1.0 PURPOSE

The purpose of this document is to outline a strategy for the execution and installation of the 60MVA 132KV/33KV Transformer, donated by RIVERS STATE GOVERNMENT construction of switch yards and control buildings at Afam Power Station.This will enable an integrated approach towards the execution of the project, so that the Procurement, Construction, installation and commissioning phases of the Project will be performed within the outline Project schedule, at the right quality and cost.

1.1 PROJECT OBJECTIVE

The main objective of this project is to provide electricity to some Rivers state communities (Ogoni, Oyibo etc) by way of connecting the communities with High Voltage (33KV) Transmission Line from Afam Power station facilities, thereby ensuring power availability in the communities and also achieves interdependency between the communities and Afam Power station Transmission facility.

2.0 BACKGROUND

The Rivers state Communities Electrification Project was borne out of the Sustainable Community Development Policy & Objectives of the Government to supply electricity to the citizenry. The preliminary & detailed engineering design for the installation of the 60MVA 132KV/33KV Transformer and HV transmission line to the communities is on going.

3.0 SUMMARY WORKSCOPE

The project proposal is to install a 60MVA 132KV/33KV Transformer(to be provided by the RVSG) , construct 132kv Switchyard, install 2nos 132kv Control panels, construct a 33kv Switch yard(2nos bus bars circuits with 5nos 33kv outdoors breakers), install 33kv control panels (Incomer, bus section and 3 outgoings and install Tripping units with Batteries in the existing 33kv Control building.

4.0 DETAILD SCOPE OF WORK The scope of work shall include, but not limited to the following.

4.1 PRELIMINARY WORKS

4.1.1 Removal of old and disused materials/ equipmentIdentify the old and disused materials at site, such as the Transformer fins, Gantries, burnt Circuit breaker, insulators etc and remove them from the area for the 132KV Switch yard

4.1.2 Cable Excavation worksExcavate 120m of cable trench of the paved area from the 132kv Switch yard to the 33kv Control room. The trenches shall be at least 850mm deep(for 600/1000volt cables) and 1m deep for H.V cablesExcavate 40m of cable trench of the paved area from the 132kv Switch yard to the 132kv Control room The trenches shall be at least 850mm deep(for 600/1000volt cables) and 1m deep for H.V cablesLaying of cables on the excavated Trenches. Note that instrument systems and Telecommunication cables shall not be laid in the same trenches used by H.V and/or L.V power cablesThe H.V cables may be laid in the same trench with the L.V cables, but shall be separated , e.g. by a continues row of concrete cable tiles placed vertically between the two types of cables. H.V. and L.V. cables must be separated by at least 250mm horizontally or vertically.

4.1.3 Cable TilesCable tiles made of pre-cast concrete shall be laid so as to protect the cable against mechanical damage.

4.1.4 Back- filling and re-instatementBack-filling of cable trenches shall be done with suitable approved earth material in well compacted layers up to 150mm thick. The back-fill may be mounted up to 100mm above grade level , to allow for future subsidence.

4.1.5 Cable installed above groundAll the cables which are not buried, installed in ducts or drawn into conduits shall be installed on channels, racks or cable trays.

4.1.6 Cable fixing arrangement All the cables shall be securely fixed to the cable trays and ladders by means of surface type saddles secured with 6-mm screws and nuts

4.1.7 Cable segregation and Separation Instrumentation and Telecommunication cable shall not be laid on the same trays as power cables

4.1.8 Earthing All metal parts of cable racks and trays shall be connected to the common earth grid

4.2 CIVIL ACTIVITIES

4.2.1 Civil Structural ActivitiesThe civil /structural design element of the work shall be established before civil construction activities commence on site. The elements are, but not limited to the following,

Soil conditions and foundation requirements shall be established Layout and support drawings shall be established Detail design of foundations, supports etc shall be prepared Civil/Structural specifications shall be prepared. Site preparation details shall be prepared Design of Substation drawings together with transformer and feeder plinths

shall be prepared.

4.2.2 Civil Construction Works(132kv and 33kv Switch yards)Civil construction work shall be made up of but not limited to the following,

Site clearing Modification of the existing Transformer foundation plinth. Modification of the existing stanchion gantries foundation plinths to realign

with the proposed new Gantry arrangement . Construction of new Earthing Transformer plinth Modification of the existing 33kv switchyard to accommodate two no bus bar

circuits with five outgoing feeders, by the construction of stanchion gantries foundation plinths. (Available space 20x10m).

4.3 INSTALLATION OF ELECTRICAL EQUIPMENT

4.3.1. 132KV Transmission station worksProcurement of Electrical equipment & materials:

The following Electrical items shall be procure and install:

Procure and install 1no 60MVA 132 KV/33KV Transformer.(RVSG to procure)

Procure and install 1no 132 KV outdoor SF6 Circuit breaker Procure and install a set of Voltage Transformers (132kv/√3/110/√3) Procure and install a set of Current Transformers(600/300/1A) Procure and install a set of 132kv Lightning Arresters Procure and install 2 sets of 132kv motorized gang Isolators Procure and install 2 sets of 132kv insulators with supports Procure and install station Earthing Transformer 500kva

33kv/0.415kv Procure and install 132kv Transformer incomer Control panels

(Indoor Transformer incomer and Protection/Metering panel) Procure and install 1no 110V Tripping unit Carry out station earthing

4.3.1.1. 132kv line entry GantriesProcure and install 21nos steel lattice Transmission 3.0m stanchion gantries, with ISO Metric black hexagonal bolts, screws and nuts to BS4190

4.3.1.2. Conductors/StringingProcure and string 200metres of 240mm2 BAC conductors within the switchyard

4.3.1.3 Power and Control CablesProcure and install 1000m of 1c x 500mm2 power cable from the 60MVATransformer secondary to the 33kv Control panel, switch yard etc.Procure and install 1000m of 4cx4mm2 Control cableProcure and install 1000m of 19cx2.5mm2 Control cable

4.3.2 33KV TRANSMISSION STATION WORKSProcurement of Electrical equipment & materials:
