop, which will include Agenda items for the following Council Meeting, will be provided to members by the Friday preceding the Workshop to allow time for members to read the reports and prepare their questions prior to the Workshop.
10. Notes will be made of the general issues and items covered by the Workshop, given that no decisions can be made, and distributed to Elected Members for information.
11. The format for the Workshop may vary on a meeting by meeting basis and could include training, planning, presentations, and discussions.
12. The format for the Workshop will be determined by the CEO.
13. External parties may make Presentations/ deputations to the Workshop, subject to prior agreement by the CEO.
14. Elected Members, employees and consultants will be required to disclose any financial and/or conflicts of interest in matters to be discussed. The disclosure of such interest and participation in the Workshop will need to be made as if the matter was considered in accordance with the Local Government Act 1999. A record of the disclosures of interest will be made and maintained by the CEO.
Workshop Protocol
The protocols are a set of guiding principles that aim to achieving enhanced, meaningful engagement of members and to facilitate an equal and equitable participation of all members.
The individual members commitment to active listening and disciplined talking, displaying both courtesy and respect to other members is paramount.
1. The Chair ensures that every members' input is heard and not overlooked or lost, and will enforce a limit on speakers' time when it is best required.
2. No rank and/or officer position of administrative or governance authority recognised within the workshop (except for the Chair), and protocols are enforced when deemed necessary.
3. Members and staff are to be addressed by their first name and not by their title of office they hold.
4. Discussion must be focussed on the issues and matters being the subject of discussion.
5. One member speaking at a time is a right, and must be enjoyed by all members.
6. Interrupting another member speaking is not desired and members are encouraged to exercise restraint for the benefit of all concerned. Equally, there should be no dialogue between members and person(s) in the gallery that interrupts the workshop discussion.
7. No ridicule, blame or shame to be expressed and/or exchanged during the workshop and care should always be taken with the words used in debate.
8. Problems and solution expressed by members are a healthy part of the discussion and may lead to positive outcomes, and should not be frowned upon but rather encouraged.
9. Although it is not a decision-making forum, it is an important part of ensuring a well-informed and enhanced decision-making process for Council.
10. The imperatives for a successful conduct of these workshops are that all members need to work together, displaying courtesy and respect to each other.
It is important that all members recognise the above list of protocols is not about rules; protocols are a set of guiding principles that are agreed on and committed to by all participating members.

A RAP Program is about turning Council’s good intentions into real actions. There are 4 types of RAP – Reflect / Innovate / Stretch / Elevate Elected Member input was sought on the following:
o Draft action plan / Our vision / why we are developing a RAP? o Who are our RAP champions? o What is our longer term commitment? o There is $8,000 in the budget for this project – how do we use this money to do more?

2. ERA Public Lighting Tender – Presented by Greg Georgopoulos
Key Objectives: Getting better lighting solutions for ERA Councils / better value Background:
Current street lighting service levels are below standard. 45% of the current infrastructure is over 15 years old. There does not appear to be a pro-active
maintenance regime in place by SA Power Networks. SA Power Networks have no Lighting Inspector checking any street lights – they rely solely on complaints.
Average lifespan for lights is 20 years. We need a new approach like LED which improves the service levels, reduces costs and improves
environmental outcomes.

There could be approximately $77,000 savings per annum through the provision of new street lighting infrastructure throughout City of Prospect.
SA Power Networks are now offering LED to councils but at no reduced cost. SA Power Networks has a monopoly if you want to use their poles. Council could finance the infrastructure more cost effectively than the current provider – with the right
partner. This is early stages but loan funds may be available through the Clean Energy Finance Authority (although projects currently need to be in the order of $5m)
Private industry has shown an appetite to invest in street lighting infrastructure which could provide further savings for council.
Council staff are undertaking a Street Lighting Infrastructure Project (SLIP) through ERA as a catalyst to achieve Economic, Environmental, and Social benefits to the community. The LGA is also working in this space.
This project could also assist with the realisation of other council objectives – smart poles, smart lighting.
Ultimate Outcome:
Reduced operating costs Smart technology Community benefit
3. Public Realm Upgrade – Rose Street Intersection – Presented by Gene Fong
Proposed Maras Group Mixed Use Building – Retail / Cinema / Office. This is a chance to partner with private sector
Existing Site: very narrow footpath – difficult to accommodate high pedestrian volumes minimal green areas difficult for cyclists to manoeuvre around cars not a very inviting site.
Key Opportunities: Widen the footpath to strengthen link to Prospect Village Heart Increase the public realm by using Rose Street as part of the public realm Connectivity to Plaza space and increase green spaces of the site The area could be an iconic meeting point – with a sculpture, seat etc. Opportunity for al fresco dining Seamless kerb along Rose Street and Labrina Avenue provides more walkability We would need to check access if Light Rail is brought back to the area, but staff are confident it can
operate with the updated layout Taxi drop offs, disability parking would be located just south of the cinema site Cinema venue would accommodate 664 seats, 40% occupancy, 3 sessions per day per screen Investment – estimated 292,832 additional people to the Village Heart = $3.7m flow-on impact to the region Rate revenue would increase from $9,088 to $118,209 so the project cost could be recouped in 2 years It would require a $235,000 contribution from Council This is still a concept. We still need to be mindful of the residents who will be impacted by the demolition /
building etc Will this project be seen as setting a precedent? Will other landlords on Prospect Road want Council to
contribute to further expansion projects? Foodland are looking to do a total redevelopment with apartments on the top We will be looking for feedback and guidance for moving forward. Cinema will take approximately a year to
build – July to July 2017 The timing of the investment is critical. Council is about to consult on its Annual Business Plan and budget
and this has not been included. It would not be appropriate to commit such a significant amount of funding without consulting with the community.
Staff to consider the timing and investigate opportunities to undertake more detailed design and include the project in 2017/2018 budget to allow community engagement through next year’s budget process.

4. Strategic Plan – Engagement Outcomes and Amendments

Approximately 200 people were engaged during the four community events The Community survey was completed by 399 people There is strong community support for the Strategic Plan. Most of the respondents live in Prospect. Comments for each theme were grouped into specific categories. PEOPLE : Strong support for all categories

PROSPERITY: why did we choose China /India for investment partners? we should have greater emphasis on a stronger local economy (this should be dot point 1) rather than

1 Communications Strategy

The development of Council’s draft Communications Strategy is underway, with targeted research through focus group discussion revealing a raft of information about how Council currently communicates and how this communication is perceived. A survey on our various communication channels and methods has elicited 462 responses from community members and provided some valuable insight into areas where we are performing well, or that require further consideration. A brand audit complements the work being undertaken, which will inform a brand guide to assist in ensuring consistent messaging across various Council activities.
The resultant strategy, to be delivered to the June Council meeting, will identify a framework of objectives and provide guidance on priorities for future improvements. The purpose of the workshop session is to provide an update on the process undertaken so far and to ensure that the parameters identified by Fuller Consultants for the Strategy will sufficiently address the desires of Council in improving the way we communicate.

2 Local Area Traffic Management

The draft Local Area Traffic Management plan for traffic and road safety conditions has been completed for the Prospect North, East and South East precincts which includes local streets bounded by:
Main North Road Regency Road Prospect Road Fitzroy Terrace
The draft Local Area Traffic Management (LATM) Plan has been developed for all road users in this area including pedestrians, cyclists, public and community transport, commercial transport, and private vehicles.
The focus of the review was the local street network and not the main roads that are under the control of the State Government. Council engaged a traffic consultant to develop the draft LATM Plan in consultation with the community.
As part of the first stage of this process a letter was sent to all residents on 20 January 2015 seeking resident feedback to identify the existing traffic and road safety issues within the precinct.
Traffic counts were also undertaken throughout the area from 15 November to 21 November 2014 to provide a comprehensive set of data for analysis, these counts included speed, volume and vehicle type data.
Once all the data was collected and initial comments were received, options to address the problems were developed. These options were discussed and refined through liaison with Council and a Resident Committee that consisted of four residents from within the focus area. Through this process a draft LATM plan was developed. The LATM plan gives a priority for the precinct that:
identifies existing and future traffic related problems determines if road engineering solutions are warranted, and if so, the most appropriate and acceptable solutions to the community.
Council underwent a second round of community consultation on the options presented in the draft LATM plan, which finished on 18 March 2016. This feedback has now been collated by the consultant and incorporated into the final draft plan. As part of this workshop the consultant will present the recommendations and outcomes for the draft LATM plan.

3 Training & Development Program for Elected Members

The Local Government Act 1999 includes a requirement for Council to prepare and adopt a training and development policy for its members. Council last adopted the Policy in February 2015. Council’s current policy is provided at Attachment 1. Council’s EM Training & Development Plan is provided at Attachment 2. The Local Government (General) Regulations 2013 prescribe that all Elected Members must undertake training in accordance with the LGA Training Standards. The LGA Training Standards specify the mandatory training that must be undertaken within 12 months of an election. Elected Members have completed their mandatory training (apart from one module for one member). The training was provided as a mix of online training (Modules 1 – 3) and face to face training (Module 4). The Elected Member Training & Development Register is provided as Attachment 3. The objective of this workshop item is to raise awareness of the training available and to set Elected Members’ priorities for the coming year. Budget The budget for Elected Member Training & Development includes: Budget Spend Training / seminars / conferences / site visits $20,000 $3,977 Flights associated with above (incl accruals) $3,000 $3,200 Accommodation associated with above (incl Accruals) $6,000 $2,249 Totals $29,000 $9,426 Remaining budget for 2015/16 $19,574 The majority of this year’s spend is in airfares and bus costs for the Melbourne LibraryPlus site visit ($2,500), along with attendance for one member at the LG Professionals National Conference ($3,500). Group Training A list of identified training options is included as Attachment 4. Elected Members can add to this list and prioritise according to group needs.
Cr Kristina Barnett has advised she will be an apology for meetings between 19 May and 17 June 2016 and has requested any training be offered outside of these dates.
Along with the training topics listed, there is also a requirement to undertake certain Work Health
& Safety training relevant to being an Elected Member. It is envisaged Stevie Smith from the LGA Workers Comp Scheme will deliver the training in summary format as part of a future workshop.

Individual Training
The Elected Member Training & Development Policy also includes provision for individual training and development opportunities:
6.4 Elected Members can apply to attend training and development programs conducted by the Eastern Region Alliance (ERA) or the LGA, by submitting an Elected Member Application for Training and Development form to the Chief Executive Officer (CEO) for approval.
6.5 Elected Members can apply to attend training and development programs delivered by providers other than ERA or the LGA, up to a cost of $500 and conducted within South Australia, by submitting an Elected Member Application for Training and Development form to the Chief Executive Officer (CEO) for approval.
6.6 Elected Members can apply to attend training and development programs conducted by organisations other than LGA and ERA or any programs delivered outside of South Australia, by submitting an Elected Member Application for Training and Development form to the Chief Executive Officer (CEO) for inclusion on the next available Council Agenda for consideration by Council. (Applications must be received at least 5 clear working days prior to a Council meeting for it to be included.)
The following conferences and training have been identified for 2016/2017, and Elected Members can apply for these or other relevant opportunities using the Elected Member Application for Training & Development form available on the website, and included as Attachment 5.

4 Tourrific Prospect Event Objectives - 2017

The purpose of the workshop is to seek Council’s position and feedback on the annual Tourrific Prospect Event Objectives. Tourrific Prospect Street Party has been held January each year since 2012 and the Santos Tour Down Under Stage Start has been held in association each year since 2012 (except for 2015). The Tourrific Prospect street party is Council‘s largest public event. In 2016, the event attracted a crowd of approximately 18,000 visitors and 66 traders / businesses registered as participating. The event showcases all that is great about living and doing business in Prospect. The event is also heavily reliant on income from external sponsorship and trader participation fees. The event program aims to provide something for everyone – with free activities and entertainment for the cycling and non-cycling community alike. Current Tourrific Prospect Event Objectives can be grouped into four key categories: • Event Opportunities • Economic Development Opportunities • Community Development Opportunities • City of Prospect - Corporate Opportunities
As part of the 2016-17 budget process, it is timely to review the event objectives and its current Service Standards.

1 Purpose 1.1 The Elected Member Training & Development Policy (the Policy) demonstrates Council’s
commitment to providing training and development activities for its Elected Members.
2 Scope 2.1 Council will ensure training and development activities are available to Elected Members on
the basis that such training and development contributes to the achievement of the strategic and good governance objectives of Council.
3 Definitions 3.1 LGA – Local Government Association of South Australia.
3.2 ERA – Eastern Region Alliance (a group seven eastern region councils – City of Burnside, City of Norwood Payneham & St Peters, City of Unley, Campbelltown City Council, City of Tea Tree Gully, Town of Walkerville, City of Prospect).
3.3 Mandatory Training refers to the mandated training under the Local Government (General) Regulations 2013 and subsequent Local Government Association (LGA) Training Standards for Council Members.

4.4 The Policy is to be read and implemented in conjunction with Council’s other relevant policies, strategies and documents, including (but not limited to):

5 Policy Statement 5.1 Council is committed to providing Elected Members with training and development to assist
in the performance and discharge of their functions and duties.

6 Application of Policy 6.1 Council will develop and adopt a Training & Development Plan (the Plan) to ensure that
activities available to Elected Members contribute to the achievement of the strategic and good governance objectives of Council.
6.2 The Plan will list the training and development offered to Elected Members along with the provider name and approximate cost. The Plan will give consideration to Elected Member minimum mandatory training requirements as set out in the LGA Training Standards, and also have particular emphasis on the training needs of new Elected Members joining Council following a general or supplementary election.
6.3 An annual budget allocation will be provided to support the training and development activities for Elected Members.
6.4 Elected Members can apply to attend training and development programs conducted by the Eastern Region Alliance (ERA) or the LGA, by submitting an Elected Member Application for Training and Development form to the Chief Executive Officer (CEO) for approval.
6.5 Elected Members can apply to attend training and development programs delivered by providers other than ERA or the LGA, up to a cost of $500 and conducted within South Australia, by submitting an Elected Member Application for Training and Development form to the Chief Executive Officer (CEO) for approval.
6.6 Elected Members can apply to attend training and development programs conducted by organisations other than LGA and ERA or any programs delivered outside of South Australia, by submitting an Elected Member Application for Training and Development form to the Chief Executive Officer (CEO) for inclusion on the next available Council Agenda for consideration by Council. (Applications must be received at least 5 clear working days prior to a Council meeting for it to be included.)
6.7 Council may utilise a range of strategies to identify the training and development needs of Elected Members and match these needs against its strategic and good governance objectives, including a gap analysis developed by the LGA.
6.8 A budget allocation will be provided to support the training and development activities undertaken by council.
6.9 Regular training sessions will be offered to Elected Members over their term of office.
6.10 All training and development activities will be recorded in the Council Allowances and Benefits Register and reported via Council’s Information report on a quarterly basis.
6.11 Training and development will include, at a minimum, the mandatory training requirements as specified in the LGA Training Standards for Council Members, and other training needs as identified in the training gap analysis or specific to their legislative and governance roles and functions.
6.12 The LGA Training Standards for Council Members include four modules as mandatory training:
(1) Introduction to Local Government
Council Members will gain an understanding of the Australian System of government and the composition, structure and operational functions of Councils in South Australia.

(2) Legal Responsibilities
Council Members will gain an overview of their duties as a Council Member under the Local Government Act 1999 and related legislation. This module will describe the roles of the Independent Commissioner Against Corruption, the Minister for Local Government and the Ombudsman regarding individual and Council performance , with an emphasis on investigations of maladministration, corruption and misconduct.
(3) Council and Committee Meetings
Council Members will have a greater understanding of the meeting procedures established to guide Council decision making.
(4) Financial management and Reporting
Council Members will gain an understanding of a Council’s responsibilities for financial and asset management planning, setting rates and monitoring budgets.
6.13 The CEO will engage training providers that have the appropriate expertise to deliver the required training and keep a record that indicates Council Members have completed the required modules.
6.14 Other training and development issues may emerge that are directly related to specific service areas and other community issues and address environmental, social and economic challenges facing the community.
6.15 It is recognised that a range of delivery methods will be required to support the training and development needs of Elected Members, including:
(1) Seminars and informal (briefing) sessions conducted by Council with guest speakers and trainers.
(2) Attendance at training courses, seminars and conferences offered by organisations such as the LGA, ERA, Australian Local Government Association (ALGA), Local Government Managers Australia (LGMA), Local Government Professionals SA and other private organisations locally and interstate.
(3) Training booklets and discussion papers.
(4) Online self paced learning.
6.16 Training and development undertaken by Elected Members will be detailed in Council’s Training & Development Register. Failure to complete the mandatory training requirements in the relevant timeframe amounts to a breach of the Code of Conduct for Council Members.
6.17 Training and associated costs will be recorded in the Elected Members Allowances and Benefits Register.
6.18 Following attendance at a training or development program or activity, Elected Members may be requested to complete a feedback form, and provide a report (verbal or written) to a Council meeting outlining the nature of the training program/activity and the benefits gained through attendance.
6.19 Reimbursement of expenses for training and development purposes will be made in accordance with Council’s Elected Members Allowances and Benefits Policy.

6.20 Council’s Annual Report will include a report on training and development activities undertaken by Elected Members and associated expenditure allocated for such activities.

Scheduled Training and Development There are three parts to Council’s scheduled training and development plan for 2014 – 2018: Mandatory Training Requirements for Elected Members
• Module 1 - Introduction to Local Government - Role and function of Council Members • Module 2 - Legal Responsibilities • Module 3 - Council and committee meetings • Module 4 - Financial Management and Reporting
• City of Prospect Training and Development
A variety of training methods will be offered including in-house, online and outsourced training and development options to complement the mandatory training and development sessions. The draft schedule (subject to change) is included in Attachment 1.
Eastern Region Alliance (ERA) Training and Development
ERA councils may offer training based on Elected Member requirements following mandatory training, with a focus on professional development. These sessions will be held from 7 – 9pm at ERA Council venues (subject to change).
Additional Training and Development Opportunities Elected Members wishing to take up training and development opportunities need to be mindful of the requirements of Council’s Elected Member Training and Development Policy. In particular, the Policy requires training and development programs over $500 or not directly conducted by ERA or the LGA will require Council approval upon application to the Chief Executive Officer. Training and Conference Budget An annual budget allocation will be provided to support the training and development activities for Elected Members. The annual budget total may vary from year to year dependent on requirements throughout the Council term. Elected Members should be aware of budget implications when applying for additional training and development opportunities. Attendance at Training and Development sessions Attendance at Training and Development sessions will be reported in Council’s Annual Report.
